LEGAL ADOPTION: PLACING A CHILD WITH A LOVING FAMILY

Legal adoption is a gift to both the child and the parents.
This was the message during the recently held Adoption Forum led by the Department of Social Welfare and Development (DSWD) in celebration of the 2016 Adoption Consciousness Week on February 15-21. Adoption Consciousness Week is observed yearly as per Presidential Proclamation No. 72 signed on February 03, 1999 by then President Joseph Ejercito Estrada.

With the theme “Legal na Ampon Ako: Anak na Totoo (A Child Finds Worth in Legal Adoption)”, the Adoption Forum tackled the various adoption laws in the Philippines and featured testimonies of adoptive parents.

Adoption is a blessing
“Adoption is a gift to us parents, not only to the children,” said Erlene Villamora, an adoptive mother of two children, Carmel and Cade.

The Villamora family had a biological son when they adopted Carmel. They wanted to give their son a sister, thus, they applied for the legal adoption of Carmel.

Erlene shared that the journey to legal adoption was a bit tedious at first, but they did not want any other option. They wanted a child to call their own legally. Hence, they patiently underwent the process.

She said they did not want any complications which could arise if they did not follow the legal process, like those portrayed in movies and dramas wherein other biological parents can claim their child in the future.

Erlene also addressed the usual perception that it is still better to have your own child as the lineage of the adopted child is unknown.

She said that adopting a child is a risk, the same is true about raising biological children.  But for the Villarama family, it was a risk worth taking.

Erlene added that she and her husband can attest that “The feelings for their biological child and adopted child are the same.”

Legal adoption protects the child DSWD Secretary Corazon Juliano-Soliman stressed that every child should belong to a family.

“Presently, there are still many children available for adoption who are still waiting to be matched with prospective adoptive parents. The longer they stay in centers, the smaller their chance of getting adopted,” Sec. Soliman stressed.

Despite this, the Secretary further emphasized that legal adoption is the only option to protect the welfare of the child.

“Only legal adoption provides the child the right to a name and family,” Sec. Soliman said.

The Secretary added that DSWD does not charge any fee for adoption. Expenses are normally incurred in the filing for the petition of adoption in courts. The prospective adoptive parents will have to get the services of a lawyer and spend for appearances in court.

The prospective parents may also course their application or adoption through accredited child placing agencies like the Kaisahang Bahay Foundation (KBF) and Norfil Foundation. As for the fees, the prospective parents may inquire directly from accredited child placing agencies.
Push forward Because adoption is for the future of the children, there is a need for all sectors to support the advocacy for legal adoption.

As Erlene said, “We have to talk about adoption more so that it becomes a normal discussion. We, as parents, would like to share how blessed we feel as parents.”

She recommends that continuous education in schools among teachers and students should be done. The different sectors in society should pitch in and help raise awareness on legal adoption, so that more will consider the process a gift.

From 2009 to 2015, a total of 4,860 children have been issued a certification declaring them legally available for adoption, with 2,533 children still waiting to be adopted.

ILOCOS SUR RECEIVES P55M AGRI SUPPORT

The Department of Agriculture is positive that with the right tools, farm production will improve and farmers will increase income and reduce cost of production.

As such, the government continues to provide support and assistance to the agriculture sector to empower and strengthen the capabilities of all stakeholders.

Last February 22, 2016, Agri chief Proceso J. Alcala spearheaded the distribution of more than P55-million (M) worth of projects and farm equipment to farmers’ and irrigators’ association in Sta. Maria, Ilocos Sur.

Among the projects that were turned-over include the P15M rehabilitation project for Pinsal SWIP to Burayok ti Pinsal Farmers Association, P2M DA-Philmech funded tramline to Baballasioan Farmers’ Association and P2M grain silo to the Federated Rice and Corn Association.

Alcala also awarded 15 units of pump and engine sets (10 units of 3" x 3" Gasoline Engine and 5 units of 2" x 2" Gasoline Engine), 15 heads of carabao with farm implements, 3 sets of native swine module and 10 sets of goats (buck).

In his message, the Secretary said that the government will continue to provide assistance to farmers for their production and post-production needs. “Ang nais po natin hindi lamang mapababa ang production cost ninyo, kundi i-capacitate kayo upang maging entrepreneurs,” he said.

The Secretary said that aside from providing inputs and assistance packages to farmers, the DA is providing training and extension works so that farmer groups can be service providers.

“Hindi lang po kayo basta magtatanim, kayo din po ang magbibigay ng serbisyo sa mga katulad ninyong magsasaka. Sa gayon, mas malaking oportunidad at kita ang maghihintay sa inyo,” he said to members of organized association.

During the same event, the provincial government of Ilocos Sur also received 10,000 packs of High Yielding Technology Adoption(HYTA) Hybrid Seeds (5kg/pack), 750 bags of HQS for Adverse Eco-System Certified Seed (40 kg/bag), 50 bags of Green Super Rice (20kg/bag), 180 cans of assorted vegetable seeds, 500 pcs of garden tools, 1 unit of mobile grain dryer, 1 unit of rice seed storage, 1 mini 4WD- tractor, 1 mechanical planter, 3 units of multiplier farm, 1 unit of hand tractor, 1 unit of thresher, 2 units of pump and engine sets (diesel), 150 units of farmalite, 2 units of collapsible dryer case, and 3 units of electric water pumps.

The DA chief also recognized the municipality of Sta. Maria for being highest producer of corn food grain in the country.

“Mabuhay po kayong lahat dahil patuloy kayong nakikiisa sa mga programa ng pamahalaan para mapataas at mapatatag ang ekonomiya sa mga kanayunan,” he said.

He also praised the Municipality for reaching 181% rice sufficiently level in 2015 despite the onslaught of El Nino phenomenon.

Alcala also applauded the scholars of Agricultural Competitiveness Enhancement Fund (ACEF) in the province. Base po sa datos, marami ng kabataan ang nagnanais na magsaka at mangisda,” he said.

2016 REGION 1 ATHLETIC EVENT ENDS TODAY

The 2016 Region I Athletic Association (R1AA), dubbed as the biggest sporting event in the region, will be hosted by the school division of  San Carlos City from Feb. 21-26.

Fourteen school divisions from all over the region will participate in the event. Some 6,000 elementary and high school athletes will start arriving in the city on February 20.

Event games in the week-long R1AA  include archery, arnis, athletics, badminton, baseball, basketball. billiards, bocce, boxing, chess, football, futsal, goal ball, gymnastics, lawn tennis, sepak-takraw, softball, swimming, table tennis, taekwondo, volleyball, wrestling and wushu.

Division Superintendent (OIC) Dr.  Lorna Bugayong said an athletic parade is scheduled at 2 pm of February 21 prior to the opening program at 3 pm where City Mayor Julier Resuello will serve as the guest of honor and speaker.

Bugayong  said aside  from the tournament proper, delegates will be treated to several activities during their stay in Pangasinan.

A party will welcome the division delegates  in every billeting school on February 22 and the Mayor’s Night will commence on the 23rd.

On February 24, a fellowship night will  be held at the Don Federico Mandapat Sports Dome. The next day, division representatives will take part in the tree planting activity

The closing program on February 26  will have the awarding of medals and trophies to the winners as the highlight.

DEPED'S EARLY SCHOOL REGISTRATION STILL ON

The Department of Education (DepEd) reiterated its call for early registration for the school year 2016-2017 to all public elementary and high school students.

Darius Nieto, DepEd information Officer in the Ilocos, said the early registration started in January 30 and will end on February 29, 2016.

“The early registration process will  give enough time to ensure that all school-age children are enrolled. And since the  the nationwide implementation of Senior High School program will begin this school year, parents must register them early, “ Nieto said during the KBP Forum held at the Philippine Information Agency Office on Thursday.

Nieto said Kindergarten pupils should at least be five years old by June 1, 2016 and that Kindergarten completers  will be accepted in Grade 1.

Meanwhile, Senior High School students who will register early can decide more on  job opportunities that suit their interest, he added.

With the cooperation of Local Government Units (LGU), parent-teachers associations, barangay officials, civil society groups, civic organizations and the business sector, DepEd employs the house-to-house campaign and meetings to locate the students who have not been able to attend school, or those who have stopped going school with the aim of bringing them back to the learning institutions, Nieto said. # Source - (MCA/JENNIFER A. A MODEL ILOCOS SURIAN SPARKS RIZALISM WORLDWIDE

As supreme commander of the Order of the Knights of Rizal (OKOR), an international patriotic organization, Jeremias Singson, Knight Grand Chancellor of Rizal, has spread the gospels of the national hero - Dr. Jose Rizal in various parts of the world.

Singson convened chapter commanders and other officers of the OKOR in US, Europe, Saudi Arabia, UAE and Asian countries including the Philippines to strengthen its fraternal bonding  through unity, solidarity and team work  in  promoting  the ideals and teachings of Rizal, who wrote the immortal “Noli Me Tangere” and “El Filibusterismo” that portrayed the tyranny of the Spanish regime.

The Supremo also led his brother Knights in conducting Rizal Youth Leadership Institute to train high school and college students in the art and science of nation building even as he inspired his fraternal brothers to organize the Kabataan and Kababaihang Rizalista.

As founder and chairman of the JCS Foundation, he initiated and conducted various medical mission with the support of the provincial government of Ilocos Sur headed by Gov. Ryan Singson, the Department of Health, Red Cross and volunteer doctors and nurses to provide free major and minor surgeries, consultations and distributing medicines, reading glasses and used clothes for the poorest of the poor. About 200,000 indigents from depressed areas in Ilocos Sur were served by the Medical Mission including beneficiaries from Abra and Ilocos Norte.

Singson also motivated volunteer doctors mostly Ilocanos from Hawaii, California and Canada to  extend their medical services to our “kababayan” even as he urged his brother Knights to involve in community projects including the donations of medical equipment for government hospitals in the province..

As chairman of the committee on health and finance, board member Singson has promoted the “Botika  sa Barangay” in the upland towns and other far- flung areas , and the  upgrading of day care centers  aside from passing ordinances or resolutions  benefitting indigent families focusing on social services and health.

No wonder the Supreme Council of the Knights of Rizal has unanimously  chosen him as their Supremo, the 1st  Ilocano who reached that prestigious position including former Chief Justice Hilario Davide Jr. prompting the Ilocos Surians Association of Hawaii  headed by Danny Villaruz of Santa  to award  him as the Most  Outstanding Ilocos Surians 2015 for leadership and humanitarian mission.

The provincial government of Ilocos Sur also commended Singson, the “Fr. Jose Burgos” award 2016 during the recent “Kannawidan” Festival at the Quirino Stadium for his invaluable services to humanity especially the poorest of the poor.  # Source - Ben P. Pacris/PIA

PROJECT REAL: A WAY BACK TO ONE’S OWN MOTHER TONGUE

In support of the institutionalized Mother Tongue-Based Multilingual Education (MTB-MLE), the Department of Education (DepEd) Region 1 further strengthens the MTB-MLE through the Project Read, Enjoy, Adopted Language (REAL).

Project REAL is tailored from United States Agency for International Development (USAID)’s BASA Pilipinas. It aims to inculcate in the minds of the students the value of using their mother tongue, develops among pupils the enjoyment and love of reading using their mother tongue, hones the skills and talents of teachers to compose poems, rhymes, jingles, and stories in MTB-MLE to be used as supplementary reading materials for K-Grades III.

The components of Project R.E.A.L include training-workshop for teachers of early grades to localize, conceptualize and indigenize supplementary materials; Division Festival of Talents for teachers and pupils of Kindergarten to Grade III to challenge teachers in composing poems and stories in mother-tongue. The winning compositions are the official materials to be used during the conduct of the Division Festival of Talents.

Launched in November 11, 2015, Project R.E.A.L was conceptualized and initiated by Dr. Aleta C. Begonia, former Education Program Supervisor of Alternative Learning System and presently the Education Program Supervisor of Kindergarten and Mother Tongue-Based-Multilingual Language Education.

Project R.E.A.L is a proposed intervention to address the problem in reading, specifically in fluency and comprehension.   Since it will be a division-wide implementation, the project serves as a positive tool for the development of Beginning Reading and Fluency from early graders.  # Source – depedro1.com.ph

R1AA 2016: DEPED-RO1 ENSURES PLAYERS’ SAFETY AT PLAYING VENUES

To ensure the safety of the players, coaches, technical staff and other delegates during the 2016 Region 1 Athletic Association (R1AA) meet, the Department of Education Regional Office 1 (DepEd-RO1) officiated the Technical Management Conference at the San Carlos City Division Office Conference Hall, San Carlos City, Pangasinan on January 11, 2016.

The participants presented the issues and concerns which may affect the competition and recommended means of providing security to the players both in the different playing venues and billeting areas.

Mr. Lorenzo A. Agustin, Regional Sports Coordinator, Presiding Officer, directed the Tournament Managers and Event Coordinators to visit the venue of the different sports events and the billeting schools. They were tasked to determine the adequacy of sports facilities and equipment, electrical lightings and installations, suitability and situation of the playing areas, and the players’ comfort.

To ensure that everything will be in place prior to the meet, Agustin asked for feedbacks and assessment. He welcomed suggested solutions and urged its immediate implementation.

As means of prioritizing the protection, security and welfare of the players, it was agreed that no billeting area will be used as location of any sports event. A barricade will also be installed in the venue.

The Sports Events include Arnis, Archery, Athletics, Badminton, Baseball, Basketball, Chess, Gymnastics, Football, Sepak Takraw, Futsal, Softball, Swimming, Table Tennis, Taekwondo, Tennis, Boxing, Billiards, Volleyball, Wrestling, Wushu and Boccee.

PHILIPPINES TO HOST ASIA-PACIFIC FORESTRY WEEK 2016

More than 1 000 government and forestry and natural resources officials, and representatives of international and non-government organizations and forest industries from over 30 countries are expected to gather at the Clark Freeport Zone in Pampanga from 22 to 26 February for Asia-Pacific Forestry Week 2016.

Spearheaded by the Food and Agriculture Organization of the United Nations (FAO) and the Asia-Pacific Forestry Commission (APFC) in partnership with the Philippines Department of Environment and Natural Resources (DENR), Forestry Week 2016 will be among the largest and most important forestry events in the region this year. It will run in conjunction with the 26th session of the Asia-Pacific Forestry Commission – one of six such regional assemblies supported by FAO – which convenes every two years to review progress in forestry development, discuss common issues and set new agendas for addressing natural resource management challenges in the region.

“The selection of the Philippines as host country for this year’s Asia-Pacific Forestry Week is very timely. We have much to share with our colleagues from our experience in implementing the first phase of the National Greening Program, through which we were able to reforest more than 1.3 million hectares from 2011-2015,” DENR Secretary Ramon J. P. Paje said.

“At the same time,” he added, “we also look forward to learning from other countries and international experts on how to improve the roll out of the expanded NGP and hit our 2028 target of reforesting an additional 7 million hectares of unproductive, denuded and degraded forestlands.”

According to FAO’s 2015 Global Forest Resources Assessment, the Philippines ranked fifth among 234 countries and territories for the greatest reported annual forest area gain, with an increase of 240 000 hectares per year between 2010 and 2015.
Growing our future!

Held only once every four years, the 2016 Forestry Week will focus on “growing our future” through effective integration of forestry with the other facets of sustainable development.

Patrick Durst, FAO’s Senior Forestry Officer for Asia and the Pacific, explains that, “Gone are the days forestry can be viewed as primarily an extractive sector. More than ever, forest managers and policy makers need to recognize and integrate the full range of benefits that forests generate, including contributions in enhancing food security and eliminating poverty, conserving biodiversity, mitigating climate change and strengthening resiliency to natural calamities.“

More than 70 workshops, seminars and side events will take place during Asia-Pacific Forestry Week 2016 and will serve as a springboard for inclusive dialogue on the implementation of commitments made under the Paris Agreement on climate change, future trade and market access arrangements, meeting the evolving needs and expectations of society with respect to forests, emerging institutional and governance issues and green investments.

DEPED RO1 IS 2016 R1AA READY

The Region 1 Athletic Association (R1AA) Meet formally opens on February 21, 2016 at Virgen Milagrosa University (VMU), San Carlos City, Pangasinan with the theme, “Celebrating Life and Victory Through Sports.” It will be hosted by the San Carlos City Schools Division and the City Government of San Carlos, Pangasinan.

Hundreds of delegations including athletes, technical officials, and guests from the various schools division throughout the region is expected to surge in the province of Pangasinan before the big day.

Series of activities are scheduled for the weeklong event which will start with the parade of delegations and street dances, fellowship program, tree planting and closing Program on February 26, 2016.

Prior to the conduct of R1AA, series of coordination meetings were attended by the R1AA Technical Board, the host division, partner agencies and stakeholders to ensure a safety, peaceful and successful athletic meet.

Dr. Alma Ruby C. Torio, Regional Director of DepEd Region I further reminded the technical officials, tournament managers and the host division to truthfully perform their duly assigned duties and responsibilities during the R1AA Meet. RD Torio also emphasized that the safety of the students should be their top priority from the start and end of the athletic meet. 

DepEd RO1 holds the R1AA Meet annually to further train and develop the athletes for higher competitions like the Palarong Pambansa. GOV’T EAGER TO HEAR FEEDBACK ON AGRI-FISHERIES PROGRAMS

The current administration of President Benigno Simeon Aquino III is eager to know the comments of farmers, fisherfolks and other agricultural stakeholders on the projects and programs implemented by the government for the farming and fishing sectors.

“President Aquino wishes to know which projects of the Department of Agriculture are effective and that the stakeholders would like to continue,” said Agriculture Secretary Proceso J. Alcala during a forum held in Oroquieta City on February 15, 2016.

Alcala added that the feedback coming from the farmers and fishermen is very important so the present leadership can properly turnover the evaluation to the next administration.

“Kabilin bilinan sa akin ni Pangulong Aquino, huwag mong pababayaan ang mga magsasaka’t mangingisda. Ganyan po kayo kamahal ni Pangulong Noynoy Aquino,” Sec. Alcala told a crowd of more than 2,000 jubilant farmers and fisherfolks who attended the forum in the provincial capitol of Misamis Occidental.

According to DA 10 Regional Executive Director Lealyn Ramos, it is the third time Sec. Alcala is visiting the province as lead implementer of DA Agri-Pinoy programs.

From 2010 until the present, Misamis Occidental has received from the Aquino administration P1.145 billion worth of projects in agriculture and fisheries, said Director Ramos.

During Alcala’s most recent visit, he turned-over P266,983,340.70- worth of farming and fishing support to the province.

In support of the MisOcc’s rice production activities, DA turned-over farm equipment and machineries, including a 4WD tractor, power tillers, and threshers amounting to P7.461M. The agency also distributed more than P30-M worth of assistance and interventions including corn facilities and farm equipment to organized cooperatives and associations.

In addition, fruit and vegetable producers, as well as livestock growers received assistance packages amounting to a total of P2.37M.

“These agricultural interventions came just in time,” Dir. Ramos said.

“Nagsisimula na pong mag-alala ang mga magsasaka at mangingisda dito sa lalawigan kung makakabawi sila sa kabila ng epekto ng mahabang tagtuyot. Wag po kayong mabahala, nandito ang DA para sa inyo,” she said.

During the event, the DA’s Bureau of Fisheries and Aquatic Resources (DA-BFAR) also distributed 98 units 5.5 HP marine engines, 117 bottom set gill nets, 100 sets seaweed farm implements and raffled off 5 units 5.5 HP marine engines, 15 bottom set gill nets, and 10 sets seaweed farm implements for a total of P1,746,216.

The province also received farm-to-market road project from the Philippine Rural Development Project (P129M) from the 2016 General Appropriations Act of the OSEC (P71M). The Provincial Local Government was also awarded certificates of commitment for a project under BUB amounting to P19,940,000 and a P5M slaughterhouse from National Meat Inspection Authority (NMIS).
