PAGASA WARNS OF LA NIÑA THIS YEAR
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has warned the public on the possibility of a La Niña event occurring later this year, after El Niño ends.
La Niña is the opposite of El Niño and is characterized by above normal rainfall, strong monsoon activity, and formation of more tropical cyclones.
Anthony Lucero, PAGASA climate monitoring and prediction section chief, said strong El Niños are usually followed by equally strong La Niñas.
He added that although waning, El Niño would continue to cause below normal rainfall and warmer air temperatures in the country in the next several months.
Lucero cited the 1997-1998 strong El Niño, which was followed by a La Niña in 1999 when many parts of the country experienced intense rainfall and flooding.
The most tragic effect of the 1999 La Niña was the landslide at the Cherry Hills Subdivision in Barangay San Luis, Antipolo City that killed 58 people.
The last La Niña event was in 2012 when the Philippines experienced massive flooding due to days of intense rains brought by habagat or southwest monsoon.
According to the Australia Bureau of Meteorology, of the 26 El Niño events since 1900, around 50 percent have been followed by a neutral year and 40 percent by La Niña.

In a directive addressed to all provincial governors, city mayors, municipal mayors, and punong barangays, Sarmiento enjoined LGUs to conducting fitting activities such as but not limited to the following:

•Exhibit of assistive devices and technology for PWDs
•Orientation and Disability-Inclusive DRRM
•Orientation on Disability Mandates for Local Legislators
•Orientation on Parents and Advocates in the LGUs on the Rights of Children with Disability (CWDs)

•Forum on Accessibility, Universal Design, and Accessibility Audit for Architects and Engineers

SARMIENTO PUSHES FOR "SCALING UP" OF EFFORTS IN BUILDING RESILIENT LGUS
Secretary Mel Senen Sarmiento of the Department of the Interior and Local Government (DILG) has underscored the need to ‘scale up’ not only in disaster preparedness, but also in building the resilience of communities.
Sarmiento said that among important efforts that should be made are the retrofitting of bridges in support of the Department of Public Works and Highways (DPWH); utilization of the Geographic Information System to simulate if a structure is on top of a faultline; and stricter enforcement of compliance to the new Building Code.
“We should move forward and scale up our kind of thinking na sana pagdating ng panahon, we can be as prepared to deal (with disasters) as Japan. What is a supertyphoon for them is a disaster for us because of the way we build our houses. We have to accept and adapt to the fact na ang lugar natin ay bagyuhin,” he said.
“Bawat isa sa atin--it’s high time that we be conscious, we adapt, para mababawasan yung problema ng Response Cluster,” he added.
Sarmiento was one of the guest officials who formally opened the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) with the Ceremonial Button Pressing at Camp Aguinaldo in Quezon City last June 22, 2016.
He convened with other officials in the NDRRMC and CSO representatives for a briefer and press conference. He shared about the disaster response and risk reduction (DRRM) initiatives of the Department that serves as co-chair in the Council, emphasizing the need for an “orchestrated response” to disaster risk and reduction (DRRM) on the local scale.
The Secretary mentioned DILG’s Oplan HANDA or Handa sa Aksidente at Disaster, a program at the household level that introduces each household member to the hazards that will affect them, and provides them with a step-by-step plan to act on these hazards; the Department’s talks with the Commission on Higher Education (CHED) to encourage State Universities and Colleges (SUCs) to put up their own respective DRR institutes where Local Chief Executives (LCEs) may undergo training; and the facilitation of visits to NDRRMC command center, where the LCEs could keep updated and also learn from each others’ experiences.
“Every year nag-iimprove po tayo, at nag-iinvest din ang gobyerno sa mga kagamitan na kailangan natin,” Sarmiento said, citing the acquisition of four more C130 helicopters to add to the lone unit that was used during Supertyphoon Yolanda; a brand new C295 aircraft; and the newly arrived BRP Tarlac, the country’s first strategic sealift vessel, which can hold equipment and supplies during a time of calamity and act also as makeshift floating hospital for Department of Health (DOH) staff and volunteers in case of damage to hospital structures.
The DILG numbered among the many attendees from the member agencies of the National Disaster Risk Reduction and Management Council (NDRRMC); representatives from neighboring ASEAN countries; civil society organizations (CSOs); and the media in what proved to be a smooth, efficient, well-executed event of the NSED that morning.

SWD, PARTNERS TO PRESENT RESULTS OF STUDY ON PANTAWID PAMILYA’S IMPACT ON ECONOMY
The Department of Social Welfare and Development (DSWD) with the Ateneo School of Government (ASoG) and the Australian Department of Foreign Affairs and Trade (DFAT) will hold a public forum to present the results of the research study entitled, “Pantawid Pamilyang Pilipino Program: Stimulus to Local Economic Growth?”, on Thursday, tomorrow, 2:00 – 4:00 pm at the Ateneo de Manila University, Katipunan Avenue, Quezon City.
Led by the study consultant, Dr. Lourdes S. Adriano, the research study’s main objective is to determine qualitatively and quantitatively the nature, form, and degree of the economic impact of the Pantawid Pamilya cash grant expenditures on the local economy. Its overarching thesis is that the provision of regular and predictable cash grants to poor households in the context of malfunctioning or nonexistent markets can generate positive productive and economic impacts.
The presentation of the results of study will be divided into five topics as follows:
•Household Economy
•Economic Sector: Bicol Rice Value Chain
•Economic Sector: Flea Market Case Study
•Regional and Macro Perspective
•Integration of Recommendations
Impact evaluation studies on Pantawid Pamilya showed evidence of the program’s effectiveness in achieving education and health outcomes. There are also indications of potential positive spillover effects of the program to the local economy particularly, in the areas of work motivation, labor allocation, savings, and access to credit. It has been observed that the huge transfer of cash to the poor and poor areas of the country has produced unintended economic impacts or the “ripple effects” both at the household and local economies.
With the scaled up implementation of CCT, the need to understand these unintended impacts on attaining inclusive growth have become increasingly important to government decision makers and planners. A greater understanding of these economic and productive impacts of CCT can contribute to broadening the policy menu for the inclusive growth strategy.

Outgoing Interior and Local Government Secretary Mel Senen Sarmiento today called on all local government units (LGUs) to participate in this year’s 2nd Nationwide Simultaneous Earthquake Drill (NSED) dubbed 2nd #Pagyanig Challenge to be held on June 22, 2016 at 9 a.m.
Secretary Sarmiento, who is also concurrent Vice Chair for Disaster Preparedness, said the 2nd quarter drill ceremonial launching will take place at the General Headquarters (GHQ) Grandstand, Camp General Emilio Aguinaldo in Quezon City.
This year’s NSED’s hashtag (#Pagyanig challenge) is aimed at developing a “culture of preparedness” among Filipinos by educating them on how to properly respond to calamities such as strong earthquakes.
The National Disaster Response Plan (NDRP) for Earthquake and Tsunami and OPLAN Metro Yakal PLUS, were prepared in collaboration with the different government agencies, civic and international humanitarian organizations including the DILG.
Most of the local government units (LGUs) in the country have their own operational plan and/or manual for disaster preparedness and response, and the drill will confirm the consistency between the NDRP and the manuals or unwritten protocols of each LGU or organization.
“We need to validate through periodic executions the related manuals to make sure that our plans are effective and efficient,” he said.
He acknowledged that the success of any drill depends on the effectiveness of information dissemination, and urged all sectors concerned to help amplify the information drive to encourage more participants to the nationwide drill, which was mandated by law to be conducted quarterly every year.

DSWD CITES MILESTONES UNDER AQUINO ADMINISTRATION
The Department of Social Welfare and Development (DSWD) highlighted the agency’s accomplishments for the past six years under President Benigno S. Aquino III’s administration in the areas of social protection as a priority agenda, enhancing and increasing the effectiveness and efficiency of the bureaucracy, demand-driven expansion of programs, quality response in the context of the “new normal”, and sustainability of the gains
According to DSWD Secretary Corazon Juliano-Soliman, the Department made significant gains in prioritizing social protection programs which include PantawidPamilyang Pilipino Program, Sustainable Livelihood Program (SLP), and the Kapit-Bisig Laban saKahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS).
“The Department was able to harmonize the implementation of the core poverty reduction programs to more effectively reach and assist intended beneficiaries,” Sec. Soliman said.
Through its convergence strategy, the Department continues to empower and develop the capacities of program beneficiaries toward resilience benefitting 4,409,819 million PantawidPamilya households, some 144,895 of whom are parent-leaders; and, a total of 491,992 community volunteers.
The Social Operational Framework was likewise approved in 2012, defining social protection and its components which constitute policies and programs that seek to reduce poverty and vulnerability to risks and enhance the social status and rights of the marginalized by promoting and protecting livelihood and employment, protecting against hazards and sudden loss of income, and improving people’s capacity to manage risks.
For more effective targeting of poor households, the Listahanandatabase which shows who and where the poor are was launched and operationalized. In its second assessment conducted in 2015, Listahanan established that 1.5 million PantawidPamilya families were able to move up from poverty.
Mainstreaming and strengthening delivery mechanisms and processes through decentralization and the use of Information Technology (IT) also simplified implementation and monitoring of social protection programs.
Towards a more effective bureaucracy
Another milestone is enhancing and increasing the effectiveness and efficiency of the bureaucracy through financial re-engineering to meet the growing demands, restructuring the bureaucracy, workforce development, and performance management, embedding the Matapat, Mahusay, Magiliw leadership brand, embracing IT as a management tool and strengthening integrity management.
Moreover, the status of workers was improved through the creation of 11,000 contractual positions.
Demand-driven expansion of programs to give children beneficiaries a fighting chance for employability, the coverage of PantawidPamilya was extended to cover 15-18 years old in accordance with the K-12 curriculum of the Department of Education (DepEd) which adds two years to basic education. Approximately two million children were included in the program.
Likewise, PantawidPamilya achieved its 4.4 million target coverage based on Philippine Development Plan (PDP) and created the Modified Conditional Cash Transfer (MCCT), an innovation to reach out to the most vulnerable sectors including the homeless and indigenous peoples.
To help PantawidPamilya beneficiaries and other poor families have a sustainable means of livelihood, the Self-Employment Assistance for Kaunlaran (SEA-K) revolving fund was expanded to Employment Facilitation and Microenterprise Development tracks of the Sustainable Livelihood Program.
From January 2011 to May 2016, SLP served a total of 1,279,572 families where 1,095,836 are PantawidPamilya families and 183,736 are non-Pantawid families assessed as poor through the Listahanan.
Of this total, 864,015 PantawidPamilya families were served through microenterprise development. The remaining 174,784 PantawidPamilya families were facilitated for employment. Micro enterprise or small–scale business enterprise include hog, chicken and goat raising; rice farming, buying and selling of charcoal, agri-tourism, and multi-grains retailing.
Meanwhile, the Kalahi-CIDSS National Community Driven Development Program (KC-NCDDP) was enhanced from an agency program to a national government program. A total of 5,098,617 households have benefited from 21,102 completed sub-projects.
Further, a greater number of senior citizens are now benefitting from the Social Pension Program for Indigent Senior Citizens through lowering of the age requirement to 60.
As of May 2016, a total of 938,530 beneficiaries have already received social pension. The Department is targeting 1.3 million beneficiaries for this year.
The DSWD also strengthened and enhanced policy frameworks for vulnerable sectors through the attached agencies and sectoral programs.
Responding to the “new normal” for more effective and efficient response to the increasing severity of disasters brought about by the “new normal” phenomenon, the Department came up with initiatives such as, clearer and documented standard operating procedures, linking of disaster response to early recovery and rehabilitation, conduct of Pre-Disaster Risk Assessment (PDRA), and deployment of Quick Response Teams (QRTs) in areas affected by disasters.
Likewise, through partnership with the United Nations World Food Programme (UN-WFP), the DSWD launched the Mechanized Repacking System, a modernized repacking system which speeds up the production of emergency family food packs. The system is now operational at the National Resource Operations Center (NROC) in Pasay City and the recently-inauguratedVisayas Disaster Response Center in Mandaue City, Cebu.
The Assistance for Individuals in Crisis Situations (AICS) has assisted 1,570,390 clients with P4.72 billion disbursed for medical, educational, and other financial assistance to help beneficiaries cope with their emergency needs.
Sustaining the gains
The Department has been actively lobbying the Conditional Cash Transfer (CCT) legislation to ensure that the gains achieved by PantawidPamilya will continue to be pursued.
“We are already seeing these gains with the first batch of CCT and Expanded Student’s Grant-in-Aid Program (ESGP-PA) graduates. In 2015, a total of 13,469 out of 333,673 PantawidPamilya high school students graduated with honors, while 93 out of 3,138 ESGP-PA scholars reaped academic excellence awards including one magna cum laude and 59 cum laudes,” Sec. Soliman stated.
Other initiatives include mainstreaming the community-driven development (CDD) strategy in local governance, programming for the 1.5 million near-poor as assessed by Listahanan, partnerships with civil society organizations (CSOs) through the Bantay, Tulay, Gabay, Kaagapay Framework, and strengthening of the accreditation guidelines.
The Department is also pursuing data warehousing through the National Household Targeting Office (NHTO) and Information Communication and Technology Management Service (ICTMS).
“This will enable program implementers to efficiently monitor the progress made by beneficiaries,” the Secretary added.
Overall, Sec. Soliman is confident that all these gains achieved by the Department under the leadership of Pres. DENGUE SCHOOL-BASED IMMUNIZATION (FOR HEALTH WORKERS)
1. WHAT IS DENGUE VACCINE?
Dengue vaccine is used to help protect a child against dengue caused by dengue virus serotypes 1,2,3, and 4. It is administered via subcutaneous injection in the upper arm (deltoid).2. Is the vaccine effective to prevent dengue disease
2. Is the vaccine effective to prevent dengue disease?
Yes. Based on clinical studies conducted in countries across Southeast Asia and Latin America, the vaccine has shown to be:
• effective in preventing severe dengue by 93.2%,• effective in preventing hospitalized form of dengue by 80.8%,
• and effective in preventing dengue due to any sero type by 65.6%.
Reminder:
Just like any other vaccine, the dengue vaccine may not protect all the persons who have been vaccinated and may not provide 100% protection to vaccinees. Dengue vaccination is not a substitute for protection against mosquito bites, and vaccinees are still encouraged to take appropriate precautions to prevent mosquito bites.

Children nine (9) years and older enrolled in Grade IV for the school year 2015-2016 in public schools in Regions III, IV-a, and NCR will be vaccinated.

Yes. The DOH in partnership with the Department of Education and the Department of Interior and Local Government will provide FREE vaccination to all Grade IV pupils nine (9) years and older in all public schools in Regions III, IV-A, and NCR starting April 2016.
7. Will it be distribued nationwide? If not, how were the priority areas selected?
The dengue vaccine shall be initially introduced in Regions III, IV-A, and NCR. These three (3) regions were reported to have the highest number of dengue cases.
8. Who should NOT receive the vaccine?
Dengue tetravalent vaccine is not recommended for the following individuals:
• Children less than nine (9) years of age and adults above 45 years of age
• Anyone who is allergic or has had an allergic reaction to a prior dose or to any component of the dengue vaccine
• Immunocompromised individuals, due to but not limited to genetic defects, HIV infections, or therapies that affect immune system such as high dose costicosteroids or chemotherapy
• Pregnant or breastfeeding women
9. If the pupil had past dengue infection, can they still avail of the vaccine?
Yes. Dengue disease is caused by 4 serotypes. Natural infection caused by one of the 4 serotypes confers lifelong immunity from that specific serotype but not from the other serotypes. Dengue vaccination can still provide protection against dengue disease from the other serotypes.
10. What are the possible reactions from being vaccinated?
Like all medicines, the dengue vaccine may cause the following mild and temporary reactions which are manageable. The following reactions were reported during the clinical studies in children, adolescents, and adults. Most of the reported temporary and mild reactions occurred within the 3 days after injection of the vaccine.
Very common (may affect more than 1 user in 10):
- Headache - Muscle pain
- Generally feeling unwell - Feeling of weakness
- Injection site pain - Fever
Common (may affect up to 1 user in 10):
- Injection site/reactions; redness, bruising, swelling, and itching
Uncommon: (may affect up to 1 user in 100):
- Infections of the upper respiratory tract
- Dizziness - Sore throat
- Runny nose - Nausea
- Cough - Lymphadenopathy
- Migraine - Rash
- Urticaria - Neck pain
- Arthralgia - Injection site induration
- Influenza like illness
Below are some suggestions on how to manage some mild and temporary reations:
FEVER
• Keep the child comfortable at all times
• Encourage the child to drink plenty of water
• Give paracetamol every 4 hours until fever subsides
SWELLING
• Apply alternately cold and warm compress every 15 minutes using clean cloth until swelling disappears on the injection site
• Do not massage the injection site
RASHES
• Once rashes appear, bring the child immediately to the nearest health facility for consultation
PAINTING
• Ensure that the child has eaten before vaccination
• Keep the child lying down with his/her feet slightly elevated
The mild and temporary reactions usually occur after the injection is given, or while the vaccinee (individual) is still in the vaccination area. These can also occur up to 14 days after vaccination. If the vaccinee experiences any of these, seek the attention of health personnel immediatly. Serious allergic reations are very rare after receiving any vaccine.

Dengue vaccine is used to help protect a child against dengue caused by dengue virus serotypes 1,2,3, and 4. It is administered via subcutaneous injection in the upper arm (deltoid).2. Is the vaccine effective to prevent dengue disease
2. Is the vaccine effective to prevent dengue disease?
Yes. Based on clinical studies conducted in countries across Southeast Asia and Latin America, the vaccine has shown to be:
• effective in preventing severe dengue by 93.2%,• effective in preventing hospitalized form of dengue by 80.8%,
• and effective in preventing dengue due to any sero type by 65.6%.
Reminder:
Just like any other vaccine, the dengue vaccine may not protect all the persons who have been vaccinated and may not provide 100% protection to vaccinees. Dengue vaccination is not a substitute for protection against mosquito bites, and vaccinees are still encouraged to take appropriate precautions to prevent mosquito bites.
