DEPED: BE VIGILANT IN CHOOSING SCHOOLS FOR YOUR CHILDREN
The Department of Education (DepEd) reminds the public to be extra cautious in choosing schools they plan to enroll their children in for the next school year (2017-2018).
According to Undersecretary for Planning Service and Field Operations Jesus Mateo, parents should be vigilant in selecting the learning institution where their children will study, particularly if it is a private school.
“They should ensure that the schools of their children are accredited or recognized by DepEd.”
Public schools are run by the government and are, therefore, automatically recognized.
According to DepEd, it is important for the school, particularly a private institution, to have a permit to operate or a certificate of recognition issued by DepEd to guarantee that children are enrolled in proper learning centers. Both permit to operate and certificate of recognition are being issued by the DepEd Regional Office upon the recommendation of the schools division.
Schools applying for permit or accreditation must comply with the requirements and standards set by DepEd. A permit to operate is a pre-requisite in securing a business permit for private schools.
If the private school has a permit to operate or a certificate of recognition, its students will be registered in the Learner Information System (LIS), and issued a Learner Reference Number (LRN). The LIS is a system that registers the profile or the basic information of a student, while the LRN is being issued only by schools that have government recognition.
The LRN is a permanent 12-digit number the pupil shall keep while completing the basic education program, regardless of transfer to another school – whether public or private, including the student’s promotion to secondary level. Each student will have an LRN that will be indicated in the pupil’s permanent record, report card, examinations, certificate or diploma and other documents.

DSWD, OTHER MEMBER-AGENCIES OF ASEAN SOCIO-CULTURAL COMMUNITY PILLAR CALL ON MEDIA TO PROMOTE SIGNIFICANCE OF ASEAN
Department of Social Welfare and Development (DSWD) Secretary Judy M. Taguiwalo emphasized the importance of promoting ASEAN (Association of South East Asian Nations) as an instrument to help uplift the quality of life of ordinary citizens during yesterday’s launch of the ASEAN Socio-Cultural Community (ASCC) Pillar Chairmanship at Marquee Mall, Angeles City, Pampanga.
DSWD is this year’s chair of the ASCC Pillar, one of the three pillars of ASEAN. The other pillars are ASEAN Political-Security Community (APSC) and ASEAN Economic Community (AEC).
As the Philippines hosts this year’s ASEAN Summit, Sec. Taguiwalo appealed to the media to help raise awareness among Filipino citizens on the true meaning of ASEAN, and “why it is important to us as a people.”
“Sana ay tulungan ninyo kami na maipaabot sa mga mamamayan ang kahalagahan at katuturan ng ASEAN (We hope you could help us impart to our people the importance and significance of ASEAN),” Sec. Taguiwalo stated.
This was also the message of Ambassador Marciano Paynor, Director General for Operations of ASEAN-National Organizing Committee (NOC) and Executive Director Zaldy Patron of the Department of Foreign Affairs (DFA). The DFA is the co-chair of the ASCC Pillar.
“Here in the Philippines, the people do not really know what ASEAN means and what it stands for. In other ASEAN countries, like Malaysia and Indonesia, even ordinary citizens are aware of what ASEAN is,” Ambassador Paynor said.
On the other hand, Dir. Patron explained, “Kung successful ang chairmanship ng Philippines sa ASEAN, karangalan ito ng bawa’t Pilipino (If the Philippines’ chairmanship of ASEAN is successful, this is an honor for every Filipino).”
To bring the ASEAN Summit closer to ordinary Filipinos, Sec. Taguiwalo said that the secretariat chose Pampanga and Marquee Mall as the venue for the launch of the ASCC. Employees, students, solo parents, senior citizens, persons with disabilities, and other sectors watched the opening ceremony this morning and visited the booths and exhibits of the ASCC member-agencies.
“The 31st ASEAN Summit in November will also be held in Clark, Pampanga, and we expect many local government units (LGUs) to participate in it,” she said.
People’s aspirations
In her message, Sec. Taguiwalo further expounded that the ASCC Pillar directly addresses the aspirations of the people in the region.
“Tayo ang buhay, kulay, puso, kultura at musika ng ASEAN (We are the life, color, heart, culture and music of ASEAN) Our respective culture asserts our own identity, but, it is also important to appreciate the culture of our ASEAN neighbors,” she stressed.
The DSWD chief touched on the issues which she hopes the ASEAN leaders will tackle during their meetings to reach common agreements. These include protection of migrant workers; social protection of vulnerable sectors, such as women, children, older persons and persons with disabilities; and, gender equality.
Sec. Taguiwalo added that the ASEAN meetings could also be a venue for sharing experiences on other issues like disaster mitigation.

PHILIPPINES READY TO EXPORT CORN; SURPLUS HARVEST SEEN IN 2017
For the first time in history, the Philippines is ready to export corn to neighbouring countries in the region as corn harvests this year will breach the 5.6-million tons domestic requirement.
Agriculture Secretary Emmanuel Piñol said that based on the report of Assistant Secretary Federico Laciste, National Corn Program coordinator, the Philippines’ yellow and white corn harvest for 2017 is expected to hit 8.1-million metric tons in spite of the series of natural calamities which hit the country recently, including the 7-month El Niño.
The production of cassava, which is lumped with corn in the animal feeds category, is seen to reach 570,000 metric tons, contributing further in stabilizing the corn and animal feeds supply in the Philippines, Piñol added.
Thus, Piñol will ask President Rodrigo Duterte during the Cabinet meeting on Monday to direct the National Food Authority (NFA) to amend its rules prohibiting the export of corn until the country doubles its corn production to 200%.
Laciste called the NFA rule regulating the export of corn (and rice) “unfair” and “unjust” to the Filipino farmers because the entry of imported corn to the country had been liberalized.
“This is the first time that the Philippines will achieve a 120% corn sufficiency,” Piñol noted.
For 2016, in spite of the 7-month El Niño which ravaged the country’s agricultural areas, the country posted a 7.5-million metric ton harvest for both yellow and white corn while cassava production reached 536,000 metric tons.
Corn production is expected to be boosted further with the approval and adoption yesterday of the Solar-Powered Irrigation System based on the technical validation and recommendation of the DA’s Central Agriculture and Fisheries Engineering Division (CAFED), Piñol said.
In yesterday’s meeting at the Bureau of Plant Industry (BPI) compound in Malate, Manila attended by top officials of the Department of Agriculture, the adoption of drip irrigation using the Solar-Powered Irrigation System and the use of hybrid corn seeds were identified as priority measures in the National Corn Program.
Irrigating corn fields, which is already being done in parts of Central Luzon, Cagayan Valley and Ilocos Region has proven to tremendously boost production per hectare which now has a national average of 4.7-metric tons per harvest.
In Central Luzon Region, DA Regional Director Andrew Villacorta reported that the highest harvest posted in an irrigated corn field was an astounding 15 metric tons, which is higher by 10 tons over the national average production.
The country’s corn productivity, however, is affected by the very low prices of corn during harvest season owing mainly to the lack of post-harvest facilities like dryers.
The very low prices have dampened farmers’ interest in corn farming and affected the growth of the sector, Piñol said.
The export of corn to such countries as Malaysia, Taiwan and South Korea could result in better prices for yellow corn and is expected to encourage farmers to plant more.
Also yesterday, Piñol directed the National Rice and Corn Program officials to focus their financial resources on providing farmers post-harvest facilities, including harvesters and dryers.

DEPED TO HOLD 2017 NATIONAL SCHOOLS PRESS CONFERENCE
To provide a venue for students where they can enhance their skills in different journalistic endeavors and approaches, the Department of Education (DepEd) is set to conduct the 2017 National Schools Press Conference (NSPC) from January 22 to 25, 2017 in Pagadian City, Zamboanga del Sur.
This year’s host region is Region IX, with Pagadian City and Zamboanga del Sur as its host schools divisions.
Anchored on the theme, “Strengthening Freedom of Information through Campus Journalism,” this conference aims to equip and provide students with knowledge, skills and experience in campus journalism.
The conference also aims to sustain advocacy on social consciousness and environmental awareness, promote responsible journalism and fair and ethical use of social media, and enhance journalistic competence through healthy and friendly competitions.
The NSPC consists of concurrent sessions with workshops, and individual and group contests.
The individual contests include Editorial Writing, News Writing, Feature Writing, Sports Writing, Editorial Cartooning, Copyreading and Headline Writing, Photojournalism, and Science and Technology Writing.
Meanwhile, the group contests are Radio Script Writing and Broadcasting Contests, Collaborative Desktop Publishing (CPD) Contest, Online Publishing Contest (exhibition for secondary level), TV Script Writing and Broadcasting Contests (for secondary level).
Both the individual and group contests will have English and Filipino categories.

DEPED STRENGTHENS DRUG EDUCATION PROGRAM IN SCHOOLS NATIONWIDE
Adamant in protecting learners from the adverse effects of dangerous drugs and in supporting the Duterte administration’s campaign against illegal drugs, the Department of Education (DepEd) is strengthening its National Drug Education Program (NDEP).
The NDEP is a comprehensive educational program, which provides a holistic approach in preventing and eliminating the menace of drugs in the country. The NDEP also enables all sectors to work collaboratively—with the school system as the core—thereby unifying all sectoral endeavors.
The NDEP has five components that the DepEd builds on to create awareness on the ill effects of using illegal drugs. These components are: a) curriculum and instruction; b) co-curricular and ancillary services; c) teacher and staff development; d) parent education and community outreach; and e) research, monitoring, and evaluation.
“The DepEd has been implementing the NDEP for years now, to prevent drug use and abuse among students. The Department sees the need to continuously strengthen it because of the rampant cases of drug-related incidents in the country,” DepEd NDEP focal person Girlie Azurin said.
Education Secretary Leonor Magtolis Briones, in a recent interview, assured that the integration of the effects of illegal drugs lessons in the curriculum will be age-appropriate, “This will be age-appropriate. We are implementing it at the present curriculum but we are developing enhancements. I have already instructed the Undersecretary for Curriculum and Instruction to look into it.”
Moreover, the DepEd strengthens the program implementation by establishing Barkada Kontra Droga Chapters in schools; intensifying anti-drug abuse information campaigns; supporting the activities planned by the designated regional and schools division NDEP coordinators; and involving Parent-Teacher-Community Associations and pupil/student organizations in drug abuse prevention activities.
The NDEP will be further enriched by allocating funds for the replication of existing modules and teaching aides, and/or by developing other supplementary instructional materials.
The DepEd partnered with the Dangerous Drugs Board (DBB) and other government and non-government agencies to campaign this anti-illegal drug initiative.

GOITER AWARENESS WEEK
The Department of Health together with partner agencies and some medical societies involved in thyroid diseases worked for the issuance of Presidential Proclamation 1188 on December 11, 2006 declaring every 4th week of January as Goiter Awareness Week. Goiter and other manifestations of Iodine Deficiency Disorders (IDD) are a matter of national concern which cannot be left to one governmental agency or one professional organization to take care of. A coordinated approach from as many stakeholders as there are is needed if IDD can ever be eliminated.
