To ensure that President Rodrigo Duterte’s directive for faster and efficient government services is met, the Department of the Interior and Local Government (DILG) recently came out with its Updated Citizen’s Charter containing the step-by-step procedures for availing the Department’s frontline services and the allotted time for the release of requested documents.
The modified charter lists out the necessary papers to submit, specific tasks of the offices responsible, as well as the duration of the processing period when requesting for documents. These charters are meant to act as a pledge of efficiency and is a requirement for government agencies under the Republic Act No. 9485, or the “Anti-Red Tape Act of 2007.”
Under the Implementing Rules and Regulations stipulated by the Civil Service Commission, these guidelines should be reviewed whenever necessary, but not less than once every two years.

The updating of the Citizens’ Charter is in line with the directive of the President during his State of the Nation Address (SONA) for all government agencies to further streamline their frontline services from womb – to - tomb and undertake all necessary measures to make these truly efficient, responsive, and people-friendly.
To ensure compliance with the President’s instructions, DILG officer-in-charge Catalino S. Cuy called on all heads of DILG operating units, including heads of DILG attached agencies, to submit a report and regular updates regarding the actions that they have taken in compliance with the said directive.
He tasked the DILG Planning Service to monitor and consolidate the actions taken by the Department for submission to the Office of the Executive Secretary and the Presidential Management Staff in order to guarantee that the administration’s goal of providing quality service with no delays was met.

IT’S SAFE TO EAT CHICKEN — DIGONG
President Rodrigo Roa Duterte, on Monday, August 28, 2017 assured the public that it is safe to eat chicken, ducks, quails and other fowls, including its by-products following the successful containment of the bird flu virus which was discovered in San Luis, Pampanga in early August.
“I declare to the public that the poultry products here in Pampanga are safe for consumption,” the President announced during the Sama-sama, Tulong –tulong sa Pagbangon at Pagsulong ceremony held at the Heroes Hall of San Fernando.
Duterte thanked the Department of Agriculture, led by Secretary Manny F. Pinol for the swift actions and laying down of interventions, which led to the complete control of the virus in Pampanga and Nueva Ecija.
“I am here to eat chicken and ducks to ensure the public that it’s safe to eat it. Tapos na,” he added referring to the bird flu virus.
During the program, Piñol presented to the President and the public an updated status of the avian influenza that hit Central Luzon.
“We have culled a total of 421,132 birds in affected farms of San Luis, and 70,576 in San Isidro, Nueva Ecija,” Piñol reported.
“And I thank everyone who took part in carrying out our action plans,” he said.
Duterte and Piñol awarded certificates of appreciation to other government agencies, which contributed their time and effort in the successful containment of bird flu. These include the Departments of Health, Labor, Social Welfare and Development, the Office of the Civil Defense, the Armed Forces of the Philippines, Philippine National Police, the Bureau of Fire Protection and the local governments of Pampanga including the municipality of San Luis, and Nueva Ecija including the municipal governments of Jaen and San Isidro.
Also during the event, Duterte and Piñol awarded indemnity checks totaling to more than P29-million to the local government of San Luis as well as affected farms which underwent depopulation and mass culling.
“Your sacrifices are appreciated. We are happy to note that we overcame adversity because of unity,” Piñol said.
In earlier reports, the agri Secretary mentioned that owners of farms within the seven-kilometer radius, which are mere surveillance areas, have volunteered to have their animals culled.
“This was a positive response from the stakeholders, which helped in our successful fight against the virus,” he said.
A total of P150,000 in grant and loan assistance were also awarded under the Survival and Recovery Assistance Program of DA thru its Agricultural Credit Policy Council.

DOH: NO CONFIRMED HUMAN CASES YET DUE TO INFLUENZA A H5N6 (BIRD FLU) IN THE COUNTRY
The Department of Health (DOH) announced that as of August 24, 2017, there has been NO confirmed human case due to Influenza A H5N6. Since the Department of Agriculture’s (DA) declaration of the bird flu outbreaks in early August, the DOH was able to identify 34 suspect cases (30 from Pampanga and 4 from Nueva Ecija). They were promptly placed in isolation as part of precautionary measures to avert any possible human to human transmission of infection. Thus, they were also started on the antiviral Oseltamivir while awaiting the laboratory results from the Research Institute for Tropical Medicine (RITM). As of yesterday 24 August, all were negative for Influenza A H5N6.
In Region III, the DOH has designated the Dr. Jose B. Lingad Memorial Medical Center in San Fernando City, Pampanga and the Dr. Paulino Garcia Memorial and Research Medical Center in Cabanatuan City as referral hospitals for assessment of suspect cases and collection of specimen for laboratory diagnosis.
In response to this current health threat we are facing, we are working closely together with the DA to ensure that poultry and poultry by products are safe for consumption. We at the DOH are doing everything to effectively respond to this infection. With our partners, we are actively disseminating public health advisories on the prevention of the transmission of bird flu virus to the human population.
Likewise, our DOH epidemiologic surveillance and response system is active and in place. Trained disease surveillance officers and health workers have been alerted to investigate and report suspected human cases within 24 to 48 hours.
“I have ordered the formulation of the Interim Guidelines, Standards and other Instructions in the Implementation of Enhanced Human Avian Flu Surveillance Management, and Infection Control in the Health Setting. Further, I directed the pre-emptive positioning of necessary commodities to protect against bird flu transmission to humans such as Personal Protective Equipment (PPE) and anti-viral medicines to DOH Region Office III,” Secretary Paulyn Jean Rosell-Ubial stated.
RITM, as the national reference laboratory, is prepared to receive samples for detection. While the designated referral hospitals (San Lazaro Hospital, RITM and Lung Center of the Philippines) are on heightened alert status with trained medical and para-medical teams who are ready to attend to bird flu cases should they be referred to these health facilities.
“On top of these preparations, I call on everyone to be vigilant, follow the advisories issued by concerned government agencies and to be equipped with the right information about the disease. As a precautionary measure for those who had direct contact with infected poultry and had developed any flu symptoms, we urge you and the public to report to the Regional Epidemiology and Surveillance Units (RESUs) of the DOH Regional Offices and seek immediate consultation at the nearest DOH Medical Hospital and Centers,” Secretary Ubial emphasized. # Source – www.doh.gov.ph

DILG TO LGUS: ENSURE COMPLIANCE OF COMPANY, SCHOOL HEADS WITH SMOKING BAN
Local government units (LGUs) should ensure the support and compliance of company and school heads and other persons-in-charge to the nationwide smoking ban or the latter will be held liable and face corresponding sanctions if they fail to do so.
In a directive, the Department of the Interior and Local Government (DILG) said local chief executives should undertake efforts to inform persons-in-charge of their key role in the implementation of Executive Order No. 26 as well as their duties and obligations under the said law.
EO 26, which took effect last month, mandates the establishment of smoke-free environments in public and enclosed places.
A "person-in-charge", as defined under EO 26, may be a company, corporation, partnership or association's president/manager; owner/proprietor/operator of a single proprietorship; or the administrator of a government or private property, facility, office or building; and the city/municipal schools superintendent, school president, dean or principal in case of a school.
The EO has outlined the duties of the “person-in-charge”, which include the following:
• Prominently post and display the “No Smoking” signage in locations most visible to the public in the areas where smoking is prohibited as well as in the most conspicuous location within a public conveyance
• Prominently display the “Designated Smoking Area” or “Smoking Area” signage with a graphic-based health warning on the effects of tobacco usage in areas where smoking is allowed
• Report to the nearest Smoke-Free Task Force of the concerned city or municipality any tobacco product selling, advertising and/or promotion within 100 meters from the perimeter of schools, public playgrounds, youth hostels and recreational facilities for minors
• Post the “Sale/Distribution of Tobacco Products to Minors is Unlawful” along with a graphic-based health warning at point-of-sale establishments
• Remove from the places where smoking is prohibited all ashtrays and other receptacles for disposing of cigarette refuse
• Establish internal procedure and measures within the area he/she is in-charge including compliance with the smoking, sales, distribution, advertising and promotions restrictions, and ensure that all employees in the establishment are aware of said measures
Under EO 26, a person-in-charge who knowingly allows, abets, authorizes or tolerates prohibited acts under the order or fails to fulfill his duties and obligations may be subjected to corresponding sanctions.
At the same time, a person-in-charge who violates EO 26 shall be liable and may be punished with the governing provisions of Republic Act No. 9211, the law regulating the packaging, use, sale, distribution and advertisements of tobacco products.
The EO provides that smoking may only be allowed in a designated smoking area (DSA) or an area of a building or conveyance, which can be an open space or separate area with proper ventilation, subject to specific standards.
The Order also states that no DSAs should be established in public places such as centers of youth activity, playschools, preparatory schools, elementary schools, high schools, colleges and universities, youth hostels and recreational facilities for minors.
DSAs should not also be seen in elevators and stairwells, as well as in locations in which fire hazards are present including gas stations and storage areas for flammable liquids, gas, explosives or combustible materials.

PHILHEALTH CALL CENTER IS NOW 24/7
MEMBERS of the Philippine Health Insurance Corporation (PhilHealth) who have questions on membership or benefits may now call the 24/7 hotline, (02) 441-7442 to get answers to their questions immediately.
The PhilHealth Call Center started operating round-the-clock last August 8 to address stakeholder concerns, especially those needing immediate responses. The 24/7 operation is supported by Pilipinas Teleserv, Inc., one of the country’s leading call centers handling major government accounts.
“We proposed the partial outsourcing of our Corporate Action Center (CAC) in a bid to truly respond to the numerous questions, suggestions, complaints and recommendations of our members and other partners in the National Health Insurance Program,” said Delio A. Aseron II, Head of the PhilHealth CAC.
He emphasized that the outsourcing project, which was procured through public bidding, is a major step towards boosting initiatives to enhance responsiveness in government service. “We see this move as particularly helpful to our overseas Filipino worker-members who may have PhilHealth concerns while working abroad,” he said.

On the other hand, the CAC has nine (9) call center agents who handle complex and complicated questions and concerns needing further coordination with program offices, regional, local or branch offices.
At any given day, the CAC averages 2,000 inquiries received through the hotline. With the expanded operating hours and resource complement, the number of dropped calls is expected to go down from 50 percent to 10 percent.
Other feedback channels being managed by the CAC include the official Facebook and Twitter accounts, SMS, e-mails and walk-in visitors at its office in Pasig City. The CAC also handles client concerns received through Hotline 8888, the Civil Service Commission’s Contact Center ng Bayan, Freedom of Information (FOI) requests, and referrals from Malacanang and media partners.

DEPED HIGHLIGHTS FINANCIAL LITERACY UNDER PROPOSED 2018 BUDGET
Empowering personnel and learners alike in managing personal finances, a significant initiative of the Department of Education (DepEd) under the leadership of Secretary Leonor Magtolis Briones, is getting a substantial enhancement under the proposed 2018 budget.
“It’s not only the learners that we aim to prepare with financial education through its integration in the K to 12 curriculum, and the implementation and institutionalization of financial literacy programs. We must equip our teaching and non-teaching personnel as well so that they may truly reap the fruits of their hard labor even before retirement,” the Secretary noted.
As a way of encouraging and educating its personnel against over-borrowing, the Department is introducing policy and operational improvements, and enhancing the guidelines for its Automatic Payroll Deduction System (APDS) Program. Based on data as of December 31, 2016, the outstanding loan receivables of APDS-accredited private lending institutions (PLIs) have amounted to P170.96 billion.
“More than 23,000 have retired without receiving a single centavo of their gratuity because even these are not enough to pay for the loans they have accumulated. We’d like to change the mindset of teachers and personnel when it comes to handling and managing their finances,” Finance Undersecretary Victoria Catibog stated.

“It’s not only the learners that we aim to prepare with financial education through its integration in the K to 12 curriculum, and the implementation and institutionalization of financial literacy programs. We must equip our teaching and non-teaching personnel as well so that they may truly reap the fruits of their hard labor even before retirement,” the Secretary noted.
As a way of encouraging and educating its personnel against over-borrowing, the Department is introducing policy and operational improvements, and enhancing the guidelines for its Automatic Payroll Deduction System (APDS) Program. Based on data as of December 31, 2016, the outstanding loan receivables of APDS-accredited private lending institutions (PLIs) have amounted to P170.96 billion.
“More than 23,000 have retired without receiving a single centavo of their gratuity because even these are not enough to pay for the loans they have accumulated. We’d like to change the mindset of teachers and personnel when it comes to handling and managing their finances,” Finance Undersecretary Victoria Catibog stated.

WATER-BORNE DISEASES ADVISORY
Typhoons and heavy rains may cause flooding which, in turn, can potentially increase the transmission of water-borne diseases, or diseases transmitted through water contaminated with human or animal waste. These include typhoid fever, cholera, leptospirosis, and hepatitis A.
Typhoid fever is an infectious disease which is also known as enteric fever or just typhoid. It is caused by bacteria known as Salmonella typhi. It spreads through contaminated food and water or through close contact with someone who is infected. Signs and symptoms include high- and low-grade fever for several days, headache, weakness, loss of appetite, either diarrhea or constipation, and abdominal discomfort.
Cholera is an intestinal infection caused by ingestion of food or water contaminated with the bacterium Vibrio cholerae. Its incubation period ranges from less than 1 day to 5 days. The infection causes a profuse, painless, watery diarrhea that can quickly lead to severe dehydration and death if treatment is not promptly given. In extreme cases, cholera is a rapidly deadly disease. A healthy individual may die within 2-3 hours if no treatment is provided.
Leptospirosis is a bacterial infection transmitted by rats through urine and feces. It can contaminate the soil, water, and vegetation. It is caused by Leptospira spirochetes bacteria. Its mode of transmission includes ingesting contaminated food or water, or when broken skin or open wounds are exposed to floodwaters. Its incubation period is 7-10 days.
Hepatitis A, one of the oldest diseases known to humankind, is an infectious disease and caused by Hepatitis A virus (HAV). The most common mode of transmission is ingestion of food contaminated with human waste and urine of persons who have Hepatitis A. Its symptoms usually include fever, flu-like symptoms such as weakness, muscle and joint aches, loss of appetite and dizziness. Other symptoms may be so mild that they go unnoticed.
Climate change affects the increase in the intensity of typhoons. Thus, the Department of Health is issuing this health advisory, especially during these kind of weather events:

DILG TO IMPLEMENT CITIZEN SATISFACTION SURVEY
The Department of the Interior and Local Government (DILG) has started the second round implementation of the Citizen Satisfaction Index System (CSIS), a feedback mechanism that aims to assess how local government programs areimplemented.
This second round of CSIS will cover a total of 15 cities: Laoag, Santiago, Balanga, Catbalogan, Dipolog, Iligan, Tacurong, Koronadal, Bislig, Baguio, Manila, Vigan, General Trias, Cebu and Gingoog. The last four had never had the survey implemented in their jurisdiction.
The said 15 cities were chosen by DILG Regional Offices based on their LGUs’ interest and willingness to take part in the CSIS program.
“The CSIS is a system undertaken by the DILG to empower local government units (LGUs) by helping them perform their mandate of ensuring the welfare of citizens and providing supervision in the delivery of basic public services,” said DILG Officer-in- Charge Catalino Cuy.
First launched by the DILG in 2013, the CSIS gauges the awareness, use and satisfaction of residents on their local government’s delivery of required basic services.
The CSIS evaluates citizens’ perception through a face-to- face survey interview with residents chosen through a multi-staged probability sampling. It focuses primarily on health, support to education, social welfare, governance and response, public works and infrastructure, environmental management, and economic and investment promotion.
Through the CSIS, LGUs are able to formulate a Citizen-driven Priority Action Plan (CPAP) that would address areas for improvement based on the answers of respondents. Reports about the CPAP’s implementation would then be submitted by the LGU to the DILG Regional Office in order to monitor its status.
According to OIC Cuy, CSIS reports can be made accessible to the public for free once LGUs have seen the results. The data may be also used by LGUs for other programs with the DILG.
The CSIS reports are also used in evaluating candidates for the Seal of Good Local Governance and other recognition programs of the department. In the past, municipalities chosen to participate were based on the 2016 Seal of Good Local Governance passers list and their proximity to an interested Local Resource Institute (LRI).
LRIs are academic institutions which provide extension services to the community in the form of learning, training and research. DEPED PROPOSES 2018 BUDGET FOR INCLUSIVE, NURTURING LEARNING ENVIRONMENT
Bolstering its commitment to provide quality education and lifelong learning opportunities for all, the Department of Education (DepEd) is dedicating its proposed 2018 budget to ensuring that education will continue in an environment that is inclusive and nurturing for learners, teachers, and personnel.
“Education must continue in an inclusive and nurturing environment. Amid and despite circumstances that render this impossible, we must be able to deliver quality education, especially when confronted with natural calamities or man-made disasters,” Education Secretary Leonor Magtolis Briones pointed out.
Currently, DepEd serves around 27 million learners and anticipates almost 1.3 million Senior High School (SHS) completers by the end of school year (SY) 2017-2018.
With a sustained growth in the national budget, from the approved P567.1 billion in 2017 to the proposed P612.12 billion National Expenditure Program (NEP)in 2018 (with Retirement and Life Insurance Premiums or RLIP), the Department is gearing toward the achievement of Pagbabago or inequality-reducing transformation under the Philippine Development Plan (PDP) Targets for basic education.
The major drivers of the proposed 2018 budget include the expansion of coverage of inclusive education programs and strengthening of partnerships and linkages; improvement of basic input rations, especially for Kindergarten to Grade 3; provision of basic resources to support the curriculum needs; and support the internal processes brought about by the Rationalization Plan and alignment to the administration’s agenda.
The recommended funding will continue to provide basic education resources to support the K to 12 Program, allocating 81,100 total teacher items; 38.9 million total learning materials; construction of 46,998 new classrooms; 81,201 sets of school seats; electrification of 2,398 on-grid schools; construction of 24,076 workshops and laboratories; 22,046 ICT packages; 1,365 schools to receive Tech-Voc tools and equipment; 3,183 sets of Science and Math equipment packages; 2.5 million learner-beneficiaries of the school-based feeding program.
In promoting the complementarity of public and private schools and learning centers, the proposed budget is set to benefit 1,077,230 learners and 35,945 teachers under the Education Service Contracting (ESC); 78,250 students under the Voucher Program for Non-DepEd Public SHS and SUC/LUC; 1,577,722 students under the Voucher Program for Private SHS; and 115,996 students under the Joint Delivery Voucher for SHS.
The proposed budget will also raise the standard of the Department’s personnel welfare and professional development with the provision for Special Hardship Allowance; Magna Carta for Public Health Workers; honoraria for teaching overload; salaries of substitute teachers and other non-permanent positions; provision for retirement and terminal leave benefits of mandatory retirees; and human resources training and development.

DOH’S RESPONSE TO IMPENDING THREAT OF AVIAN INFLUENZA
The Department of Health (DOH) is now closely monitoring the events surrounding an avian flu outbreak in poultry in Pampanga, as reported by the Department of Agriculture (DA). DA decided to cull around 500,000 chickens to contain the animal outbreak.
The DOH has stepped-up the human flu like-illness surveillance since the reported human influenza outbreaks in Hongkong and India few months back and will now look for human cases who may have been exposed to avian flu strain in affected areas. Any person who becomes sick with fever and/or sore throat/cough and had exposure to these dead chickens should report to the local health center or nearest hospital for laboratory confirmation.
A team of DOH epidemiologists has been dispatched to assist the DA in the outbreak investigation. The DOH is now alerting hospitals in the affected areas to report similar cases.

The DOH has stepped-up the human flu like-illness surveillance since the reported human influenza outbreaks in Hongkong and India few months back and will now look for human cases who may have been exposed to avian flu strain in affected areas. Any person who becomes sick with fever and/or sore throat/cough and had exposure to these dead chickens should report to the local health center or nearest hospital for laboratory confirmation.
A team of DOH epidemiologists has been dispatched to assist the DA in the outbreak investigation. The DOH is now alerting hospitals in the affected areas to report similar cases.
