WORLD NO TOBACCO DAY
Every year, on 31 May, WHO and partners mark World No Tobacco Day (WNTD), highlighting the health and other risks associated with tobacco use, and advocating for effective policies to reduce tobacco consumption.
The focus of World No Tobacco Day 2018 is "Tobacco and heart disease." The campaign will increase awareness on the:

DISPLAY OF NATIONAL TRANSITION FLAGS
On March 6, 1965, Presidential Proclamation No. 374 was issued declaring May 28 as National Flag Day to commemorate the date the national emblem was first unfurled after the Philippine Revolutionary Army defeated the Spanish forces in the Battle at Alapan, Imus, Cavite in 1898. On May 23, 1994, Executive Order No. 79 was issued extending the period of celebrating National Flag Day from May 28 to June 12. All Filipinos are encouraged to display the Philippine flag in all offices, agencies and instruments of government, business establishments, schools, and private homes throughout this period.

DEPED CONVENES EDUCATION PARTNERS TO ENSURE SMOOTH SCHOOL OPENING
To guarantee a smooth opening of classes for school year (SY) 2018-2019 on June 4, the Department of Education (DepEd) convened various agencies, institutions, and stakeholders to form the Inter-Agency Task Force (IATF) for the Oplan Balik Eskwela (OBE) 2018.
Education chief Leonor Magtolis Briones expressed her gratitude to the members of OBE-IATF for their unwavering support not only during the start of classes but also for the rest of the school year: “We would like to thank our partner agencies in the government because this is not just the undertaking of the Department, this is the undertaking of the entire community of Filipinos who is interested in, and advocates quality education.”
The Secretary further expressed confidence in the preparedness of the Department for SY 2018-2019: “I would like to assure everyone that we are all ready. We have been spending the first months of the year making assessments and preparing for this school year.”
Briones is joined by OBE co-chairs, Undersecretary Jesus Mateo and Assistant Secretary G.H. Ambat, in welcoming the education partners.
Electrical safety in schools
Among the efforts of the Manila Electric Company (MERALCO) for this year's OBE are the assessment of school's electrical facilities to ensure compliance with electrical wiring safety standard, trimming of tree branches along electrical facilities within the school vicinity, and the distribution of "Safe ang School Ko" assessment forms to serve as basis in implementing proper corrections of school electrical conditions.
To date, MERALCO has assessed 2,628 schools in Meralco franchise areas using a standardized assessment checklist.
Ligtas Balik Eskwela and Oplan Bisita Eskwela
More than 28,000 Philippine National Police (PNP) personnel will be deployed to assure the safety and security of students, teachers, parents, and school personnel nationwide especially during the resumption of classes.
The PNP’s Oplan Bisita Eskwela is designed to establish strong coordination with the academe, students, youth sector, and communities to initiate anti-bullying and anti-illegal drug campaigns, among others.
PNP also disclosed that currently, there are no reported terror threats.

The Department of Trade and Industry (DTI) kicked off the Oplan Balik Eskwela Diskwento Caravan on May 21 in Makati City. The activity, in partnership with manufacturers and retailers, gives consumers access to basic goods, school supplies, and prime commodities at discounted prices.
DTI is also intensifying its weekly price monitoring activities of school supplies, such as noteboooks, pad papers, pencils, ballpens, crayons, eraser, sharpener, and rulers, during the months of May and June.
DTI warned that under the Price Act, price manipulation and profiteering have a corresponding administrative fine of not less than P5,000 up to P2 million, as well as imprisonment.
Learners’ well-being and equitable access to health care
To ensure that learners stay healthy and the school environment conducive to learning, the Department of Health (DOH) aims to contribute to the reduction of child morbidity and mortality towards the attainment of global health well-being, gender equality, and clean water and sanitation.
In addition, the Health Department aims to provide affordable health, nutrition and environment care to all Filipino children, especially the disadvantaged group.
DOH also assured the public that they regularly monitor Dengvaxia cases, primarily through their 24/7 hotline and their information, education, and communication materials.
Rainy season reminders
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that the expected weather during the last week of May and first week of June will be partly cloudy in the morning, with chances of rainshowers and thunderstorms between afternoon and evening.
PAGASA reminded the public to be aware of flood-prone areas en route to school for flashfloods occurrence due to thunderstorms, and to watch out for lightning strike.
Further, the weather station also iterated that temperature in the country during the months of April and May are relatively high and the opening of classes cannot be the same with countries which start classes in September because their summer months are July and August.
Assistance to individuals in crisis situations
In conflict situations, the Department of Social Welfare and Development (DSWD) is giving aid to eligible beneficiaries to help alleviate the cost of school expenses, such as tuition and other fees, school supplies, transportation allowance and other school-related expenses.
In 2017, the education assistance was provided to 201,861 beneficiaries nationwide, which amounted to P458.6 million.
Adequate power supply in schools
The Department of Energy (DOE) lauded DepEd for its education programs and affirms its support to ensure quality, accessible, relevant, and liberating basic education by making sure that there will be sufficient power distribution in the country.
Anti-Truancy Ordinance and other efforts by local government units
Every year, the Department of the Interior and Local Government (DILG) encourages officials of local government units (LGUs) to enact ordinances such as Anti-Truancy Ordinance to strictly monitor the entry of uniformed students in mall, internet cafes, and other recreation centers, especially during school hours.
DILG also urged all local chief executives to support the OBE campaign by convening the local school boards, together with the schools division superintendents, to be able to address issues in time for the start of classes and discuss the utilization of available resources under the Special Education Fund.
It also commended teachers who served during the barangay and Sangguniang Kabataan elections, and called on the candidates of the recent poll to tidy up and remove campaign paraphernalia in schools used as precincts.

Back to school season entails considerable traffic congestion as a large number of students in the National Capital Region is expected to troop back to school. To address this, Metro Manila Development Authority (MMDA) will deploy more than 2,980 constables.

The annual National Schools Maintenance Week, better known as Brigada Eskwela, is set to kick off on May 29 at the New Society National High School in General Santos City, with the theme “Pagkakaisa para sa Handa, Ligtas at Matatag na Paaralan Tungo sa Magandang Kinabukasan.”
“Every year, we work to ensure that schools nationwide are ready and safe for our learners before classes open, and every year, we witness the spirit of volunteerism in motion as Filipinos from all walks of life make quality basic education all the more possible for our learners through Brigada Eskwela. This year, once more, we call on everyone’s selfless participation,” Department of Education (DepEd) Secretary Leonor Magtolis Briones noted.
The involvement of communities and local stakeholders plays a crucial role in the success of the schools-preparedness activity. Prospective partners from national government agencies (NGAs), local government units (LGUs), private sector, international organizations, other groups and individuals who intend to volunteer their time, energy, and resources may coordinate with the External Partnerships Service (EPS) of DepEd Central Office; the Education Support Services Division in Regional Offices; the Social Mobilization and Networking Section under the Schools Governance and Operations Division in Schools Division Offices; and/or the school principal of the beneficiary school.
Through the Adopt-a-School Program, donors may provide material assistance such as hollow blocks, cement, paint, and construction tools that will be used in the repair and preparation of school facilities. Partners are highly encouraged to donate supplies instead of cash.
School provisions such as Learner’s Kit (bag, notebook, pad paper, pencil, ballpoint pen, box of crayons, ruler, small scissors, pencil sharpener, paste); Teacher’s Kit (bag, manila paper, long bond paper, pair of scissors, cartolina, black and red ballpoint pens, black and blue permanent markers, 12-inch ruler, pencil sharpener, lesson plan notebook, class record); and Health and Hygiene Kits (soap, toothpaste, toothbrush, sanitary pads for female learners, one-liter drinking water) may also be donated.
Similarly, all DepEd employees are encouraged to offer their skills, share their time, or provide their assistance in-kind to public schools near their residence, where they may perform two days of volunteer work on official time as approved by their office head. Teaching personnel with complete six-day active participation in the maintenance effort shall earn a three-day service credit.

“The conduct of the OBE will ensure that all our learners are properly enrolled and able to attend school on the first day of classes by addressing problems, queries, and other concerns commonly encountered by our stakeholders at the start of the school year,” Education Secretary Leonor Magtolis Briones explained.
Under the OBE, the DepEd-Central Office (CO) shall set up the OBE Information and Action Center (IAC) at the Bulwagan ng Karunugan which shall serve as the information and complaints processing and routing zone for the duration of the project. Likewise, regional and division offices are encouraged to set up a command center to receive and respond to concerns directly from the ground.
Regional information officers and other OBE personnel attended the 2018 OBE National Orientation last May 10 to 11 at the DepEd-CO to capacitate them on how to properly handle and answer questions from the public.
Some of the topics discussed at the orientation include Learner Reference Number (LRN) and Learner Information System (LIS); Government Assistance to Students and Teachers in Private Education (GASTPE); Philippine Educational Placement Test (PEPT); K to 12 Program; enrollment policies; Kindergarten; Alternative Learning System (ALS); Madrasah Education Program; Special Education (SpEd) Program; disaster-preparedness; Child Protection Policy; and teacher hiring, among others.

SET UP POLICE ASSISTANCE DESKS IN SCHOOLS FOR JUNE 4 OPENING OF CLASSES
Less than two weeks before the opening of classes on June 4, Department of the Interior and Local Government (DILG) OIC-Secretary Eduardo M. Ano directs the Philippine National Police (PNP) to setup police assistance desks in all public schools nationwide.
“Ensuring peace and order is part of enabling a conducive learning environment. Police officers shall be assigned in schools during school opening and conduct foot patrols,” he says.
The targeted enhanced police presence in schools, he says, is in support to the Oplan Balik Eskwela Inter-Agency Task Force of the Department of Education where the DILG and PNP are among the member agencies.
According to Ano, the PNP should also intensify its crime prevention programs in schools. “Police officers assigned in schools during the school opening should take the opportunity to distribute leaflets and flyers on anti-bullying, anti-illegal drugs, and anti-crime tips to educate them on how to deal with such challenges,” he said.
Meanwhile, DILG Assistant Secretary Jonathan Malaya underscores that local chief executives have important roles to play for a smooth start of the new academic year.
“OIC-Secretary Ano shall be issuing a memorandum circular to governors, mayors, and punong barangays urging them to support the Oplan Balik Eskwela of DepEd,” he said.
Local government units (LGUs) are encouraged to convene their Peace and Order Councils (POCs), Local Councils for the Protection of Children (LCPCs) and Local Disaster Risk Reduction Management Councils (LDRRMCs) to carry out necessary preparations, anticipate requirements and employ corresponding necessary measures during the opening of classes.
“LGUs are also prodded to enact an anti-truancy ordinance to regulate the entry of uniformed students in malls, internet cafes, and other recreation centers, especially during school hours,” says Malaya.

CLOSE TO P12-B PROJECTS TO BENEFIT 1,373 TOWNS UNDER ASSISTANCE TO MUNICIPALITIES PROGRAM
A total of 1,373 towns nationwide will benefit from P11.71-billion worth of projects under the Assistance to Municipalities (AM) program of the Department of the Interior and Local Government (DILG).
This year, DILG OIC-Secretary Eduardo M. Ano announces that the AM program now includes local bridges, disaster risk reduction-related equipment, rain water catchment facilities, sanitation and health facilities, and municipal drug rehabilitation facility.
“Ang programang AM ay parang Ayuda sa mga Munisipalidad. It is cognizant of the need to further enable municipalities in carrying out functions devolved to them while at the same time, building their capacity towards genuine fiscal autonomy,” explains Ano.
The AM program seeks to equitably assist all municipalities in the delivery of basic services by providing financial subsidy to municipalities for the implementation of their priority programs and projects.

2018 BRIGADA ESKWELA IMPLEMENTING GUIDELINES
1. The Department of Education (DepEd) will conduct the 2018 Brigada Eskwela from May 28 to June 2, 2018 with the theme Pagkakaisa Para sa Handa, Ligtas at Matatag na Paaralan Tungo sa Magandang Kinabukasan. The Brigada Eskwela is the National Schools Maintenance Week, that aims to brings together all education stakeholders to participate and contribute their time, effort, and resources to prepare public school facilities for the opening of the school year in June.
2. The national kick-off program shall be held on May 24, 2018 at a public school in General Santos City, Region XII as the host. Regional offices (ROs) and schools division offices (SDOs) shall hold a kick-off ceremony to launch the Brigada Eskwela in their respective areas on May 28, 2018.
3. All regional directors (RDs) and schools division superintendents (SDSs) shall mobilize their partnerships focal persons who are the Adopt-a-School Program/Brigada Eskwela coordinators to ensure the effective implementation of Brigada Eskwela in all public elementary and secondary schools and to ensure involvements of the community and local stakeholders.
4. School heads (SHs) shall take the lead role in planning the activities geared on making schools ecologically conscious, resilient, clean, and conducive to learning. Important reminders to SHs in the conduct of this acivity are indicated in Enclosure No. 1.
5. Individuals or groups from the national government agencies (NGAs), local government units (LGUs), private sector, international organizations and other parties, who or which are interested to help the schools and volunteers, may coodinate with the External Partnerships Service (EPS) of the DepEd Central Office, Education Support Services Division in the ROs, Social Mobilization and Networking Section under the Schools Governance and Operations Division in the SDOs and/or the school principal of the beneficiary school, for guidance.
6. All DepEd employees are encouraged to join the Brigada Eskwela acivities by offering their skills, sharing their time or providing their assistance in-kind and support to public schools near their residence. Interested employees are given two days to do volunteer work on official time, provided that such work is approved by their heads of offices.
7. Teaching personnel are entitled to earn vacation service credits arising from their active involvement in the Brigada Eskwela activity. A complete six-day participation in the maintenance effort shall give teachers a three-day service credit entitlement. For further details on granting service credits to teachers, please refer to DepEd Order No. 53, s. 2003 entitled Updated Guidelines on Grant of Vacation Service Credits to Teachers, particularly Item No. l.d Sub-item k.

12. The SHs shall make the Brigada Eskwela program not just a tool for improving school facilities but also as a catalyst for achieving a higher learning outcome for the school. Brigada Eskwela Plus will be the mechanism to elevate the level of awareness and participation of education stakeholders in improving the quality of education. The implementation of Brigada Eskwela Plus will focus on the following three key activities:
a. School maintenance activities throughout the school year,
b. Community-led effort to improve student participation and reduce dropouts or to enroll the learners in the Alternative Learning System (ALS), and
c. Community-led effort to improve student performance.
13. All Brigada Eskwela Hall of Fame Awardees shall implement innovative and community-led efforts to improve student participation and performance. The best practices on the implementation of a year-long Brigada Eskwela Plus shall be used as inputs in crafting the operations manual of the Brigada Eskwela Plus.
14. Among the Hall of Fame Awardees, each region will select one Brigada Eskwela Plus Most Sustained School Award. The details of which shall be contained in a separate issuance.

RICE HYBRIDIZATION PROGRAM KEY TO HIGHER PRODUCTIVITY
So much has been said against the program to introduce the use of hybrid rice seeds to improve rice production.
In fact, we in the Department of Agriculture have been accused of promoting hybrid seeds because we are financially gaining from the program.
To those accusing us of corruption in the seeds procurement, my response is: prove it or better still show us how it is done because I believe you are the experts in corruption and conflict of interest transactions.
Here is the real reason why we are promoting hybrid seeds, this story of a farmer who set the record of highest harvest of 16.63-metric tons per hectare.
Compare that to the national average of only 4.38-metric tons per hectare.
In the hybridization program, we are not even targetting 16 metric tons but just a conservative 6 metric tons per hectare per harvest.
We are not also promoting a specific brand of hybrid seeds because rice seeds are area-specific, meaning a rice variety that performs well in Isabela Province may not perform well in Iloilo or Cotabato.
Besides, there two kinds of hybrids: the commercial hybrid seeds produced by private agricultural companies and the public hybrids developed by PhilRice which are grown by private seed growers.
Both hybrids perform very well but commercial hybrid seeds are more expensive costing up to P5,000 per bag for one hectare while the public hybrids range from P2,000 to P3,000.
With a total harvested area of 4.9-million hectares, a 2-metric ton increase in yield per hectare would mean an addtional 9.8-million metric tons in production of rice.
When milled with a recovery of 65%, that would mean an additional rice supply of 6.7-million metric tons.

Mother’s day in Philippines is celebrated on second Sunday of the month of May. And children and their fathers spend the whole day pampering their Mothers and showing off love to them. Mother’s day in Philippines is considered as a token of showing gratitude to the immeasurable sacrifices that mothers do for their family.
The celebration of Mother’s day dates back to the era of early Romans and Greeks. At that time, they would celebrate the annual spring festival which they dedicated to adoring their Maternal Goddesses. In early time, Christians celebrated the festival in the quest of honouring Virgin Mary. But, the celebration got official recognition by United States in 1872 by Julia Ward. She was the one who wrote a proclamation requesting all the Mothers to help themselves rise during the war. However, it was Anna Jarvis who is considered to be the originator of Mothers’ day. Her long effort in the bid to recognise hard work a mother puts in wile raising her child, led to Woodrow Wilson, the President of the country, declaring the second Sunday as Mothers’ Day.
The mothers of Philippines have various nicknames including Mama, Nanay, Mom, Mommy and many others. However, children in the country denote their mother by “ilaw ng tahanan“, which means the light of the house. This idiom used for mothers in the country describes the comfort and warmth that they bring to the home with their cheerful demeanour. Mothers are the one who, at most occasions sacrifice their own interests just to serve their children. They make sure to keep alive the well-being the entire family. Another saying which describes the sacrifice that a mother does is, “Ang Ina, isusubo na nga lang, ibibigay pa sa anak”.
