Barangay officials are urged as early as now to drumbeat public awareness and generate participation of their constituents to the upcoming Barangay Assembly in all 42,044 barangays in the country on October 14.
Department of the Interior and Local Government (DILG) OIC-Secretary Eduardo M. Año enjoins barangays to utilize the social media, particularly Facebook and Twitter, to inform and remind the residents of the activity.
“Social media is far-reaching and nowadays most Filipinos get news and public advisory online. Use this platform as we now embrace e-governance,” he says.
The DILG Chief also urges the public to attend Barangay Assembly in their communities as their “right and responsibility.”
The conduct of Barangay Assembly is mandated by Republic Act No. 7160 or the Local Government Code which states that it should be conducted “at least twice a year to hear and discuss the semestral report of the barangay concerning its activities and finances as well as problems affecting the barangay.”
Año reminds that barangay officials’ failure to conduct Barangay Assembly can be a case for administrative complaint that may be filed by a concerned citizen or governmental or non-governmental entity before the sangguniang panlungsod or sangguniang bayan or to the Office of the Ombudsman.
“To the public, make use of your right to have an interface with your barangay officials on issues that affect your community. To barangay officials, ensure maximum participation and meaningful discussion with your constituents,” he says.
Aside from using social media, Año encourages barangays to do medical or dental mission and cultural presentations to garner higher attendance in Barangay Assembly.
Barangay executives are also told to post or hang Barangay Assembly posters or banners in conspicuous places in the barangay like the barangay hall, plaza, main streets, transport terminals and market or talipapa.
As for DILG field officers, Año directed them to urge barangays to live stream their Barangay Assembly through Facebook Live and post pictures and videos of the assembly in various social media platforms such asFacebook, Twitter, and Instagram using the hashtag #barangayassembly2018 on October 14.
Recognizing exemplary barangays
Meanwhile, DILG Spokesperson, Assistant Secretary Jonathan E. Malaya, disclosed that the Department through its National Barangay Operations Office (NBOO) will be showcasing exemplary barangays.
DILG field offices have been directed to identify before October 5 a barangay in their jurisdiction that is not included in the list of drug affected barangays of the Philippine Drug Enforcement Agency and has created or reorganized its Barangay Anti-Drug Abuse Council (BADAC).
Its BADAC must particularly have a Committee on Operations and Advocacy and an Auxiliary Team. It should have also allocated a substantial portion of barangay's annual budget for anti-illegal drugs programs, projects and activities. It must have established Referral Rehabilitation Desk with a designated duty officer.
“The DILG recognizes that in the exercise of general supervision over local governments, acknowledgment of good performing local government units have a multiplying and motivational effect for others to do the same or do better,” Malaya says.
The theme of the Barangay Assembly on October 14 is “Nagkakaisang komunidad tungo sa Mapayapa, Maunlad at Matiwasay na Barangay!”

PHILHEALTH FINES, PENALIZES ERRING HOSPITALS
State agency Philippine Health Insurance Corporation (PhilHealth) said that it is now imposing fines against erring hospitals instead of outright suspension or revocation of their accreditation in order to ensure that members continue to access health services and avail themselves of their benefits even if these facilities are being made to account for their fraudulent practices.
In accordance to its Board Resolution No. 2334, s-2017 and its implementing guidelines as contained in Corporate Order 2018-0039, PhilHealth can now impose maximum fines on hospitals liable for offenses in administrative cases with PhilHealth.
PhilHealth said that they have at least 71 hospitals nationwide with a combined total of 298 cases currently in arbitration due to various violations such as fraudulent acts and breach of warranties of accreditation/performance commitment, filing of multiple claims, misrepresentation by furnishing false or incorrect information, and claiming for non-admitted patients, among others.
The said policy is in keeping with its commitment to curb fraud and protect its funds from abuse and pilferage without interrupting access to health care services. “We recognize that suspending or revoking a hospital’s accreditation will result to members not being able to avail of their benefits when they or their dependents are admitted in these facilities,” PhilHealth Acting President and CEO Dr. Roy B. Ferrer explained.
However, PhilHealth clarified that their policy of meting maximum fines does not apply to cases against health care professionals; cataract cases through recruitment schemes; cases that are already on appeal with the Courts; and to recidivists or those who have been repeatedly sanctioned for the same offense.
"We are not prevented from suspending or revoking hospital accreditation if truly warranted by circumstances," Ferrer asserted, saying that from 2010 to present they have suspended at least 31 hospitals and revoked the accreditation of another two facilities for violations ranging from extending period of confinement, misrepresentation, claiming for non-admitted patients, among many others.
It was also revealed that for the period 2015 to June 2018, it has detected some 2,000 claims that are tainted with fraud amounting to P17.8 million. For cataract cases due to recruitment schemes alone, a total of 5 facilities and 11 health care professionals with a combined total of 3,673 cases are now up for decision.

DSWD SUPPORTS THE BILL DOUBLING THE SOCIAL PENSION FOR THE INDIGENT SENIORS
The Department of Social Welfare and Development (DSWD) expresses its full support to Senate Bill 1865 that seeks to double the amount of social pension for indigent senior citizens from the current P500 to P1,000.
“We fully support the senate bill as it will really be a big help to our poor seniors – one of the sectors which feel the most impact of the increasing prices of our basic commodities,” DSWD Community Programs and Services Bureau Officer-in-Charge (OIC) Director Rosalie D. Dagulo said during a radio interview.
Social Pension for Indigent Senior Citizens (SPISC) is the government’s assistance for poor seniors in the amount of P500 to augment their daily subsistence, including their medical needs.
Being implemented by DSWD, the program started in 2011 through Republic Act (RA) 9994 or the Expanded Senior Citizens Act of 2010 to improve the living condition of eligible indigent senior citizens and to protect them from neglect and deprivation.
Dir. Dagulo acknowledged that indigent seniors in the country are in need for more assistance given that they have no other source of support.
Alam po natin na kasabay ng pagtanda ay ang pagkakaroon ng mga pangangailangan katulad ng gamot, gatas, at iba pang medical services. Kaya naman nais namin matulungan sila sa kanilang mga pangangailangan (We know that need for medicine, milk, and other medical services come along with old age. This is why we want to help augment their daily subsistence). Thus, the Department supports any move to increase the assistance for our older persons,” the Director added.
Authored by Senator Sonny Angara, Senate Bill 1865 also seeks to remove the “frail, sickly or with disability” requirement to qualify for the social pension. This means that, as long as the senior citizen does not have any contributory pension, he or she will be qualified for the social pension. This widens the coverage of beneficiaries to include all poor senior citizens in the country.
RA 9994 specifies that seniors qualified to receive the P500 monthly stipend under the social pension program of the DSWD are those who are frail, sickly or with a disability; without any pension from other government agencies; and without a permanent source of income or source of financial assistance/compensation to support their basic needs.
The DSWD’s social pension program currently covers 3.4 million indigent seniors as of latest report.
Moreover, DSWD Secretary Virginia N. Orogo thanked Sen. Angara for authoring a bill that would provide more aid to indigent seniors, enhancing the social protection system of the country.
“The DSWD welcomes any legislation that intends to provide additional help to our needy sectors, like our indigent older persons. DSWD INTENSIFIES DELIVERY OF RELIEF GOODS IN AREAS AFFECTED BY ‘OMPONG’
In the aftermath of the massive devastation wrought by typhoon ‘Ompong’ in Regions 1, II, III, V, CAR, CALABARZON and NCR, the Department of Social Welfare and Development (DSWD) is intensifying its augmentation support to severely affected local government units (LGUs) in the said regions.
As of 4am report, DSWD has provided ₱10,950,718.40 worth of assistance to affected families and individuals in the regions hit by ‘Ompong’, while ₱3,452,388 came from LGUs,and ₱460,950 from non-government organizations (NGOs) for a total of ₱ 14,864,056.40.
A total of 147,540 families or 591,762 persons were affected in 2,738 barangays, 433 cities/municipalities, and 31 provinces in Regions NCR, I, II, III, CALABARZON, MIMAROPA, and CAR.
Reports said that a total of 50,686 families or 192,842 persons are currently staying inside 1,899 evacuation centers, while some 6,510 families or 26,666 persons are staying with relatives or friends in Regions NCR, I, II, III, CALABARZON, and CAR. Meanwhile, all evacuation centers in MIMAROPA are already closed.
There are 451 damaged houses reported in Regions I, III, and CAR; of which, 79 houses are totally damaged and 372 houses are partially damaged.
The DSWD-Disaster Response Management Bureau and National Resource and Logistics Management Service (NRLMS) staff are on 24/7 duty at the National Disaster Risk Reduction and Management Council (NDRRMC) Operations Center to continuously coordinate with the concerned DSWD-Field Offices and Response Cluster members for significant disaster response updates.
Regional situation
The DSWD-FO NCR Quick Response Teams headed by Bienvenido Barbosa facilitated the distribution of family kits to the affected families in Malabon City. It is continuously coordinating with the 17 LGUs through its respective Local Social Welfare and Development Office (LSWDOs) regarding necessary augmentation assistance needed by the affected families.
Meanwhile, DSWD-FO CAR facilitated the purchase of 600 sacks of NFA rice to be distributed to the affected families.
In San Fernando, La Union, volunteers at the DSWD Regional Warehouse continues to do manual repacking of family food packs (FFPs).
DSWD-FO II is assigned as the secretariat for social services response tasked to consolidate the actions and commitments of the DSWD, National Economic Development Authority (NEDA), Department of Education (DepEd), National Food Authority (NFA), Department of Health (DOH), and Department of Trade and Industry.
The DSWD contingent in the province of Batanes headed by DREMB Director Rodolfo Encabo, together with the SWAD Team, and PDRRMC members in the province conducted Rapid Damage Assessment and Needs Analysis (RDANA) in Batanes Island. As of 16 September 2018, 12:00 noon, no damage was observed as an effect of TY Ompong. Nonetheless, LDRRMCs are continuously providing weather updates to their constituents.
DSWD-FO II also conducted spot visits to evacuation centers in the municipality of Amulung, Cagayan. The FO has standby stockpile of 5,628 family food packs and Quick Response Fund amounting to Php10,000,000.00 for the provision of augmentation support to affected LGUs.
DSWD-FO III has started conducting validation to PDRRMC and MDRRMO on reported 8,000 families affected in Camiling, Tarac, while continuously monitoring the status of the municipality of Aliaga, Nueva Ecija. It has also facilitating the release of family food packs to the affected LGUs, namely: 2,700 family food packs (FFPs) to Camiling Tarlac, 500 FFPs for Masantol, Pampanga, and blankets for the affected families in Malolos and FFPs for San Miguel, Bulacan.
Meanwhile, DSWD-FO CALABARZON is currently repacking 4,000 FFPs readily available to LGUs request for augmentation. A total of 2,864 FFPs were already packed at the GMA Warehouse.
In MIMAROPA, the LGU of Rizal and Magsaysay, Occidental Mindoro, distributed food and non-food items and established a community kitchen in Brgy. Malabni, while the LGU of Calintaan distributed hot meals amounting to P2,649.
DSWD FO MIMAROPA Social Welfare and Development Team (SWADT) Office ensured the availability of prepositioned of goods and stockpile in Geographically Isolated and Disadvantaged Areas (GIDA). It was also reported that ports in Romblon and Marinduque are now back to normal operations since September 15, while the ports in Occidental Mindoro, Oriental Mindoro and Palawan are still not operational.
DSWD Secretary Virginia N. Orogo assured that the Department is ready to provide augmentation support to all affected LGUs.

The DSWD-Disaster Response Management Bureau and National Resource and Logistics Management Service (NRLMS) staff are on 24/7 duty at the National Disaster Risk Reduction and Management Council (NDRRMC) Operations Center to continuously coordinate with the concerned DSWD-Field Offices and Response Cluster members for significant disaster response updates.
Regional situation
The DSWD-FO NCR Quick Response Teams headed by Bienvenido Barbosa facilitated the distribution of family kits to the affected families in Malabon City. It is continuously coordinating with the 17 LGUs through its respective Local Social Welfare and Development Office (LSWDOs) regarding necessary augmentation assistance needed by the affected families.
Meanwhile, DSWD-FO CAR facilitated the purchase of 600 sacks of NFA rice to be distributed to the affected families.
In San Fernando, La Union, volunteers at the DSWD Regional Warehouse continues to do manual repacking of family food packs (FFPs).
DSWD-FO II is assigned as the secretariat for social services response tasked to consolidate the actions and commitments of the DSWD, National Economic Development Authority (NEDA), Department of Education (DepEd), National Food Authority (NFA), Department of Health (DOH), and Department of Trade and Industry.
The DSWD contingent in the province of Batanes headed by DREMB Director Rodolfo Encabo, together with the SWAD Team, and PDRRMC members in the province conducted Rapid Damage Assessment and Needs Analysis (RDANA) in Batanes Island. As of 16 September 2018, 12:00 noon, no damage was observed as an effect of TY Ompong. Nonetheless, LDRRMCs are continuously providing weather updates to their constituents.
DSWD-FO II also conducted spot visits to evacuation centers in the municipality of Amulung, Cagayan. The FO has standby stockpile of 5,628 family food packs and Quick Response Fund amounting to Php10,000,000.00 for the provision of augmentation support to affected LGUs.
DSWD-FO III has started conducting validation to PDRRMC and MDRRMO on reported 8,000 families affected in Camiling, Tarac, while continuously monitoring the status of the municipality of Aliaga, Nueva Ecija. It has also facilitating the release of family food packs to the affected LGUs, namely: 2,700 family food packs (FFPs) to Camiling Tarlac, 500 FFPs for Masantol, Pampanga, and blankets for the affected families in Malolos and FFPs for San Miguel, Bulacan.
Meanwhile, DSWD-FO CALABARZON is currently repacking 4,000 FFPs readily available to LGUs request for augmentation. A total of 2,864 FFPs were already packed at the GMA Warehouse.
In MIMAROPA, the LGU of Rizal and Magsaysay, Occidental Mindoro, distributed food and non-food items and established a community kitchen in Brgy. Malabni, while the LGU of Calintaan distributed hot meals amounting to P2,649.
DSWD FO MIMAROPA Social Welfare and Development Team (SWADT) Office ensured the availability of prepositioned of goods and stockpile in Geographically Isolated and Disadvantaged Areas (GIDA). It was also reported that ports in Romblon and Marinduque are now back to normal operations since September 15, while the ports in Occidental Mindoro, Oriental Mindoro and Palawan are still not operational.
DSWD Secretary Virginia N. Orogo assured that the Department is ready to provide augmentation support to all affected LGUs.

AÑO PRODS NEW LNB OFFICERS TO MAKE BARANGAY GOVERNANCE FUNCTIONAL, FELT BY PUBLIC
Newly elected national and regional officers of the Liga ng mga Barangay (LnB), the largest local government association in the country, are prodded to make barangay governance functional and ‘felt by the public'.
Department of the Interior and Local Government (DILG) OIC-Secretary Eduardo M. Año calls on the new set of LnB officers to make the 42,044 barangay governments do their duties and functions vested upon them by the law, notably the Local Government Code.
“Kayo pong namamahala sa mga barangay ang pinakamalapit sa mga mamamayan at maalam sa mga suliranin at pangangailangan ng mga komunidad. Kayo ang sumasalamin sa gobyerno. Maging matino, mahusay, at maaasahan po nawa kayo sa inyong sinumpaang paglilingkod-bayan,” Año tells the new LnB officers.
The DILG Chief says that the new Liga officers have a critical role in rallying barangays to be reliable and proactive partners in advancing the government’s priority thrusts on anti-illegal drugs, anti-criminality, and anti-corruption campaigns as well as the campaign for federalism.
Faustino A. Dy, V of Isabela now serves as the new LnB National President succeeding Edmund R. Abesamis.
“Nananawagan po tayo sa mga halal na opisyal sa barangay na maging aktibo sa pagpapatupad ng serbisyo publiko na ramdam ng mamamayan at maging katuwang sa pagkamit ng mga layunin ng nasyunal na pamahalaan,” he urges.
Other new LnB officers are Executive Vice-President Eden C. Pineda, Secretary-General Jorge Daniel S. Bocobo, National Auditor Jose Lorenzo T. Almeda, Vice-President for Luzon James Marty L. Año says that among the barangay organizations that must be organized and made functional is the Barangay Anti-Drug Abuse Council (BADAC) which plans, strategizes, implements and evaluates programs and projects on drug abuse prevention in the barangay.
Before the May 2018 barangay elections, the DILG filed administrative cases at the Office of the Ombudsman against 16 barangays in Metro Manila and Bicol for their failure of organizing BADACs.
The DILG and Dangerous Drugs Board recently released Joint Memorandum Circular No. 2018-01, the Implementing Guidelines on the Functionality and Effectiveness of Local Anti-Drug Abuse Councils.
The Department also encourages the retention or reappointment of Barangay Violence Against Women (VAW) Desk Persons or Officers, who have been trained by the national or local governments, for the continuous effective handling of VAW and children cases.
As for the anti-corruption mechanism, the DILG says it is closely monitoring the compliance to the Barangay Full Disclosure Policy which requires the posting of barangay budget, statement of income and expenditures and other barangay financial transactions and annual procurement plan in an area inside the barangay hall that can be easily viewed by the public.
DILG Spokesperson, Assistant Secretary Jonathan E. Malaya, says the barangays are the most important partners for a grassroots, wide-reaching advocacy for a correct public information on the proposed shift of Philippine governance to federalism.
“Next month po ay Barangay Assembly na muli. Dalawang beses lang ito sa isang taon. Sikapin po ninyo sa inyong barangay na dumalo ang mga residente sa Assembly kung saan tatalakayin ang mahahalagang usaping dapat nilang malaman at mabigyang boses,” Malaya says.

DILG URGES BARANGAY LEADERS TO CONDUCT ACCREDITATION OF COMMUNITY-BASED NGOS
The Department of the Interior and Local Government (DILG) urges punong barangays, sangguniang barangay (SB) members to conduct accreditation of barangay-based non-governmental organizations (NGOs) to ensure their participation in barangay governance and development process.
DILG OIC-Secretary Eduardo M. Año says barangay officials must be proactive in ensuring all NGOs within the barangay are accredited for proper accounting and representation in the Barangay Development Council (BDC) and other barangay-based institutions (BBIs).
"As partners of the government in its pursuit for progress, NGOs play a crucial part in delivering services to the people, especially in the grassroots level. And as such, it is imperative that they are accredited to formalize their operation in the barangay and for their voice to be heard in the BDC, BBIs," Año explains.
"The punong barangay, SB must therefore carefully enforce their mandated functions of accrediting barangay-based NGOs under their jurisdiction," he adds.
Under Article 64 (a) of the Local Government Code, within 30 days from the organization of the newly elected sanggunian, each sanggunian concerned shall call all community-based people's organizations or NGOs, including business and professional groups, to apply with the same LGU concerned for accreditation for membership in the local special bodies.
Accreditation process
In a directive recently released by DILG, punong barangays and SBs are enjoined to ensure participation of NGOs by undertaking information campaign and to encourage all barangay-based NGOs participation in the accreditation and selection process.
According to the DILG Chief, all community-based NGOs, whether previously accredited or seeking accreditation for the first time, shall be handed with the Notice of Call for Application and Accreditation. The same Notice shall be posted in three conspicuous areas of the barangay, on social and print media or on the Barangay website, if available.
The SB, through the Barangay Secretary, shall then prepare the list or directory of interested NGOs containing the name of the organization, contact information of the Head of the Organization, and services offered, among others.

"Failure to submit all the requirements shall cause the denial of the NGOs accreditation which is why it is important for them to produce all of the supporting documents. Ngunit maaari pa din naman nilang ipasa ang mga requirements basta makumpleto nila," Año says.
The SB will then pass an Ordinance or Resolution setting the additional criteria, if necessary; set the day for the conduct of assessment and evaluation; assess and evaluate the submitted AAF and other requirements; and direct the Barangay Secretary to document the assessment and evaluation process.
Participating NGOs will then be notified by the Punong Barangay regarding the status of their application for accreditation. Qualified NGOs will be issued with a Certificate of Accreditation indicating the concerned BBI to be represented.
In the same directive, it is stipulated that as much as practicable, only one NGO per sector will be accredited. In the event that there are multiple applicants catering services to the same sector, heads of those NGOs must convene to elect a leader among themselves.
The DILG Chief also reminds interested NGOs and the barangay officials that the accreditation process shall not cost anything hence "collection of any amount in connection to the accreditation shall be subjected to appropriate sanctions, in accordance with the law". # Source – www.dilg.gov.ph
DILG OIC-Secretary Eduardo M. Año says barangay officials must be proactive in ensuring all NGOs within the barangay are accredited for proper accounting and representation in the Barangay Development Council (BDC) and other barangay-based institutions (BBIs).
"As partners of the government in its pursuit for progress, NGOs play a crucial part in delivering services to the people, especially in the grassroots level. And as such, it is imperative that they are accredited to formalize their operation in the barangay and for their voice to be heard in the BDC, BBIs," Año explains.
"The punong barangay, SB must therefore carefully enforce their mandated functions of accrediting barangay-based NGOs under their jurisdiction," he adds.
Under Article 64 (a) of the Local Government Code, within 30 days from the organization of the newly elected sanggunian, each sanggunian concerned shall call all community-based people's organizations or NGOs, including business and professional groups, to apply with the same LGU concerned for accreditation for membership in the local special bodies.
Accreditation process
In a directive recently released by DILG, punong barangays and SBs are enjoined to ensure participation of NGOs by undertaking information campaign and to encourage all barangay-based NGOs participation in the accreditation and selection process.
According to the DILG Chief, all community-based NGOs, whether previously accredited or seeking accreditation for the first time, shall be handed with the Notice of Call for Application and Accreditation. The same Notice shall be posted in three conspicuous areas of the barangay, on social and print media or on the Barangay website, if available.
