PCIC SETS ASIDE P732-M FOR TYPHOON LANDO-AFFECTED FARMERS

The Philippine Crop Insurance Corp. (PCIC) has set aside some P732 Million to compensate insured farmers for losses they incurred due to Typhoon Lando.

The typhoon’s strong wind and heavy rain wreaked havoc on ready-to-harvest rice, corn and high-value commercial crops in over much of Luzon Island for several days starting on October 17.

A rapid assessment conducted by the PCIC’s regional offices over seven regions and 34 provinces, including Luzon’s island-provinces, showed that some 95,000 hectares of insured farms, owned or operated by 110,000 farmers, were damaged.  

Total indemnity payment required was estimated at some P732- Million.  

In a report to Agriculture Secretary Proceso J. Alcala, PCIC President Jovy C. Bernabe said he has issued strict instruction to his agency’s staff “to assist affected farmers and speed up processing of damage claims in less than the 20-day regulation period.”

The same PCIC report showed that the rice sector suffered the most, with 89,786 farmers tilling some 77,165 hectares posted an estimated loss of over P513 Million. The high-value commercial crops sector followed, with 17,793 farmers and about 16,863 hectares posting an estimated loss of over P116 Million. Corn came in third with 391 farmers and over 415 hectares affected, with total estimated damage at P1.640 Million.

Among the regions, the most affected in terms of number of farmers were Region I, with 40,226 farmers affected; followed by Region III, 32,715; and then Region II, 10,568. In terms of hectarage, most affected was Region III, with some 32,793 hectares of mostly rice lands destroyed; followed by Region I, 22,058 hectares; and Region II, 12,085 hectares. In terms of estimated losses, Region III topped the list with almost P385.684 Million; followed by Region I, P126.404 Million; then Region IV-A, P81.106 Million; Region II, P66.649 Million; Region IV-B, 37.799 Million; and Cordillera Administrative Region, P14.594 Million.

Crop insurance has been identified as one of the key climate change-adaptation measures by the Department of Agriculture, which also exercises supervision over the PCIC. Toward this end, the PCIC has embarked on a program to broaden the availability of its insurance products. From less than half a million covered farmers some three years ago, the PCIC has expanded the number of insured farmers to 917,814 by end of last year, and plans to increase further its coverage to breach 1,000,000 mark this year.  

An effective insurance program marked by quick indemnity payments allow the insured farmers to recoup a significant portion of the investments lost due to regular and extreme weather disturbances, which in turn allow them to immediately rehabilitate their farms. # Source - (Allan Retamar, PCIC)/www.da.gov.ph

46,540 PAMILYA NATULUNGAN NG PROGRAMANG 4PS SA ILOCOS SUR

Umabot sag 46,540 dukhang pamilya  ang natulungan ng “Pantawid Pamilyang Pilipino Program” (4Ps)  mula nang inilunsad ang programa sa iba’t-ibang bayan ng  Ilocos Sur  kabilang na ang Heritage City at Candon City bilang tugon ng pamahalaan laban sa kahirapan.

Ito ang iniulat ni Anniely Ferrer, regional focal person ng “Listahanan” para sa National Household Targeting System sa Ilokos, sa naganap na Media Forum sa Alad Bar sa Caoayan kamakailan na napanood sa Iluko Heritage Channel, TVigan at PTV Ylokos at napakinggan sa mga local radio stations sa koordinasyon ng Philippine Information Agency.

Sinabi ni Ferrer na maraming mahihirap na  pamilya ang natulungan na ng  4 Ps o Conditional Cash Transfer mula noong nasimulan ang programa noong 2008 sa Rehimeng Arroyo na ipinagpatuloy ng administrasyon ni Pangulong Benigno Aquino III.

“Sana maipagpatuloy ang adhikaing ito kung sinuman ang susunod na Presidente ng bansa at sa mga susunod pang administrasyon,” iginiit ng “Listahanan” coordinator sabay ng paghikayat niya sa mga local government units (LGU’s) na suportahan ang programang ito para makatulong sa mga dukhang kababayan.

Dahil sa ulat din ng media na may ilang ama ng tahanan na isinusugal ang pondong natatanggap mula sa 4 Ps, nagbabala ang opisyal na maaaring matanggal sa listahan ng mga beneficiaries ang mga patuloy na lumalabag sa mga kondisyon.

“Kapag nahuling  isinusugal ang pera mula sa Conditional Cash Transfer sa unang offense, mabibigyan sila ng warning. 

Sa  second offense, suspendido ang maibibigay na pondo sa loob ng dalawang buwan. Sa third offense, matatanggal na sa listahan ng mga beneficiaries,” babala ni Ferrer.

Sinabi niya na ang 4Ps ang  unang hakbang sa pagtulong sa mga mahihirap dahil makatutulong ito  sa mga batang mag-aaral, pangalawang hakbang na ipinapatupad ng Department of Social Welfare and Development ay ang paglulunsad ng skills trainings at ang pangatlo ay ang Kapit-bisig Laban sa Kahirapan (KALAHI) na maipapatupad ang mga proyekto sa mga liblib na pook.

Sinabi ng opisyal na ang ipinapatupad na Listahanan ay magsisilbing gabay ng pamahalaan para mapalawak pa ang bilang ng mga beneficiaries sa 4Ps at ang mga mapagkakalooban ng Philhealth card alinsunod sa Pangkalahatang Pangkalusugan Program at ang skills training naman alinsunod sa Sustainable Livelihood Program. # Source - (VHS/Ben P. “LISTAHANAN” ITO AY SADYANG PANTULONG SA MGA MAHIHIRAP- DSWD

Iginiit ng Department of Social Welfare and Development na ang ‘Listahanan’ ay hindi pampulitika kundi pantulong sa mga  mahihirap na kababayan.

Ito ang tugon ni Anniely Ferrer, ang regional focal person ng “Listahanan” at National Household Targeting System sa Ilocos, nang nabanggit sa press conference sa  bayang ito  ang haka-haka na dahil malapit na ang halalan sa pagka- pangulo, ay baka gamitin lamang ng pamahalaan ang ipinapatupad na “Listahanan” sa iba’-t- ibang sulok ng bansa na pinupuntirya ang mga dukhang  pamilya.

Sinabi ni Ferrer na walang ineendorso na kandidato sa pagpapatupad ng “Listahanan” at walang halong pulitika ang adhikain nito kundi tumulong  ang pamahalaan na tugunan ang mga pangangailangan ng mga naghihikahos sa buhay.

Inihayag ni Ferrer na ang “Listahanan” ay programa ng national government para maitala ang bilang ng mga mahihirap sa bansa, kung paano sila namumuhay at ano ang kanilang pangangailangan para maiangat ang pamumuhay.

Sinabi niya na nasimulan ang pagpapalista  sa mga mahihirap na pamilya noong 2009 sa pamamagitan ng “house-to-house assessment” para masagap ang mga makabuluhang impormasyon tulad ng bilang ng pamilya, mga kagamitan at kakulangan sa bahay at pangunahing pinagkukunan ng ikinabubuhay.

“Ngayong 2015 pagkatapos ng limang taon, aalamin na naman ng pamahalaan kung umangat na ang kanilang pamumuhay, ilan ang bilang ng mga  tumuntong sa pagka- senior citizens at ang mga namatay na kasapi ng pamilya o bagong silang,” sinabi ng opisyal.

Iniulat  ni Ferrer na maipatutupad pa ang “double-check” assessment para sa validation ng mga naiulat sa “Listahanan” bagama’t may mga non-government organizations (NGOs) at Local Government Units (LGU’s) na bumuo ng Local Verification Committee para masigurado ang “credible data base.”

Sa Rehiyon 1, target ng NHTS ang 928,633 na tahanan sa mga upland towns kabilang na ang mga urban barangays sa 2015. Naipatupad na ang “Listahanan” sa 864,173 pamilya sa buong Ilokos at 126,540 sa mga ito ang mula sa Ilocos Sur.

Bagama’t hindi niya nabanggit ang bilang ng mga mahihirap sa Ilokos, sinabi niya na mas suliranin ang kahirapan sa Ilocos Norte kaysa sa Ilocos Sur ngunit sa makasaysayang bayan ng Cabugao marami ring pamilya ang naghihikahos ang pamumuhay.

USE WATER WISELY AND RESPONSIBLY

WATER is the natural resource that man and all other living creatures cannot do without. In fact, it is one thing scientists look for in other planets to confirm possible sources of life. For us humans, it is so important that in 1995, World Bank Vice President Ismail Serageldin said that “the wars of the next century would be fought over water” and not oil.

Unfortunately, water is also one resource that we always take for granted and end up wasting through inefficient use and pollution.

To make matters worse, what precious supply we have in our reservoirs and aquifers is now threatened by less rainfall as a result of the occurrence of a strong El Niño phenomenon which is expected to hit the Philippines by October 2015 until the first quarter of 2016. To ensure that there is enough for everyone’s needs, water distribution is already being interrupted or rationed in several parts of Metro Manila and surrounding areas.

A shortage in water supply not only leads to less water for us to use for our domestic needs, but also threatens food production and energy supply. Angat Dam in Bulacan, for example, provides almost 97% of Metro Manila’s domestic, municipal and industrial water requirements, as well as 27,000 hectares of rice farms in Bulacan and Pampanga. It is also utilized to generate 246 megawatts of electricity.

It is therefore important for each of us to do what we can to ensure that we do not deplete this supply. By learning to use water prudently and efficiently, not only during El Niño but as part of our lifestyle,
• we save up on water expenses;
• we show generosity in ensuring that everyone gets a fair share of the supply; and
• we learn to consider water as a precious resource.

As Environment Secretary Ramon J. P. Paje has said: “Make water conservation a habit, and adopt a lifestyle that would have less negative impact on our precious water supply.”

DEPED-RO1: OCT. 19 – NOV. 13, 2015 IS EARLY REGISTRATION FOR SHS

Regional Director Alma Ruby C. Torio of the Department of Education Regional Office 1 (DepEd-RO1) motivated Senior High School Coordinators to disseminate information regarding the Early Registration (ER) for Senior High School (SHS) slated on Oct. 19 – Nov. 13, 2015.

This is in line with DepEd Order (DO) No. 48 series 2015 which amended DO No. 41 series 2015 (Senior High School Career Guidance Program and Early Registration) signed by Br. Armin A. Luistro, DepEd Secretary, where the Department extended the registration to give all SHS entrants ample time to decide on their choice of SHS track.

All Grade 10 students in School Year (SY) 2015-2016 in all Public and Private Secondary Schools, including State Universities and Colleges (SUCs), shall submit to their respective class advisers their choice of school and program. Class advisers shall register the students for SHS and submit their preference through the Learner Information System (LIS) from Nov. 9 – 29, 2015.

All DepEd offices, public and private schools and other stakeholders are encouraged to support the conduct of the SHS Career Guidance Program (CGP) and ER in preparation for the full implementation of SHS in SY 2016-2017.

The DepEd declares October 2015 as the SHS ER Month, to ensure that all Junior High School (JHS) or Grade 10 completers by the end of SY 2015-2016 enter the SHS program. High School graduates, passers of the Philippine Educational Placement Test (PEPT) and Accreditation and Equivalency (A&E) Examination for JHS Level prior to the full implementation of K to 12 Program are encouraged to enroll. Through the ER, relevant information will be gathered to facilitate the optional allocation of required resources such as classrooms, teachers, equipment and facilities.

The K to 12 Basic Education Program is a flagship program of the DepEd, which introduces Grades 11 and 12 where learners are equipped to be holistically developed Filipinos with 21st Century Skills. # www.deped.gov.ph

Pursuant to Proclamation No. 260 the Barangay Assembly Day for the Second Semester of CY 2015 was scheduled last October 11, 2015.

Pursuant to Sections 397 (a) of the Local Government Code, a Barangay Assembly is composed of all persons who are actual residents of the Barangay for at least six (6) months, fifteen (15) years of age or over, citizens of the Philippines, and duly registered in the list of Barangay assembly members.

Relative to Section 397 (b) every barangay is enjoined to undertake he ff activities:

1.Deliver the State of Barangay Address (SOBA), with emphasis on:
(a) CY 2015 First Semester Accomplishments;
(b) CY 2015 First Semester Financial Report to include, among others, the Itemized Monthly Collections and Disbursements and the Summary of Income and Expenditures; and
(c) Updates on CY 2015 on-going programs and projects

1.Discuss barangay compliance to DILG Memorandum Circular No. 2014-81 dated June 15, 2014.

2.Discuss barangay compliance to DILG Memorandum Circular No. 2015-63 dated June 16, 2015

E-LIBRARY NABUKSAN SA HERITAGE CITY PARA SA “NETIZENS”

Bilang tugon sa hamon ng modernong agham at teknolohiya sa makabagong panahon, inilunsad ng pamahalaang probinsyal sa pakikipag-ugnayan sa Department of Science and Technology (DOST) ang kauna-unahang e-library sa Heritage City ng Vigan.

“Ito ay para sa lahat ng mga kababayan natin lalo na ang mga estudyante, reserachers at mga netizens bilang tugon sa hamon ng modern technology o information technology,” idiniin ni Gob. Ryan Singson nang mapasinayaan ang E-Library sa Provincial Library na katabi ng Kapitolyo at City Hall ng Vigan noong Oct. 27.

Sinabi ni Singson na libre ang serbisyo ng E-Library na magagamit ng mga mag-aaral o taga-pagsaliksik sa kanilang mga asignatura o anumang mahahalagang impormasyon tungkol sa science and technology, education, tourism, health at iba pang mahahalagang impormasyon.

Nakakatulong pa ang e-library para maakbayan ang mga naghahanap ng trabaho para malaman ang mga vacant positions o job opportunities sa mga ahensya ng pamahalaan at pribada sector, iba’t-ibang kompanya sa iba’t-ibang panig ng Pilipinas at ibayong dagat, dagdag ni Singson.

Magsisilbi pang-tourist guide ang modernong library para maitaguyod ang mga “tourist spots” at “historical landmarks” sa Heritage Province ng Ilocos Sur, sinabi ng gobernador bagama’t hinikayat ang mga kababayang netizens na itaguyod nila ang mga ipinagmamalaking makasaysayang pook sa probinsya  sa pamamagitan ng social media.

Sinabi pa ng dating bise-Alkalde ng Heritage City na sa pamamagitan ng E-Library, malalaman pa ng mga “netizens” ang mga programa, serbisyo at accomplishment ng bawat local government unit (LGU) alinsunod sa transparency bilang elemento ng good governance.

Ayon naman kay Provincial Librarian Emma Claudio sa pamamagitan ng naitayong E-Library mas maraming pupuntang kliyente ngayon ang Provincial Library dahil kakaunti na ang  nagsasaliksik sa pamamagitan ng mga lumang aklat na nakaimbak dito.

DOH DECLARES CODE WHITE ALERT FOR ALL SAINTS’ DAY

The Department of Health (DOH) discloses today that all DOH-retained hospitals and regional  offices nationwide   will   be   on   Code   White  Alert   from   October   30   until   November   2   in   preparation for   any eventualities or health-related incidents that may occur during the country’s observance of All Saints’ Day. 

“A Code White Alert is declared when there is a mass gathering or national event and there is a possibility of emergency conditions that may need immediate medical attention. All medical teams are on standby for immediate mobilization.” Health Secretary Janette P. Loreto Garin explained.

Garin further explained that Code White Alert, which is based on Administrative Order No.2008-0024, alsorefers   to   the   readiness   of   hospital   manpower   like   general   and   orthopedic   surgeons,   anesthesiologists, internists, nurses, to respond in any emergency situation.

The   health   chief   also   said   that   the   Health   Emergency   Management   Bureau   operations   center   will continuously monitor any   health-related   event that   may   occur  during   the   weekend   holiday 24/7. As  in previous years, local governments will deploy motorist assistance tents, including first aid teams, along major roads and highways nationwide. 

The DOH is also working closely with other agencies such as Bureau of Fire Protection, Metro Manila Development Authority, and local government health units for a coordinated health emergency response. 

Meanwhile, Garin advised people going to cemeteries to bring their own food and water to avoid diarrhea,or even food poisoning. 

Garin warned against patronizing ambulant foods peddled in cemeteries. She explained that the safety and sanitation of these foods are doubtful as these might be exposed to dust and other disease-causing organisms. 

She   also   appealed   to   transport owners   to  deploy   more   buses   to  bring   people  to  provinces   and   avoid overcrowding and overloading  of passengers, which oftentimes are  causes of accidents. 

She  added  that commuters should also plan their trips, bring water to avoid dehydration, and be more patient as there will be more passengers going to the province to pay their respects to their dearly departed loved ones. 

“It would be better not to bring along babies and small children to cemeteries/memorial parks, as they are vulnerable to contracting diseases due to their low resistance to infection, heat, and congestion,” Garin concluded.  # Source – www.doh.gov.ph

DOH TIES UP WITH DEPED, DSWD, DILG IN BRIGADA KALINISAN PARA SA KALUSUGAN

The Department of Health (DOH) together with the Department of Education (DepEd), Department of Social Welfareand Development (DSWD) , Department of the Interior and Local Government (DILG) and Local Government Unit of Marikina strengthen their partnership to sustain the Anti-Dengue Advocacy Campaign in schools and communities.

This collaboration highlights the continuous efforts in installing Insecticide Treated Screens (ITS) in public schools. Last October 29, DOH distributed 20,000 ITS rolls to selected public elementary schools nationwide as part of theirintensified action in preventing and controlling dengue.

“We truly appreciate the assistance of the DepEd, DSWD, and DILG in helping the DOH achieve this endeavor. Thesuccess of Kalusugan Pangkalahatan relies heavily not only with DOH but more importantly on the support andactions of the attached government  agencies, non-government organizations, developmental partners and the localgovernment units.” Health Secretary Janette P. Loreto-Garin explained.

To ensure the safeguard of their children against dengue, DSWD will mobilize parent-leaders who will assist in theinstallation  of ITS.  DepEd  will  help identify the  public schools where  ITS will be  installed based  on the  DOH mapping of dengue incidents. DepEd will also mobilize the Parents-Teachers Association to assist the parent-leadersin installing the ITS and support the clean-up activity.

While   Insecticide Treated  Screens   are   beneficial   to   schools,  DOH  together  with  DILG   pushes   their  communityadvocacies  such as the promotion of the  Aksyon  Barangay  Kontra  Dengue in communities and following the  4Sagainst dengue. The 4S means Search & destroy mosquito breeding places, use Self-protection measures, Seek early consultation for fevers lasting more than 2 days, and Say yes to fogging when there is an impending outbreak. “The first step to prevent dengue is within our homes. We should not only remember the information being deliveredby DOH to the communities. Instead, let us make it a practice and instill cleanliness in our surroundings. It is not onlyyour family who will benefit with this habit, but the safety of our entire community as well.” Garin said.

Meanwhile, as of October 3 this year, a total of 108,263 dengue cases were reported nationwide. This figure is 31.9%higher compared to the same period last year (82,049). A total of 317 deaths (0.3%) were reported this year which islower than last year with 338 deaths (0.4%). While there are increasing cases of dengue, it only shows that with properclinical management and early consultation, death due to dengue can be avoided.

Ages of the cases ranged from less than 1 month to 99 years old, majority were male. Most of the cases were from the5 to 14 years age group.

Higher   number   of   cases   were   reported   from   Central   Luzon   or   Region   III   (17,677   out   of   108,263   or   16.3%),CaLaBaRZon or Region IV-A (17,353 out of 108,263 or 16%), and National Capital Region (13,074 out of 108,263 or12.1%)

DENR TARGETING POLLUTION CAUSED BY OPEN BURNING

The Department of Environment and Natural Resources (DENR) on Wednesday launched a new project aiming to reduce air pollution from open burning, which can cause serious health problems and damage the environment.

The project was meant to showcase the best available techniques and environmental practices in open burning activities in response to the Stockholm Convention on persistent organic pollutants (POPs).

It is to be implemented by the DENR’s Environmental Management Bureau (EMB) and DENR Foreign Assisted and Special Projects Service (FASPS), along with the United Nations Industrial Development Organization (UNIDO), under a US$1.512-million grant from the Global Environment Facility (GEF).

DENR Assistant Secretary and concurrent EMB Director Juan Miguel Cuna said that the project is also being implemented in four other Asian countries. These are Cambodia, Laos, Mongolia and Vietnam.

“This project launch reaffirms our support, on the national and regional levels, as well as our unrelenting strong partnership with UNIDO, to address the global problem on POPs and accelerate strategies to reduce them,” he stated. 

During the project launch, a memorandum of agreement (MOA) was signed between the EMB and General Santos City, one of the two pilot demonstration sites in the country. The other is Lapu Lapu City in Cebu province.

Cuna signed the MOA on behalf of the EMB, while city administrator Atty. Arnel Zapatos signed on behalf of the GenSan LGU.

Under the deal, the local government of GenSan agrees to ensure acceptance and support of the project by stakeholders through consultations, and take steps to prohibit open burning while shifting to recycling or reusing wastes that are commonly burned.

It also agrees to provide counterpart contributions in cash or kind and ensure the proper utilization of financial resources through ordinances.

GenSan will submit periodic reports to the EMB and UNIDO as part of regular coordination activities.

For its part, the EMB will assign coordinators and focal persons to provide technical assistance in the implementation of the project work plan.

The bureau will also coordinate with other agencies and institutions to support the project and perform periodic monitoring activities on the progress of the project.

Representatives from other national and local government agencies, such as the Departments of Public Works and Highways, Agriculture, and Interior and Local Government were also present during the event. They are expected to become executing partners for the project. 

The project will introduce globally recognized techniques and practices in creating resource-efficient waste management systems to cut POP emissions produced unintentionally and released into the atmosphere. It aims to reduce the POP release at the pilot sites by 90 percent.

It also aims for five major outcomes: to improve legislation specifically on introducing best available techniques (BAT) and best environmental practices (BEP) for open burning; strengthen the institution to implement BAT/BEP; demonstrate such practices in open burning sources; improve knowledge and understanding on BAT/BEP and connected risks; and establish a monitoring and evaluation system. 

Open burning activities were found to be releasing toxic POPs like furan and dioxins. These activities include forest fires, burning of sugarcane and agricultural residues, as well as waste burning and accidental fires.

Inventories of participating countries have revealed that open burning accounts for more than one kilogram toxicity equivalent per year of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/PCDFs) released into the environment.

These chemicals are considered “probable carcinogens” that can accumulate in fatty tissues in humans and lead to increased risk for tumors, diabetes and thyroid disorders. GOV’T READIES RP CORN FOR AEC

The Philippine corn industry is gearing up for the integration of ASEAN economies with national and local government leaders pulling all stops to enable corn growers attain sustainable production of high quality grains, for both yellow and white varieties.

“The Department of Agriculture (DA) has always regarded the local government as a sturdy and dependable partners in the implementation of programs and various strategies that would enhance agricultural development,” Assistant Secretary and National Rice and Corn Program Director Edilberto de Luna said.

“With the help of our local executives, we are optimistic that our national programs trickle down to the rural areas in the countryside, and benefit those who really need assistance,” he added.

In 2013, the DA launched the National Corn Quality Achievers Awards to give recognition to the invaluable role of the local government in mentoring corn farmers and stakeholders.

The LGUs have been consistent in effectively carrying out policies and projects that ultimately push for the robust production of high-grade corn.

The Search, which is now on its third year, continues to give due recognition to the unsung heroes of the corn sector nationwide. It gives honor and prestige to what is usually unnoticed, which includes the time, effort, and passion of thousands of agricultural extension workers (AEWs) who serve as on-site teachers and provide technical assistance to corn growers from production, post-production, and marketing.

Tomorrow, October 22, 2015, the DA awards one hundred men and women who continue to perform their duties and services to uplift the local corn sector.

“Alongside, these extension workers, recognition will also be given to five provinces, and their respective provincial agriculturists and corn coordinators, 25 municipalities, as well as their municipal agricultural officers and corn coordinators,” de Luna announced.

Agriculture Secretary Proceso J. Alcala, who will lead the awarding rites, expressed satisfaction at the current status of the Philippine corn sector, stressing that the steady annual production have greatly contributed to the overall growth of Philippine agriculture.

“Aside from quantity, the government has always been watchful on the quality of corn produced. As such, Good Agricultural Practices have always been followed at all layers of the value chain,” he said.

NEGOSYO CENTER NAITAYO SA HERITAGE CITY NG VIGAN

Dahil dumadami na ang mga dayuhan at lokal na turista na dumadayo sa Ilocos Sur, itinayo ng Department of Trade and Industry  (DTI) ang “Ilocos Sur Negosyo Center” para makatulong sa pag-unlad ng ekonomya.

Ayon kay Regional Director Florante O. Leal ng DTI  Regional Office  ang Negosyo Center na ito ang ika- 70 gusaling pangkalakalan na naitayo sa Pilipinas at ikalawa sa Ilokos na tutulong sa mga  “Micro, Small, and Medium Enterprises”  (MSME’s) sa probinsya.

“Hindi kayang ilunsad lang ng gobyerno ang programang ito kung walang tulong ang private sector,” iginiit ng opisyal ng DTI “kaya dapat  magkaisa ang government at private sector para makalikha ng trabaho na panlaban sa kahirapan.”

Sinabi ni  Leal  na ang Negosyo Center na napasinayaan kamakailan sa pamamagitan ni Gob. Ryan Singson ay naitayo sa Judy Chiu Bldg, Mabini St. sa Heritage City ng Vigan para makapagbigay ng serbisyo, programa at tulong sa mga MSMEs.

Kabilang na serbisyo ang paglulunsad ng trainings, business advisory, business name registration, consultancy, financing facilitation, market linkage , trade promotion, business information and advocacy at networking sa  ibang ahensya ng gobyerno.

Sinabi rin  ni Asst. Regional Director Dorecita Delima ng DTI-Region 12  at National Program Manager ng Negosyo Center sa bansa, na ang Center  ang nagsisilbing “converging place’ ng iba’t-ibang serbisyo ng pamahalaan para matulongan at umusbong ang mga MSME’s para sa ikauunlad ng ekonomya.

“Kahit ang mga maliliit at nagsisimulang negosyo sa barangay, huwag mag-atubiling magpatulong sa mga Negosyo Center dahil ang adhikain ay para makalikha ng mas maraming negosyo at mas maraming trabaho,” idiniin ng opisyal ng DTI.

Inihayag din ni Dr. Esperanza Lahoz ng Philippine Chamber of Commerce and Industry- Ilocos Sur Chapter, na suportado ang grupo ng mga negosyante sa lalawigan para sa Negosyo Center program  sa pamamagitan ng pagbabahagi nila ng kanilang kaalaman at karanasan sa pagnenegosyo.

Sinabi niya na malaki rin ang naitutulong ng iba pang sangay ng pamahalaan tulad ng DOST, FDA, DOLE, DSWD at DAR para matulongang umunlad ang mga MSME’s.

NORTH LUZON’S FIRST STATE UNIVERSITY TURNS 50

The first state-run university in northern Luzon, the University of Northern Philippines gathered the academic community from October 5-18 and marked its golden year with a flurry of activities.

Alumni, students, teachers, faculty, staff, government and private officials and workers, and residents showed up during the events in solidarity with the UNP community
  
With the theme, “UNP @50: Stronger, Better, Bolder,” the school also paid tribute to

the death anniversary of the UNP founder, former Ilocos Sur Rep. Floro Crisologo.

The events include the intramurals, fun run, selection of Mr & Ms UNP 2015, dance sports competition, cheerdance competition, student fair, academic competitions, the First ASEAN Academic Summit cum Trade and Cultural Expo.

The Golden anniversary celebration day began with a Eucharistic celebration, foot parade around the city, unveiling of the historical marker, giving of Length of Service award by the Civil Service Commission, awarding of outstanding faculty, employee and middle level administrator, and outstanding Ilocano educators.    

The Alumni Global Homecoming had a Holy Mass, a motorcade around Metro Vigan, awarding of Outstanding Alumni and raffle draw.

A job fair, forum by the Government Service Insurance System and Pag-ibig were also held. So with the Founder’s Day where a floral offering at the Founder’s Plaza was held followed by the Floro Crisologo Memorial Lecture series at the Tadena Hall.

The UNP was created under Republic Act 4449 authored by the late Representative Crisologo and approved on June 19, 1965. It converted the Ilocos Sur School of Arts and Trades (ISSAT) into UNP.

The trade school began as the shop department of Vigan High School (now the Ilocos Sur National High School). In 1910 it became the Vigan Trade School as it was converted into a separate intermediate level school.  In 1927 the school opened its secondary level and had its first graduates in 1931. That year, the school became the Ilocos Sur trade school.

In 1941 it was converted into a regional trade school by President Manuel L Quezon, with the help of Assemblyman Benito Soliven and Governor Pedro Singson Reyes. In 1951 it became Northern Luzon School of Arts and Trades under RA 647.
