DSWD STRENGTHENS PROGRAMS, SERVICES FOR WOMEN

This Women’s Month, the Department of Social Welfare and Development (DSWD) launched a community driven development and empowerment initiative in the municipality of San Antonio, Quezon dubbed “Si Tonyo para kay Juana”, a localized version of the He for She Campaign of the United Nations.

The campaign engages all men to help ensure that women will achieve empowerment and equality, their rights are highly recognized and honored and will be free from all types of abuse and violence.
In the oath pledged by all men of San Antonio, Quezon, it was emphasized that men will actively participate in all activities and events that are related to the women of San Antonio, Quezon; will never be the reason of violence against women and girl- children; and, will cooperate with the government and civil society organizations that raise and push the welfare of women in their community.

More services for women
At the same time, the Department continues to implement various programs and services for disadvantaged women.
These are the Promotive Programs which pertain to the Department’s national-initiated and the core poverty reduction programs, such as Pantawid Pamilyang Pilipino, Sustainable Livelihood  (SLP), and  Kapit-Bisig Laban sa Kahirapan Comprehensive and integrated Delivery of Social Services  (Kalahi-CIDSS) and 

Protective Services which pertain to the development, implementation and management of social protection programs and services.
Promotive Programs
Under the Promotive Programs, women are engaged as partners for their own development.
As of February 29, 2016, a total of 3,925,599 are women partner -beneficiaries of  Pantawid Pamilya.
Celyn Morales, a Pantawid Pamilya beneficiary since 2009 from Barangay Commonwealth, Quezon City, shared, “Madami kaming natutunan sa pag-attend sa Family Development Sessions (FDS), katulad ng pakikipag-communicate sa mga anak, tamang pagbabadyet ng pera, at pagiging aktibong mamamayan (We learned a lot from the FDS, such as communicating with our children, proper budgeting of expenses, and active citizenship).”

Celyn, who has four children, works as a babysitter and has a part time job as laundry woman during weekends. Her husband is a shoe vendor at Commonwealth Market. The couple has four children, who are all studying, hence, the cash grants they receive from the program hugely help in their children’s education.

Another Pantawid Pamilya beneficiary, Soledad Esquillo from Barangay Commonwealth, Quezon City, recognizes how the program has empowered and enabled her to become a big help in the community.

“Nakakatulong din ako sa mga kapwa ko benepisyaryo at kapitbahay sa pamamagitan ng  pagbabahagi ng tamang inpormasyon. Halimbawa, kapag mayroong may sakit na  nangangailangan ng tulong medikal, o yung mga namatayan na walang pangpalibing, sinasabi ko sa kanila ang mga requirements para makahingi sila ng tulong sa DSWD (I am able to help my fellow beneficiaries and neighbors by providing them the right information. For instance, when somebody is sick and needs medical assistance, or those whose family members died and have no money for burial, I tell them the requirements so they can request for assistance from DSWD),” Soledad enthused.

On the other hand, a total of 289,100 women were mobilized as volunteers in the community driven development projects as of January 2016. A total of 185,049 women were trained and 55,266 are managing the various committees in the implementation of the KALAHI-CIDDSS NCDDP community projects.

One of the women-volunteers, Zenaida Cleope, a 50-year-old widow from Barangay Mataas na Kahoy, Mamerto Natividad, Nueva Ecija, narrated, “Ipinagmamalaki ko na ako ay isang volunteer ng Kalahi-CIDSS. Hindi ko inakala na puwede pa akong tumulong sa pagpapatayo ng classroom project namin dito sa barangay sa kabila ng aking edad (I am proud to be a volunteer of Kalahi-CIDSS. I did not imagine that I could still help in the construction of our barangay project despite my age).”

Meanwhile, under the Sustainable Livelihood Program, 89,484 women had been given capital assistance and currently managing their livelihood projects as of January 2016. Some of the livelihood projects are retailing, manufacturing, and farming, among others.  Likewise, they were locally hired as fabrication crew, sorter, and hotel attendant.

Vilma Ochea of Barangay Sta. Cruz, Sibagat, Agusan del Sur and president of the Sta. Cruz SEA-K Association expressed her gratefulness to DSWD’s SLP for the changes the  program has brought to their lives.

“Dahil sa programa, nagkaroon kami ng karagdagang mapagkakakitaan (Because of the program, we now have additional sources of income).

“Sa oras ng biglaang pagangailangan, sigurado kami na mayroon kaming matatakbuhan para sa tulong pinansyal mula sa itinayo naming kooperatiba (In times of emergencies, we are certain that we have somewhere to run to for financial assistance through the credit lines we could get from the cooperative that we have organized,” she said.
Protective Services

According to DSWD Secretary Corazon Juliano-Soliman, the Department is strengthening its efforts in helping abused, disadvantaged and exploited women.
“We have a lot more to do to strengthen the capacity of women, to help and improve themselves. I believe that with the joint efforts of different sectors, we can achieve this goal,” Sec. Soliman underscored.

In 2015, the Department assisted a total of 253,091 cases of women in especially difficult circumstances (WEDCs) who were victims of violence, physical and sexual abuse, exploitation, illegal recruitment, human trafficking, and armed conflict.
Of the 253,091 WEDC cases, 249,581 women were served through community-based services nationwide while 3,510 WEDC cases were served under residential care  facilities.
Under the community-based services, the  women were provided with gender-responsive case management and appropriate services such as, but not limited to, temporary shelter, psychosocial support and healing sessions, medical services, self-enhancement sessions, livelihood skills development sessions, counseling services, legal assistance and witness preparation, and referral to concerned agencies for other appropriate interventions.

The DSWD manages 22 residential care facilities for disadvantaged women and girls. These are: Haven for Women located in Alabang, Muntinlupa City, and in Regions I, II, III, IVA, VI, VII, VIII, and XI; Marillac Hills, also known as National Training School for Girls in Alabang, Muntinlupa City; and Group Home for Girls located in Regions I-XII.
The facilities provide home life services, counseling services and escorting of clients during court hearings in the absence of social worker from the local government unit (LGU), socio-cultural and recreational program, spiritual enhancement, leadership and skills training, medical and dental services, vocational training and livelihood productivity program and referral to other NGOs with programs and services responding to the needs of the clients.

Likewise, after care services and community-based support services are also given to these women by the Local Social Welfare Development Offices (LSWDOs) once they are discharged from the centers and are re-integrated with their families and communities.
Sheila, (not her real name), 16 years old is a victim of incest, raped by her father when she was 11 years old. At Home for Girls in Iloilo, she regained hope and self-worth.
“Dahil po sa mga programa dito sa center, unti-unti ko nang natanggap ang pinagdaanan ko. Unti-unti rin pong lumawak ang isip ko.  Natutunan ko pong may pag-asa pa at ang mahalaga ay nanumbalik ang tiwala ko sa Diyos (Because of the programs in the Center, I was able to accept what I have gone through. Little by little, I learned that there is still hope, that I still have my self-worth and most importantly, I found my faith once again),” she said.
Services for women-survivors of disasters

As the most vulnerable among the women’s sector, women affected by various disasters are also DSWD’s priority. To ensure that they return to their normal functioning, DSWD provides them with counseling, housing and livelihood assistance.

Women-friendly spaces (WFS) are also set-up in evacuation centers to cater to their special needs. The WFS is a facility that addresses the specific needs of women affected by disasters and provides a more systematic, organized, and gender-responsive way of delivering services to them.
Dahlia Atok, 53 years old of Barangay Concepcion, Ormoc City, lost her house and livelihood when Typhoon Yolanda struck Eastern Visayas. She became a beneficiary of the Bangon Mini Farm Project under the DSWD-SLP in partnership with Land Bank of the Philippines and other stakeholders. Under SLP’s Enterprise Capital Assistance, Dahlia was given P10,000 worth of farm materials to help her
start her new organic farming venture.

“Masaya ako dahil ito talaga ang gusto ko, ang mag-farming. Ngayon kumikita na kami ng P1,000-P2,000 weekly kada lingo depende sa mga klase ng tanim na inaani at ipinagbibili namin  (I am happy because farming is really what I like to do. We now earn P1,000 to P2,000 weekly from the  different crops that we harvest and sell),” Dahlia proudly shared.
Ngayon nakakatulong na ako sa iba. Na-share ko pa ang bagong teknolohiya ng organic farming (I can now help other people, and also share the organic farming technology),” she enthused. #  Source – www.dswd.gov.ph

DENR URGES PUBLIC TO BE CLIMATE-CONSCIOUS THIS SUMMER

Environment Secretary Ramon J. P. Paje has called on the public to be climate-conscious and use water more efficiently during the Holy Week and the rest of the summer season amid a strong El Niño phenomenon.

“The prevailing heat nowadays should remind people that we are experiencing a longer and hotter dry season. This is aggravated by El Niño and will continue as long as we do not take concrete personal steps to mitigate the impacts of climate change,” Paje said.

He added: “Let us also not forget that while we are enjoying the scenery and the time with our loved ones, there are those who are losing a lot of their livelihood because of the heat and dry spell.”

Farmers bear the brunt of drying effects of El Niño, with agricultural losses have reached more than P5 billion, covering over 200,000 hectares of farmland, according to the Department of Agriculture.

The country’s water supplies are also under close watch as reservoirs begin to dry up and rivers carrying less water.

Paje, meanwhile, urged the public to take measures to mitigate the effects of El Niño like conserving energy and water.

“Enjoy the beauty of our natural wonders, which our country has been blessed with so many of. But remember to keep the environment in as clean and pristine state as possible, or contribute to its improvement, not deterioration,” he said.

He also gave the following tips for climate-friendly summer:

• Use only as much water as needed. Any excess can be used for animals to drink, to water plants, flush the toilets, or clean floors or cars

• Use reusable food-grade containers, not disposable plastic, for food and drinking water to minimize waste

• Keep surroundings clean to reduce the use of energy and water that may be needed to clean them up

• Switch off and unplug electrical appliances, devices or fixtures when not in use

• Keep vehicles well-maintained to lessen pollution, and

• Patronize fuel-efficient vehicles that can transport more passengers at a time. This not only saves on gas but reduces emissions that worsen the heat and contribute to air pollution.

The environment chief also encouraged communities to start cleaning up waterways in their areas to prevent possible flooding after the country’s weather bureau warned of possible onslaught of La Niña when El Niño ends.

BATTLING THE HEAT

In spite of the strong El Niño that has been battering the entire nation since September last year, the Department of Agriculture (DA) is optimistic that only a negligible percentage in production and yield decrease will be felt.

For one full year, February 2015-February 2016, less than 195,000 hectares (ha), from combined rice and corn production areas, were reportedly affected. This is 361,046 ha less than the affected areas during the 2009-2010 dry spell.

The minimal damage, according to agri-experts, may be attributed to the prompt distribution of support and assistance, as well as the dissemination of information to farmers.

Agriculture chief Proceso J. Alcala stressed that farmers knew better now and opted not to plant crops that are most susceptible to drought. This time, they grew drought-resistant crops including peanut, mongo, soybean and sweet potato, which reduced the chances of damage and loss.

PROACTIVE MEASURES

At the onset of El Niño, the Department of Agriculture thru its concerned bureaus and attached agencies, and regional offices laid-out adaptation strategies to cushion the impact of the season—forecasted to be the driest and hottest of the year (2015-2016).

These include reinforced irrigation and water management, as well as intensified pest management and surveillance initiatives.

For fish health, the Bureau of Fisheries and Aquatic Resources (BFAR) has been in full command of monitoring and management activities—keeping a close watch on all operations for both the fish capture and fish culture subsectors.

Aside from these, the crop insurance system was enhanced. Thru the Philippine Crop Insurance Corporation (PCIC), the DA provides insurance protection to farmers against losses incurred from natural calamities, plant diseases and pest infestations.

Under PCIC’s crop insurance program for rice, for example, a farmer may get indemnity ranging from P41,000-P65,000 which covers the cost of production per hectare.

On top of all of these, the Agriculture Department has steadily provided seed and vaccine support to the most affected communities.

CLOUD SEEDING SORTIES

Cloud seeding, one of the most effective El Niño adaptation strategies, continues to bring in positive results.

In Mindanao, particularly in SOCCSKSARGEN, Sec. Alcala called for additional hours of sorties, following a successful series of cloud seeding.

In other parts of the country, cloud seeding operations have already taken-off—resulting to scattered rain showers that provided a refreshing break for the arid farmlands.

But more than adaptation, the government continues to look for long-term and permanent solutions to the repetitive dilemma that is the El Niño. As the DA dons full battle gear to combat the effects of drought, the nation is encouraged to take action as well. After all, this is OUR battle.

EL NIÑO OUTLOOK

As per PAG-ASA report, El Niño will reach its peak this March, with 16 provinces in Southern Philippines taking the havoc of the drought. These include Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, Bukidnon, Lanao del Norte, Misamis Occidental, Davao del Sur, South Cotabato, North Cotabato, Saranggani, Sultan Kudarat, Tawi-Tawi, Lanao del Sur, Basilan, Maguindanao and Sulu. Two provinces in the Visayas (Negros Oriental and Siquijor) and one in Luzon (Palawan) will also be greatly affected.

Dry spell will continue to linger in Luzon, Visayas and Mindanao particularly in Benguet, Pangasinan, Nueva Ecija, Tarlac, Zambales, Rizal, Occidental Mindoro, Bohol, Camiguin, Misamis Oriental, Compostela Valley and Davao del Norte.

LGUs ADVISED TO SUPPORT WOMEN WITH DISABILITIES DAY

In line with the observance of Women with Disabilities Day on March 28 this year, Secretary Mel Senen S. Sarmiento of the Department of the Interior and Local Government (DILG) is encouraging all Local Chief Executives (LCEs) to conduct fitting activities to promote the full participation of women with disabilities in national development.

“Mahalaga na mahikayat ang mga kababaihan na may espesyal na pangangailangan na maisama ang kanilang mga adhikain sa kabuuang plano ng pamahalaang nasyunal,” said Sarmiento.

The theme for this year’s celebration is “Kapakanan at Karapatan ni Juanang May Kapansanan, Isama sa Plano ng Bayan.”

In his directive, the DILG Secretary also urged LCEs to support Women With Disabilities Day by undertaking the following activities in their respective areas:

•Hanging of advocacy streamers/tarpaulins in strategic places. The design/lay-out of the tarpaulin can be downloaded from the National Council of Disability Affairs (NCDA) website at http://www.ncda/gov.ph.
•Conduct of Orientation-Workshop cum Communication Planning on Republic Act 10354 otherwise known as “The Responsible Parenthood and Reproductive Health Act of 2012”

•Conduct of forum on Reproductive Health Law and Action Research on Gender and Disability Inclusive Disaster Risk Reduction Management (DRRM).

SARMIENTO WANTS STRICTER RULES IN ISSUANCE OF BUILDING PERMITS

This Fire Prevention Month, Secretary Mel Senen S. Sarmiento of the Department of the Interior and Local Government (DILG) urges local government units (LGUs) to implement stricter rules in the issuance of building and construction permits.

“To alleviate, if not totally prevent, fire incidents due to electrical overloads, faulty wirings and other electrical issues, all Local Chief Executives (LCEs) are strongly urged to be stricter in issuing building and construction permits,” said Sarmiento.

He said that under the Philippine Electrical Code, LCEs should primarily require electrical plans that include design analysis to all applicants for said permits, and ensure that those with existing buildings, factories, and infrastructure have their respective updated design analysis and calculations.

The design analysis, he said, must show the calculation of short circuit currents and voltage drop among others.

The Secretary pointed out that compliance of business owners to fire safety measures and supervision of LGUs for public security is in line with the theme of Fire Prevention Month that says, "Kaalaman at Pagtutulungan ng Sambayanan, Kaligtasan ay Makakamtan".

Moreover, Sarmiento reiterated to LGUs their roles relative to Republic Act No. 9136, otherwise known as the Electric Power Industry Reform Act (EPIRA), as specified in the Rules of Practice and Procedure of the Energy Regulatory Commission.

The implementing rules and regulations of RA 9136, reads, “Any application or petition for rate adjustment or for any relief affecting the consumers must be verified, and accompanied with an acknowledgment of receipt of a copy thereof by the LGU Legislative Body of the locality where the applicant or petitioner principally operates together with the certification of the notice of publication thereof in a newspaper of general circulation in the same locality."

The DILG Secretary ordered strict compliance with the above provisions of the law, and proper attendance of local government representatives to ERC hearings. # Source – www.dilg.gov.ph

SARMIENTO ENJOINS CONTINUOUS BARANGAY REGISTRATION OF KASAMBAHAYS

The welfare of domestic workers or kasambahays is not forgotten in the full plate of Secretary Mel Senen S. Sarmiento of the Department of the Interior and Local Government (DILG).

In Memorandum Circular No. 2016-11, Sarmiento enjoins barangay chairpersons to advocate the Barangay Registration of Kasambahays by requiring every employer within his/her jurisdiction to register his/her kasambahays in the Kasambahay Masterlist.

“A part of the Barangay Assembly Day of each barangay in March 2016 should include the discussion on Barangay Registration of Kasambahays,” said Sarmiento.

The Secretary explained that this is in accordance with Republic Act No. 10361 otherwise known as An Act Instituting Policies for the Protection and Welfare of Domestic Workers that was approved by President Aquino two years ago.

“This is a prompter to all barangay officials not to take the Barangay Registration of Kasambahays for granted. Representatives from the Pag-IBIG, PhilHealth and SSS may be invited to set-up their respective desks to accept application for membership,” he said.

The law defines kasambahay as any person engaged in domestic work within an employment relationship such as, but not limited to, the following: general househelp, nursemaid or “yaya”, cook, gardener, or laundry person, but shall exclude any person who performs domestic work only occasionally or sporadically and not on an occupational basis.

The term does not include children who are under foster family arrangement, and are provided access to education and given an allowance incidental to education, i.e. “baon”, transportation, school projects and school activities.

Barangay Kasambahay Desk

In July 2013, the DILG directed barangays to have Kasambahay Desks. Barangay chairpersons were ordered to devise a system to ensure the registration of all kasambahays in their barangays including an on-line registration through their official website or e-mail.

The Kasambahay Registration Form (KR Form 1) and the Kontrata sa Paglilingkod sa Tahanan are available at the barangay and city or municipal Public Employment Service Office (PESO). Both forms are also downloadable at www.dilg.gov.ph and www.dole.gov.ph.

In case of termination of the contract, employers ought to immediately notify?the Kasambahay Desk for updating purposes.

The disclosure of information about the kasambahay and the employer by the barangay and the local (PESO) is subject to compliance with the requirements of Republic Act No. 10173 (Data Privacy Act of 2012) and other existing laws, otherwise, violators shall be subjected to fine or imprisonment. # Source – www.dilg.gov.ph

PHILHEALTH REFORMS TO ENSURE FUND SUSTAINABILITY

THE President and Chief Executive Officer of the Philippine Health Insurance Corporation (PhilHealth) Alexander A. Padilla today assured the public that the National Health Insurance Program (NHIP) fund remains stable and that it is able to fully pay for the benefit claims of its members.

In 2015, the PhilHealth paid PhP 97B, up from P77B the year before. The Sin Tax Funds has allowed PhilHealth membership coverage to expand benefits to the poor and the senior citizens. Republic Act 10645 or the amendment to the Senior Citizens Act enabled the universal enrolment of senior citizens and specifies that “funds necessary to ensure the enrollment of all senior citizens not currently covered by any existing category shall be sourced from the National Health Insurance Fund of PhilHealth from proceeds of Republic Act No. 10351, otherwise known as the Sin Tax law.”

To date, the NHIP has provided coverage to 93 million members and dependents, representing 92 percent of the projected 2015 population of about 101 million.

Padilla however said that while premium collections in 2015 reached PhP 96B, there is still a need to improve the consistency of payments by the different member-sectors. Collections had increased starting in 2013, when the National Government started paying the premiums of poor Filipinos under the National Household Targeting System as a result of additional revenues from Sin Taxes.

Padilla is cognizant that like any corporation, PhilHealth needs to continuously look at ways to improve operational efficiencies in collection, claims processing and benefit development. For instance, it has developed a strategic, operational analysis and reporting tool which provides real-time information on membership coverage, claims and collections. It is hopeful that this tool, as well as new policies and parameters on benefits, will help address some major problems. Furthermore, as PhilHealth is a social health insurance, wherein membership is assured without any pre-conditions, it must now be more discerning of the health care providers it will entrust with the care of the millions of Filipinos who depend on PhilHealth for health security.

It has also enhanced its information technology (IT) systems, introduced steps to ease member registration and employer remittance processes, and espoused anti-red tape initiatives particularly in the frontline offices. It has also strengthened its fraud prevention and control mechanisms such as filing the appropriate cases, imposing fines and penalties to erring health care professionals and institutions to protect the health insurance funds.

Padilla also issued an appeal to the sense of social solidarity from the members who earn more. He also appealed to companies to regularly remit the proper premiums to PhilHealth. The Philippines has the lowest social health insurance premium rates in Asia and the last time these rates were increased, particularly in the employed sector, was about two (2) years ago. Despite the status quo in premium contribution rates, PhilHealth has expanded its case rates to cover over 9,400 medical conditions and surgical procedures, and introduced at least 13 Z Benefit Packages to provide financial risk protection for members coping with illnesses requiring prolonged treatment and management.

He also asked the public to report fraud and anomalies and to refrain from allowing themselves to be made part of any fraudulent or abusive practices, to help protect the fund. “The PhilHealth fund is ours to share during the time when health problems arise. We need to ensure that no one takes advantage and commits fraud, because doing so would deprive another member of his right to health,” Padilla said.

The PhilHealth Chief also bared the results of the PhilHealth module from a recent nationwide survey conducted by a reputable survey firm which showed that net public satisfaction on the support and protection that PhilHealth provides to its members and dependents was at +80 as of 4th Quarter 2015.

The same survey also showed that public awareness on the different benefit packages that PhilHealth provides increased from 2014 figures. These packages included maternity care which increased from 64% in 2014 to 71% in 2015; inpatient services from 61% to 64%; newborn care from 52% to 56%; TB-DOTS from 36% to 45%; outpatient packages from 39% to 43%; Z benefits from 34% to 37%; malaria from 35% to 37%; and HIV/AIDS package from 25% to 30%. Also included in the upward trend was the public’s awareness level on the No Balance Billing (NBB) policy which rose from 43% in 2014 to 55% in 2015.  # Source – (PHILHEALTH)

ILOCOS SUR'S STA. MARIA CHURCH DRAWS INTEREST AS WORLD HERITAGE

Unknown to many foreign and local tourists, the historic Nuestra Senora de la Asuncion  Church in Sta. Maria, Ilocos Sur was also enshrined in the United Nations Education, Scientific and Cultural Organization’s (UNESCO) world heritage sites.

Since the inclusion of Vigan  as one of  the “New 7 Wonder Cities of the World “ by the New 7 Wonders Foundation  last December 2014,  more tourists  have been coming and going to see the Vigan heritage village as a legacy from the past.

The Ilocos Sur provincial government has designed plans and activities to promote other historical landmarks and scenic spots in this heritage province aside from the world’s famous Castillan homes in the former Ciudad Fernandina.

Gov. Ryan Singson said that focusing on other historical landmarks such as the Sta. Maria Church will boost the economy and tourism industry which will  also create employment for the Ilocanos.

The Vigan heritage village is the center of attraction for tourists but there is a need to promote and preserve other heritage sites  which include the  Bell Tower of Bantay,  Salomague Port of Cabugao,Bessag Pass in Cervantes, Pinsal Falls in Sta. Maria, the favorite shoot location of the late Fernando Poe Jraside from his “Panday” in Vigan  and old  churches in the province such as the Sta. Maria Churh and the St. Augustine Church of Bantay, the center for pilgrimage in the Ilocos.

The Sta. Maria Church, which was enshrined by the UNESCO  on the  World Heritage List, should also be preserved and promoted for the next generation showcasing Ilocos Sur’s history aside from protecting and preserving  its cultural legacy, officials said.

There are other old churches in the heritage province including the St. Paul’s Metropolitan Cathedral inVigan but the Sta. Maria church is different because of its uniqueness in history that should be restored like the Vigan heritage village. # Source - (MCA/ Ben P. Pacris / PIA1-Ilocos Sur).
