Engineer Crescencio Marcos Concepcion Formoso was formally announced as the new Municipal Engineer of the Local Government Unit of Cabugao, Ilocos Sur. He was appointed by Mayor Edgardo “Ediboy” S. Cobangbang, Jr. and took his oath of office on February 16, 2011. Engr. Noynoy, as he is fondly called, started his field of endeavor right after he took his diploma in Bachelor of Science in Civil Engineering in 1990 at the Technological Institute of the Philippines (TIP). At the following year, he successfully passed the Civil Engineers Board of Examination. For more than three years, he worked as Field Engineer/Foreman in different private construction firms in Manila. He even tried his luck abroad as Overseas Filipino Worker (OFW) in Taiwan for four years. Engr. Formoso also served in the Department of Interior and Local Government (DILG) Mindanao Basic Urban Services Sector Project (MBUSSP) as Engineer II since 2002 up to 2009 and as Project Evaluation Officer up to his resignation last December 2010. Engr. Noynoy was born on April 5, 1968 at Barangay Bonifacio, Cabugao, Ilocos Sur. His parents are Ernesto Siruno Formoso (deceased) and Trinidad Saturno Concepcion.
He graduated at the Cabugao North Central School in 1980 and the Cabugao Institute in 1984.
He is married to Gemma Savellano Formoso, an account executive at the Cabugao Beach Resort. They are blessed with two children: Ma. Ferinah S. Formoso and Kurt Brydel S. Formoso. They live in Barangay Bonifacio, Cabugao, Ilocos Sur. #
