ILOCOS SUR, SEAL OF GOOD GOVERNANCE AWARDEE

Governor Ryan Singson received the 2016 Seal of Good Local Governance during the Philippine Local Governance Congress and Awarding Ceremony headed by DILG Secretary Ismael Sueno and Senator Sonny Angara at Sofitel Philippines Plaza on October 27.

The Provincial Government of Ilocos Sur passed the rigid requirements which were the ultimate measure of performance of all local government units.

The Department of Interior and Local Government laid down standards in order for an LGU to be awarded the seal. These requirements include meeting the three core areas namely: financial administration, social protection and disaster preparedness; and to pass at least one of the essential areas namely: business friendliness and competitiveness, peace and order and environmental management.

Gov. Ryan Singson gladly announced that Ilocos Sur met all these requirements. He dedicates this award to all Ilocosurians, to his co-leaders, to all the stakeholders and partner agencies who are working hand in hand with the provincial government towards the attainment of a progressive Ilocos Sur ever since his term commences in 2013.

"We are glad to receive such an award and this shows our efforts and initiative but, this also serves as a big challenge. A challenge to sustain our good governance and achieving the same in the next coming years", Gov. Ryan Singson said.

Meanwhile, the cash award amounting to 7Million pesos received by the province will be used for the different development programs especially in improving health care services in all hospitals in the province.

SUENO PRODS LGUS TO BE PUBLICS PARTNERS FOR PEACEFUL UNDAS 2016

Days ahead of the observance of Undas 2016,the Department of the Interior and Local Government (DILG) urges all city and municipal mayors to be the public’s partners in ensuring peaceful and safe observance of the All Saints Day.

“Undas is an important Filipino tradition.The Department calls on mayors to convene their respective local peace and order councils to formulate a contingency plan on peace and order and public safety,” said DILG Secretary Ismael 'Mike' D. Sueno.

The DILG enjoins mayors to mobilize and deploy law enforcers,barangay tanods, and medical personnel in public and private cemeteries and memorial parks,local and national roads to assist the travelling public and motorists,and intensify effective traffic management.The said authorities shall likewise be deployed in critical areas within the city or municipality to prevent the entry and exit of lawless elements and to apprehend individuals violating rules.

Sueno also advises mayors to see to it that cleanliness and orderliness in cemeteries and other public places before,during and after Undas 2016 are maintained.

“The All Saints’ Day weekend is time for Filipino families and relatives to be together,bond,and remember their loved ones who passed away.The DILG, local governments,and the police force are your partners for a peaceful Undas 2016,” he said.
The DILG Secretary also reiterates the reminder of the Philippine National Police (PNP) to the public to secure their houses before leaving for the cemeteries; and for motorists who will embark on a long drive to the province to check the proper operating condition and roadworthiness of their vehicles.

AGRI DEPT PROVIDES QUICK RESPONSE TO LAWIN AFFECTED AREAS

Agriculture Secretary Manny Piñol immediately flew to Kalinga via military chopper to assess damages brought by Typhoon Lawin in Region II and other northern regions after returning from official visit to China with President Rodrigo Duterte.

“I proceeded here after returning from my trip as the president instructed us and wants us to deliver immediate help and interventions to affected areas in the northern Luzon particularly Cagayan Valley, which bore the brunt of supertyphoon Lawin, in the most expeditious manner as possible as time is of the essence,” Piñol said.

Based on initial assessments, damage inflicted on the agriculture and fisheries sector has already reached to P10.2 billion, with rice, corn and vegetable suffering the greatest losses.

“This does not yet fully reflect the destruction brought by Lawin in these regions as we are still in the process of assessing all sectors,” the Secretary said.

The super typhoon made its landfall in Cagayan Valley on Wednesday.

During his visit, Piñol met with Kalinga Governor Jocel Baac to discuss plans of action to help farmers and fishers cope with the damages, and immediately recover their livelihoods.

Piñol immediately ordered all officials and personnel of the Agriculture Department to provide food assistance to affected farmers and fisherfolks, quickly validate the extent of damage, the identities and number of farmers and fishers affected and immediately distribute seeds from pre-positioned seed buffer stocks, fertilizers, fishing gear, and other needed assistance.

“I have also instructed the concerned DA agencies, particularly the Philippine Crop Insurance Corporation and the Agricultural Credit Policy Council, to swiftly process crop insurance payments to enable the farmers and fishers cope with their loss,” he said.

As of latest count, more than 49,000 farmers were affected by the onslaught of Typhoon Lawin, translating to more than 406,000 hectares (has) of damaged areas in the Cordillera Administrative Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA and Bicol regions.

“From this, only 13,000 has may recover,” the agri chief announced.

Piñol disclosed that there are about 246,240 bags of rice seeds and 9,628 bags of corn seeds as buffer stock.

DILG FETES 306 LGU GOOD PERFORMERS ON 25TH LOCAL GOVERNMENT CODE ANNIVERSARY

The recognition and awarding of 306 local government units (LGUs) that have passed the test of good local governance will highlight the culminating activity of the 25th anniversary celebration of the Local Government Code (LGC) tomorrow(October 27, 2016) at the Sofitel Philippine Plaza Manila.

Interior and Local Government Secretary Ismael ‘Mike’ D. Sueno said this year’s celebration is a ‘huge milestone’, as it celebrates significant breakthroughs and exemplary performance in the 25-year journey of local governance.

“We find a deeper meaning in this year’s celebration because while we have achieved a lot in terms of empowering and making local government units (LGUs) more self-reliant, we need to set our sights on further strengthening local autonomy under a federal system of government,”said Sueno.

One of the highlights of the activity is the conferment of the much-coveted Seal of Good Local Governance (SGLG) to 306 provinces,cities and municipalities for their notable performance and service delivery set across several areas.

The SGLG awardees will receive an incentive fund called Performance Challenge Fund which they can use for the implementation of local development projects.

Twelve outstanding Lupong Tagapamayapa will likewise be awarded for their remarkable practice as indigenous conflict resolution mechanism in the barangays.

Moreover, two new programs will be launched by the Local Government Academy: the Innovative Solutions Bank which aims to document and replicate best practices at the LGU level; and the Mentoring for Optimal Leadership and Development (MOLD) program for local chief executives, which is part of the Newly-Elected Officials Orientation program.

There will also be a commitment signing by the different LGUs on the Streamlining Business Permits and Licensing System (BPLS) online system process, as well as the turnover of the Public Financial Management Manuals and Tools to LGU leagues.

According to Sueno, this year’s theme,“LGC@25: Pagsulong,Progreso,Pagbabago”,is a call to all LGUs to continue their pursuit of performance excellence in local governance and development.

The LGC, a landmark piece of legislation passed in 1991, ushered in a new era of empowering LGUs to become partners in national development and conduits for grassroots-level democracy and community participation, vigilance and volunteerism in pursuit of local development.

Presidential Proclamation No. 63 (series of 1992) has declared October as the Local Government Month, the second week of October as the Local Government Week and the 10th day of October as the Local Government Day in the Philippines, in commemoration of the passage of the Local Government Code of 1991. #  Source – www.dilg.gov.ph

DILG TO LGUS: PREPARE FOR TYPHOON “LAWIN,” USE LISTO MANUAL FOR PLANNING

The Department of the Interior and Local Government (DILG) has enjoined all local chief executives (LCEs) and the public, especially those in Northern Luzon, to take necessary precautions with the arrival of Typhoon Lawin (international name “Haima”). 

Based on the report issued by the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA) issued at 11:00AM on October 19, Lawin has maximum sustained winds of up to 220 kph and gustiness of up to 305 kph, and is expected to bring moderate to heavy rainfall within the 700km radius of the typhoon.

“With the coming of Typhoon Karen last week, our LGUs had a fast response time in their evacuation,” said Secretary Ismael D. Sueno. “Pero ngayon na may bago nang papasok na bagyo, lalo nang kailangan nang maging handa at listo tayo sa anumang dulot ng sakuna.”

Sueno, who is the Vice Chairperson of Disaster Preparedness of the National Disaster Risk Reduction and Management Council (NDRRMC), has also urged LCEs to apply the framework of the Oplan Listo disaster preparedness program and use their Disaster Preparedness Manual’s Checklist of Minimum Critical Preparations for Mayors.

“Mayors are the frontliners and first responders in the event of forthcoming disaster, so there must be concrete planning,” said the Secretary. “In the Oplan Listo manual, there are guidelines on how to determine Critical Preparedness Actions based on the conditions of the LGU—amount of rainfall, wind speed, critical areas, and potential impact. Those are what need to be assessed. Then, based on that, they can follow the protocols provided in the manual’s flowcharts for preparation, response, and monitoring of the typhoon.”

In the Oplan Listo manual are a list of directives to be given during the disaster; meeting agenda in convening the Local Disaster Risk Reduction and Management Councils (LDRRMC); list of resources needed by the different teams addressing the disaster in the LGUs, such as supplies, equipment, stockpile, and data and information; guidelines for the deployment of teams; evacuation center standards; mayors’ script for alert/advisory for radio announcement; and access guide to weather bulletin-related websites.

There is also a directory of national government agencies, guide in identifying parts of a tropical cyclone warning, and guide on how to use the Project NOAH app, among others. These, the Secretary emphasized, will aid LGUs in both the preparatory and crucial stages of natural disaster.

“Reach out to the DILG, NDRRMC, and the other national agencies for the needs of your LGUs,” the Secretary said. “We have learned the value of coordination and we must use whatever means necessary to save lives.”

To the public, the Secretary announced, “Please stay indoors and have food, water, medicine, and supplies on hand in case of emergency. Your local government will ensure your safety.”

Typhoon Lawin is expected to make landfall over the Cagayan-Isabela area by late evening of Wednesday, October 19, then will cross Apayao and Ilocos Norte, before leaving the Philippine Area of Responsibility (PAR) in the evening of Thursday, October 20, or on early morning of Friday, October 21. # Source – www.dilg.gov.ph

SUENO COMMENDS LGU EFFORTS IN AFTERMATH OF TYPHOON LAWIN

Interior and Local Government (DILG) Secretary Ismael D. Sueno today lauded concerned local government units (LGUs) for their “swift and effective disaster preparedness and response before and during the onslaught of super typhoon Lawin” last week.

Sueno said it is evident that the country has learned its lessons from Yolanda as LGUs in Regions 1, 2, 3, CALABARZON, V and the Cordillera Administrative Region (CAR) had undertaken the necessary measures, including preemptive evacuation, and alerted families within their areas of the dangers that they may face if they refuse to heed the directive of authorities.

He said that the situation of Typhoon Lawin, from preparedness to response, was handled very diligently by the LGUs and the NDRRMC’s member agencies.

“It is a relief that the two typhoons(Karen and Lawin)that entered our country did not wreak as much havoc as expected by everyone, but I am thankful that we were not complacent,” Sueno said. “If anything, we have taken the lessons of tragedies such as Typhoon Yolanda to heart, that we have to face any natural disaster with caution and a sense of responsibility. I thank the LGUs and the National Disaster Risk Reduction and Management Council (NDRMMC) agencies for giving their all in saving lives and livelihood.”

He said the LGUs were conscientious in disseminating weather advisories for public safety and coordinating with their member agencies for possible rescue, relief, and other response actions.

In the area of disaster response, they undertook actions such as activating their Regional and Provincial Operations Centers and rendering duty of personnel, assembling Incident Management and Municipal/Provincial Quick Response Teams, and enacting Operation LISTO protocols.

The DILG Secretary said that the Department is now actively coordinating with LGUs, the NDRRMC, and the other national government agencies (NGAs) for the next phase which is rehabilitation and recovery.

“The government’s priority right now is to weigh the damage in the severely affected areas, and to immediately address the needs of those who were displaced by the typhoon,” Sueno said.

According to the NDRRMC, a total of 31,751 families were pre-emptively evacuated in Regions 1, 2, 3, CALABARZON, V and CAR, and a total of 48,521 families were served inside and outside evacuation centers.

Typhoon Lawin (international name “Haima”) has exited the Philippine Area of Responsibility (PAR) at 10:00PM on October 20,leaving a total of 13,966 houses damaged and a total of PHP2.047-billion worth of damages to infrastructure and agriculture in Regions 1, 2, 3 and CAR. #  Source – www.dilg.gov.ph
