DENR CITES GAINS IN PA MANAGEMENT UNDER AQUINO GOV’T

The management of the country’s over 200 protected areas (PAs) – ranging from large natural parks, landscapes and seascapes, to wildlife and marine life sanctuaries – has enjoyed significant gains with strong support from the Aquino administration, according to Environment Secretary Ramon J.P. Paje.

“The support provided by the present administration for PA management has been exponential, not only in terms of budget allocation but in legislation and strategies to enhance conservation and development,” Paje said.

According to the environment chief, such support could not be discounted given the immense role of PAs in providing services that address pressing challenges such as food and water security, health and well-being, disaster risk reduction and climate change mitigation.

Paje, however, said several challenges remain in the management of conservation areas. Among these are the inclusion of PA management in the planning and budgeting of local government units (LGUs); the scaled-up development of management capacities including financing; and decision-making that are based on science.

He cited how the budget allocation increased from P100 to P600 million in 2014 for the management of 240 PAs spanning 5.4 million hectares nationwide.

Allocations for coastal and marine areas and resources have been increased to improve their resilience, as well as that of coastal communities and marine-dependent livelihoods, to climate change impacts.

The government has also established the Integrated PA Fund (IPAF) Retention Income Account, which retains 75 per cent of revenues generated by PA for use by the PA Management Boards in their rehabilitation and protection efforts. The remainder of the IPAF is remitted to the National Treasury.

Paje likewise cited the DENR’s strong representation in Congress to push for the passage of the Enhanced National Integrated Protected Areas System or ENIPAS Act. The law addresses system-wide issues and adopts the concept of ecosystem-based adaptation to comply with the Philippines’ commitment to the Paris Agreement on Climate Change.

A record 175 countries had ratified the Agreement in New York and committed to primarily reduce greenhouse gas emissions to keep the global temperature at less than 2 degrees Celsius above pre-industrial levels.

The DENR, through its attached agency, the National Mapping and Resource Information Authority, has already completed the delineation of all PAs. Complementing this is the prioritization of 39 PAs for resource assessment, habitat protection, sustainable financing, and support to the operations of the Protected Area Management Boards.

With the Philippines being party to the Convention on Biological Diversity, the DENR’s Biodiversity Management Bureau has updated the Philippine Biodiversity Strategy and Action Plan for the implementation of the Aichi Biodiversity Targets from 2016 to 2028.

The 20-point Aichi Biodiversity Targets provides an overarching framework for all member-countries of the United Nations and their partners engaged in biodiversity management and policy development. #  Source – www.denr.gov.ph

OVER 1,000 YOUTHS GET SUMMER JOBS FROM DSWD

This summer, the Department of Social Welfare and Development (DSWD) selected and deployed 1,440 youths under the Government Internship Program (GIP) for out- of- school, undergraduates, and graduates  who are unemployed.

The DSWD-Central Office  and the 18 Field Offices nationwide accommodated 80 GIP interns for 22 working days, with stipend that is based on 75% of the prevailing regional wage rate.

GIP interns at the Central Office and National Capital Region (NCR) will receive P350 daily.

The GIP is one of the services offered for young people under the Unlad Kabataan Program (UKP) of the DSWD. The UKP is geared towards the total development of disadvantaged youth in terms of spiritual, economic, physical, psychological, cultural and social development.

The GIP is part of the government’s efforts to strengthen youth participation in nation-building by exposing them to government service and training them on life skills.

It also serves as recruitment mechanism for potential public employees, and provides financial assistance for school enrolment.

“We want the youth to have a meaningful and productive activity during their summer vacation at the same time earning,  hence, we are implementing the GIP from April to May,” DSWD Secretary Corazon Juliano-Soliman said.

The GIP program this year started on April 18 and will end on May 17.

During the selection phase, DSWD prioritized GIP interns who were 18 to 25 years old, in-school members of the Pag-asa Youth Association of the Philippines (PYAP), and Pantawid Pamilyang Pilipino Program beneficiaries.

The interns will perform not only actual office work but will also assist in the implementation of DSWD programs and projects. They may also do direct service through field work in communities where DSWD programs and projects are implemented in partnership with local government units.

Memorable experience during the orientation on April 18 at the Central Office, a former intern from last year shared her learnings and experiences.

Jeselle Entatano, 20, from Marikina and studying at the Polytechnic University of the Philippines (PUP) taking up Bachelor of Science in Business Administration major in Human Resource was assigned at the KapitBisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) National Program Management Office.

She shared, “My GIP days were memorable. No matter how hard or difficult my task was, I was able to do it because the employees and other interns were supportive and cooperative.”

“I learned to deal with different people, develop my skills, and work professionally.  I also learned to value humility, obedience, and integrity,” Jeselle added.

Meanwhile, this year’s interns said they joined the program because they wanted to earn some money to support their studies, as well as have some experience working in government offices.

Among this year’s batch of interns at DSWD Central Office is  Ross Tristan A. Flores, 20,  from San Mateo, Rizal.

Ross is an incoming fourth year college student at San Mateo Municipal College taking up Bachelor of Arts in English. His fluency in the language was evident in his insightful responses during the interview.

He narrated that prior to his application for the DSWD internship, he has made the rounds of government agencies looking for a job.

Despite his verbal proficiency in the English language, he did not apply in a call center.

Ross pointed out, “I do not see myself working in a call center, although the pay is higher. I’d rather be in public service where I could interact with the less fortunate people. This is why I chose to apply at DSWD.”

Like Ross, one intern who is a Pantawid Pamilya beneficiary also expressed her positive thoughts on her participation to the GIP.
Anabelle E. Engraba, 19, from Mandaluyong City, taking up Human Resource Development Management at Rizal Technological University, and whose family is a Pantawid Pamilya beneficiary since 2012, stated that she wanted to learn new things and gain experience.

“DSWD employees are busy with their work yet they willingly share their knowledge. I learned a lot of things from them,” she said.

Anabelle is a scholar under the Students Grant-in-Aid Program for Poverty Alleviation (SG-PPA), a scholarship program for children of Pantawid Pamilya beneficiaries,  which helps finance her tuition and other expenses while pursuing her course.
Sec. Soliman expressed optimism that with more youths recognizing the importance of public service, as a result of their participation to the internship, the government can expect younger and more dynamic workforce in the future, which is essential in achieving a new paradigm for service delivery.  # Source – www.dswd.gov.ph

DOH RELEASES LATEST DENGUE IMMUNIZATION COVERAGE

The Department of Health (DOH) discloses the latest coverage of Dengue School-Based Immunization which was started last April 4, 2016. As of April 24, a total of 204, 397 (73%) pupils were vaccinated out of 279,393 pupils with parents’ consent.

As of April 24, 2016 a total of 362 cases of Adverse Event Following Immunization (AEFI) from the three regions where the Dengue School Based Immunization Program were received. The top five common reactions were fever, headache, dizziness, vomiting, and rash. The DOH established a strict monitoring and surveillance system for adverse events and side effects following immunization.

DOH addresses the death of an 11-year-old male. The said patient was vaccinated on March 31, 2016. The patient is claimed to have been diagnosed to have congenital heart disease during his childhood. No maintenance medication was taken since his transfer to his current guardians.  During immunization of dengue vaccine, the patient was screened and assessed by the RHU physician at the school. When asked the guardian (uncle) denied history of fever, illness, and maintenance medication during assessment.

On April 3, 2016 patient developed diarrhea and fever, he was seen and examined the next day at the Bagac Community Medicare Hospital and was diagnosed to have amoebiasis. Patient was sent home with medications. On April 9, the patient was seen and admitted at the Isaac Catalina Medical Center after experiencing difficulty of breathing, fever, and cough. He was initially diagnosed with pneumonia, severe; congenital heart disease in Congestive Heart Failure, and electrolyte imbalance. April 10, the patient was referred and transferred to Bataan General Hospital. April 11, patient had a cardiac arrest and was eventually pronounced dead. The immediate cause of death was pulmonary edema with the following underlying causes: congenital heart disease, Acute Gastroenteritis with moderate dehydration.

The case was presented to the National Adverse Event Following Immunization Committee (NAEFIC) last April 21, 2016 to assess the findings. Their conclusion is consistent with the hospital findings. The dengue vaccination is coincidental. According to NAEFIC, congenital heart disease is not an exclusion criterion for vaccination. 

Dengue is highly endemic in the Philippines. It had the highest incidence and ranks number 1 in the Western Pacific Region from 2013 to 2015. As of April 9, 2016, a total of 33, 658 suspected dengue cases were reported nationwide. Most of the cases were from Region IV-A with 5,546 cases out of 33,658; Region III with 4, 518 cases; Region X with 3, 604 cases and National Capital Region (NCR) with 2,469 cases.

Meanwhile, the health chief reiterated that while the vaccine is proven 90% effective in preventing the incidence of severe dengue, cleanliness is still the most fundamental solution against mosquito-borne diseases like dengue. Especially today that the country is stricken by the El Niño phenomenon, the public is reminded to always cover containers which are being used for storing water so it will not be infested by mosquito larvae. 

“Dengue vaccines are only a step of our battle against dengue. We will continue to fight against mosquito-borne diseases through the ‘4S campaign’. The 4S means Search & destroy mosquito breeding places, use Self-protection measures, Seek early consultation for fever lasting more than 2 days, and Say NO to indiscriminate fogging. Lahat ng ito ay mangyayari kung sisimulan natin sa ating mga bahay. Sama-sama nating gampanan ang ating papel upang makamit ang Kalusugang Pangkalahatan.” Garin concluded. #  Source – www.doh.gov.ph

DILG-BFP SET TO ACQUIRE 76 ROSENBAUER FIRE TRUCKS TO BOOST BFP'S FIREFIGHTING CAPABILITY

As part of government’s efforts to boost the firefighting capability of the Bureau of Fire Protection (BFP), the Department of the Interior and Local Government (DILG) is set to acquire 76 brand new Rosenbauer firetrucks to upgrade the fire protection services of capital towns and cities and other highly urbanized cities.

The acquisition of new firetrucks was sealed with the signing of the Supply Contract Wednesday afternoon between the DILG and the BFP and officials from Rosenbauer and the Austrian embassy at the DILG NAPOLCOM Center in Quezon City.

Signatories to the contract include DILG Secretary Mel Senen Sarmiento, DILG Undersecretary Peter Irving Corvera, BFP Chief Superintendent Rodrigo Abrazaldo, Rosenbauer International Vice President of Sales Mr. Ralph Schmid, and Ms. Lisa Koscak, Commercial Counselor of the Austrian Embassy.

The procurement is already Phase II of an Austrian-Assisted BFP Capability Building Project, under an Official Development Assistance (ODA) with a grant element of 76%. Seventy six (76) Rosenbauer fire trucks were earlier acquired under Phase I of the project and delivered during the time of former Secretary Mar Roxas.

During the contract signing, Sarmiento expressed his gratitude to Rosenbauer International AG and the Austrian government for their continuous support to government’s initiatives to modernize the BFP.

“Thank you so much for your service to us, and to the Filipino people, especially to the BFP,” he told representatives of Rosenbauer and the Austrian government.

“With the new fire trucks at hand and with continuous honing of firefighters’ skills, the BFP will be better equipped to protect our communities from the hazards of fire,” he added.

The Rosenbauer TLF 4000 fire trucks to be purchased under the contract boast of improved features. Considered as one of the finest and top-of-the line brand of fire trucks that can respond to fire incidents in high rise buildings, this firetruck model has a water cannon that can reach at least 62 meters distance horizontally and 24 meters vertically. It has a higher water pump discharge capacity of 2,400 liters per minute with higher engine power that can fully navigate even highly inclined areas with its 240-horsepower engine.

Under the contract, each unit of the firefighting vehicle includes one (1) set of firefighting and rescue equipment, one (1) set of spareparts and comes with a training program for the buyer’s operators and technicians upon delivery.

The units also passed the Department of the Environment and Natural Resources’ standards for the equipment of Euro 4 engines and Euro 4 emission standards. #  Source – www.dilg.gov.ph
