ILOCANOS’ BEST QUALITIES TO PREVAIL IN HOSTING PALARONG PAMBANSA 2018

Ilocanos are known for their hospitality, diligence, and humility so these are the expected from the residents in the province when they become host to 15,000 visitors during the Palarong Pambansa 2018 (National Games) that will open on April 15 at the President Elpidio Quirino stadium in Bantay town.

Governor Ryan Luis V. Singson said that some of the regions will be in the province on the third week of March to get the feel of the sporting venues, so every resident is urged to help in welcoming them, treating them with respect, hoping that they will show what the goodness of Ilocanos.

“All residents are urged to help in the success of the biggest sports event in the country which will usher additional income to all sectors of the community in the province,” Singson said.

To ensure safety of all delegates of the Palarong Pambansa, the peace-keeping forces from the Philippine National Police (PNP) will be installed in key areas especially in the 14 towns that will host the visitors but the governor said the effort must not only come from them, but also from each resident. 

Supt. Marlo Castillo, Vigan City police chief, said that his team is ready and is continuously preparing other plans to meet demands during the games. 

“But all our efforts will be complete with the cooperation of the whole community and of every resident,” said Castillo.

The provincial government has come up with the Metro Vigan Traffic Coordinating Council which has been organized to plan, implement, and maintain smooth traffic flow in the areas affected like this city and the towns of Caoayan, San Vicente, Santa Catalina and Bantay.

To prevent clogging of streets and road accidents in the metro, the City Government of Vigan led by Mayor Juan Carlo S. Medina has also prepared measures to lessen vehicles, especially tricycles plying the streets.

NO SCHOLARSHIP PROGRAM BUT EDUCATIONAL ASSISTANCE FOR INDIGENT STUDENTS – DSWD

In response to queries, the Department of Social Welfare and Development (DSWD) clarified that the Department offers educational assistance for indigent students, but the agency has no scholarship program.

“It is not within DSWD’s mandate to implement scholarship programs, but we provide minimal educational assistance as we recognize that indigent students need help in addressing other school-related expenses,” DSWD Officer-in-Charge  Emmanuel A. Leyco said.

The educational assistance is part of the Assistance to Individuals in Crisis Situation (AICS) which forms part of the package of the Protective Services Program (PSP) of the DSWD that provides intervention to individuals, families and communities in difficult and vulnerable situations.

Under the AICS, indigent students may avail of the educational assistance by presenting their assessment form/certificate of enrolment/registration for the current school semester, validated school ID,  and a barangay certificate of indigency.

For elementary and high school students, the educational assistance may be secured  only once — every enrolment period. Indigent college students, however, may seek assistance every semester.

On-site processing of educational assistance

To prevent students from being inconvenienced by having to travel to DSWD Central Office to avail of the assistance, the Department piloted its on-site processing of educational assistance to seven State Universities and Colleges (SUCs) in the National Capital Region in the first semester of 2017.

These were Quezon City Polytechnic University; University of Caloocan City; Colegio de Montalban; San Mateo Municipal College; University of Rizal System Rodriguez Campus; Polytechnic University of the Philippines (PUP)- QC Campus; and Valenzuela City Polytechnic College.

Students from these schools were noted to be regular beneficiaries of educational assistance.

For the on-site processing mechanism, the DSWD conducts the assessment in coordination with the Office of Students Affairs (OSA) of the target schools.  The schools’ OSA are requested to identify and submit a list of potential student-beneficiaries to the Department.  Indigent students who have no existing scholarship grants and those who have not availed of the educational assistance from the previous semesters are given priority.

“The pilot implementation of the on-site processing started last year during the second semester period wherein DSWD served 5,057 students, providing them with financial assistance amounting to a total of P10 million,” OIC Leyco said.

“This is also one way to ensure that indigent students face fewer risks and threats against their safety and security, especially as they will receive cash,” he added.

For the second semester 2017-2018, some 5,000 indigent students are expected to receive P3,000 each.  Of the total number of slots for educational assistance, 4,000 are alloted for seven schools while the remaining 1,000 are students from other schools who may also need assistance. Students from other universities may proceed directly to the DSWD Central Office in Batasan or at the DSWD-Field Office NCR in Legarda, Manila.

“Dati kasi, ang mga students sabay-sabay pumupunta sa DSWD Central Office kaya matagal bago matapos lahat ng pagrelease sa assistance (Before the on-site processing,  students sometimes arrive at the Central Office at the same time, and because of this,  it took hours to finish the processing of all their papers requesting assistance),” he shared.

Aside from the DSWD Central Office, poor students nationwide may avail of the educational assistance at the different regional offices of the Department.  However, DSWD clarified that the on-site processing is only implemented by the DSWD Central Office. #  Source – www.dswd.gov.ph

DSWD TRAVEL CLEARANCE NEEDED FOR MINORS TRAVELING ABROAD ALONE, WITHOUT PARENTS

To prevent any form of abuse against minors, the Department of Social Welfare and Development (DSWD) reiterated its guidelines to secure travel clearance for children 17 years old and below who are traveling abroad alone or without their parents.

DSWD Officer-in-Charge (OIC) Emmanuel A. Leyco explained that the issuance of travel clearances for children is specified under the Special Protection of Children Against Abuse, Exploitation and Discrimination Act and the Philippine Passport Act of 1996. It is a requirement to safeguard Filipino children from child trafficking and exploitation, especially those who are participating in short study grants and out-of-the-country competitions.

“We continue to remind parents and guardians to properly secure travel clearance for Filipino minors because it will help safeguard children from various form of abuse while traveling outside the country,” he said.

The following are the requirements needed to obtain travel clearance for minors traveling abroad:

Duly accomplished application form that can be secured from any DSWD regional office. The form can also be downloaded from the DSWD website www.dswd.gov.ph;
Photocopy of the child’s Birth Certificate or PSA-issued Birth Certificate;
Notarized (notarized at the place of residence) affidavit of consent of both parents or the solo parent or the legal guardian, indicating the authorized traveling companion of the minor and his/her relationship to the minor, country of destination, length of stay, purpose of travel, and tentative dates of departure and arrival;

As appropriate, a PSA-issued marriage certificate of the minor’s parents or a photocopy of the certificate of legal guardianship of the minor or in the case of solo parents, a PSA-issued Certificate of No Marriage (CENOMAR) and a photocopy of the solo parent identification card from the Municipal Social Welfare and Development Office or a photocopy of a certification from the Local Social Welfare and Development Office of being a solo parent or Tallaq or Faskh certification from the Shariah court or any Muslim Barangay or religious leader or in the case of an illegitimate minor, a certificate of no marriage (CENOMAR)* from the PSA or in the case of a deceased parent, a photocopy of the death certificate.
Minors who will be accompanied by a person other than their parents or legal guardian during the trip must also provide a photocopy of his/her adult companion’s passport.
Illegitimate children traveling abroad accompanied by their biological father are also required to secure a travel clearance certificate as parental authority is vested only to the mother of the child, per Article 176 of the Family Code of the Philippines.

If deemed necessary, social workers may require additional documentary requirements during the assessment of the travel clearance to ensure that the welfare and best interest of the child is protected.

Moreover, the clearance shall be valid for a period of one or two years depending on the period applied for and shall be valid for multiple travels except for minors traveling with foster parents.

Should there be changes in the issued or used travel clearance such as companion or country of destination, changes can be done as long as the travel clearance is within the validity period. For this, the following documents should be submitted: photocopy of minor’s passport with marked embarkation and notarized affidavit from parents or legal guardians regarding the change of traveling companion or country of destination or return ticket.

No additional fee shall be charged for the changes.

A processing fee for each travel clearance issued to minors traveling abroad under the following options:

P300.00 with validity of one year.
P600.00 with validity of two years.
Travel clearance approval and issuance may be obtained within 24 hours as long as all the supporting documents are completed, submitted, and assessed by social workers.  The application should be lodged in the DSWD Field Office that has jurisdiction over the residence of the minor.

“Though the clearance can be secured within the filing day, we advise parents or applicants to apply  one to two weeks before their scheduled travel date to give ample time to address  issues that may arise or produce documents that may be required,” OIC Leyco said. ###

DA EXPANDS PAGKAIN PARA SA MASA IN ATI

To enable urban dwellers to produce food for their own consumption, the government continues to campaign for food production in small spaces with the establishment of the fourth Urban Agriculture-Pagkain Para Sa Masa (UA-PPSM) site at the Agricultural Training Institute Compound in Quezon City.

Themed “Sa maliit na espasyo, may pagkain tayo”, UA-PPSM seeks to capacitate city residents to grow vegetables and other foodstuff by introducing the values of basic food production, healthy food systems and clean urban environment. The project is in line with the president’s directive towards available and affordable food for every Filipino.

“DA is exerting efforts to lessen hunger in the urban community. Tulad ng sabi ni Pangulong Duterte sa kanyang kampanya na dapat walang matutulog ng gutom sa mga Pilipino,” Undersecretary for Special Concerns Atty. Ranibai Dilangalen said.

Thru this project, Ranibai said the department aims to reach #zerohunger by 2030.

The UA-PPSM is composed of four (4) major components: (1) urban farming which includes technical assistance for the residents in the area and turned-over of initial inputs such as facilities and equipment for new sites, (2) mushroom culture, (3) feeding program with the children beneficiaries in Brgy. Vasra, and (4) turn-over of hydroponics-aquaponics technology farming system from Aboitiz Foundation, Inc. and Aboitiz Equity Ventures, Inc, which is in line with their company brand “advancing business and communities in order to drive change for a better world”.

One of the highlights of the event is the signing of a Memorandum of Agreement between Usec. Dilangalen, ATI OIC-Director Luz A. Taposok, Aboitiz Foundation, Inc. FVP and COO Maribeth Marasigan, and Aboitiz Equity Ventures, Inc. Vice president for External Corporate Relations Christopher Camba designating the ATI Compound as area for communal vegetable garden.

The UA-PPSM was first launched on May 31, 2017 at the Barangay Bahay Toro in Quezon City. Following the kick-off, the Department has established communal gardens at Bago Aplaya, Davao on August 25 and Sitio Pagalungan, Lugay-lugay, Cotabato City on February 5, 2018. World Water Day is an international observance and an opportunity to learn more about water related issues. World Water Day dates back to the 1992 United Nations Conference on Environment and Development where an international observance for water was recommended. The United Nations General Assembly responded by designating 22 March 1993 as the first World Water Day. It has been held annually since then. Each year, UN-Water — the entity that coordinates the UN’s work on water and sanitation — sets a theme for World Water Day corresponding to a current or future challenge. The engagement campaign is coordinated by one or several of the UN-Water Members with a related mandate.

The theme for World Water Day 2018 is ‘Nature for Water’ – exploring nature-based solutions to the water challenges we face in the 21st century.

Damaged ecosystems affect the quantity and quality of water available for human consumption. Today, 2.1 billion people live without safe drinking water at home; affecting their health, education and livelihoods.

EDUCATION CHIEF REITERATES DEPED’S COMMITMENT TO SERVE MARGINALIZED LEARNERS

Department of Education (DepEd) Secretary Leonor Magtolis Briones recently reaffirmed the Department’s commitment and advocacy to cater to the educational needs of all learners, including those thriving in the margins.

The Secretary mentioned this during her speech at the 15th International Conference of the Southeast Asian Ministers of Education Organization Regional Center for Educational Innovation and Technology (SEAMEO INNOTECH) which carried the theme, “Thriving in the Margins: Inclusive Education Re-Imagined.”

“So we, in DepEd, reaffirm our commitment, our advocacy, to serve the people, especially the learners, who are thriving in the margins… We know that they are still there and their number might still increase if they remain to be neglected,” Briones stated.

She further highlighted that education opens opportunities to learners and makes their choices in life possible: “We have to provide them with access to quality education that will give them a chance to make choices, to become better version of themselves, and to land on their target careers.”

With around 26.6 million learners nationwide, the Department ensures to make education truly inclusive for the different Filipino groups through various programs and projects including the Alternative Learning System (ALS), Special Education (SpEd) Program, and Madrasah Education Program, among others.

“In DepEd, the attention is not only given to our formal education system, but also to the various alternative modes in delivering quality, accessible, relevant, and liberating basic education,” Briones pointed out.

The said Conference aimed to provide an opportunity for the participants to rethink and reflect on the current and good practices in inclusive quality education and how these lessons can be applied in their individual contexts and realities. DILG TO WOMEN: RUN FOR ELECTIVE POSTS IN BARANGAY AND SK POLLS

This Women’s Month, the Department of the Interior and Local Government (DILG) is urging women to let their voices be heard during the Barangay and Sangguniang Kabataan (SK) elections this May not just by voting but by running for elective posts.

DILG OIC-Secretary Eduardo M. Ano says that the coming barangay and youth polls provide a perfect opportunity for qualified women voters to show that they can make a difference in their communities by stepping up to the challenge of running for elective positions.

“Ngayong Buwan ng Kababaihan, hinihimok ko ang mga babae na panahon na para ipakita ninyo ang kakayahan ninyong mamuno sa inyong komunidad.? Ito na ang panahon ng pagbabago at naniniwala ako na malaki ang maiaambag ng mga kababaihan para makamit ang tunay na pagbabago,” says Ano.

The filing of certificates of candidacy for barangay and SK polls is from April 14 to 20, 2018. ?

Based on Comelec data, while there are more women voters, only one in five candidates is a woman.

Ano says that as most women are mothers who have raised their children well, they will also be able to run their communities effectively using the same values and qualities that have helped them nurture their families.

“Naniniwala ako na marami sa mga kababaihan ay matino, mahusay at maaasahan at ito ang mga katangiang dapat taglayin ng isang kakandidato sa darating na halalan,” he says.

PHILHEALTH DEFERS IMPLEMENTATION OF NEW POLICY ON BENEFITS AVAILMENT

Members of the Philippine Health Insurance Corporation (PhilHealth) now have a chance to update their premium contributions payments to become eligible for benefits availment in PhilHealth-accredited health care institutions nationwide.

Through Advisory No. 2018-0011 released last February 2, 2018, PhilHealth deferred the implementation of the sufficient regularity of payment rule to admissions starting October 1, 2018, thereby presenting its members with an opportunity to establish continuous payment of premiums required to avail themselves of PhilHealth benefits. The sufficient regularity of payment rule is contained in PhilHealth Circular 2017-0021 which was published on October 27, 2017.

As such, availment of benefits until September 30 this year, will only require members to pay three (3) months of contributions within the immediate six (6) months prior to the first day of confinement. The 3-over-6 rule includes the month of confinement.

Members who were admitted from January 1, 2018 onwards but who were unable to avail themselves of benefits due to lacking sufficient regularity of payment may file claims directly with PhilHealth.
