PNP LAUNCHES BANTAY KRIMEN MOBILE APP

The Philippine National Police is optimizing the use of technology in Crime Prevention and Crime Solution by launching the Bantay Krimen Mobile App today at National Headquarters, Camp Crame.

The launch was led by PNP Chief, Police Director General Ricardo C Marquez, Atty. Rogelio Casurao, Vice Chairman, National Police Commission (NAPOLCOM) and Police Director Benjamin Magalong, head of Directorate for Investigation and Detection Management (DIDM) together with the students of University of the Cordilleras (UC).

The mobile application was developed through the joint efforts of the University of the Cordilleras and the DIDM as part of its Next Generation Investigation project.

Bantay Krimen Mobile Application is a community-based tool in promoting crime awareness, reporting, and prevention at the tip of everyone’s fingertips with the use of their handheld Personal Digital Assistant (PDAs – cellphone or tablet) gadgets.

It enhances the collaboration between the citizen and the police in promoting safer communities with its carrying theme: “Tungo sa Mapayapang Komunidad!”. It requires GPS location especially for its main feature of hotspot notification wherein the user will be notified if s/he is entering a crime hotspot zone.

“This effort is still under our Lambat Sibat project. It will increase level of awareness both to community and our policemen in combating crimes specifically in Metro Manila”, PNP Chief Marquez said.

The said application is now applicable NCR wide and later be launched throughout the country.

Among the other features of the app are:

View Crime Incidents – users can view crime incidences by logging in and setting the area or location they wanted to view. They can view information such as, address, modality, date, time, and reporting unit. This can be viewed by clicking an icon in the map. Users can also filter location by setting the radius of a specific area of crime incidence they wanted to see. Crime incidences within the defined radius will be displayed and counted. Filters for date, time, and crime type can also be set by the users. Crime incidences shown in the mobile app are from the official blotter reports from police stations. The mobile app with crime incidences with background map can also be viewed in an offline mode.

Call the Nearest Police Station - this feature enables users to report on-going crimes or emergencies to the nearest police station located by GPS or they can manually select Police Stations by the number provided in the app. The device GPS must be turned on for more accurate use of the device.

Hotspot Notification - with the GPS on, users can be notified on proximity of a crime hotspot zone. Notifications will be sent by the app as a message prompting the distance from a hotspot zone or if the user is already within the hotspot zone area. Users can set to turn-on the hotspot notification, enable sound, or enable the vibration of the device.

Report Crimes - using the mobile application, crimes can be reported in real time and be displayed in the dashboard and map of monitoring police stations. Reporting can be forwarded through the app or through the web. Report type includes normal reporting and SOS reporting. Normal reporting enables users to provide information about previously committed crimes. Whereas, SOS reports are reported in real time location and time, this is for incidents that require immediate action

Crime Reporting Dashboard - the crime reported is stored in a web database where police officers can monitor and respond to the reported crimes. Aside from the database, reports are also viewed in a map to rationalize the deployment of resources.

As a way forward, features such as device synchronizing, crime incident accuracy, report ticketing system, report analytics, photo and video upload, GPS tracking of mobile units, and user suggestions will be incorporated in the newer version of the app and the dashboard.

For the initial release, the app is limited to PNP force multipliers for further innovation, the app will soon be available to the citizens through the Google Playstore.  # Source -  (PNP-PIO)/www.pnp.gov.ph

DSWD HAILS WOMEN PARTNER-BENEFICIARIES, VOLUNTEERS

As the country celebrates Women’s Month this March, the Department of Social Welfare and Development (DSWD) recognizes the active participation of women-beneficiaries and volunteers in the implementation of poverty reduction projects.

“We are encouraged by the positive feedback and success stories that we receive on how our women-beneficiaries managed to turn their lives around, regained their dignity and self-worth, and achieved economic independence,” DSWD Secretary Corazon Juliano-Soliman pointed out.

Sec. Soliman said that more than half of the volunteers who are helping monitor the implementation of DSWD’s social protection programs are women.

The DSWD, being the lead agency in social protection, has been at the forefront in the delivery of programs and services geared towards women empowerment.

These include the Pantawid Pamilyang Pilipino Program, Sustainable Livelihood Program (SLP), and Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), which have improved the lives of women-beneficiaries.

“Sila ang nag-aaruga at nagkakalinga sa kanilang mga kapwa benepisyaryo (They take care of their fellow beneficiaries),” she continued.

Sec. Soliman also stressed, “Malayo na ang narating ng mga kababaihan, subalit marami pa din tayong dapat gawin. Bawat isa sa atin ay may kakayahang paunlarin ang ating sarili, at makatulong din sa ating kapwa at ating bansa (Women have gone far, but we still have a lot to do. All of us have the capacity to improve ourselves, and to help others and our country).”

Among them are the 290,856 women-volunteers nationwide working in the community projects of Kalahi-CIDSS.

One of the women-volunteers, Zenaida Cleope, a 50-year-old widow from Barangay Mataas na Kahoy, Mamerto Natividad, Nueva Ecija, narrated, “Ipinagmamalaki ko na ako ay isang volunteer ng Kalahi-CIDSS. Hindi ko inakala na puwede pa akong tumulong sa pagpapatayo ng classroom project namin dito sa barangay sa kabila ng aking edad (I am proud to be a volunteer of Kalahi-CIDSS. I did not imagine that I could still help in the construction of our barangay project despite my age).”

“Hindi ko maikubli ang aking kagalakan na ako ay parte para maisakatuparan ang aming pangarap na proyekto. Pakikinabangan ito ng napakaraming bata kabilang na ang aking mga apo (I could not hide my joy that I played a part in achieving our dream project. This classroom will benefit a lot of children, including my grandchildren),” Zenaida added.

On the other hand, Celyn Morales, a Pantawid Pamilya beneficiary since 2009 from Barangay Commonwealth, Quezon City, shared, “Madami kaming natutunan sa pag-attend sa Family Development Sessions (FDS), katulad ng pakikipag-communicate sa mga anak, tamang pagbabadyet ng pera, at pagiging aktibong mamamayan (We learned a lot from the FDS, such as communicating with our children, proper budgeting of expenses, and active citizenship).”

Celyn, who has four children, works as a babysitter and has a part time job as laundry woman during weekends. Her husband is a shoe vendor at Commonwealth Market. The couple has four children, who are all studying, hence, the cash grants they receive from the program hugely help in their children’s education.

Celyn proudly shared that her eldest daughter, who is in Grade 9 belongs to the top ten of her class.

Aside from being a parent leader, Celyn is also an active volunteer of Oplan Balik Bahay Sagip Buhay (OBBSB), which aims to comprehensively address the prevalence of children, unattached individuals, and families at risk on the streets.

She was also able to avail of the SLP’s livelihood trainings and employment through Cash-for-Work, as well as trainings for parent leaders on financial literacy and urban and vertical gardening.

Like Celyn, Soledad Esquillo from Barangay Commonwealth, Quezon City, is a parent leader and an OBBSB volunteer. With 10 children, Soledad and her husband, who is a tricycle driver, find it difficult to sustain all their needs, especially on education. This is why they consider Pantawid Pamilya as “hulog ng langit” (heaven sent).

“Dahil sa Pantawid Pamilya, nakapagpatapos ako ng dalawang anak sa kolehiyo (Because of Pantawid Pamilya, I was able to send my children through college),” Soledad narrated.

Being a Pantawid Pamilya beneficiary also empowered and enabled her to help her fellow beneficiaries and neighbors.

“Nakakatulong din ako sa mga kapwa ko benepisyaryo at kapitbahay sa pamamagitan ng  pagbabahagi ng tamang inpormasyon. Halimbawa, kapag mayroong may sakit na  nangangailangan ng tulong medikal, o yung mga namatayan na walang pangpalibing, sinasabi ko sa kanila ang mga requirements para makahingi sila ng tulong sa DSWD (I am able to help my fellow beneficiaries and neighbors by providing them the right information. For instance, when somebody is sick and needs medical assistance, or those whose family members died and have no money for burial, I tell them the requirements so they can request for assistance from DSWD),” Soledad enthused.

Sec. Soliman said that the theme for this year’s Women’s Month celebration, “Kapakanan ni Juana, Isama sa Agenda”, captures DSWD’s thrust in capacitating and empowering beneficiaries, especially, women and girls to achieve their goals. # Source – www.dswd.gov.ph

SEC. SOLIMAN PUSHES FOR CLOSER TIES WITH CSOS

“Ang pagpuksa ng kahirapan ay manggagaling sa pagtutulungan ng gobyerno at mamamayan. (The eradication of poverty will come from the joint efforts of the government and the citizens).”

This was the message of DSWD Secretary Corazon Juliano-Soliman during the National Consultation with Civil Society Organizations (CSOs) for the DSWD 2017 budget preparation held on March 15 in Quezon City.

Speaking before the representatives of 30 CSOs representing different sectors, such as children, women, urban poor, farmers and fisherfolks, persons with disabilities (PWDs), and older persons, Sec. Soliman acknowledged their important role as conduits of accurate and timely information to the sectors that they represent.

The Secretary stressed that, “Kaugnay nito, aming kinikilala ang mga CSOs na aming gabay, bantay, tulay at kaagapay sa matapat at matuwid na paglilingkod (In connection with this, we recognize the CSOs as our guide, watchdog, bridge, and partner in the pursuit of honest public service).”

To improve the quality of life of the Department’s target beneficiaries, Sec. Soliman said that the Department has been holding national and regional consultations with CSOs since 2012 to identify programs, projects, and services that can be funded by the government.

“A CSO, however, should first be registered and accredited to be able to become a partner of DSWD, especially, if there is a fund transfer. This is one way of showing their sincere desire to help their sectors),” Sec. Soliman pointed out.

CSO accreditation is based on special provisions of the General Appropriation Act (GAA) of 2014, 2015 and 2016, which specify requirements to ensure that partner-organizations are legitimate.

“The accreditation process should also adhere to the standards and procedures set by the Commission on Audit and the Department of Budget and Management (DBM) following the principles of accountability and transparency,” Sec. Soliman further expounded.

The national consultation aims to promote access to the Department’s budget preparation for 2017, adopt a transparent budget system and enforce the government’s open budget policy.

As Sec. Soliman pointed out, “We would like to listen to you on how we would manage our budget, we value your opinions and suggestions.”

During the consultation, the CSOs presented their recommendations on how the Department could more effectively utilize its budget in the implementation of its programs, such as Pantawid Pamilyang Pilipino, Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), Sustainable Livelihood, Supplementary Feeding, Recovery and Reintegration Program for Trafficked Persons (RRPTP) and Social Pension for Indigent Senior Citizens, to reach a greater number of those in need.

Among the recommendations gathered from the one day consultation are the following: The DSWD should focus more on the situation of people in relocation sites, implement other activities for Cash-for-Work aside from street sweeping, push for the active participation of PWDs in the Kalahi-CIDSS processes, more thorough and strict monitoring of  day care centers to ensure that nutritious and indigenous food are being given to the day care pupils, establishment of data warehousing identifying the different sectors and the programs available to them, and expansion of SLP to include non-Pantawid members. ###
