AGRI CHIEF WANTS FARMERS TO BE FINANCIALLY LITERATE

Agriculture Secretary Manny Piñol has instructed the Agricultural Training Institute (ATI) to develop a module that would prepare farmers and fishers in the efficient management of their finances.

The Financial Literacy program, which will be undertaken by ATI in close coordination with the Agricultural Credit Policy Council (ACPC), will educate farmers, fishers, livestock raisers, vegetable growers and other agricultural stakeholders in organizing their budgetary operations to allow them to wisely spend for their projects and earn higher income.

The Secretary’s order forms part of the master plan to maintain the high repayment success rate of the loan programs launched by the Department of Agriculture under the ACPC.

The agri chief mentioned that farmers who availed of financial assistance under the Production Loan Easy Access (PLEA) credit facility during its launch in Malimono, Surigao del Norte on June 23 last year have already paid their dues even before the maturity date of their loans.

“We want other farmers to follow suit,” Piñol said during the Biyaheng Bukid in Narra, Palawan on April 26, 2018.
With advance payments made, the P15 million (M) fund lent by DA earned P900,000 in interest which the government will make readily available to other farmers and fishers to enhance their production.

Piñol added that the vegetable farmers in the Cordillera Administrative Region were able to repay 100% of their loans last December.

The current repayment success of DA loans is posted at 96%.

“The government has money to lend to you but we need assurance that you will pay your dues so that others may benefit as well,” he added.
Piñol said that the ACPC, to date, has P400M fund credit ready under the Farm Equipment and Postharvest Facility Loan Program.
The said credit facility is available to farmers’ and fishers’ associations and cooperatives at 2% interest, payable in eight years, without collateral.

“We encourage you avail of this program and be service providers so you can earn additional income from other farm production activities,” the Secretary said.

While in Narra, Piñol distributed a total of P25,286,700 worth of assistance in the form of agricultural equipment, hybrid rice seeds, vegetable seeds, cacao seedings, fertilizer, and other farm inputs.

He also awarded fishery livelihood assistance to fisherfolk groups of Narra, San Vicente, Magsaysay and El Nido amounting to a total of P7M.

The Municipality of El Nido also received an additional P2M worth of Fisheries Livelihood Project from the Bureau of Fisheries and Aquatic Resources as part of its reward for being one of the 100 municipalities to immediately complete its Municipal Fishing Vessels and Gears Registration or BoatR. ### (oda rodriguez/DA-AFID)

DSWD RELEASES UNCONDITIONAL CASH TRANSFER FUNDS TO BENEFICIARIES

The Department of Social Welfare and Development (DSWD), in coordination with Land Bank of the Philippines, has already released cash grants to some 2.6 million household-beneficiaries of Pantawid Pamilyang Pilipino Program under the national government’s Unconditional Cash Transfer (UCT) program provided for by the Tax Reform for Acceleration and Inclusion (TRAIN) law. The first beneficiaries of the UCT are the Pantawid households that have Land Bank cash cards and those who access their benefits over the  counter.

Under the TRAIN law, the total number of Filipino households and individuals who will receive the UCT is   10 million.  The beneficiaries are divided into three main categories: 4.4 million are members of the 4Ps program; 2.6 million are social pension senior citizen beneficiaries; and the remaining three million will be coming from the DSWD’s Listahanan.
Pantawid beneficiaries can withdraw their 2018 cash grants amounting to P2,400 through Land Bank Automated Teller Machines (ATM) nationwide and through its various conduits. The UCT cash grant is a top up benefit for Pantawid beneficiaries who are also receiving their regular cash grant and P600 rice subsidy from the Pantawid Pamilya Program.
Biggest tax reform mitigation program
The UCT is the tax subsidy provided under the TRAIN law to help the poor cushion the adverse economic effect of the policy.  It is considered to be the biggest tax reform mitigation program under the TRAIN law which seeks to provide 10 million beneficiaries with cash subsidies amounting to P200 a month for 2018 and P300 a month for 2019 and 2020.
OIC Leyco said, “Tax reforms  have caused economic shocks among the ranks of the poor, and this was foreseen. This  why the UCT scheme was created by the TRAIN law.
Knowing that the poor will be most affected, DSWD lost no time in putting together the implementing guidelines of the UCT so that the cash grants can be provided as soon as possible.”

DSWD also coordinated with the Department of Finance (DOF) and the Department of Budget and Management (DBM) and came up with a joint circular on the UCT program implementation which specifically states that the funds will be lodged with the Land Bank and to be used in accordance to the operational guidelines of the of DSWD. To minimize administrative costs, the DSWD has decided to give the UCT cash grants on a yearly basis.

“We are confident that the beneficiaries will use their subsidies wisely, as various studies reveal that 98 percent of poor families spend government cash grants on food and basic commodities,” OIC Leyco said.

Among those who were able to secure their UCT was  Rosa Mercader of Brgy. Batasan in Quezon City who affirmed that the amount is useful to her family given that her husband is not securely employed: he is a taxi driver, but has no regular driving assignment.

“Malaking tulong po ito sa amin. Unexpected kasi na makatanggap kami ng ganito. Akala namin na maliit lang na halaga. Yung pala ‘di namin akalain na ito pala, P2,400 sa loob ng isang taon na. Malaking halaga narin ito sa amin dahil dagdag panggastos lalo na ngayon, pa-graduation na ng mga bata. Isa pa yung sa akin kasi, may college ako kaya kailangang kailangan ko po talaga makapagbayad ng tuition (This is a big help to us as this is unexpected.  P2,400 is  big amount of money for us.  This will help  us cover the educational expenses of my children, especially as graduation season is near),” Rosa added.

Another 4Ps beneficiary, Rodelio Mabali, agreed with Rosa Mercader.

A father of four, Rodelio said “Malaking tulong sa amin lalo na ngayon na mataas na ang mga bilihin.  Magagamit yun na dagdag budget, unang-una sa pagbili ng bigas at iba pa. Nagpapasalamat ako at nagkaroon ng ganitong programa (This serves as a big help for my family especially as prices of basic commodities  have increased.  The amount is an extra budget  to purchase rice and other goods.  I am thankful that there is a program like this).”

Asked if the UCT program will extend beyond the three years mandated by the TRAIN law, OIC Leyco said, “It is up to the lawmakers if the UCT will be extended.  However, with or without the UCT program, DSWD still has other programs which the poor can access when needed.” #

DSWD SUPPORTS SOLO PARENTS DAY CELEBRATION OF QUEZON CITY, PUSHES FOR AMENDMENTS TO SOLO PARENTS WELFARE ACT

As the lead agency in social protection, the Department of Social Welfare and Development (DSWD), together with partner-agencies is holding an Information and Serbisyo Caravan at the Quezon Memorial Circle on April 28 as the Department’s way of showing support to the city’s Solo Parents’ Day celebration.

The DSWD conducts Information and Serbisyo caravans to bring the programs and services of the government closer to the people, particularly the vulnerable sectors. The caravan is open to the public who wish to be informed of the different programs and services of the Department, as well as avail of the free  services.

“Kailangang tulungan ng pamahalaan at komunidad ang mga solong magulang dahil mag-isa silang nagtataguyod ng kanilang mga anak (The government needs to help solo parents because they solely take care of their children),” DSWD Officer-in-Charge Emmanuel Leyco said.

“The national and local government units should implement programs and services which are responsive to the needs of solo parents, whose number is increasing at an alarming rate. Solo parents and their children should be provided with basic programs such as livelihood and employment, health and education,” OIC Leyco added.

OIC Leyco also emphasized that there is also an urgent need to amend Republic Act 8972 or the Solo Parents Welfare Act of 2000 to make it more responsive to the emerging needs of solo parents and their children.

The amendments to RA 8972 are included in the priority legislative measures which the Department is advocating.
The local government of Quezon City passed City Ordinance No. SP-2354-S-2014 mandating the celebration of Solo Parents’ Week every last week of April to give due recognition to the city’s solo parent residents. So far, Quezon City is the only local government unit which has come up with an ordinance institutionalizing a special week/day for solo parents.

This year’s Solo Parents’ Day celebration features an array of free services, such as legal, wellness like haircut, massage, among others, for solo parent participants coming from the different barangays of Quezon City and nearby cities.  The event was organized by the QC LGU together with 4ks Task Force on Solo Association, Inc., the Federation of Solo Parents in Luzvimin, and partner government agencies and non-government organizations.

Solo parents are encouraged to attend the event to avail of the free services and join in the advocacy pushing for the amendments to RA 8972.

This year’s theme is “Sulong sa Bagong Mukha ng Solo”, which emphasizes the image of solo parents as strong, empowered, responsible and resilient.  #  Source – www.dswd.gov.ph
