In its efforts to empower the youth, the Local Government Unit of Cabugao initially reinvigorated the 4H Clubs in 13 barangays of the municipality. At first, the 4H Club members were trained to utilize their time in simple yet productive projects like the establishment of backyard and community garden, nursery & tree park, livestock raising and their involvement in barangay activities like YCAP and tree planting.
Other support the LGU is providing is the scholarship program to underprivileged but deserving youth. Twelve 4H club members undertook a short course on Food and Beverage Services sponsored by the TESDA. Meanwhile, twenty-two 4H’ers are enrolled at the Ilocos Sur Community College BaRangay Demo Farm Satellite Campus with a ladderized BS Agriculture course supported by the Provincial Government of Ilocos Sur.
Five 4H Club members are also enrolled at the Mariano Marcos State University solely under the LGU’s scholarship program taking up BS Agriculture.
Imbibing in them the motto “Making the Best Better”, the LGU’s program promoting youth empowerment wishes to strengthen the 4H Club in each barangay by reaching out to out-of-school youth aged 15-30 to focus on agri-based income generating projects.
