PANTAWID PASADA – Subsidy to Tricycle Operators distributed

THE STRONG 961 members of the Cabugao, Ilocos Sur Tricycle Operators and Drivers Association, Inc. (CISTODAI) headed by Mr. Dominador Andres assembled in the afternoon of May 31, 2011 at the Cabugao Cultural and Sports Complex to receive an assistance coming from the National Government to cushion the effect of increasing fuel prices and the higher payment of franchise and license that is annually paid by respective motorcycle owner.

Tricycles were parked in front of the Sports Complex and the commuters were temporarily stranded due to the concentration of all the motorcycle operators inside the said public facility.
Ms. Constancia QuiƱola, Municipal Local Government Operations Officer of Cabugao gave instruction to operators on how they can claim the P150 individual subsidy coming from the P140,000 total amount to be given to CISTODAI.

The MLGOO advised that the operators who lacked documents such as Franchise to Operate, License Fee to Operate and Plate Number of their tricycle excludes them to receive their P150 subsidy.

Prior to the distribution, Honorable Mayor Ediboy S. Cobangbang, Jr. emphasized to everybody the reward of being a diligent payor of franchise and license. The kind Mayor added that he could not change at this time the law requiring them higher payment.  He expressed his sympathy with the tricycle operators and he promised to seek further subsidy to alleviate and benefit them.
Mayor Ediboy also stressed the importance of discipline to drivers especially those who park at intersecting roads that hinders flow of travel. He warned erring operators that they would be given corresponding punishments. He challenged the tricycle drivers that they should be the front line of discipline.

Also present during this meeting were Vice Mayor Danny Q. Gazmen, SB Members Richard Alcid, Owen Sandi, Benedict Savellano, Jemaima Tan-Yee and Crescencio S. Sumagit, Jr. #

Farmers’ Welfare through Subsidy Program

THE LOCAL GOVERNMENT UNIT-Department of Agriculture of Cabugao initiated a meeting of the farmer leaders spearheaded by the officers of the Municipal Agriculture and Fishery Council (MAFC)  last May 18, 2011 at the Municipal Conference Hall to formulate action plans for the utilization of the subsidy (hybrid seeds/fertilizers) extended by the Municipal Government headed by Mayor Ediboy Cobangbang, Jr. through RA 7171.

Mayor Ediboy and SB Member Benedict Savellano were present to assist the farmers in making appropriate plans on how they could utilize the allocated fund for the Wet Crop Season 2011 (June-November).

Mayor Ediboy proposed that registered farmers who bear a standard ID issued by the LGU-DA could avail on the distributed subsidy on hybrid seed (preferably Rizalina and Bigante) and follow the appropriate technology that warrants high yield. To date, there are 4,020 registered farmers as per record of the LGU-DA.

“If farmers could increase their harvests every cropping, they will also add their income. Their purchasing power will become strong so they could buy what they wish for their welfare,” the Mayor stressed to the farmers.

The Mayor also told farmers to maintain a steady fund for them to aid them every planting season of rice, tobacco, corn and watermelon. The Mayor stressed then for the continuous planting of tobacco so that the fund coming from RA 7171 will be sustained. This fund is intended for development funds for agriculture and infrastructure projects to all tobacco producing barangays in Cabugao. However, the adminstration will also seek funding for projects intended for the coastal barangays of the municipality focusing on fishermen.

On the other hand, SB Member Benedict M. Savellano, Committee Chairman on Agriculture, informed the farmers an assistance of 3 liters of fuel from the LGU to cushion the effect of increasing fuel price and he commits also to fishermen to look for other source of fund to help them. #

MAYOR EDIBOY UPHOLDS FARMERS’ WELFARE THROUGH SUBSIDY PROGRAM OF HIS ADMINISTRATION

Social Pension to Senior Citizens Launched

THE NATIONAL Government has shown its fullest concerns on the over-aged but indigent citizens to avail the monthly social pension in order that they could cope with their needs being a non-labor class citizens of the country.

The dynamics of this program was given to the Barangay Nutrition Scholars (BNS) of the 33 Barangays under the supervision of the Municipal Social Welfare and Development Office (MSWDO) headed by Mrs. Lydia Serna Gazmen on May 16, 2011 at the Cabugao Cultural and Sports Complex.
Also present were personnel of the Provincial Social Welfare and Development Office (PSWDO) headed by Ferdinand R. Concepcion. He stressed that this geriatric program is intended for adults aged 77 and above who are already unable to earn his income for old age reasons. The recipient will receive P500 pension per month and they want the listings of recipients for the first quarter release of said pension.

The Sangguniang Barangay will also help the BNS in producing the masterlist of qualified recipients in their respective barangays and submit to the MSWDO for validation.
“This is a timely and very noble program of the LGU to give additional rights to assist senior citizens. We thank the proponents in the provincial and municipal level for their concern to our indigent senior citizens,” expressed Mr. Antonio Sabio, president of the Federated of Senior Citizen of Cabugao.# (Mr. Manolito S. DOLE donates to Bungro Farmers' Association

Last May 16, 2011, the Ilocos Sur Field Office of the Department of Labor and Employment donated the amount of P250,000.00 to the Bungro Farmers’ Association for the purchase of a tractor. DOLE Ilocos Sur Field Office Head Fresnayda Gundran handed the check to Mayor Edgardo S. Cobangbang Jr. who will in turn give the said amount to the organization.

In 2003, DOLE IS Field Office gave one unit of kuliglig to the same association. The Bungro Farmers’ Association, headed by Mr. Eddie Sevilleja, has been a stalwart in agricultural technology and the provision of farm inputs and implements to its members. The association was a runner-up as best farmer’s organization in the SIGLAT Awards given by the Provincial Government of Ilocos Sur last February 2011.
