BUREAU VOWS TO PROTECT LOCAL ANIMAL INDUSTRY

To prevent the entry of animal diseases such as the African swine fever (ASF), the Bureau of Animal Industry (BAI)—the agency mandated to promote the development of livestock industries—pledges to remain strict and vigilant in protecting the country’s animal industry.

BAI, created on January 1, 1930, celebrated its 89th founding anniversary from February 4-8, 2019.

Dr. Jocelyn Salvador, BAI OIC-Assistant Director, said that in the past years, BAI has successfully implemented many programs especially those focusing on animal disease control, quarantine measures, and food and feed safety. She also acknowledged that preventing emerging and re-emerging diseases continues to be a challenge for the bureau.

“The Philippines is currently free from the ASF, so we’re being very watchful to prevent its entry. Up to now, we are also free from the Foot and Mouth Disease. We’re very strict in terms of quarantine and the movement of animals,” Salvador stated.

In 2017, the country recorded its first avian influenza outbreak, which was immediately taken under control. According to Salvador, control measures are in place to prevent it from happening again.

Upgrading animal health technologies

Over the years, BAI has improved the detection of animal diseases and production of vaccines.

“We have formulated vaccines for a number of diseases now,” Salvador said.

The bureau has also established advanced laboratories wherein the polymerase chain reaction (PCR) method in molecular biology can be performed.

Rabies-free by 2020 

To help achieve a rabies-free Philippines by 2020, BAI provides anti-rabies vaccines throughout the year. Local government units (LGUs) and concerned regional offices are also encouraged to coordinate their requests for vaccines with BAI.

“We plot on a map the municipalities that were already given vaccines to ensure that nobody is left behind,” Salvador explained.

“Thi s is to ensure that the limited budget and supply of vaccines are maximized,” she added.

During its four-day anniversary celebration, dog owners were invited for free dog vaccination.

Free trainings and seminars 

One of the highlights of BAI’s 89th anniversary is the conduct of seminars on meat processing, forage development, native animal production, and bee keeping that are open to the public.

“Nalaman ko iyong tungkol sa seminar na ito sa Facebook (I learned about this seminar through Facebook),” Salvador Sarting from Caloocan said.

He shared that he attended the seminars on native animal (chicken, duck, and pig) production because he wants to venture in animal production on his farm in Victoria, Northern Samar.

During the seminar on native animal production, 30 participants were selected through a raffle and were provided with native animals that they can raise for livelihood.

“Although raffles are not regularly done during BAI seminars, we try to provide ‘starter kits’ for participants and provide free seminars in the different parts of the country through its farms and centers,” Salvador explained.

Strong links

At 89 years, Salvador claims that the current plans and programs of BAI have continued to work well.

“As such, these initiatives are sustained with a stronger collaboration with partner industries, with the academe in terms of research, with our stakeholders, and with the breeders and animal growers, among others,” she said.

Women in farming

The BAI anniversary themed “Kababaihan: Kaagapay sa Maunlad na Paghahayupan” celebrated the role of women within the animal industry.

Recognizing the participation of women in farming and agriculture-related business enterprises, Salvador stated that there have been many success stories in relation to livestock wherein women are at the front line.

DA TIES UP WITH BANKING GROUP TO FUND VARIOUS AGRI PROJECTS

The Department of Agriculture (DA) will partner with private, government, and thrift banks to assure funding for various agricultural projects which seeks to promote sustainable agri sector and ensure sufficient food supply.

Agriculture Secretary Manny F. Piñol, during a meeting with the Cooperative of Bankers Association (CBA) on February 12, 2019, said that “the department will need funds for the construction of solar-powered irrigation systems, farm-to-market road, and different processing and post-harvest facilities in the country.”

“If we can implement all of these, including the national mechanization program and the development of rural roads, we may expect a boost in the Philippine agriculture,” Piñol said

The CBA, led by Alfredo Yao of Zest-O Group of Companies, said they are open to fund various agricultural projects to comply with the Agri-Agra Law.

“We have about P200-Billion which we use to fund agriculture and agrarian projects,” Yao added.

Under the Agri-Agra Law or Republic Act 10000, banks are required to set aside 25 percent of their loanable funds for financing of Agricultural, Fisheries, and Agrarian projects.

Since its enactment in 2009, the utilization of the said funds has been very low and banks were forced to pay penalties.

During the meeting, the Secretary instructed Agricultural Credit Policy Council (ACPC) Executive Director Jocelyn Alma R. Badiola to submit a list of Agri-Agra Law compliant projects for possible funding.

The Presidential Proclamation No. 417 declares every second Tuesday of February every year as Safer Internet Day for Children Philippines.

UNIVERSAL HEALTH CARE ACT ASSURES COVER FOR ALL - PHILHEALTH

The Philippine Health Insurance Corporation (PhilHealth) confirmed recently that all Filipinos would surely receive health care services, without heavy financial burden due to costly treatments when the Universal Health Care (UHC) bill is signed into law by President Rodrigo Roa Duterte.

This was disclosed recently by Dr. Roy B. Ferrer, acting PhilHealth president, adding an encouraging note as the entire nation awaits the historic prospects when the UHC bill becomes a law.

The said bill was approved by both the Senate of the Philippines and the House of Representatives early last month, and was thenceforth transmitted to Malacañang last January 23rd. The President is expected to act on the bill in 30 days.

"We are on the verge of a new era not just for the health sector but for the entire country. It is only a matter of time that real and profound changes will take place that will surely be felt by our countrymen,” Ferrer said.

The PhilHealth chief said that the UHC aims to automatically include all Filipinos in the National Health Insurance Program, and grant them immediate eligibility to claim the benefits when needed.

Ferrer revealed that over 100 million Filipinos are currently covered by PhilHealth. With UHC, the remaining six million of the population will soon be included and provided with health insurance.

The PhilHealth Chief added that the state health insurer has mechanisms in place, so “it can truly fulfill the law’s mandate, pending the issuance of the UHC law’s implementing rules and regulations (IRR).”

“Non-members are assured that, under the UHC act, every Filipino will be treated by any PhilHealth accredited hospital,” Ferrer declared.

The state agency also declared that soon after the UHC law’s IRR is completed, all 106 million Filipinos can expect a better level of coverage and improved services from PhilHealth and from the country’s entire health sector in general.

PhilHealth’s Point-of-Service Program will enable patients to avail of PhilHealth’s health care facilities, provided they are confined in government facilities. “Even women who are about to give birth are guaranteed coverage using the same process, whatever health facility they are admitted into,” Ferrer said.

The PhilHealth top executive assured that active PhilHealth members remain fully entitled to their PhilHealth benefits.

By law, paying members such as those employed and self-paying, should continue remitting their premium contributions, Ferrer emphasized, adding that “this member support will ensure the stability of our fund.”

PHILHEALTH SHOWS STRONGER PERFORMANCE IN 2018; GEARS UP FOR UNIVERSAL HEALTH CARE

THE Philippine Health Insurance Corporation (PhilHealth) posted stronger performance in 2018, surpassing previous year’s records on its net income, benefit payments and membership coverage; showing strong indication that the state health insurer is prepared to take on the challenges of Universal Health Care which President Rodrigo R. Duterte will soon sign into law.

Strong financials
In its November-end financial status, PhilHealth realized a net income of P8 billion which is 671% higher than last year’s P1 billion, a virtual seven-fold growth. With just a month left before the year comes to a close, PhilHealth expressed optimism that it will end the year with a positive bottom line.

Owing to its intensified collection activities, the state agency registered a premium income of P118 billion or 21 percent higher than last year's P97.180 billion. Releases by the National Government for the premium contributions of around 21 million indigent and senior citizen members and their qualified dependents topped the billing at P49.7 billion which is 15 percent higher against P43 billion from the same 11-month period last year.

Coming in next are the premiums paid on behalf of private sector workers at P43.6 billion, having the highest year-on-year growth with 34 percent or P11 billion increase from last year’s P32.5 billion.

Meanwhile, its investment portfolio rose to P152 billion which is 21 percent higher than last year’s level.

According to PhilHealth Acting President and CEO, Dr. Roy B. Ferrer, such performance is enough proof that the National Health Insurance Fund is intact and protected to meet the rising health care demand of its 100 million beneficiaries here and abroad. “As stewards of the National Health Insurance Fund, we owe it to the members and stakeholders to keep their fund in excellent shape to meet all our financial obligations,” Ferrer emphasized.

Increased benefit expense
In benefit payments, PhilHealth released P111 billion, 15 percent higher than last year’s P96 billion, paying its health care providers at an average of P3 billion a week.

Some 26 percent of its total benefit payouts, amounting to P29 billion, were availed of by senior citizens and lifetime members. Close on their heels the indigent members and their dependents who were paid P28 billion. Interestingly, they comprise 25 percent of claims payouts, aside from having the highest year-on-year growth at 62 percent.

Ferrer pointed out that the increasing amount of claims payments is a result of PhilHealth’s aggressive educational campaign on PhilHealth benefits and entitlements, and how to effectively avail of them. Among these information drives include the ‘PhilHealth Forward’, ‘Project ReachOut’, various stakeholders fora, and its signature ‘Alaga Ka’, a grassroots level road show aimed at increasing awareness and appreciation of the National Health Insurance Program. These campaigns were mainly for PhilHealth marginalized members.

Ferrer declared that alongside its increasing benefits payouts is “the new speed with which claims are processed.” Good claims processing had taken only 22 days – which is 38 days faster than the 60 days provided for by law. Good claims refer to filed claims with complete documentary requirements. These do not include claims that are under investigation, return-to-hospital and those denied by its local health insurance offices.

Increasing population reach
PhilHealth earlier disclosed in June that it reached the 100 million mark in terms of population coverage, translating to 94 percent of the 2018 projected population of 106 million. The biggest segment of its beneficiaries base is made up of the formal economy or those employed from the private and government sectors, which represent over 30 percent of its total coverage. This is followed by its indigent beneficiaries with close to 30 percent; the informal economy at 22 percent; while its senior citizens, lifetime and sponsored members representing the balance of 14%.

Improved internal controls
Ferrer further expressed assurance that they will continually aim for improvement and consistency in performance for the greater benefit of its members and its partner stakeholders.

"Since I assumed the helm of PhilHealth in June of last year, we have exerted all our best to better our operational efficiency through the various internal reforms, leadership transformation, and better relationship with our external partners. Our members can count on us to carry these out in keeping with our commitment of better health insurance coverage for our 100-million strong beneficiaries." he vowed.

Intensified monitoring to protect the funds
PhilHealth also introduced reforms – both internal and external – to safeguard its funds against abusive practices and fraud. Mechanisms have been instituted to strictly monitor the performance of its accredited providers which resulted in legal actions totaling 298 cases against at least 71 hospitals nationwide due to various violations.

From 2010 to present, it already suspended at least 31 hospitals and revoked the accreditation of another two facilities for serious violations. PhilHealth is also now imposing fines against erring hospitals instead of outright suspension or revocation of their accreditation to ensure that members continue to access health services and avail themselves of their benefits even if these facilities were charged for their fraudulent practices.

The present administration also instituted corporate-wide efforts to curb abusive and corrupt practices within its ranks. It earlier announced that there are several investigations ongoing against employees and officers for different violations. “Be warned. If you have plans of taking advantage of the Corporation, better think twice”, Ferrer once emphasized.

Better PhilHealth on public’s perception
PhilHealth also remains to be the most trusted agency in the country based on multiple citations and independent surveys. In the 2017 Philippine Trust Index (PTI) conducted by the communication agency EON Group, PhilHealth received the highest trust rating at 95 percent among social protection agencies. In 2018, Novo Trends conducted its nationwide client awareness and satisfaction survey wherein the state health insurer received an average of 94.1% pleasing mark, with the respondents lauding its frontline services.

“With these citations brought about by our consistent performance, we can confidently say that the 6000-strong workforce of PhilHealth is now fully geared to take on the challenges of the forthcoming Universal Health Care”, Ferrer stressed. #  Source - PHILHEALTH

DENR PARTNERS WITH DEPED FOR PLANTING OF NATIVE TREES IN SCHOOLS

The Department of Environment and Natural Resources (DENR) is partnering with the Department of Education (DepEd) for a project to promote planting of native trees in public schools nationwide.

DENR Undersecretary for Policy, Planning and International Affairs Jonas Leones said the School in a Garden Project or SIGA aims to teach children about the importance of trees and forests, and help them become an environmentally conscious generation.

“We hope that through the SIGA program, we are able to instill in the young minds how significant forests are to their lives, so that the heritage of environmental conservation continues,” Leones said.

Leones said the DENR and DepEd will soon sign a memorandum of agreement to formalize their partnership.

The SIGA program is a revival of a past DepEd project that enabled students to plant medium-sized flowering trees similar to the concept of cherry blossoms in Japan. It aims to showcase trees that are endemic to the Philippines, such as banaba and fire trees, which are colorful and flowering all-year round.

These colorful trees, according to DepEd Undersecretary Alain Pascua, will be planted not only within school campuses, but also in neighboring areas.

Also to be planted in school premises are heritage trees, which are typically individual large trees with unique value and considered irreplaceable because of their designation such as age, rarity and size, and historical value.

During a recent meeting for the project, the DENR agreed to provide planting materials, training and technical expertise to the DepEd to ensure the success of the undertaking.

“DENR can provide the saplings. We can also involve the Ecosystems Research and Development Bureau to include native species. Our timeline for these convergence activities should be done as quickly as possible,” Leones said. #  Source- www.denr.gov.ph

GOVERNMENT AGENCIES EXEMPT FROM PENALTY; EMPLOYEES ASSURED OF PHILHEALTH BENEFITS DESPITE 2019 BUDGET DELAY

Pasig City - The Philippine Health Insurance Corporation (PhilHealth) declared that government agencies are exempt from interests and penalties due to the late remittance of their premium contributions to the state agency.

The statement was made following the Department of Budget and Management's (DBM) pronouncement that several items in personnel services have been excluded pending Congressional approval of the proposed 2019 National Budget.

In its Circular Letter No. 2019-1 dated January 3, 2019, the DBM announced that among the excluded items are premium payments for PhilHealth and the Employees Compensation Commission, among others.

PhilHealth clarified that government agencies experiencing delays in the release of appropriation or budget allocation for the employer counterpart of the health insurance premiums of their employees shall be exempt from interests and penalties, provided that the remittance is made immediately upon receipt of the budget allocation.

The state health insurer reminded the affected agencies to continue deducting and remitting both the employee and employer share of the premium based on CY2018 budget to ensure continuous availment of PhilHealth benefits. The difference resulting from the implementation of the fourth tranche of the Salary Standardization Law shall be remitted immediately once the proposed 2019 budget is approved.

“We assure our members and their dependents from the public sector that they will continue to enjoy their benefits despite the pending approval of the national budget which is beyond our control,” Dr. Roy B. Ferrer, PhilHealth Acting President and CEO said.
On the other hand, Ferrer also reminded private employers to regularly remit and report the correct health insurance contributions of their employees to avoid being penalized and to likewise ensure uninterrupted benefit availment for their employees and their beneficiaries. #  Source -  PHILHEALTH

SEED COMPANIES JOINED HYBRID RICE DERBY IN CABUGAO, ILOCOS SUR!

Cabugao, Ilocos Sur -  There were Seed companies that participated in the Hybrid Rice Derby Program  conducted by the Department of Agriculture Regional Field Office 1 and the LGU-Cabugao headed by Mayor Josh Edward S. Cobangbang  in a  model farm located in Sitio Callaguip, Barangay Baclig, Cabugao, Ilocos Sur implemented  recently.


During the culmination program, it was attended by cooperator-farmers, Municipal Agriculturists and Technicians contemplating the bounty of hybrid rice and  to learn the cultural management practices of hybrid rice varieties and to find suitable varieties for their respective area.

A techno forum followed after the site visit where farmers were allowed to interact with the seed companies.

This Hybrid Rice Derby will be a great a help to farmers because it  present a demonstration  area where they can observe and learn various practices that can help them improve their palay production.

This activity will give better impact for they will know its yield per hectare compared to inbred rice. The use of hybrid technology is one of the Department of Agriculture strategies to cope up with the climate change.

Present also during the Hybrid Rice Derby Techno Forum was SPM Efren Rafanan, Committee Chairman on Agriculture of Ilocos Sur and Mr. Marcelino Alibin of OPAG Ilocos Sur  and other Officials of the local government as well as the RFO 1.  # ADAPTED.
