DOH LAUNCHES 5K STRATEGY ON DISASTER RESILIENCE FOR HEALTH

The Department of Health (DOH) launches today the Kaligtasang Pangkalusugan sa Kalamidad sa Kamay ng Komunidad or “5K” strategy in Marikina City, the city chosen as the model local government unit (LGU) on disaster risk reduction and management.

The 5K strategy aims to contribute to the institutionalization of disaster risk reduction and management for health in the community by advocating disaster preparedness at the household level. This initative also represents a high-impact advocacy activity as part of the spectrum of capacity development interventions that DOH can offer to LGUs. 

Having prioritized emergencies and disasters as key health issues, the DOH leadership has included health resilience in the Philippine Health Agenda. Through the Health Emergency Management Bureau (HEMB), the DOH is on top of several strategies to make 5K happen.  

While health governance through the DOH is critical in driving the health resilience agenda, harnessing the strengths and potential of the LGUs to build their own capacities to be resilient is an important part of the equation.  If families can be enabled and capacitated to be healthy, prepared, and resilient to emergencies and disasters, they can work hand-in-hand to minimize or prevent deaths, diseases, injuries, disabilities, and health system damage and losses arising from emergency and disaster situations.

“The DOH sets a paradigm shift away from regarding disaster preparedness as the responsibility of government towards strengthening instead the community’s ability to respond to calamities. The agency will provide support for the implementation of 5K through strategies such as advocacy and capability development, among others. After enduring the world’s strongest typhoon, Typhoon Yolanda, we will emerge stronger and more resilient to whatever calamities may come our way. Let us push for the 5K approach to disasters!” Secretary Paulyn Ubial stated.

When 5K good practices are found in one community and adopted into local policies and systems, efforts must be made to document them and try out strategies to replicate these in other localities.  The choice of Marikina as a role model of disaster risk reduction and management for health is fitting in the light of the many disaster-related accolades the city has garnered through the years.  After the floods caused by Tropical Storm Ondoy ravaged the city in 2009, Marikina had impressively managed to recover quickly, effectively, and for the better. 

In the short term, the DOH plans to roll out the 5K strategy in different regions throughout the country, and provide support to its implementation at the LGU level to bring the 5K vision to reality. # Source – www.doh.gov.ph

DOH PROMOTES A CULTURE OF VOLUNTARY BLOOD DONATION AS VITAL MEASURE ON EMERGENCY PREPAREDNESS NATIONWIDE

The Department of Health (DOH) intensifies its advocacy on voluntary blood donation to provide and allocate safe blood supply, sustaining its adequacy and ensuring accessibility. Saving the lives of millions of Filipinos in need of blood transfusion, the State through the Republic Act 7719, also known as the National Blood Services Act of 1994 promotes voluntary blood donation.  This is parallel with upgraded blood service facilities and organization into a National Blood Transfusion Service Network for rational provision of adequate and safe blood supply in the country.

However, the task of recruiting voluntary blood donors remains one of the major challenges. Thus, strengthening multi-sectoral collaboration, creating opportunities to donate and raising public awareness on the need for safe blood and blood products are fundamental keys to achieve a community with committed blood donors that tender voluntary non-remunerated year-round blood donation.

July of every year is declared as the “Blood Donors Month” by former President Fidel V. Ramos per Proclamation No. 1021 signed on June 9, 1997. The whole month of July encourages all men and women to the altruistic cause of blood donation and the time to acknowledge our blood donors of their noble act of saving lives through their gift of blood.

This year, the DOH through the National Voluntary Blood Services Program (NVBSP) with the DOH Regional Office III, spearhead the kick-off activity for the month-long celebration. The focus of this year’s campaign is centered on the importance of the blood supply in emergency settings like natural disasters as well as man-made catastrophes (e.g. road accidents and armed conflicts). Emergencies trigger increased demand for blood supply. To prevent a significant draw down of blood supply, a well-organized blood service is necessary to meet blood necessities especially in times of crisis.

The celebration of Blood Donors Month in the Philippines is also inspired by the annual celebration of World Blood Donor Day every 14th of June.  The slogan for the 2017 campaign is: “What can you do? Give blood. Give now. Give often”, a feedback to the natural human response during emergency situation is “What can I do? How can I help?”

“I call for every Filipino to take the step of helping others in emergency situations, by giving the priceless gift of blood. Let us give blood regularly to have an adequate blood stock before a crisis arises.” Health Secretary Paulyn Jean Rosell-Ubial stated.

The goal is to collect 1 million blood units annually for enough blood and blood products to patients in need of blood transfusion.  In 2016, the partial total blood units collected was 930,000 and a gap of about 70,000 blood units.  82% blood units came from voluntary blood donation, 17% from replacement donation and 1% from paid donation. We aim to get the 1 million blood units collected by 2017 and meet the global target of 100% Voluntary Non-remunerated Blood Donation by 2020.


This campaign also highlights to boost consciousness to all potential female volunteer blood donors to donate blood.  Based on the national data, only 23% of women are donating blood from the total blood units collected.  The NVBSP will launch a 30-seconder advertisement focusing on women donating blood led by Miss Earth winners. This is to empower women to be part of our goal towards a blood-sufficient nation.

Strengthening the existing Blood Services Networks and improving the delivery of safe, adequate, accessible and affordable blood supply to health facilities are essential components in the healthcare delivery system.  Safe blood supply is one of the five critical parameters of functionality of these health facilities providing basic and comprehensive emergency obstetric and newborn care services for the rapid reduction of Maternal Mortality Ratio to attain the Philippine Government’s commitment for the Sustainable Development Goals.

Further, the NVBSP needs to fast track, intensify and strengthen the implementation of Donor Recruitment, Retention and Care to include Healthy Lifestyle and HIV Prevention, Advocacy and Public Education, Teaching of Voluntary Blood Donation in Schools,  Appropriate Use of Blood and in meeting the global target of 100% Voluntary Blood Donation in 2020.

“Let us achieve a substantial supply of blood across the country, increasing blood safety and availability. The support of all sectors is imperative in establishing blood donation programs in order to respond promptly to the outpouring blood demand during emergencies. DOH PROMOTES HEALTHY DIET AMONG FILIPINOS

The Department of Health (DOH), thru the National Nutrition Council, leads the nation in celebrating the 43rd Nutrition month with this year’s theme, “Healthy diet, gawing habit – FOR LIFE!”  

Nutrition Month is an annual campaign held every July to create greater awareness on the importance of nutrition among Filipinos. Throughout the years, the Nutrition Month celebration has been institutionalized by schools and local government units as well as other stakeholders. The campaign aims to increase awareness on the importance of healthy diets which protects against both under- and overnutrition and non-communicable diseases (NCDs) such as hypertension, diabetes, cardio-vascular diseases and certain types of cancer.

A healthy diet encompasses a wide range of benefits, with positive impacts on nutrition, overall health, economy as well as the environment.

According to the Food and Agriculture Organization (FAO) of the United Nations, a healthy diet: a. includes a variety of foods from different food groups; b. meets the individual needs for calories and nutrients; c. is safe, with no risk from toxins, bacteria, mold or chemicals; d. is enjoyable and culturally acceptable; and e. is available and sufficient each day and all year round.

Moreover, according to the World Health Organization (WHO), a healthy diet emphasizes regular intake of vegetables, fruits, whole grains, root crops, fat-free or low-fat milk, lean meats, poultry, fish, egg, beans and nuts. It is also low in saturated fats, trans fats, cholesterol, sodium and added sugars.

A healthy diet, which is part of a healthy lifestyle, is the foundation of good health. It is a diet that is able to satisfy one’s energy and nutrient needs for proper body functions, growth and development, daily activities and maintenance of health, keeping well within one’s caloric needs. RP-US GOVERNMENTS ENHANCE CONVERGENCE ON ECO-SYSTEM BASED FISHERIES MANAGEMENT

Department of Agriculture Undersecretary and Bureau of Fisheries and Aquatic Resources (BFAR) Director Eduardo Gongona and Department of Environment and Natural Resources’ Biodiversity Management Bureau (BMB) Director Mundita Lim led a Philippine delegation of eight technical officers in a learning exchange with their counterparts from the U.S. National Oceanic and Atmospheric Administration (NOAA) – Pacific Islands on ecosystem-based fisheries management.

The peer exchange was an opportunity to share the country experiences on fisheries and coastal and marine management, particularly on the governance, science and enforcement aspects.

The two Philippine bureaus highlighted the common objective of ensuring healthy and resilient fisheries and marine biodiversity for food security and socio-economic benefits. NOAA, for its part, emphasized the importance of science supporting evidence-based management from integrated ecosystem assessments to oceanographic modeling.

The Philippine delegation interacted and exchange learning with scientists, managers and enforcement officers from the NOAA Pacific Islands Fisheries Science Center, Pacific Islands Regional Office and Office of Law Enforcement.

The exchange provided valuable insights to BFAR as it accelerates an ecosystems approach to fisheries management and steps up its measures against illegal, unreported and unregulated fishing and to BMB as it advances integrated coastal and marine management.

A highlight of the exchange is the outward expression of BFAR and BMB to move forward with their enhanced convergence on fisheries and marine conservation, as they signed a “Declaration of Commitment and Action Plan for the Management of Shared Resources.”

NUTRITION MONTH

Nutrition Month is an annual campaign held every July to create greater awareness on the importance of nutrition among Filipinos. Presidential. DOH INTENSIFIES ‘SEARCH AND SEEK’ STRATEGIES AGAINST DENGUE

The Philippines, a constituent of the Association of South East Asian Nations (ASEAN), joins fellow country members in urging the public to strengthen forces in our continuous pursuit to defeat dengue as we commemorate the ASEAN Dengue Day for its 7th year. This is observed every 15th of June per declaration of ASEAN Health Ministers during their meeting held in Singapore on July 22, 2010.

This year, the Department of Health (DOH) Regional Office V (Bicol Region) is leading the efforts to promote the local ASEAN Dengue Day with its theme focusing on “Search (and destroy mosquito breeding places) and Seek (early consultation).” This event aims to focus on the two (2) core actions of the 4S strategies as our shared responsibility for effective dengue prevention and control program.

The 4S implementation calls for everyone to become prime movers in achieving substantial change and positive influencers to others within the community. “The significance of addressing dengue at the barangay level is to overcome its detrimental impact of instigating economic burden and hindering our development goals. The first step to prevent dengue is within our homes, it is important to instill cleanliness in our surroundings and empty containers with stagnant waters to eliminate the breeding places of mosquitoes. If fever is persistent, with or without rashes, it is imperative to seek early consultation in the health facilities for proper medical management and to avoid serious complications,” DOH Secretary Paulyn Jean Rosell-Ubial emphasized.

“Our fight against this dreaded virus needs a multi-sectoral approach towards a sustained integrated vector management. We need everyone’s support, the DOH together with the local government unit, other government agencies and private sectors will visit households and educate the residents on the importance of preventing the spread of dengue,” the Health Chief added.

The challenge to adhere an enhanced 4S implementation is doing them consistently and regularly. Meanwhile, there is a decreasing trend of reported dengue cases to the Epidemiology Bureau. Statistics from January 1 to May 20, 2017show a total of 35,973 dengue cases nationwide, 31.8% lower compared to the same time period last year (52,780). Secretary Ubial, however, reiterates that we cannot be complacent in our efforts against dengue and we strive harder to eventually make Philippines a dengue-free country.

Most of the cases from 2017 were from the following regions: Central Visayas Region (15.5%), Central Luzon Region (13%), National Capital Region (12.2%), CALABARZON Region (11.4%) and SOCCSKSARGEN Region (11.1%). Ages of cases ranges from less than 1 month to 98 years old (median = 13 years). Majority of the reported cases are males (54%). Most (21.5%) of the cases belongs to the 5 - 9 years age group. There are 207 reported deaths with a Case Fatality Rate (CFR) of 0.58%. The age group that has the highest CFR is 0-4 years old (0.86%).

The National Dengue Prevention and Control Program (NDPCP) highlights the reinforcement of its Integrated Vector Management (IVM) strategy by letting the public know the vector itself, Aedes aegypti. In Bicol, our host region for this year, these mosquitoes are cultured at the Regional Insectary for research and other educational purposes while dengue virus can be further studied at the Public Health Laboratory for Dengue. In this regard, it is necessary to improve and upgrade the facilities of both the Regional Insectary and the Public Health Laboratory for Dengue.

Also, scaling-up interventions against dengue is the national roll-out of Dengue NS1 Rapid Diagnostic Test (RDT). An administrative order No. 2016-0043 entitled “Guidelines for the National Implementation of Dengue Rapid Diagnostic Test RDT” was signed on December 21, 2016. A nationwide orientation was done on the use of Dengue NS1 RDT and capacity building for peripheral health care workers in cooperation with Research Institute for Tropical Medicine. Updating the clinical management guidelines and surveillance flow as well as diagnostic tools like the RDT NS1 antigen for Dengue has been introduced. More so, the operating guidelines for the use of Loop Mediated Isothermal Amplification (LAMP) technology to complement the dengue NS1 RDT is near finalization and will be applied at hospital level. (RDT at RHU level, LAMP at hospital level).

The prick-drop-wait procedure test kit contains a finger lancet to draw blood and promises results in 15 minutes. Like a pregnancy test kit, the Dengue NS1 RDT yields positive result for dengue by displaying two lines. Qualitative detection of NS1, released with high concentration in human serum during the acute phase of dengue infection, may help predict the risk associated with the disease. Thus, this NS1 test is relevant during the acute or early phase of infection. Seeking early consultation will substantiate the result of the Dengue NS1 RDT.

Early case detection, diagnosis and correct fluid management are key factors in reducing dengue morbidity and mortality shall be facilitated by: early seeking behavior; reiteration of the nationwide implementation of the Dengue NS1 Rapid Diagnostic Test (RDT) under administrative order 2016-0043; appropriate fluid replacement for children and adults to prevent dehydration and avoid overhydration; implementation of the guidelines for case management and referral based on clinical judgement and local context and ; conduct of formal systematic mortality reviews.
