Buo ang suporta ni Department of the Interior and Local Government (DILG) Secretary Eduardo M. Año sa panukalang batas ni Senator Aquilino "Koko" Pimentel III na naglalayong gawing regular na kawani ng pamahalaan na may suweldo at benepisyo ang mga lider ng barangay.

Ipinahayag ni Año na ang panukalang Magna Carta for Barangays sa pangunguna ni Pimentel ay naglalayong gawing regular na kawani ng pamahalaan ang mga opisyal ng barangay bunga ng kanilang mahalagang gampanin sa pagpapabuti ng kabuhayan ng kanilang mga nasasakupan at mabuting pamamahala.

"Bilang pinakamaliit na yunit ng pamahalaan, ang barangay ang pundasyon ng pamamahala at pagpapabuti ng bansa, sila ang inaasahan ng mga mamamayan na tutulong sa iba't ibang serbisyo. Panahon na para bigyan sila ng katulad na benepisyo ng mga kawani ng pamahalaan," aniya.

Ayon kay Año, ang mga lider ng barangay ang mga frontliner ng pamahalaan at siyang gumagawa ng lahat ng gampanin sa paglilingkod sa mga mamamayan at ang pagbibigay sa kanila ng katulad na benepisyo ng mga empleyado ng gobyerno ay "patas bilang pagkilala sa mahalaga nilang papel sa pagsasakatuparan ng mga hangarin ng pamahalaan hanggang sa mga komunidad."

"Karamihan sa mga inisyatibo ng pamahalaang nasyunal ay nangangailangan ng tulong ng mga barangay kaya naman nararapat lamang na matanggap nila ang mga benepisyong natatanggap ng isang kawani ng pamahalaan," paliwanag niya.

Sa panukalang Magna Carta for Barangays, ang punong barangay, miyembro ng sangguniang barangay, Sangguniang Kabataan (SK) chairperson, kalihim ng barangay, at ingat-yaman ng barangay sa lahat ng mga barangay sa bansa ay magiging regular na kawani na ng pamahalaan.

Iminumungkahi din ng batas na ang punong barangay ay makakuha ng suweldo na kasing halaga ng nakukuha ng isang miyembro ng sangguniang bayan sa kanyang bayan o lungsod, habang ang mga miyembro ng sangguniang barangay ay makatatanggap naman ng katulad na halaga ng 80 porsyento ng suweldo ng mga miyembro ng sangguniang bayan.

Ang SK Chairperson, kalihim ng barangay, at ingat-yaman ng barangay naman ay iminumungkahing makatatanggap ng katulad na halaga ng 75 porsyento ng suweldo ng mga miyembro ng sangguniang bayan.

Ang nasabing probisyon ay nagsasabi din na bilang mga regular na kawani ng pamahalaan, sila ay "makatatanggap ng suweldo, allowances, insurance, medical at dental coverage, retirement benefits at iba pang benepisyo na natatanggap ng isang regular na kawani ng pamahalaan."

"Kagaya ng ibang manggagawa, pribado man o sa pamahalaan, ang kompensasyon ay isang malaking bagay sa pag-udyok sa mga kawani. Kaya inaasahang mas magiging matino, mahusay, at maaasahan ang mga opisyal ng barangay kung maipasa ang panukalang batas na ito,” aniya.

Ipinahayag din ng Kalihim ng DILG ang kanyang pagsang-ayon sa isinasaad sa Section 11 ng panukalang batas na nagmumungkahi ng mandatory share ng mga barangay sa lahat ng buwis at iba pang singilin.

Gayunpaman, nilinaw ni Año na ang salary grade at rate ng mandatory share ng mga barangay ay kailangan pa ring isangguni sa Department of Finance at mga liga ng lokal na pamahalaan kung ang mungkahing 25 porsyento na share ng isang barangay sa lahat ng malilikom na real preoperty taxes sa loob ng kanilang nasasakupan ay magiging sapat.

"Sa prinsipyo nito, sinusuportahan namin ang Section 11 ng Magna Carta for Barangays sa pagkakaloob ng 25 porsyento ng koleksyon sa real property tax sa mga barangay. Ngunit alam naman natin anumang may kaugnayan sa salapi at kailangang masusi pa ring pag-aralan. Hindi natin alam kung kakayanin nga ba iyong 25 percent in the long run," paliwanag niya.

"Maliban dito, buo ang suporta namin sa panukala si Senator Koko sapagkat mabibigyan nito ang 42,044 barangays sa bansa ng pagkakataon na makapagbigay ng mas mabuting serbisyo sa mga mamamayan, lalo sa mga 4th to 6th class na munisipalidad," aniya.

DSWD HIGHLIGHTS TRANSFORMATIVE PUBLIC SERVICE ON ITS 68TH YEAR ANNIVERSARY

Ushering  in the new year, the Department of Social Welfare and Development (DSWD) is set to celebrate its 68th year anniversary of serving the public from January 21 to 25 with activities highlighting its mandate to help the poor and the vulnerable sectors towards positive change.

On January 3, the DSWD commemorated its founding anniversary with the theme, “DSWD: Katuwang sa Pagbabago (Partners for Change),” emphasizing the importance of serving the public towards positive transformation.

The need to improve and reinvent was emphasized by DSWD Secretary Rolando D. Bautista in his anniversary message to employees “to better serve and alleviate the conditions of the poor, vulnerable, and disadvantaged members of our society.”

Sec. Bautista added that the DSWD must work towards helping the clients it serves towards positive transformation. 

“We must not let the persons, families, and communities’ difficulties in life get the better of them.  We must make them feel that they are valuable members of society with a capacity to make a contribution,” he said.

The Secretary emphasized that collectively, every single program of  the Department must empower the beneficiaries to achieve their full potential.

Sec. Bautista also thanked the employees for their dedication saying, “Nais ko ring pasalamatan ang DSWD family, lalo na sa suportang ipinagkaloob sa akin kaya mabilis nating naaaksiyunan ang mga bagyo at sakuna (I also thank my DSWD family for the support enabling us to deliver prompt action during disasters).”

For this year’s anniversary, the Secretary enjoined all employees to accept the challenge to render transformative public service.

“I ask everyone to join me in making a resolve this year, 2019, to render public service with a clarity of purpose, accompanied by the grace of honesty, selflessness, compassion and courteousness topped by genuine sincerity of effort and motivated by the deed of transparency and accountability of all the Department’s funds and resources imbued with a sense of nationality,” he said.

Meanwhile, in celebration of its anniversary, the Department will hold a sportsfest including the popular fitness competition, “The Biggest Loser, DSWD Edition”;  employees’ bazaar; ecumenical service; clean-up of Manila Bay; and, simultaneous  bloodletting activity  by the Central Office and some DSWD Field Offices. Other Field offices will hold their bloodletting activities in February during their regional anniversary celebration.

PHILHEALTH ENHANCES BENEFIT FOR INFANTS, AIMS FOR HEALTHIER BABIES

The Philippine Health Insurance Corporation (PhilHealth) recently expanded its coverage of essential health services for newborns to enable early detection and management of more congenital disorders which may lead to mental retardation and even death if left untreated.

In its PhilHealth Circular No. 2018-0021 which took effect on January 5, 2019, the state health insurer introduced the enhanced Newborn Care Package, increasing the amount of coverage from P1,750 to P2,950 which pays for supplies for essential newborn care such as Vitamin K, eye ointment, vaccines for hepatitis B and BCG; expanded Newborn Screening test; Newborn Hearing Screening Test; and fees for attending professionals.

The essential newborn care also includes immediate drying of the baby, early skin to skin contact, timely cord clamping, non-separation of mother/baby for early breastfeeding initiation, weighing of the baby, among others.

Meanwhile, the expanded newborn screening test will be able to detect endocrine, amino and fatty acid disorders; organic acid, urea cycle defect, cystic fibrosis, hemoglobinopathies, biotinidase deficiency, and other disorders.

Newborn screening aims to detect at the earliest stage certain genetic and metabolic conditions that may lead to mental retardation or morbidity if left untreated. The screening was integrated into the public health delivery system with the enactment of Republic Act 9288 or the Newborn Screening Act of 2004.

The enhancement in the package is in support of the National Comprehensive Newborn Screening System which expanded the screening from six to over 28 disorders pursuant to Department of Health Administrative Order No. 2014-0045 which issued guidelines on the implementation of the expanded Newborn Screening Program.

The PhilHealth Circular provides that the enhanced package shall be dispensed to qualified newborns delivered in all accredited health care institutions that perform deliveries and provide newborn care which include hospitals, infirmaries/dispensaries, and birthing homes/lying-in clinics.

To ensure entitlement to the said benefit, newborns need to be in the facility for at least 24 hours after birth except those who warrant immediate referral to a higher level facility.

The state health insurer encouraged all active and expecting PhilHealth members to avail of the said package in order to provide newborns with the needed services that will help reduce morbidity and mortality and eliminate the costs associated with treatment and care of lifelong debilitating conditions. #  Source  -  Emelita M. DSWD HIGHLIGHTS TRANSFORMATIVE PUBLIC SERVICE ON ITS 68TH YEAR ANNIVERSARY

Ushering  in the new year, the Department of Social Welfare and Development (DSWD) is set to celebrate its 68th year anniversary of serving the public from January 21 to 25 with activities highlighting its mandate to help the poor and the vulnerable sectors towards positive change.

On January 3, the DSWD commemorated its founding anniversary with the theme, “DSWD: Katuwang sa Pagbabago (Partners for Change),” emphasizing the importance of serving the public towards positive transformation.

The need to improve and reinvent was emphasized by DSWD Secretary Rolando D. Bautista in his anniversary message to employees “to better serve and alleviate the conditions of the poor, vulnerable, and disadvantaged members of our society.”

Sec. Bautista added that the DSWD must work towards helping the clients it serves towards positive transformation. 
“We must not let the persons, families, and communities’ difficulties in life get the better of them.  We must make them feel that they are valuable members of society with a capacity to make a contribution,” he said.
The Secretary emphasized that collectively, every single program of  the Department must empower the beneficiaries to achieve their full potential.

Sec. Bautista also thanked the employees for their dedication saying, “Nais ko ring pasalamatan ang DSWD family, lalo na sa suportang ipinagkaloob sa akin kaya mabilis nating naaaksiyunan ang mga bagyo at sakuna (I also thank my DSWD family for the support enabling us to deliver prompt action during disasters).”

For this year’s anniversary, the Secretary enjoined all employees to accept the challenge to render transformative public service.

“I ask everyone to join me in making a resolve this year, 2019, to render public service with a clarity of purpose, accompanied by the grace of honesty, selflessness, compassion and courteousness topped by genuine sincerity of effort and motivated by the deed of transparency and accountability of all the Department’s funds and resources imbued with a sense of nationality,” he said.
Meanwhile, in celebration of its anniversary, the Department will hold a sportsfest including the popular fitness competition, “The Biggest Loser, DSWD Edition”;  employees’ bazaar; ecumenical service; clean-up of Manila Bay; and, simultaneous  bloodletting activity  by the Central Office and some DSWD Field Offices. Other Field offices will hold their bloodletting activities in February during their regional anniversary celebration.

PHILHEALTH SHOWS STRONGER PERFORMANCE IN 2018; GEARS UP FOR UNIVERSAL HEALTH CARE

THE Philippine Health Insurance Corporation (PhilHealth) posted stronger performance in 2018, surpassing previous year’s records on its net income, benefit payments and membership coverage; showing strong indication that the state health insurer is prepared to take on the challenges of Universal Health Care which President Rodrigo R. Duterte will soon sign into law.

Strong financials
In its November-end financial status, PhilHealth realized a net income of P8 billion which is 671% higher than last year’s P1 billion, a virtual seven-fold growth. With just a month left before the year comes to a close, PhilHealth expressed optimism that it will end the year with a positive bottom line.

Owing to its intensified collection activities, the state agency registered a premium income of P118 billion or 21 percent higher than last year's P97.180 billion. Releases by the National Government for the premium contributions of around 21 million indigent and senior citizen members and their qualified dependents topped the billing at P49.7 billion which is 15 percent higher against P43 billion from the same 11-month period last year.

Coming in next are the premiums paid on behalf of private sector workers at P43.6 billion, having the highest year-on-year growth with 34 percent or P11 billion increase from last year’s P32.5 billion.

Meanwhile, its investment portfolio rose to P152 billion which is 21 percent higher than last year’s level.

According to PhilHealth Acting President and CEO, Dr. Roy B. Ferrer, such performance is enough proof that the National Health Insurance Fund is intact and protected to meet the rising health care demand of its 100 million beneficiaries here and abroad. “As stewards of the National Health Insurance Fund, we owe it to the members and stakeholders to keep their fund in excellent shape to meet all our financial obligations,” Ferrer emphasized.

Increased benefit expense
In benefit payments, PhilHealth released P111 billion, 15 percent higher than last year’s P96 billion, paying its health care providers at an average of P3 billion a week.

Some 26 percent of its total benefit payouts, amounting to P29 billion, were availed of by senior citizens and lifetime members. Close on their heels the indigent members and their dependents who were paid P28 billion. Interestingly, they comprise 25 percent of claims payouts, aside from having the highest year-on-year growth at 62 percent.

Ferrer pointed out that the increasing amount of claims payments is a result of PhilHealth’s aggressive educational campaign on PhilHealth benefits and entitlements, and how to effectively avail of them. Among these information drives include the ‘PhilHealth Forward’, ‘Project ReachOut’, various stakeholders fora, and its signature ‘Alaga Ka’, a grassroots level road show aimed at increasing awareness and appreciation of the National Health Insurance Program. These campaigns were mainly for PhilHealth marginalized members.

Ferrer declared that alongside its increasing benefits payouts is “the new speed with which claims are processed.” Good claims processing had taken only 22 days – which is 38 days faster than the 60 days provided for by law. Good claims refer to filed claims with complete documentary requirements. These do not include claims that are under investigation, return-to-hospital and those denied by its local health insurance offices.

Increasing population reach
PhilHealth earlier disclosed in June that it reached the 100 million mark in terms of population coverage, translating to 94 percent of the 2018 projected population of 106 million. The biggest segment of its beneficiaries base is made up of the formal economy or those employed from the private and government sectors, which represent over 30 percent of its total coverage. This is followed by its indigent beneficiaries with close to 30 percent; the informal economy at 22 percent; while its senior citizens, lifetime and sponsored members representing the balance of 14%.

Improved internal controls
Ferrer further expressed assurance that they will continually aim for improvement and consistency in performance for the greater benefit of its members and its partner stakeholders.

"Since I assumed the helm of PhilHealth in June of last year, we have exerted all our best to better our operational efficiency through the various internal reforms, leadership transformation, and better relationship with our external partners. Our members can count on us to carry these out in keeping with our commitment of better health insurance coverage for our 100-million strong beneficiaries." he vowed.

Intensified monitoring to protect the funds
PhilHealth also introduced reforms – both internal and external – to safeguard its funds against abusive practices and fraud. Mechanisms have been instituted to strictly monitor the performance of its accredited providers which resulted in legal actions totaling 298 cases against at least 71 hospitals nationwide due to various violations.

From 2010 to present, it already suspended at least 31 hospitals and revoked the accreditation of another two facilities for serious violations. PhilHealth is also now imposing fines against erring hospitals instead of outright suspension or revocation of their accreditation to ensure that members continue to access health services and avail themselves of their benefits even if these facilities were charged for their fraudulent practices.

The present administration also instituted corporate-wide efforts to curb abusive and corrupt practices within its ranks. It earlier announced that there are several investigations ongoing against employees and officers for different violations. “Be warned. If you have plans of taking advantage of the Corporation, better think twice”, Ferrer once emphasized.

Better PhilHealth on public’s perception
PhilHealth also remains to be the most trusted agency in the country based on multiple citations and independent surveys. In the 2017 Philippine Trust Index (PTI) conducted by the communication agency EON Group, PhilHealth received the highest trust rating at 95 percent among social protection agencies. In 2018, Novo Trends conducted its nationwide client awareness and satisfaction survey wherein the state health insurer received an average of 94.1% pleasing mark, with the respondents lauding its frontline services.

“With these citations brought about by our consistent performance, we can confidently say that the 6000-strong workforce of PhilHealth is now fully geared to take on the challenges of the forthcoming Universal Health Care”, Ferrer stressed. #  Source - PHILHEALTH

VIGAN CITY TO CELEBRATE CITYHOOD FOUNDED ON SPANISH ROYAL DECREE OF 1757

Dios ti agngina! Hurrah for another year to celebrate the cityhood of Vigan as a component city, ushering the unity of residents welcoming visitors on Jan. 22 declared as non-working holiday through Republic Act No 9411 signed by then President Gloria Macapagal-Arroyo on Mar. 24, 2007.

RA 9411, “An Act Declaring January 22 of Each Year a Special Nonworking Holiday in the City of Vigan, Ilocos Sur to Commemorate its Anniversary as a City” was passed by the House of Representatives on Nov. 14, 2005, with Jose de Venecia, Jr. as the Speaker of the House; and by the Senate on Jan. 22, 2007, with Manny Villar as the Senate President.

Walking through the cobbled streets in Vigan history, Republic Act No. 8988, “An Act Validating and Recognizing the Creation of the City of Vigan by the Royal Decree of Sep. 7, 1757 Issued by Fernando VI, King of Spain,” was signed by then President Joseph Estrada on Dec. 27, 2000.

A certified true copy of the Royal Decree issued by King Fernando VI can be found in the treasured archives of the city government. This decree states also that as long as the cathedral stands, and the seat of the diocese is in Vigan, it will remain a city.

“This explains why the picture of the Conversion of Saint Paul Cathedral is part of the city seal, and the symbol of the city during the elimination period for the New 7 Wonders Cities of the World,” said City Mayor Juan Carlo S. Medina.

Documents from “Instituto de Historia Programa de Modernization del Archivo Nacional de Filipinas” justified the category of Vigan as a city. They show Vigan with its own carcel, casa de gobierno, mercado publico, Provincial High Court, and one of the four Public Works District in the Island of Luzon. And more importantly, it has an Audencia Territorial, indicating that it was a city.

Medina points to RA 8988 that revalidated and recognized the conversion of the Municipality of Vigan in Ilocos Sur into a city, called “Ciudad Fernandina” by virtue of the Royal Decree of Sep. 7, 1757 issued by King Fernando VI.

As Medina invites visitors to the city during the Vigan City Fiesta and Longanisa Festival 2019 on Jan. 16-27, he wants residents to go back to where the city came from.

He hopes that commemorating the anniversary of Vigan as a city may help the youth know more about RA 8988 that provides that the Municipality of Vigan be called the component City of Vigan and shall comprise the present territory of the Municipality bounded by the Municipality of Santa Catalina on the northeast, by the Banaoang River of the Municipality of Santa on the southeast, by the Municipality of Caoayan in the south, by the South China Sea on the southwest, and the Govantes River near Santa Catalina on the northwest.

“The city youth must be brought back regularly to its history,” Medina added, “when Sangguniang Bayan Member Benjo Verzosa authored Municipal Resolution No 28, series of 1998, requesting Atty. Salacnib Baterina, representative of the first district of Ilocos Sur, to file a bill in Congress to convert the municipality into a city. This was approved on Dec. 14, 1998 by Municipal Mayor Eva Marie S. Medina.”

Recalling the following part of Vigan’s history, he hopes that the young leaders in the city may include activities that reflect it.

On Feb. 13, 1999, House Bill 7122, “An Act Converting the Municipality of Vigan into a Component City of the Province of Ilocos Sur to be known as the City of Vigan” by the sponsors, Baterina and Mar Roxas, then House Majority Floor Leader.

How “Villa Fernandina de Bigan” becomes “Ciudad Fernandina de Vigan”

In 1755 when Don Juan dela Fuente de Yepes became Bishop of Nueva Segovia, he requested the King of Spain and the Pope for the transfer of the Diocese from Lallo, Cagayan to Vigan due to the deteriorating condition of Lallo.

The transfer was approved during the Pontificate of Pope Benedict XIV during the reign of Fernando VI, King of Spain by virtue of the Royal Decree of Sep. 7, 1758. This Royal Decree elevated the status of Vigan to Ciudad Fernandina de Vigan in honor of King Fernando VI.

After a plebiscite to know the opinion of the residents whether they approve of its cityhood, Vigan became the first component city in Ilocos Sur in 2001.

Vigan City Mayor Juan Carlo S. Medina has always expressed his gratitude for the transformation of the city into what it is now. “This is from the efforts of the residents, government and private groups not only in the city, but also in the province, the country and other countries that continue to pursue the preservation of the culture, traditions, ancestral houses and historical structures of the city.” In all the events that the city conducts through the months of every year, Medina has always acknowledged the help of all the sectors of the community. “Because of all of you, we are one of the New 7 Wonders Cities of the World, aside from being the only World Heritage City in the Philippines listed by UNESCO. ILOCOS SUR FOOTBALL PROGRAM KICKS OFF GOALS TO EMPOWER YOUTH

Football not only kicked off the spirit of the youth in this sport, but also kicked that goal to empower them, said Marius Cabudol, provincial sports coordinator, referring to the Governor’s Cup First Football Tournament in the province that ended in the first week of January.

“The event is just the start of harnessing the enthusiasm and discipline of the province’s youth in football,” said Governor Ryan Luis V. Singson, inviting schools to the second tournament.

“Sports is one of the thrusts of the administration of the Governor,” Cabudol said, “to help the youth stay away from illegal activities. Believing in the many temptations that threaten the sanity and health of the youth, Singson has set yearly sports events such as inter-town basketball and volleyball tournaments, and the inter-school football games.”

Running with the torch of the 28 schools in the province from elementary to college that joined the event, the winners in the 12 and under category are Saint Paul College of Ilocos Sur (SPCIS), champion; Ubbog Elem School, Candon City, first runner-up; and Nanguneg Elem School in Narvacan town, second runner-up.

In the 14 and under category, Ilocos Sur National High School in Vigan City is the champion; SPCIS, first runner-up; and Candon National High School in Candon City, second runner-up.

In the 17 and under category, Saint Joseph Institute in Candon City is the champ; Cabugao Institute in Cabugao town, first runner-up; and Candon City National High School, second runner-up.

In the open category, the College of Medicine of the University of Northern Philippines (UNP) is the champion; the UNP Varsity Team is first runner-up; and ISNHS is second runner-up.

Cabudol noted that in 2016 football was introduced in the new, fit-for-international-games football field of the President Elpidio Quirino Stadium in Bantay town with the exhibition game between the Philippine Azkals and the Australian Perth Glory in July 2016. This ignited the youth’s flame of interest in the most popular sport in the world.

In March 2017 when the Philippine Football League began, the provincial government formed the team, Ilocos United Football Club. The first game was held at the stadium between Ilocos United FC and Davao Aguillas FC.

But football was already established in various parts of the province, even before the building of the state-of-the-art football field in the stadium. Father Jack Cabatu established the sport at the Immaculate Conception Minor Seminary in Vigan City, British coach George Anthony Ingram, helped found the soccer team of the grade school of Saint Paul College of Ilocos Sur in 2005, and on March 12, 2011, the Ilocos Youth Football Association (IYFA) and Football Academy of the North were launched in the new IYFA Football Field in Magsingal town by VGent Foundation, Inc, witnessed by then Congressman of the first district of Ilocos Sur, and now Gov. Ryan Luis V. Singson.
