OPLAN PAALALA, IWAS PAPUTOK, SAKUNA AT SUNOG STRICTLY OBSERVE AT YULETIDE SEASON

Cabugao, Ilocos Sur – The  Bureau of Fire Protection (BFP) this Municipality   headed by Fire Marshall Elmer C. Acapuyan respectively held a joint meeting with their personnel  to  discuss  and  disseminate to the public about  the Rules and Regulations of Republic Act 7183 and Guidelines on Firecrackers and Pyrotechnic Devices, the Requirements/Permits   to all dealer/sellers and users as well in connection with the celebration of the “Yuletide Season”   to prevent the loss of lives and damage to property.

The BFP-Cabugao done a street-to-street campaign using the firetruck started on the advent of Christmas Season 2014 until December 31, 2014 with a Theme: “Nakahandang Pangalagaan Kaligtasan Mamamayan Ngayong Pasko at Bagong Taon”.

On the other hand, the Chief of Police and the Operation, PNCO in this Municipality  conducted a   muzzle taping/sealing of the individual issued firearm of every PNP and BFP Personnel to  observe the strict implementation of the DOH “Iwas Paputok/Disgrasya” and “Implan Yuletide Season”  to ensure the successful celebration of this year’s holiday season.

Furthermore, COP PCI William N. Nerona also reminded  the abovementioned  personnel  to refrain firing their firearms during the New Year revelry and further warned same personnel that  whoever  violate  this directive (Ban on Firing Firearms during New Year Celebration) will be dealt in accordance with laws.

PARENTS BELOW 60 YEARS OLD MAY NOW BE DECLARED AS LEGAL DEPENDENTS

THE country’s health insurer today announced that it is now extending its insurance coverage to parents below 60 years old but with permanent disability.

Thus, members of the Philippine Health Insurance Corporation (PhilHealth) whose parents are permanently disabled which renders them to be totally dependent to the member, may now include them as their qualified legal dependents. As beneficiaries, parents can avail themselves of PhilHealth benefits in any accredited health care institution nationwide.

This new development is embodied in Section 3.n. of the Implementing Rules and Regulations of Republic Act 10606 or the National Health Insurance Act of 2013 which states that among the legal dependents that may now be declared are “parents with permanent disability, regardless of age as determined by the Corporation that renders them totally dependent on the member for subsistence.”

Members who intend to include their disabled parent as their additional dependent need to submit to the nearest PhilHealth office, a duly accomplished PhilHealth Member Registration Form (PMRF) and a detailed Medical Certificate issued by attending physician stating the diagnosis, extent of disability and the date when the disability was acquired. The PMRF may be downloaded from www.philhealth.gov.ph.

“We are mandated by law to provide health insurance to all Filipinos and extending the coverage to parents below 60 years old but with permanent disability is an approach to achieve universal coverage,” said Alexander A. Padilla, President and CEO of PhilHealth. 

He added that parents below 60 years old whose current admission to an accredited health care institution resulted to permanent disability, can immediately be declared as dependents, and that the said confinement shall be covered, provided that prior to discharge, the necessary have been submitted to any PhilHealth Office for evaluation and amendment of the active member’s Data Record. # (Adapted News, PHILHEALTH)

SIMBANG GABI HISTORY 

The “Simbang Gabi” is a long treasured Philippine tradition originally a series of “dawn masses” for nine consecutive days before Christmas Day. Its liturgical significance emanates from the Season of Advent, being the time of spiritual preparation and purification to worthily welcome and receive the Child Jesus in our midst. The Mass at Dawn, Simbang Gabi, is a nine-day novena to the Blessed Mother. It starts every December 16th and is one of the longest and most important religious celebrations in the Philippines that has lasted over 600 years.

The Simbang Gabi is a time when Catholic churches a cross the Philippines celebrate mass outdoors in order to accommodate the faithful. At times, when mass is not celebrated outside, the doors of churches are, nevertheless, left wide open to allow attendants to share in the atmosphere of the mass. Its origins began in Mexico, where the practice of holding mass outdoors began, first, in 1587, when the Pope gave permission to Diego de Soria, a Mexican friar, to hold mass outdoors because the churches could not accommodate the huge number of worshipers that came to celebrate Christmas. 
The novena culminates, on the ninth day, with the Mass of the Gifts, or Misa de Gallo, which celebrates the birth of Jesus. However, it was not until 1669, during the early years of Christianity, in the Philippines, that the Misa de Gallo became a Philippine spiritual tradition. During Advent, in preparation for the birth of Christ, missionary friars held pre-dawn masses for nine consecutive days, to usher in the event of Jesus' birth. The masses were celebrated very early, usually at 4 in the morning, since they took place during the harvest season, when farmers had to be in the fields at the crack of dawn. The word gallo means rooster, in Spanish. At the first sound of dawn, at the crowing
of the rooster, the entire family would get up and walk to the nearest parish church. During this time, colorful lanterns are hung in every door, window, tree branch, and street corner. Bands
play native carols all across town while families, couples, and individuals make their way to the nearest church. Shortly after the mass, people gather in their homes to celebrate Noche Buena and feast on local delicacies made of rice flour, coconut milk and other traditional deserts. Here in the United States, Filipino immigrants brought with them this distinct tradition which is slowly taking roots and thus the observance of this time honored spiritual and cultural tradition has grown

BARANGAY OFFICIALS QUALIFY FOR SPECIAL CSC ELIGIBILITY

Elected and appointed barangay officials may apply for the Barangay Official Eligibility (BOE) issued by the Civil Service Commission (CSC). 

BOE is a privilege granted to barangay officials, including Sangguniang Kabataan (SK) chairpersons, who have rendered at least one term of office in one barangay. Said eligibility is equivalent to a Career Service Subprofessional eligibility suitable for first level positions in government or job positions which involve clerical, trades, crafts, and custodial service. 

The grant of BOE shall be based strictly on the completion of term of office. If the services rendered by the elected or appointed barangay official fall short of the completed term, he or she may be considered the grant only if the deficiency is not more than 15 days. 

Barangay officials who completed their term of office before Aug. 1, 2012 may file their application for the BOE until Aug. 1, 2014, after which the CSC shall stop issuing BOEs to barangay officials with completed terms before Aug. 1, 2012. 

Barangay officials who completed their term of office on or after Aug. 1, 2012 may still apply for the BOE beyond Aug. 1, 2014. 

Appointive barangay officials such as the Barangay Treasurer and Barangay Secretary who were appointed by the Punong Barangay and are related to the latter up to the fourth degree of consanguinity or affinity shall not qualify for the BOE. The applicant shall submit a notarized affidavit stating that he or she is not related up to the fourth degree of consanguinity or affinity to the appointing Punong Barangay. 

Application may be filed at the CSC Regional or Field Office with jurisdiction over the barangay concerned. Application fee is PHP500.

REGION 1 POLICE READY FOR YULETIDE SEASON

CAMP BGEN OSCAR M FLORENDO- The regional director of the Police Regional Office 1 here has ordered an intensified police operations all over the region to ensure security and safety of its constituents during and after the Christmas and New Year’s celebration.

Police Chief Supt. Roman A. Felix ordered an aggressive implementation of the PRO1’s campaign against illegal firecrackers and pyrotechnic devices to ensure a zero casualty during the merry-making activities.

Felix stressed that his men will go after the illegal retailers/sellers of illegal firecrackers and pyrotechnics and be vigilant against those who are not strictly complying with the safety guidelines.

“I am directing all field commanders to strictly implement the provisions of RA7183 (An Act regulating the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices) and to intensify the conduct of security patrols in places of convergence in coordination with other concerned law enforcement agencies, local government units and private security providers,” he said.

He also ordered the taping of the muzzle of the firearms of all police personnel to avoid indiscriminate firing of guns especially during the New Year’s revelry.

Felix likewise reminded the public to be cautious in using firecrackers and fireworks to prevent accidents. “There are still alternative ways of making the holiday season loud and merry other than these pyrotechnic devices that pose risks to health and public safety”, Felix added.

The regional director likewise said that police presence will be intensified especially in places of convergence aside from establishing police assistance centers (PAC).

He further emphasized that aside from intensified police presence, PRO1 will continue in its campaign against loose firearms, campaign against criminal gangs and personalities to include the implementation of OPLAN “Bakal”, OPLAN “Sita” and other police intervention operations.# (Adapted, TAWID News)

PNP PRESSES FOR GUN-FREE YULETIDE SEASON

The Philippine National Police issued a stern warning on indiscriminate and illegal discharge of firearms by government and civilian gunholders as part of their support to a “gun-free” celebration of Christmas and New Year.

PNP Officer-In-Charge, PDDG Leonardo A.  Espina had already issued a Memorandum to all PNP personnel for an intensified campaign against illegal discharge of firearms and indiscriminate firing.

The said campaign includes the simultaneous gun muzzle taping, from the National Headquarters down to Police Regional Offices, Provincial Offices, City and Municipal Police Stations nationwide, which conducted Monday (Dec 22) to assure the public that PNP personnel will not discharge their firearms this yuletide season.

“This traditional gun muzzle is a strong message to all gun owners, especially our policemen and soldiers who are the primary enforcers of the law, to refrain from firing their guns and help prevent casualties and injuries during the revelry of the yuletide,” Espina said.

Furthermore, Espina said that intensified intelligence efforts in coordination with AFP, other law enforcement agencies, and local government units will be conducted to identify probable violators.

Joint PNP and AFP teams will also be organized to conduct preventive patrols to arrest or apprehend uniformed personnel, members of law enforcement agencies and civilians involved in indiscriminate firing. (PNP-PIO)

CHRISTMAS PARTY ILOCOS SUR CAPITOL

 VIGAN CITY, Ilocos Sur-joined by some provincial officials, mayors and other local officials, Gov. Ryan Luis V. Singson led the ceremonial lighting of the giant christmas tree in front of the capitol. The said event was witnessed by the provincial employees and some guests who were in the province for their educational tour on Monday.

It is also worthy to note that the christmas tree lighting event coincided with the celebration of Immaculate Conception festivity. In his message, Gov. Singson stressed the significance of celebrating the yultide seasons festivity which formally starts with the lihghting of the provincial christmas tree. “There’s time for work and time to relax and enjoy the beauty of life as we appreciate the bounty of gift from God. 

Enjoyment with feastive mood christmas is also a way of expressing love with one another, Governor Singson added. The said christmas tree showcased the unity and harmonious relationships among the Ilocosurians. It also contained the different local products of one town –one products like buri, bamboo and hats of Ilocos Sur. According to Gov. Singson, the theme of this year celebration is “enchanting” for it deputs changes and improvements in the province. P-NOY SIGNS LAW FOR AUTOMATIC PHILHEALTH COVERAGE FOR SENIOR CITIZENS

President Benigno Aquino III signed into law a measure granting automatic, lifetime membership of senior citizens to Philippine Health Insurance Corp. (PhilHealth).

In a statement Tuesday, Senator Ralph Recto, principal author of the Senate version of Republic Act (RA 10645), said Aquino signed the measure last week.

Under RA  10645 or "An Act Providing for the Mandatory PhilHealth Coverage for All Senior Citizens,” all citizens who are 60 years old and above will receive the benefits and discounts extended to ordinary PhilHealth members by just presenting a valid ID that proves their real age.

“Magpakita lang sila ng ID bilang patunay na sila'y senior citizen at matatanggap na nila mula sa ospital ang karapatang benepisyong laan sa mga miyembro ng PhilHealth," Recto said.

The RA 10645 amends RA No. 994 or “The Expanded Senior Citizens Act of 2010”and removes the qualification that a senior citizen has to be an indigent or poor before qualifying for PhilHealth coverage, with premium payments fully subsidized by the national government.

Based on Senate records, there are roughly 6.1 million senior citizens in the Philippines today, of which 3.94 million are covered by PhilHealth either as indigent, sponsored, lifetime member, or dependent.

Recto said the signing of the new law brings the remaining 2.16 million senior under PhilHealth coverage.

“Health insurance can never be called universal if it does not cover all seniors. Enrolling them must be automatic, not optional. The ideal is that the minute they blow out the candles on their 60th birthday cake to the moment they breathe their last – they should be PhilHealth members," Recto said.

'Early Christmas gift'

Senator Teofisto “TG” Guingona III, principal sponsor of RA 10645 and chairman of the Senate committee on health and demography, welcomed the President’s move, saying it can be considered an “early Christmas gift” to the Filipino elders.

“It is high time that we give back to our country's elders. In our culture, the condition and situation of a person in his or her advanced age is the reflection of the character of his or her children. How we take care of our senior citizens is also a mirror of our character as a nation," Guingona said in a separate statement.

“"It is the priority of this administration to give social protection services to all Filipinos. Let us start with our seniors," he added.

As of December 2013, there are a 76.90 million Filipinos covered by PhilHealth – 31.27 million of which are registered members and 45.63 million are dependents.

In 2013, PhilHealth reported P62 billion in premium contributions on top of P12.612 billion worth of subsidies from the national government.

Also last year, PhilHealth shelled out P55.559 billion in benefits payments.
