DOH LEADS WORLD DIABETES OBSERVANCE IN THE PHILIPPINES

The Department of Health (DOH) together with partners from non-government organizations and the private sector urged the Filipino public to mount early preventive action against diabetes during the observance of World Diabetes Day (WDD) held last Thursday, November 23, with the theme, “Prevent Diabetes! Know Your Risk.”

The celebration of WDD was held at the Quezon Memorial Circle with an estimated 1000 participants from the government, nongovernment, and private sectors.  Activities included a parade/walk around the circle, Zumba exercise, free screening for participants to know their risk of diabetes and the formation of a human blue circle which is the global symbol of diabetes awareness. A lay forum was also conducted to provide important information and educate participants on diabetes and its risk factors.

Diabetes is the 6th leading cause of death among Filipinos based on the data from the 2013 Philippine Health Statistics, and over 6 million Filipinos are diagnosed to have diabetes, as declared by the Philippine Center for Diabetes Education Foundation in 2016. 

It is a chronic disease characterized by high levels of sugar in the blood (hyperglycemia) because of inadequate production and/or action of insulin, the hormone that regulates blood sugar levels. Uncontrolled diabetes leads to serious complications such as stroke, heart attack, end-stage kidney disease and diabetic retinopathy among others.  Diabetic retinopathy accounted for about 5% of world blindness in 2002. 

Screening for diabetes and educating the people on its signs, symptoms, ways to prevent and avoid complications play a great role in addressing this debilitating disease.

The DOH, as the country’s leading public health government agency, spearheads nationwide efforts in the prevention and control of diabetes and its complications. The DOH provides free diabetes risk screening  at the barangay health stations, rural health units/health centers, public hospitals, and other government health facilities. 

DOH also provides free medicines such as oral anti-diabetes medicines and insulin to Filipino patients diagnosed with diabetes. In its commitment to enhance health service delivery, DOH has also created a partnership with the Philippine Society of Endocrinology, Diabetes and Metabolism (PSEDM) to empower and build capacity among our primary healthcare workers in managing diabetes. An estimate of more than 1,700 health care providers accross the country were already trained.

DOH, and its key partners from different sectors are committed to change the landscape of diabetes in the Philippines and ensure better quality of life for all Filipinos.

Philippine Society of Endocrinology Diabetes and Metabolism (PSEDM) president Dr. Pete Dela Peña, an endocrinologist, confirms the importance of preventing diabetes and its complications. ”Diabetes ia a familial as well as a lifestyle disease. By exercising, eating healthy, and avoiding sugary drinks, we can prevent diabetes. For the 4 million Filipinos who are already affected by diabetes, it is important not just to do this but also to see their doctor regularly and ensure that they stay on medications to avoid complications such as kidney failure or diabetic foot.”

World Diabetes Day (WDD) is an annual global event for driving awareness on diabetes and its risk factors. This is officially observed  in the Philippines through  Proclamation No. 1942, s. 2009 declaring November 14 as World Diabetes Day Celebration.

”Diabetes keeps on increasing in prevalence, but we shouldn’t give up the fight against the disease. It may be chronic and incurable, but diabetes can be managed. 2017 18-DAY CAMPAIGN TO END VAW

The 18-Day Campaign to End Violence Against Women (VAW) is observed annually from November 25 to December 12 to raise awareness among all stakeholders that VAW is a public issue of national concern. It supports the Philippine Government’s goal to protect the human rights of women and its commitment to address all forms of VAW. The following issuances provide the national legal mandates for the annual campaign:

Proclamation 1172 s. 2006 – Declaring 25 November to 12 December as the 18-Day Campaign to End Violence Against Women (VAW)
Republic Act 10398 (2013) – Declaring November 25 of Every Year as National Consciousness Day for the Elimination of Violence Against Women and Children

The 2017 18-Day Campaign To End VAW

In 2016, the Inter-Agency Council on Violence Against Women (IACVAWC) adopted the theme “VAW-free community starts with Me” for the 18-Day Campaign to End Violence Against Women (VAW). The Council also agreed that the said theme shall be used every year from 2016 to 2021.

The theme shifts the 18-Day Campaign To End VAW to positive advocacy as it enjoins everyone to pursue the common vision of a VAW-free community, and highlights what can be done to achieve such.

Results of the National Demographic and Health Survey (NDHS) conducted by the Philippine Statistics Authority (PSA) in 2013 show that one out of five (20%) of women aged 15 to 49 years has experienced physical violence. The NDHS is conducted every five years. It should be noted that survey results are more indicative of the prevalence of violence in the country, since the administrative data on number of clients served by service providers like the police, social workers, and health workers only capture cases reported to these offices. Considering such prevalence, the 2017 Campaign to End VAW shall focus on Primary Prevention, to reduce incidents of VAW in the country.

The 2017 campaign approach is to make people understand VAW from the point of view of victim-survivors. It is hoped that such deeper understanding would ignite compassion from stakeholders, so that they would not commit, condone, or remain silent about VAW. DSWD RELEASES P2.26B WORTH OF ASSISTANCE TO INDIVIDUALS IN CRISIS IN 2017

The Department of Social Welfare and Development (DSWD) has released a total of P2,267,496,569.62 worth of assistance from January to September 2017 to families and individuals who have experienced a crisis through its Assistance to Individuals in Crisis Situation (AICS).

The assistance, delivered through the Crisis Intervention Unit (CIU) of the Department’s Central Office, Field Offices (FOs), and satellite offices in various provinces, was provided to 613,046 clients nationwide.

Individuals in crisis situations refer to those who experienced shock or trauma, producing mental, psychological, and physical distress.

“If these individuals are unable to cope, they feel helpless and desperate. They should receive help from the government,” DSWD OIC Emmanuel A. Leyco said.

“Those in need of emergency assistance may seek help from the Department through the AICS program, which serves as an immediate response or a social safety net to support the recovery of families and individuals from unexpected crisis such as illness or death of a family member, natural and human-induced emergencies, and other critical incidents,” OIC Leyco explained.

Under AICS, the DSWD provides educational, medical, transportation and burial assistance to persons or families in crisis situations, especially those who are poor, marginalized, vulnerable, and disadvantaged.

Aside from financial assistance, they could also avail of counseling provided by social workers from local government units and field offices of the DSWD. #  Source – www.dswd.gov.ph

AGRICULTURE SECTOR GROWS 6.27% IN Q3, FARMERS’ INCOME BY 3.68%

The agriculture sector grew 6.27 percent in the third quarter this year compared to the same period last year, with farmers’ income rising 3.68 percent from July to September.

Agriculture Secretary Emmanuel F. Piñol, citing an  official report from the Philippine Statistics Authority (PSA), said the agriculture sector also grew 4.64 percent in the first nine months of the year compared to the same period in 2016.

Farmers’ incomes for the first nine months likewise rose 4.19 percent compared to the same period last year, the DA Secretary added.

Pinol said that most notable in the sector’s performance in the first three months was the 14.17 percent growth in palay production during the third quarter of the year, which contributed to a 7.2 percent growth for the entire crops subsector for the first nine months of 2017.

Crops accounted for 46.89 percent of total agricultural production in this period, the PSA said in its report.

Piñol said the continuous growth in palay production indicates the DA is on track to achieving its rice industry productivity target, which aims to produce enough to supply the country’s entire rice need in the year 2020. It also boosted the efficiency and productivity of rice farmers through the extensive use of hybrid rice seeds, improved lending facilities for farmers, mechanization of farming activities from planting to harvesting and other interventions.

In its report, the PSA noted that production in the livestock subsector inched up by 0.91 percent during the third quarter of 2017, accounting for 18.37 percent of total agricultural output during the period.

The livestock subsector’s gross earnings rose 14.88 percent compared to the third quarter of 2016, the PSA noted.

The poultry subsector also grew by 3.41 percent during the July-September  period, with chicken and chicken egg production rising by 2.52 percent and 7.67 percent, respectively. Pinol said this showed the resiliency of the poultry industry despite the recent bio-hazard threat it faced during the second quarter of 2017.

The fisheries subsector was the only subsector to register a decline in production during the three-month period, diving by 4.27 percent but still accounting for 17.4 percent of total agricultural production for the third quarter of 2017. #  Source – www.da.gov.ph

DSWD RELEASES P 239.75 M FOR CENTENARIANS

The Department of Social Welfare and Development (DSWD) has released a total of P239,750,000 for 2,341 centenarians who have received their cash gift as of September 2017.

The Department has allotted a total of P299,200,000 for 2,992 centenarians in 2016 and 2017.

DSWD identified 2,992 centenarians in 2016, while there are 1,000 centenarians in 2017 nationwide who will receive their centenarian gift amounting to P100,000 each.

The Department’s Field Offices are still conducting pay-out to the remaining unpaid centenarians.

For centenarians living abroad, the DSWD, the Commission on Filipinos Overseas (CFO), and the Philippine Veterans Affairs Office (PVAO) entered into a tripartite Memorandum of Agreement (MOA) to facilitate the process of payment for their cash gift.  There are 174 recorded centenarians who are living overseas.

As specified in Section 2 of Republic Act 10868 or the “Centenarians Act of 2016”, all Filipinos who reach the age 100 years old, whether residing in the Philippines or abroad, shall be honored with a Letter of Felicitation from the President of the Philippines congratulating the celebrant for his or her longevity; and a centenarian gift in the amount of ₱100,000.

Moreover, the centenarians will receive a plaque of recognition and cash incentive from their respective city or municipal governments in appropriate ceremonies.

The amount of the additional incentive shall be determined by the local government unit concerned.

Centenarians who died upon the effectivity of the law will be given a posthumous plaque of recognition, together with the cash incentive to be received by their nearest surviving relative or family. # Source – www.dswd.gov.ph

WORLD DAY OF REMEMBRANCE FOR ROAD

The World Day of Remembrance for Road Traffic Victims (WDR) is commemorated on the third Sunday of November each year – to remember the many millions killed and injured on the world’s roads, together with their families, friends and many others who are also affected. It is also a Day on which we thank the emergency services and reflect on the tremendous burden and cost of this daily continuing disaster to families, communities and countries, and on ways to halt it.

Road deaths and injuries are sudden, violent, traumatic events. Their impact is long-lasting, often permanent. Each year, millions of newly injured and bereaved people from every corner of the world are added to the countless millions who already suffer. The cumulative toll is truly tremendous.

The grief and distress experienced by this huge number of people is all the greater because many of the victims are young, because many of the crashes could and should have been prevented and because governments’ and society’s response to road death and injury and to bereaved and injured victims is often inadequate, unsympathetic, and inappropriate to a loss of life or quality of life.

This special Remembrance Day is therefore intended to respond to the great need of road crash victims for public recognition of their loss and suffering. It has also become an important tool for governments and those who work to prevent crashes or respond to the aftermath, since it offers the opportunity to demonstrate the enormous scale and impact of road deaths and injuries and the urgent need for action.

This year’s theme is “Let’s make 2011-2020 a Decade to remember!” This theme is based on Pillar 1 of the Global Plan for Decade of Action – Road safety Management. # Source – www.dilg.gov.ph

R1AA 2017 : A PRELUDE TO THE PALARONG PAMBANSA 2018?

The Provincial Government of Ilocos Sur (PGIS) has pledged an all-out support for the conduct of next year’s Region 1 Athletic Association (R1AA) meet.

Marius Cabudol, representative of Gov. Ryan Luis V. Singson, relayed the Chief Executive’s willingness to provide the much-needed equipment and facilities including area security, during the R1AA Meet Planning Conference held at the Vigan City Convention Center on November 3, 2016. The meeting was attended by Schools Division Superintendents (SDS), Education Program Supervisors (EPS) in-charge of sports, and Heads of Units and Divisions of the Department of Education (DepEd) Region 1 led by Assistant Regional Director (ARD) Bettina D. Aquino.  

Aimed to ensure the successful implementation of the sports event, the participants presented to ARD Aquino, presiding officer,  the need of convenient and accessible playing venues and billeting quarters; medical assistance and security of the players; light, water, and clean comfort rooms; and smooth flow of traffic to and from the playing venues.

Cabudol ensured that the PGIS will coordinate with the province’s Local Chief Executives, Philippine National Police (PNP), and volunteer organizations, to guarantee the safety of every delegation as well as to avoid possible traffic congestions.

The thorough preparation is in line with the plan of the PGIS to bid for the Palarong Pambansa in 2018. The R1AA will be a prelude of the Palaro, if Ilocos Sur will be given the chance to be the place of the historic sports event.

The City Schools Divisions of Vigan and Candon have pledged closer ties with the Ilocos Sur Schools Division (ISSD) - host of next year’s R1AA, to help in the preparation.

TOBACCO FLOOR PRICE UP FOR ‎‎2018-2019 TRADING SEASON

The National Tobacco Administration (NTA) recently released the newly-increased floor prices of tobacco for trading seasons ‎‎2018-2019

NTA Administrator Robert L. Seares said in an interview that the new prices for the three tobacco types being produced in the country such as Virginia, Burley, and Native, were approved during the series of the Tobacco Tripartite Consultative Conference held at the NTA Central Office in Quezon City.

The increase of tobacco floor prices was realized after fruitful negotiations between the tobacco farmers and leaf buyers following the September 6 tripartite conference.

The new floor prices of tobacco are the following: for the flu-cured Virginia tobacco, which is composed of 60 percent of the total tobacco production area in the country, the floor price per kilogram for its top grades increased to Php 82 for Grade AA, Php 81 for A, Php 80 for B, Php 78 for C, Php 70 for D, Php 69 for E; Php 60 for F1, and Php 57 for F2.
For Burley, the top-grade A rose by Php 2 bringing the price per kilo to P70 from the current P68. The floor prices for grades B, C, D, E, and F are now Php 67, Php 58, Php 47, Php 46, and Php 38, respectively, an increase of Php 2, except for Grade F which increased by Php 1, from the current prices per kilo.

The floor prices of the native-type were increased as follows: High-grade, from P70 to P71; Medium 1, from P58 to P60; and Medium 2, from P48 to P50.

Seares said that there is no increase on reject class of tobacco to further discourage its production.

“We are encouraging our farmers to follow the proper technology on tobacco production to avoid the production of reject,” he said.

Tobacco farmer leader Mario C. Cabasal, president of the National Federation of Tobacco Farmers Associations and Cooperatives (NAFTAC), expressed his satisfaction to the newly-increased floor prices of tobacco.

“With this development, more farmers are surely inspired to plant tobacco this coming season,” Cabasal said.

Following the successful negotiation, Seares said that the tobacco agency will now focus to the programs focusing to the reduction of tobacco production cost such as offering of subsidy in the form of production assistance.

Seares assured that the setting of the tobacco floor prices provides tobacco farmers a guaranteed minimum return on investment of at least 25 percent for expenses.

“The actual buying price, which is based on prevailing market prices, is usually higher than the approved tobacco floor price,” he said.

He expected that more farmers are engaging in growing tobacco this season as he cited that tobacco is considered as the main cash crop in Ilocos provinces after the rice season. #  Source -  (JNPD/FGL/PIA- 1)

DEPED ENJOINS THE NATION IN OBSERVANCE OF FILIPINO VALUES MONTH

The Department of Education (DepEd) reminds all schools to observe and celebrate the Filipino Values Month this November, pursuant to Presidential Proclamation No. 479, s. 1994.

Through DepEd Memorandum No. 177, s. 2017 dated October 31, 2017, all public and private schools are enjoined to conduct simple yet meaningful activities promoting Filipino values through, but not limited to, creative arts exhibit, poster and slogan making, poem, song, jingle or story composition, symposia or seminars, and recognition of learners and/or school personnel for exemplary behavior.

This year’s theme, “Kahinahunan at Katatagan: Tugon sa Makabago at Mapanghamong Panahon,” came up during the National Consultative Workshop with Values Education / Edukasyon sa Pagpapakatao Supervisors and Coordinators to highlight the importance of composure and strength in spirit amidst these challenging times.

The Department emphasizes the role of this month-long celebration in strengthening the Filipino culture and ideals, especially the DepEd’s core values – Maka-Diyos, Maka-tao, Makakalikasan, and Makabansa.

The observance targets to mobilize all citizens – including the learners – to contribute to nation-building through upholding Filipino values, and to instill the power of these values and ideals in achieving individual success and national progress.

MALARIA AWARENESS MONTH

Per Proclamation No. 1168 the month of November of every year is declared as Malaria Awareness Month.

Malaria is a disease caused by protozoan parasites called Plasmodium. It is usually transmitted through the bite of an infected female Anopheles mosquito.

Most malaria cases in the country occur in rural areas and especially in forested, swampy, hilly and mountainous regions.

The typical presentation of malaria is high grade fever that periodically recurs every two to three days. The fever is preceded by several hours of shaking chills, and as the fever subsides the patient experiences marked sweating. # Source – www.dilg.gov.ph

TRADITIONAL AND ALTERNATIVE HEALTH CARE MONTH

Recognizing the importance of traditional and alternative medicines in providing essential health care to Filipinos, Presidential Proclamation No. 698 has declared November as Traditional and Alternative Health Care (TAHC) Month. The proclamation is in support of the Traditional and Alternative Medicine Act of 1997 (Republic Act No. 8423), which recognizes the value of traditional medicine for Filipinos, and has, therefore, integrated it into the national health care delivery system. # Source – www.dilg.gov.ph
