DSWD PANTAWID PROGRAM HELPS IPS VALUE HEALTH, EDUCATION

The Department of Social Welfare and Development (DSWD) is helping more members of indigenous people (IP) groups in the country learn the value of prioritizing their children’s health and education through its Pantawid Pamilyang Pilipino Program (4Ps).

Monaliza Remo, 42, an IP-beneficiary of 4Ps at Brgy. Puting Kahoy in the Municipality of Rosario, Batangas shared how the Pantawid program has helped her and her fellow Aetas realize the importance of putting the health and education of their family first.

According to Monaliza, parents in their community have learned to bring their children to school and to health centers for checkups ever since they became members of 4Ps.

“Noong una, hindi talaga mapilit ang mga nanay dala na rin marahil sa wala kami madalas sa aming mga bahay (At first, it’s hard to convince my fellow mothers [to bring their kids to health centers] because we are not usually home),” she shared.

“Ang mga Aeta kasi, kung saan-saan pumupunta para maghanap ng pagkakakitaan (Aetas go to different places to look for sources of income),” Monaliza explained.

As part of their co-responsibilities with 4Ps, beneficiaries are required to follow certain conditionalities of the program, including the monthly health checkup of their children, 85 percent monthly school attendance of the kids, and participation in family development sessions conducted by DSWD.

There are around 2,000 household-beneficiaries of Pantawid in the CALABARZON Region who belong to IP groups, both for the regular and modified Conditional Cash Transfer schemes.

Katutubo caravan

To continuously provide aid to the Aetas in the region, the DSWD, through its Field Office (FO) in Region IV-A, recently partnered with the Department of Health (DOH) to bring free health services to the members of the IP group.

Around 200 Aetas were provided with health services during the ‘Katutubo Caravan’ conducted by DSWD FO IV-A in partnership with DOH CALABARZON at Brgy. Pinagsibaan in the town of Rosario last June.

The caravan was organized by the field office for 4Ps beneficiaries who belong to the IP group in the towns of Rosario and San Luis.

Aeta families availed of free medical checkups and dental services and were given medicines and vitamins. Some of them were also referred to nearby hospitals for further medications.

Jorro Dela Cruz, 41, a resident of Brgy. Bagong Tubig in San Luis is one of the beneficiaries who availed of the medical checkup. He was referred to the Rural Health Unit of San Luis for further medication, as he has been dealing with cough for a couple of months already.

Aside from him, his three children were also provided with vitamins during the activity.

“Maganda po na mayroong ganito (Katutubo Caravan). Hindi lamang dahil nabibigyan kami ng serbisyo, kung hindi dahil nabibigyan kami ng pagkakataon na makasalamuha ang iba naming mga ka-tribo(It’s great to have this kind of activity not just because it provides us with services, but also because it gives us an opportunity to be with our fellow tribemates),” shared Dela Cruz.

According to DSWD Acting Secretary Virginia “Gee” N. Orogo, the Department, through its field offices, is continuously providing assistance to different IP groups in the country.

“We at DSWD are doing our best to extend aid to our fellow citizens who belong to different IP groups. We implement programs tailored to them and we continue to collaborate with different government agencies and non-government organizations in the delivery of basic social services for them,” Sec. DEPED TO CONDUCT NATIONAL CHILD PROTECTION SUMMIT 2018

The Department of Education (DepEd), in partnership with the United Nations Children’s Fund (UNICEF) Philippines and Child Protection Network Foundation, Inc. will gather youth representatives, teachers, guidance counselors, school heads, child rights advocates, and other education stakeholders from various government and non-government organizations for the National Child Protection Summit 2018 on August 23 and 24 at the SMX Convention Center in Pasay City.

Anchored on the theme “Bata, Bata, Ating Kinakalinga: Strengthening the Implementation of the Child Protection Policy.”” this summit aims to give the participants an opportunity to identify strategies that will further advance the implementation of the DepEd Order No. 40, s. 2012, or the Child Protection Policy, and thereby promote the best interest of all school children.

The Summit shall serve as a venue for the participants to gain knowledge on the issues and challenges encountered by schools in implementing the policy; for experts and child care practitioners to share their insights on the vulnerabilities that children encounter; for partners to share promising practices on child protection; and for all stakeholders to identify areas of priority action and further collaboration to help strengthen the Child Protection Policy of zero tolerance against all acts of child abuse, exploitation, violence, discrimination and bullying.

Education Secretary Leonor Magtolis Briones iterated that one of the topmost priorities of the Department is to provide a safe, nurturing and free-from-fear learning environment to students, as well as to teachers and other personnel at the school level, and this gathering of champions in child protection will help the Department in ensuring this.

“DepEd actively promotes for a safe and conducive learning environment, not just for our learners but also for our teachers and other employees. We, in DepEd, continue to partner with different stakeholders in conducting efforts geared toward achieving this mandate, and an improved basic education system in our country,” Briones stated.

“UNICEF congratulates DepEd for taking a leadership role in this gathering, which is a very timely milestone in the landmark initiative that the Philippines has become a model in operationalizing the global INSPIRE strategies. We will continue to support DepEd and the Philippine Government in implementing the laws, addressing social norms, creating safe spaces for children, providing parent and caregiver support, strengthening families’ economic situation, providing support and response services, and empowering children and youth with key life-skills,” said UNICEF Philippines Representative Lotta Sylwander.

Furthermore, this activity responds to the targets of the Philippine Plan of Action to End Violence Against Children for 2017-2022, which stipulates that the Department has a stake in reducing the prevalence of violence against children. It is DepEd’s mandate to create a learning environment that is safe and conducive to the education of all children, one that respects, protects, fulfills, and upholds their rights.

“We at Department of Social Welfare and Development (DSWD) value our stakeholders and the role they play in carrying out our programs and services. We would not be able to operate a massive program such as Pantawid Pamilya if it were not for the support of our stakeholders from other national government agencies, local government units, and other sectors. Through this forum, we hope that our stakeholders will gain deeper appreciation of the program through keeping them updated with our endeavors and providing one venue where they can share and seek clarification on program issues and concerns,” said DSWD Secretary Virginia N. Orogo.

The implementation of Pantawid Pamilya, a social protection program that focuses on human capital development of eligible poor households, is led by the DSWD in coordination of the Department of Education (DepEd), Department of Health (DOH), and local government units (LGUs). It is the Philippines’ biggest social protection program for the poor that operates in 41, 620 barangays, 1,627 cities and municipalities, and 80 provinces in all 17 regions nationwide. It currently has 4.39 million active household beneficiaries.

The DSWD also recognizes that the accomplishments of Pantawid Pamilya resulted from the coordination and cooperation with different stakeholders, especially with the legislators who have a vital role in ensuring the continuous implementation of the program.

“The legislators affect the course of Pantawid Pamilya and how it should move forward. Conducting this forum is one way we can show them that we value their perspectives which we can use in developing collaborative agreements for the benefit of the program and its beneficiaries,” Sec. Orogo added.

CHURCH GROUP LEADS ACTIVITY TO UNITE IPS IN ILOCOS

Cabugao, Ilocos Sur – The Ilocos Region Ecumenical Council (IREC) organized an activity in concordance with the celebration of World Indigenous Peoples Day last  August 9, 2018.

Representatives from the Bago, Isnag-Yapayao and Tingguian tribes from Ilocos Norte, Ilocos Sur and La Union gathered in this town for the Ilocos Indigenous Peoples Convergence and Consultation.



“This activity is of utmost importance because many projects under the administration’s ‘Build, Build, Build’ program are located in IP communities and ancestral lands,” said Rev. Israel Bangsil, chairperson of IREC.

He explained that the activity intends to work for the IPs and their member churches by providing a venue where IP members can voice out their issues, and for the group to come up with the appropriate response. Bangsil himself is a member of Bago tribe in Salcedo, Ilocos Sur.

The head of the Diocese of La Union, Ilocos Sur and Abra of the Iglesia Filipina Independiente, Bishop Vermilion Tagalog, underscored in his message that rights violations of tribal communities occur because “the government allows aggressive businesses to venture into their ancestral lands.”

“IPs only takes what they need from the environment to survive while businesses take everything they want for profit, plundering resources and destroying the land,” the cleric said.

IP Concerns

In a workshop, the participants shared their experiences. Concerns raised range from non-recognition of their selected representative to bypassing the “free prior and informed consent” process.

Participant Melita Estillore, secretary of La Union Federation of IP Organizations reported the refusal of the provincial government to let their selected indigenous peoples’ mandatory representative to assume his office. According to her, officials from the province questioned the process they followed when they selected Sonny Solimen as IPMR in 2016.

Solimen, in a text message, said the National Commission on Indigenous Peoples (NCIP) administered his oath of office on June 16 last year. He added the court denied the petition for a temporary restraining order filed by the province. However, he is yet to take his position up to this date.

Isnag-Yapayao delegates from Adams and Pagudpud in Ilocos Norte complained of the impacts of different projects in their ancestral lands.

“Our livelihood is now affected because we are now prohibited from gathering forest products and hunting,” said Rolly Purdos of Salakniban ti Adams.

He explained that they were not consulted when their municipality, in partnership with an institution, designated part of their ancestral land as a critical wildlife habitat.

In Caunayan, Pagudpud the leader of Oggayam Tribal Organization accused the NCIP and energy corporations of “sowing disunity” in their community. Several energy corporations have put up wind turbines in their ancestral land and are planning to add more.

“The agency colluded with energy corporations to put up another IP elders and organization because they could not coerce us to submit to their terms,” claimed Benny Aguinaldo.

While Nick Lacaden, a Bago from Salcedo and leader of Timpuyog ti Mannalon ti Karayan Buaya shared their experience with the National Irrigation Authority, who proposed for the construction of a dam in their municipality with even securing their consent.

Unity declaration

The participants, in their Declaration of Unity written in Ilokano, claimed many of them were “denied of our rights to use, manage and develop our ancestral land.” They said the government violated their right to determine how they govern, develop economically and practice their culture.

They stated, “the government designates our lands as resource base” but neglects their needs. The participants also lamented that IP areas remain to be among the poorest and lack basic social services.

NDRRMC HOLDS 3RD QUARTER NATIONWIDE SIMULTANEOUS EQ DRILL

The National Disaster Risk Reduction and Management Council  (NDRRMC) conducts 3
rd Quarter Nationwide Simultaneous Earthquake Drill (NSED) with the ceremonial area at Plaza Burgos, Vigan City, Ilocos Sur. Local drills are conducted 
nationwide through the Regional DRRM Councils.
The drill commenced at exactly 2 o’clock in the afternoon where hundreds of residents along Plaza Burgos performed the duck, cover and hold as an initial response to a magnitude 7.2 earthquake generated along the Abra River Fault with intensity VIII. The earthquake drill scenario was derived from the PHIVOLCS Earthquake Intensity Scale 
(PEIS).

Various scenarios during the drill focused on the impacts of the earthquake to the Heritage Village of Vigan City. Immediately, the Emergency Operations Center of Public 
Safety and City  DRRM Council as well as the Incident Command Post of the Local Incident Management Team were established. Subsequently, the Emergency Response 
Cluster was activated to coordinate response efforts related to the incident. 

Rapid Damage Assessment and Needs Analysis Teams were deployed to assess disaster stricken communities particularly at the Heritage Village. Search, rescue and 
retieval operations, fire suppression, vehicle extrication, looting incident, collapsed structure and high angle rescue were among the other incidents depicted. 

NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad graced the 3
rd Quarter NSED as guest of honor and speaker.  Usec Jalad  along with Ilocos Sur Governor Ryan Luis V Singson, Vigan City Mayor Juan Carlo Medina, Director

DSWD URGES PUBLIC TO REMAIN ALERT AMID ENHANCED MONSOON RAINS

The Department of Social Welfare and Development (DSWD) continues to reiterate to the public to stay vigilant and report their situation to authorities as a new low pressure area (LPA) is expected to enhance the monsoon rains affecting  a huge portion of Luzon.

“Patuloy po ang aming paalala sa publiko na mag-ingat at agad makipag-ugnayan sa kanilang lokal na pamahalaan o sa DSWD-Field Offices upang agad namin maihatid ang tulong na kanilang kailangan (We remind the public to remain vigilant and to coordinate with their local government units (LGUs) or DSWD- Field Offices so that we can immediately deliver necessary assistance),” said DSWD Secretary Virginia N. Orogo.

As of today’s 6AM report, a total of P21,062,781.24 worth of assistance has already been provided to affected residents, of which, P14,571,347.24 worth of aid was provided by the DSWD while P6,491,434 worth of assistance was provided by concerned LGUs.

Meanwhile, 253 evacuation centers  set up by LGUs remain open in Regions I, II, CALABARZON, NCR, and CAR providing temporary shelter to 22,648 families or 102,315 individuals.

In addition, the Department, as the lead agency in camp coordination and camp management, has assigned social workers to  conduct visitation and needs assessment in evacuation centers  to ensure the welfare and protection of evacuees

The DSWD FO-NCR also confirmed that 100% of the evacuation centers in Metro Manila have child and women-friendly spaces to ensure the safety of children.

In the Southern Tagalog Region, Municipal Social Welfare and Development Offices (MSWDOs) of affected LGUs are consistently reporting to the DSWD FO-CALABARZON regarding the conduct of profiling of affected families, provision of hot meals, and other relief efforts.

Lastly, the Department maintains its heightened alert status by continuing its coordination and monitoring on the status of affected cities and municipalities through its field offices for significant reports and updates. # Source – www.dswd.gov.ph

NYC GEARS UP FOR INTERNATIONAL YOUTH DAY AND LINGGO NG KABATAAN 2018

The National Youth Commission (NYC) were in the cities of Biñan, Iriga, Dagupan, Cebu, Iloilo, Zamboanga and Iligan to celebrate the International Youth Day (IYD) and Linggo ng Kabataan (LNK) 2018  last  August 12, 2018. 

With the theme “Safe Spaces for Youth,” this year’s IYD aims to increase awareness among the youth on what is safe space, to determine the youth’s perspective on safe space, and to advocate the role of the Sangguniang Kabataan (SK) in governance, as one of the champions in ensuring and providing safe spaces for the youth.

“This year’s IYD will be different from the previous celebrations. We conceptualized a program that is more fun so that the youth will appreciate the activity even more. It is quite challenging for us to implement IYD in seven areas but at the same time, we are looking forward and excited on what would be the outcome,” said NYC Assistant Secretary Paul Pangilinan, Chairperson of the IYD and LNK 2018 National Organizing Committee.

IYD and LNK 2018 participants in each area will be coming from the sub-sectors of out-of-school youth, in-school youth, and youth with specific needs. Sangguniang Kabataan officials and youth volunteers will also join the celebration.


“As one of the most vulnerable sectors in our society, we are hoping that the youth sector will not just have fun during the IYD and LNK 2018 celebration but will also gain knowledge on the concept of safe space and propose recommendations or policies to their LGUs in order to provide a safer and more secured environment for the youth,” added Pangilinan.
