DSWD LEADS IRR SIGNING OF LAWS STRENGTHENING CHILDREN’S WELFARE

Department of Social Welfare and Development (DSWD) Secretary Rolando Joselito D. Bautista and representatives of national government agencies and non-government organizations sign the Implementing Rules and Regulations (IRR) of the “Simulated Birth Rectification Act” and “Masustansiyang Pagkain Para sa Batang Pilipino Act” which prioritize the welfare of the Filipino children. Witnessing the signing are members of the executive and legislative branches of the government, including (standing from left to right) KABAYAN Party List Representative Ron P. Salo, Senator Grace Poe, and La Union Representative Sandra Eriguel.
As part of the government’s efforts to improve the welfare and protection of Filipino children, the Department of Social Welfare and Development (DSWD) led the ceremonial signing of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 11222 or the “Simulated Birth Rectification Act” and Republic Act No. 11037 or the “Masustansyang Pagkain Para sa Batang Pilipino Act” on October 7, 2019 at the DSWD Central Office in Quezon City.

Other national government agencies (NGAs) and non-government organizations (NGOs) which took part in the crafting of the IRRs also signed the documents. These are Department of Education (DepEd), Department of the Interior and Local Government (DILG), Department of Justice (DOJ), Philippine Statistics Authority (PSA), Council for the Welfare of Children (CWC), Association of Child Caring Agencies of the Philippines (ACCAP), Child Rights Network (CRN), and Philippine Association of Civil Registrars (PACR).

The activity was also attended by Senator Grace Poe and La Union 2nd District Representative Sandra Eriguel who both delivered messages on behalf of the legislative branch of the government. 

Amnesty

On February 21, 2019, President Rodrigo R. Duterte signed RA No. 11222 which stipulates that a person who committed birth simulation will be given amnesty if proven that the act was made “for the best interest of the child, and that such child has been consistently considered and treated by the person or persons who simulated such birth as her, his, or their own daughter or son.”

This will encourage those who, in the best interest of a child, resorted to simulation of birth, to come out without threat of prosecution and to provide a process by which they may not only rectify the simulated birth record but also legalize the existing parent-child relationship between them.

This is only applicable to cases of birth simulation committed on or before March 28, 2019 which means that even an adult with a simulated birth certificate could avail of the administrative adoption.

The Petition for Administrative Adoption with Application for Rectification of Simulated Birth Record could be filed until March 29, 2029 because the law provides for a ten-year period of implementation only from the date of effectivity, which is March 29, 2019.

Another important provision of the IRR is the issuance of the Order of Adoption by the DSWD Secretary which includes the following: Cancellation of the simulated birth record of the child; late registration of the rectified birth record, which is a birth or foundling certificate, bearing the true facts of birth or finding of the child as the case may be; and the new birth certificate.

Healthy Filipino children

Another law related to improving the well-being of children is the “Masustansyang Pagkain para sa Batang Pilipino Act,” which was signed by the President on June 20, 2018.

The law supports the Philippine Plan of Action for Children (PPAC) which aims to reduce stunting and wasting among preschool and school-aged children, as well as to reduce micronutrient deficiencies to levels below public health significance through the implementation of nutrition specific and nutrition-sensitive programs.

A salient point of the IRR is the institutionalization of the existing government feeding programs plus the provision of one fortified hot meal per day, fresh milk, and micronutrient supplementation to all beneficiaries of the DSWD’s Supplementary Feeding Program (SFP) and the DepEd’s school-based feeding program for not less than 120 days in a year.

The IRR also mandates the establishment of a National Nutrition Information System (NNIS), a database that will monitor program-beneficiaries and harmonize all existing national and local nutrition databases from concerned NGAs and other relevant agencies of government in order to identify individuals, groups, or localities with the highest magnitude of hunger and undernutrition. It will be managed by the National Nutrition Council (NNC) and will be used to monitor the health and nutrition of all Filipino children, especially the beneficiaries of SFP.

Concerned local government units (LGUs), in coordination with NGAs, are also required to conduct health examinations, deworming, vaccination of beneficiaries, and establishment of Water, Sanitation, and Hygiene (WASH) facilities.

In addition, NGAs, in coordination with the Department of Agriculture (DA), will also encourage their component units to allot a portion of land or space for the cultivation of vegetables and other nutrient-rich plants and shall employ modern gardening technologies under the Gulayan sa Paaralan.

The IRR also includes the institutionalization of the Integrated Nutrition Education, Behavioral Transformation and Social Mobilization (INEBTSM) program. This features public health, nutrition, and values transformation campaign which promotes holistic and integrated approach to health and nutrition education.

DOH SECRETARY SIGNS IRR OF UNIVERSAL HEALTH CARE LAW

Health Secretary Francisco T. Duque III today signed the Implementing Rules and Regulations (IRR) of the Universal Health Care Law (UHC) or the Republic Act No. 11223, which was enacted last February 20 of this year by President Rodrigo Duterte.

The IRR will pave way for the implementation of the UHC Law, which ensures holistic health care for every Juan and Juana by reorienting health care towards health promotion and preventive care, from a curative care focused system.

“The health system must actively improve the health literacy, the built environment, and the social determinants of health of every Filipino⁠—it should be a system that seeks out and cares for Juan and Juana everyday, throughout their lives, not just when they are sick,” Secretary Duque said.

Each Filipino will be assigned to a primary care provider (health worker) who shall be the first contact of health care. Primary care providers will deliver free essential health services and will guide patients through the different health care facilities. 

All Filipinos will also be automatic members of PhilHealth as direct or indirect contributors and shall be eligible to No Balance Billing once admitted to basic or ward accommodations in hospitals. Availability of basic ward accommodation in all facilities will be ensured through prescribed basic-private bed ratios—90:10 for public health facilities, 70:30 for public specialty health facilities, and a minimum of 10:90 for private health facilities.

With UHC, the delivery of optimum and quality health services will be achieved through capacity-building of human resources for health and improved access to medicines and commodities by way of transparent pricing. 

With all these promising improvements in the health system, the DOH reminds every Filipino to be cognizant of their role as agents of change, equally responsible for their own health. 

“When we say, “Sa UHC, lahat kasama,” we do not just mean that UHC caters to every Juan and Juana, we are also calling on every Juan and Juana to contribute to this immense reform to shape their health future, a health future that is for them and as much as it is by them,” Secretary Duque concluded. # Source – www.doh.gov.ph

DEPED REAFFIRMS COMMITMENT TO TEACHERS' SAFETY

The Department of Education (DepEd) on Sunday reaffirmed its commitment to ensuring teachers’ safety and well-being and maintaining schools as zones of peace.

This after the shooting of Zhydee Bitago Cabañelez, an elementary teacher at the Dalit Elementary School in Valencia City, Bukidnon on October 15.

Some four unidentified armed men attacked Cabañelez and her husband, Ramil, with the pupils still inside her classroom at around 8 a.m.

The husband managed to escape while the victim sustained serious physical injuries.

In a statement through viber, DepEd Undersecretary Annalyn Sevilla and officer-in-charge Assistant Secretary for Legal Affairs Alberto Escobarte, during a meeting with the Alliance of Concerned Teachers at the DepEd Central Office, said the victims would be provided with financial assistance.

“Sa ngayon nakapagbigay na po tayo nang financial assistance [sa mga biktima]. (We have already given financial assistance [to the victims]. We were able to give it through voluntary contributions to their family),” Sevilla added.

Meanwhile, Escobarte assured that the victims are entitled to rehabilitation leave with pay which is subject to extension, on top of the statutory benefits from Government Service Insurance System and Philippine Health Insurance Corporation.

“The barangay leaders committed to assign civilian volunteer organizations (CVO), purok leaders, and barangay tanod to serve as security officers during school hours. The community people have become more aware and are escorting the teachers in coming to school and going home up to the boundary of the barangay,” Escobarte said.

He added there could be higher penalties against the perpetrators since the direct assault was committed against persons in authority on official duty.

The Schools Division Office of Valencia City coordinated with the local authorities for added security.

Sevilla reported that the learners, teachers, and parents involved in the incident already received psychological first-aid through stress debriefing. Classes in the school will resume next week. 

DepEd Secretary Leonor Magtolis Briones earlier issued a statement strongly condemning the crime and called on the Philippine National Police to resolve the case and bring the perpetrators to justice.

“We continue to reiterate our call to various stakeholders to maintain the neutrality of schools as ‘zones of peace’ to ensure that learners and teachers are in an environment conducive to learning and free from harm,” Briones said. (PNA)

DA, DSWD TO CONVERT 4PS’ P600 RICE SUBSIDY INTO RICE

Instead of distributing a PHP600 rice subsidy per month, families under the government’s Pantawid Pamilyang Pilipino Program (4Ps) will be given actual rice under a new proposal.

Department of Agriculture (DA) Secretary William Dar bared that his agency is working with the Department of Social Welfare and Development (DSWD) to convert the latter’s PHP600 subsidy into rice to help farmers amid lower prices of palay.

“Last week, we have been in touch-base with the Secretary of DSWD (Rolando Bautista). Sabi namin, ang (We said, the) proposal, why not give rice this time around and they are open,” Dar said in an economic briefing in Malacañang.
Dar said the two agencies are already holding “final discussions” on the proposal and are set to sign a memorandum of agreement (MOA) by October.

“The final discussions are being made, so that this quarter starting of course September and the next quarter ay puwede na silang magbigay ng bigas (they can already start giving rice),” Dar said.

“Bibilhin nila iyong bigas galing sa mga provincial governments na magnenegosyo at saka galing sa (They will buy the rice from provincial governments engaged in business and the) National Food Authority.

Dar said his agency is also coordinating with the legislative branch to include it as a provision in the law.
“Kasi kung naisabatas iyan at konti ang (because if it is enacted into a law and has little) flexibility, we will suggest na mas maganda kung bigas; iyon ang position natin (it’s better if it’s rice. That’s our position),” Dar said.

“At irirekumenda natin na (And we will recommend that) this is a permanent policy,” he added.

Dar said he has directed administrators to ensure that warehouses of the National Food Authority (NFA) will be leased to provincial governments instead of the private sector.

“I directed the administrator na the leases with private sector has to end and we’ll give priority to provincial governments that that will engage in palay buying -- in milling or in marketing of rice,” Dar said.

On April 17, President Rodrigo Duterte signed a law institutionalizing the 4PDs of the DSWD.

The 4Ps is the national poverty reduction strategy and human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven years to improve the health, nutrition, and educational aspect of their lives. (PNA)

PARENTS WARNED AGAINST INSTANT NOODLES, PROCESSED FOODS

Health experts on Wednesday urged parents to avoid feeding their young children with instant noodles and processed foods.

“In complementary feeding, this is when a child starts feeding at six months old, don't give a child food with artificial coloring and flavors. If you think these harm you as an adult, more likely these are going to harm your kids,” Department of Health Disease Prevention and Control Bureau officer-in-charge, Dr. Anthony Calibo said in a press briefing in Makati City.

Calibo said healthy eating does not start during adulthood but during early childhood.

“These instant noodles may have the good intention to provide nutrition, they may even possess the micronutrient Sangkap Pinoy Seal, meaning they have been fortified, but if they're high in sodium, it is going to be unhealthy for the baby's kidney,” he said.

Meanwhile, National Nutrition Council executive director, Dr. Azucena Dayanghirang said it cannot be ruled out that instant noodles do not have nutritional value at all.

“We tell manufacturers to reformulate their products, huwag masyado damihan ang asin. Noodles as the most affordable for households, we tell them to add mga gulay like kalabasa, malunggay, itlog din pwede (vegetables like squash, malunggay, egg also),” Dayanghirang said.

Citing that frequent instant noodles consumption could lead to hypertension, Calibo advised that it must be eaten sparingly.

“For example, you've been feeding your child instant pancit canton every day, that's not a recommendation, probably once a week, and you shouldn't be giving other salty food like chips you already gave instant pancit canton,” he said.
To keep children from consuming instant noodles and processed food, Calibo urged parents to prepare meals ahead of time.

“Children are heavily dependent on adults, start teaching your caregiver to serve healthy food options if you’re working and unable to prepare meals. There are dieticians and nutritionists you can consult and they can help you in the preparation of a healthy meal plan for your family,” he added.  # Source - (PNA)

DOH URGES PARENTS ANEW TO COMPLETE KIDS' VACCINATION

The Department of Health (DOH) on Wednesday urged parents to ensure that their children receive the complete dose of all recommended vaccines in their first year of life.

In a statement, the DOH stressed the importance of protecting infants and children from other vaccine-preventable diseases like diphtheria, pertussis, and tetanus, apart from measles and polio.

The DOH- Epidemiology Bureau (EB) said it has been monitoring the cases of diphtheria and other infectious diseases on a regular basis.

“From January 2019 to September 2019, there have been 167 cases and 40 deaths compared to 122 cases and 30 deaths cases in the same period in 2018. The reasons for the trend are being investigated,” it added.

Aside from heightened immunization, the DOH-EB said the anti-toxin for diphtheria is available in the country through World Health Organization’s while antibiotics for diphtheria like penicillin, erythromycin, clarithromycin, and azithromycin, are locally and commercially available.

“With our campaign, Back to bakUna, Una sa Lahat ang Bakuna, we call on our local chief executives, local government health workers, other health professionals, and civil society groups to work together to reach every child and ensure that they receive the vaccines on time,” the DOH said. # Source -  (PNA)

LOWERING OF RETIREMENT, SENIOR CITIZEN AGE TO 56 SOUGHT

A party-list lawmaker is pushing to lower the optional retirement and senior citizenship age in the country from 60 to 56 years.

Ako Bicol party-list Rep. Alfredo Garbin Jr. filed House Bill 86, seeking to adjust the minimum retirement age in both public and private sectors, to enable retirees to enjoy a better quality of life through their pension and retirement benefits at an earlier age.

“VAT (value-added tax) exemptions, mandatory membership in the government’s health-care system and discounts for medicine, basic necessities and service will all come earlier, reducing the physical toll on our citizens to keep working just to reach the retirement age and avail themselves of the benefits of being…senior citizens,” the lawmaker explained.

The proposed measure seeks to amend section 13-A of Republic Act 8291, or the Government Service Insurance System Act of 1997, which set the optional retirement age for government workers at 60 and the mandatory retirement age at 65.

Garbin said the lower retirement age would likewise help the bureaucracy, as it hastens the turnover of government positions to younger professionals, making way for the infusion of fresh blood in public services.

“Countless cases involving public officers emphasize the need of a younger workforce in the government, to inject new perspectives and insight into the government’s ranks,” he pointed out.

He said the same principle applies to the private sector, as the proposed measure would create more employment opportunities for those seeking employment in the government and a chance to serve the country.

“This bodes well for the families of our retirees as well, as our retirees have more time to spend with their loved ones in relative comfort. Our retirees and their families will enjoy the fruits of decades’ worth of labor and will lessen the burden on the family’s spending,” Garbin added.

He cited for instance the police and military services where the retirement age is 56 or once they reach 30 years of service.

At present, the retirement age for private employees is 60, while government workers have until 65 for mandatory retirement.

In conjunction with this proposed measure, Garbin filed a separate bill seeking to lower the age of senior citizens to 56.

The bill seeks to amend RA 7432, also known as the Senior Citizens law, which currently sets the age of senior citizenship at 60.

Garbin said the measure seeks to give employees the necessary benefits and privileges at the age when most “ailments and other physical limitations” are experienced the most. 

The House is set to tackle the proposed measure when it resumes session next month. # Source - ADAPTED

DILG ORDERS LGUS TO LIFT BAN ON PROCESSED MEAT PRODUCTS

Following the implementation of measures to contain the spread of African swine fever (ASF), the Department of the Interior and Local Government (DILG) has directed local government units (LGUs) to allow the distribution and sale of processed meat products that contain pork as ingredient in all provinces subject to certain conditions.

“Since the government has been acting aggressively and effectively to address the ASF outbreak, we are urging all LGUs to lift the ban on processed meat products containing pork for as long as the products meet certain conditions imposed by the Department of Agriculture (DA),” DILG Secretary Eduardo M. Año said. 

In a memorandum circular to governors, city and municipal mayors, and punong barangays, Año said all LGUs should strictly adhere to specific guidelines on the movement, distribution, and sale of processed meat products “in order to protect the consumers as well as the stakeholders in the meat industry from any disruption in the flow of trade and commerce across the country.”

The same memo circular also said for processed meat products that do not have pork as raw material such as corned beef, beef hotdogs, chicken nuggets, chicken hotdogs, and similar items, these should be allowed unrestricted movement and distribution in all provinces.

“Upon demand by LGU quarantine officials, the Certificate of Product Registration of processed meat products issued by the Food and Drug Administration to the manufacturers may be shown to LGUs. This should suffice to allow movement and distribution to all provinces,” Año said.

On the other hand, processed meat products that contain pork as an ingredient, either partially or fully, should also be allowed to be distributed and sold to all provinces subject to conditions imposed by the DA.

Under the guidelines, meat products containing pork should be heat-treated or fully cooked according to internationally accepted standards adopted by the Philippine Association of Meat Processors.

For canned meat products, they should be cooked at 116 degrees Celsius for at least 60 minutes, while hotdogs, hams, and bacon should be processed/smoked/cooked to a core temperature of at least 72 degrees centigrade for over one hour. Smoked/cooked pork sausages, on the other hand, should be cooked to a core temperature of at least 72 degrees centigrade for at least 40 minutes.

Since imported pork is generally used by meat processors, the manufacturer/processor should present certification as to source/origin from a non-ASF infected country supported by any acceptable document such as Veterinary Health Certificate of the exporting country and the Sanitary and Phyto Sanitary (SPS) Import Permit issued by the DA.

On the other hand, if pork is sourced from local producers, a document issued by the National Meat Inspection Service (NMIS) authorizing its movement or use for the production of processed meats should be shown to LGU authorities.

For processed meat products such as tocino, fresh longganisa, and tapa that use pork as material but do not undergo heat treatment or full cooking, an NMIS certification is necessary for locally-sourced pork.

For imported meat materials, permits and certifications to ensure that the source countries are free from ASF and are from DA-approved sources are essential.

DILG Undersecretary and spokesperson Jonathan Malaya said the DILG guidelines are issued to protect all stakeholders, the economy, the industry, and the consumers.

“The experts from the Department of Agriculture have already advised us that if the conditions are met, processed meat is safe. Moreover, the current restrictions will ultimately force consumers to pay higher prices because of the adverse impact of the LGU-imposed ban on the meat industry,” he said.

Since the ASF outbreak in July, there have been approximately 30,000 pigs that have so far died and were culled due to ASF, which amounts to less than 1 percent of the country’s total swine population of 12.8 million.

According to the NMIS, ASF is a highly contagious viral disease that causes death among pigs, warthogs, and boars due to high fever, loss of appetite as well as hemorrhages in the skin and internal organs. There is no known vaccine against ASF yet.

The World Organization for Animal Health said there is no vaccine for the virus, although both the DA and the Health department have said it is harmless to humans. # Source – PNA/(PR)

ANTIBIOTICS ABUSE: SAVING MONEY AT THE EXPENSE OF ONE’S HEALTH

Many cash-strapped Filipinos tend not to finish their dosage of antibiotics in order to save money. Little did they know that this practice will cost them bigger expenses later when their disease or infection becomes resistant to antibiotics.

“Sasabihin ng doktor one week ang antibiotic pero hindi ko na kinukumpleto dahil mahal. Minsan, five days lang, kasi iniisip ko branded, hindi naman generic ang antibiotic na nabili ko kaya okay na siguro iyon (The doctor says the antibiotic must be taken for a week but I don’t follow the doctor’s advice because it’s expensive. Sometimes, I just take it for five days since I buy branded medicines and not generic, so I think, it’s okay),” Tess Reyes, 44, told Philippine News Agency (PNA) in an interview.

Being a single mother with two children, Reyes often looks for ways to keep her daily expenses minimal so she can send her children to school.

Philippine National Formulary and National Antibiotic Guidelines representative Cecilia Maramba-Lazarte said Reyes’ practice is a form of antibiotic misuse which is as dangerous as self-medication.

“Self-medication and misuse are forms of antibiotics abuse. Patients don’t go to the doctor, they self-medicate, they ask their neighbor, ano ang ininom mo para sa ganito o noong masakit ang lalamunan mo (what did you take for this or when you had sore throat) instead of getting appropriate treatment,” Lazarte said.

Citing that most infections are viral in nature, Lazarte explained that taking antibiotics to cure them could add resistance to the bacterial population present.

“If you have an infection, go to the physician for proper assessment and laboratory tests to know whether its viral or bacterial infection and so proper drugs can be prescribed. If it is a viral infection, you don’t need an antibiotic for it,” she said.

Lazarte added that strict compliance with the doctor’s prescription is important in ensuring the total healing of the patient.

“For example, they already feel better, they’ll already stop it. This will lead to the possibility that you haven’t eradicated all the bacteria,” she said.

According to the World Health Organization, repetitive abuse of antibiotics leads to the risk of getting anti-microbial resistance.

“This means they (infections) won’t be sensitive to the usual antibiotics anymore and you’ll need stronger drugs to eradicate these bacteria,” Lazarte said.

Lazarte cited that pharmaceutical companies have stopped investing in researches in the past years because of small return of investment since antibiotics are prescribed to be taken only for a few days compared to medicines for lifestyle diseases.

“It’s possible that there would be no new ones. Taking antibiotics when we don’t need them will lead to a time when they will no longer be useful,” she added.

In line with this, a report of the Antimicrobial Resistance Surveillance Program (ARSP) said that skin infections due to staphylococcus aureus used to be curable with Oxacillin.

ARSP is a program of the Department of Health that aims to provide critical inputs to the DOH’s effort to promote rational drug use by determining the status and trends of antimicrobial resistance of selected bacteria to specific antibiotics

“In the latest data from ARSP, the Oxacillin resistance is already from 52 percent. Now, we have to use a higher drug-like Clindamycin for oral or if the patient is very sick or septic, we use Vancomycin,” Lazarte said.

She added there could only be very few drugs that can be used to cure such infection other than Vancomycin.

On Sept. 26, the Department of Health (DOH) launched the online version of the National Antibiotic Guidelines (NAG) to guide health care providers on rational antibiotic use as part of the national effort to fight the growing public health threat of antimicrobial resistance. 

The NAG also outlines the recommended approach to the treatment of common infectious diseases and aims to facilitate consistency of care and quality use of antimicrobials in all healthcare facilities.

“Antimicrobial resistance is now a significant public health threat which causes major health and economic consequences. The irrational use/misuse of antimicrobials was identified as a major driver of antimicrobial resistance (AMR) which has been associated with various management and healthcare provider concerns,” DOH Undersecretary Rolando Enrique Domingo said. # Source -  (PNA)

DOH URGES PARENTS ANEW TO COMPLETE KIDS' VACCINATION

The Department of Health (DOH) on Wednesday urged parents to ensure that their children receive the complete dose of all recommended vaccines in their first year of life.

In a statement, the DOH stressed the importance of protecting infants and children from other vaccine-preventable diseases like diphtheria, pertussis, and tetanus, apart from measles and polio.

The DOH- Epidemiology Bureau (EB) said it has been monitoring the cases of diphtheria and other infectious diseases on a regular basis.

“From January 2019 to September 2019, there have been 167 cases and 40 deaths compared to 122 cases and 30 deaths cases in the same period in 2018. The reasons for the trend are being investigated,” it added.

Aside from heightened immunization, the DOH-EB said the anti-toxin for diphtheria is available in the country through World Health Organization’s while antibiotics for diphtheria like penicillin, erythromycin, clarithromycin, and azithromycin, are locally and commercially available.

“With our campaign, Back to bakUna, Una sa Lahat ang Bakuna, we call on our local chief executives, local government health workers, other health professionals, and civil society groups to work together to reach every child and ensure that they receive the vaccines on time,” the DOH said. # Source - (PNA)

DOH SIGNS IRR FOR UHC LAW

Department of Health Secretary Francisco Duque III on Thursday signed the implementing rules and regulations (IRR) of the landmark Universal Health Care (UHC) law (Republic Act No. 11223).

In his speech at the ceremonial signing in Manila, Duque said the IRR is only the first step to the creation of a health system that works for all.

“We will begin with a change in perspective where health care is more than treating patients in our facilities. The health system will actively improve the health literacy, the health environment, the social determinants of health of every Filipino,” he said.

The IRR would guide the DOH and its partner agencies in implementing the landmark law.

Quezon 4th District Rep. Helen Tan, author of the UHC Act in the House of Representatives, said while the law may not be perfect, it is a good start in improving the health condition of Filipinos, despite many challenges including appropriate funding.

“Ang bola ay nasa DOH and PhilHealth na (The ball is already in the hands of the DOH and PhilHealth [Philippine Health Insurance Corporation] already)…and you can’t afford to lose this battle for the people and now is the time to fulfill the promise of health care,” she said.

Senator Risa Hontiveros, a co-author and co-sponsor of the UHC Act, said the legislators would monitor the implementation of the law through mandated performance evaluation mechanisms.

“Ito ay para masiguro na nagta-translate sa aktwal na pagbabago, na nararamdaman ng mga Pilipino ang reporma ng UHC law (This is to ensure that it [UHC law] translates to actual change, that every Filipino feels the reforms brought about by the UHC law),” Hontiveros said.

On February 20, President Rodrigo Duterte signed the UHC law which ensures that every Filipino, including overseas Filipino workers, are eligible to preventive, promotive, curative, rehabilitative, and palliative care.

Under the law, all Filipino citizens are automatically enrolled into the government’s health insurance program.

Members who have the capacity to pay are considered direct contributors while the indigents and senior citizens are categorized as indirect contributors and are sponsored by the government. # Source -  (PNA)
