NTA, PGIS DELIVER FINANCIAL ASSISTANCE TO TOBACCO FARMERS

Dr. Robert Seares Sr., the new National Tobacco Administrator, who is from neighboring province of Abra came to the Ilocos Sur Provincial Capitol to deliver financial assistance for the Tobacco Farmers in this province. In joint coordination with the Provincial Government, the agency was able to allocate 103.5 million pesos purposely to uplift the Tobacco Industry. The One hundred million pesos was given to those farmers whose tobacco farms were devastated by Super Typhoon Lawin last October 2016. The other 3.5 million pesos was given to the different Tobacco Farmers Association for the establishment of curing barn. A total of nine thousand tobacco farmers from the municipalities of Sinait, Cabugao, San Juan, Magsingal, Burgos, Sta.Cruz. Quirino, San Emilio, Tagudin and Candon City were benefited from these projects. Governor Ryan Singson said that the Tobacco Industry has been one of the pillars of success of Ilocos Sur. He further said that the proceeds of RA 7171 or the tobacco excise tax brings a lot of development such as the construction of several post-harvest facilities, farm-to-market roads, and provision of different farm implements. “We became a first class province with the great help of RA 7171. Tobacco is the lifeblood of our province that is why we should sustain and improve this industry,” Gov. Singson added. Now that the coordination of NTA and the Provincial Government of Ilocos Sur is strengthened, Gov. Singson wants to have a proper pricing of Tobacco products and he plans to establish a Tobacco Farmers’ Training Center here in the province. #  Source –  PIO Ilocos Sur

28TH NATIONAL STATISTICS MONTH

Pursuant to Presidential Proclamation No. 647, issued on 20 September 1990 by then President Corazon C. Aquino with the objectives to promote, enhance and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and to elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country.

The overall theme for this year's celebration is "FACTS AND FIGURES FOR THE FUTURE: Statistics for Evidence-Based Decisions Towards AmBisyon Natin 2040." For the whole month of October, various activities will be conducted by the different national government agencies (NGAs), government-owned and controlled corporations, local government units, academe, as well as private companies and organizations. Thes activities include symposia, workshops, orientation-seminars, exhibits, audio visual and powerpoint presentations, publications of statistical reports, indicators and other relevant information, among others, with particular emphasis on the theme. Through a Presidential Proclamation No. 886 dated 06 September 1996 declared the last Friday of September every year as the National Maritime Day (NMD). Meanwhile, Proclamation No. 1094 series of 1997 declared every last Sunday of September of every year as National Seafarer’s Day (NSD), which amended Presidential Proclamation No. 828 series of 1996 in due recognition of Filipino seafarers’ vital role in the economic growth of the country. DEPED REPORTS IMPROVED SCHOOL-BASED FEEDING PROGRAM IMPLEMENTATION

Department of Education (DepEd) Secretary Leonor Magtolis Briones reported an improved performance in the implementation of the School-Based Feeding Program (SBFP), as well as the plan to increase the number of its target beneficiaries during the first Senate Committee on Finance Hearing on the DepEd’s proposed 2018 budget on September 18.

The Education chief mentioned that in 2016, the SBFP served 1,800,884 learners out of the 1,918,464 Severely Wasted (SW) and Wasted (W) target beneficiaries from Kindergarten to Grade 6 nationwide.

Noting the success of the program over the past years, DepEd plans to expand the number of beneficiaries under its 2018 proposed budget. To accommodate these additional student beneficiaries, DepEd increased the allocated budget for the said program from last year’s P3.9 billion to P5.3 billion.

The SBFP, headed by the DepEd’s Bureau of Learner Support Services-School Health Division (BLSS-SHD), addresses the problem on undernutrition among public school children. It aims to boost classroom attendance by 85% to 100%.  It also aims to improve the nutritional status of the beneficiaries by at least 70% at the end of at least 120 feeding days—with a budget of P18 per child per feeding day—and improve the children’s health and nutritional values and behavior.

Secretary Briones mentioned that schools, especially in rural areas, are going the extra mile in the implementation of the SBFP: “Naglilibot ako sa mga schools natin, makikita mo lalo na sa rural areas na talagang they have their own vegetable gardens and fish ponds, at yung iba, meron pang maliit na rice fields.”

Secretary Briones also cited that in the case of schools in urban areas, further efforts must be conducted, “Pero yung ibang pangangailangan sa ibang schools, like urban-based schools, medyo kumplikado ‘yun kasi sa pagbili ng mga supplies, ingredients, etc. So dapat yun ang i-work out.”

“Under SBFP, makikita natin at mababantayan ang weight and performance ng learners, because, of course, there is a correlation between nutrition and level of capacity to learn,” Briones added.

Moreover, Senator Grace Poe, co-sponsor of Senate Bill No. 1279, or An Act Creating a National School Feeding Program to Combat Hunger and Undernutrition for all Basic Education Students, expressed her full support toward the expansion of the SBFP.

According to Poe, the major programs of DepEd will be put to waste if the students will not be able to maximize their learning capacities because of hunger. She further cited reports that schools where students receive free food tend to have better performance in class.

Furthermore, assessments of DepEd indicate that 73% of the undernourished student beneficiaries reached the normal nutrition status at the end of the 120 feeding days, and have also demonstrated improvement in school attendance and class participation. #  Source – www.deped.gov.ph

WORLD RABIES DAY

World Rabies Day is the first and only global day of action and awareness for rabies prevention. It is an opportunity to unite as a community and for individuals, NGOs and governments to connect and share their work.

Created and coordinated annually by Global Alliance for Rabies Control (GARC), World Rabies Day, September 28th, focuses on rabies endemic countries, to increase community awareness of the disease and its prevention. World Rabies Day also raises the profile of national and local control programmes and acts as a springboard for year-round capacity building and awareness.

At the global conference on rabies elimination in 2015, a common goal of zero human deaths from canine rabies by 2030 was agreed by the World Health Organization, World Organisation for Animal Health, UN Food and Agriculture Organization and GARC. In support of this goal, the 2017 World Rabies Day theme is Rabies: Zero by 30.
