PHILHEALTH FUND, STABLE PA KAHIT MAY EXPANDED HEALTH CARE

Mananatili pa umanong stable ang PhilHealth sa susunod na dalawang taon, kahit maipatupad na ang Universal Health Care program, kung saan covered na ang lahat ng Pinoy.

Ayon kay Senate committee on health chairman Sen. JV Ejercito, base sa kanilang projection, sa ikatlong taon tiyak na dadami na ang beneficiaries.

Kaya naman, mas kailangan na umano ang dagdag na pondo, dahil hindi na sasapat ang suporta mula sa PAGCOR at dating savings ng ahensya.

Nangako rin umano ang PhilHealth na hindi magtataas ng premium contribution kung walang bagong benepisyo na maipagkakaloob.

PAY RULES FOR 2019 HOLIDAYS OUT

To guide the employers in the private sector on how wages will be computed if their workers report for work during declared nationwide holidays for 2019, an advisory prescribing the appropriate determination of holiday pay was released by the labor department.

Labor Advisory No. 15, series of 2018, provides the computation and proper wage payments for the 12 regular holidays and nine special (non-working) days in 2019, declared under Proclamation No. 555, series of 2018, issued by President Rodrigo Duterte.

In the list of regular holidays are New Year’s Day (January 1), Araw ng Kagitingan (April 9), Maundy Thursday (April 18), Good Friday (April 19), Labor Day (May 1), Independence Day (June 12), National Heroes Day (August 26), Bonifacio Day (November 30), Christmas Day (December 25), and Rizal Day (December 30).

Also included are the observance of Muslim holidays such as Eidul Fitr or celebration of the end of Ramadhan and Eidul Adha or commemoration of the ‘Feast of Sacrifice, the proclamations of which will be issued after the approximate dates of the Islamic Holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations.

For these holidays, the pay rules state that work done during these days shall be paid 200 percent of an employee’s wage for the first eight hours or, [(Basic wage + COLA) x 200 percent]; while for work done in excess of eight hours (overtime), an additional 30 percent of the employee’s hourly rate, or [(Hourly rate of the basic wage x 200% x 130% x number of hours worked)] shall be paid.

Meanwhile, work done during these days that also fall on employee’s rest day shall be paid an additional 30 percent of his/her basic wage of 200 percent, or [(Basic wage + COLA) x 200%] + [30% (Basic wage x 200%)]; while for work done in excess of eight hours (overtime), an employee shall be paid an additional 30 percent of his/her hourly rate, or [(Hourly Rate of the basic wage x 200% x 130% x 130% x number of hours worked)].

If the employee, however, does not report for work during these days, he/she shall still be paid 100 percent of his/her wage for that day, or [(Basic wage + COLA) x 100%].

As for the special (non-working days), included in the list are Chinese New Year (February 5), EDSA People Power Revolution (February 25), Black Saturday (April 20), Ninoy Aquino Day (August 21), All Saints’ Day (November 1), Feast of the Immaculate Conception of Mary (December 8), and Last Day of the Year (December 31).

Added as special (non-working days) are November 2 and December 24, which according to the Malacañang Proclamation, are made to strengthen family ties by providing more time to observe their most cherished traditions, All Saints’ Day, All Souls’ Day; and Christmas commemorative activities; as well as to promote domestic tourism.

The pay rules for these holidays provide that for work done on these days, an employee shall be paid an additional 30 percent of his/her basic wage on the first eight hours, or [(Basic Wage x 130%) + COLA]; while for work done in excess of eight hours (overtime), employee shall be paid an additional 30 percent of his/her hourly rate, or [(Hourly Rate of the basic wage x 130% x 130% x number of hours worked)].

For work done during these days that also fall on employee’s rest day, he/she shall be paid an additional 50 percent of his/her basic wage on the first eight hours, or [(Basic wage x 150%) + COLA]; while for work done in excess of eight hours (overtime), an employee shall be paid an additional 30percent of his/her hourly rate, or [(Hourly Rate of the basic wage x 150% x 130% x number of hours worked)].

But if the employee does not report for work, the ‘no work, no pay’ principle shall apply unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment on a special day. #  Source - Tim Laderas/DOLE

DSWD, PARTNERS PUSH FOR QUALITY CHILD CARE THROUGH TRAINING OF SOCIAL WORKERS, HOUSE PARENTS

The Department of Social Welfare and Development (DSWD), together with the Japan International Cooperation Agency (JICA) and Japanese non-profit group, A Child’s Trust is Ours to Nurture (ACTION), continues to raise the standards in caring for vulnerable and marginalized children in the Philippines by continuously capacitating social workers and house parents in residential care centers and facilities.

Under the project, “Ensuring Children’s Potential for Development and Independence Through Improved Residential Care Practices,” house parents and social workers are provided with a training program that would equip them with the necessary knowledge, skills, and attitude in the proper parenting of children.

The project, which is co-implemented by the DSWD and ACTION with support from JICA, aims to improve the child care standards in the Philippines. It is currently being implemented in Region III and National Capital Region (NCR).

Last year, 52 house parents from different residential care facilities managed by the DSWD, local government units (LGUs), and non-government organizations (NGOs) graduated from the training program, which is composed of 10 modules that cover 10 critical areas of house parenting.

For 2018, the second batch of the participants composed of 54 house parents from 17 residential care facilities for children in NCR has successfully completed the training. The graduates received their certificates of completion in a graduation ceremony organized by the DSWD and ACTION on Monday.

Commitment to the development of children

In her message during yesterday’s graduation ceremony, DSWD Undersecretary for Protective Operations and Programs Group Mae Fe Ancheta-Templa thanked ACTION and JICA for their help and support in the implementation of the project and emphasized the DSWD’s commitment to the total human development of the child.

“We should always strive for quality child care especially for the marginalized and vulnerable children whose future may be shaped by the love that we have provided to them,” Usec. Templa said.

“House parents and caregivers in centers and facilities are the alternative parents of children. I salute you for the noble work that you do for them,” she told the graduates.

JICA Philippines Senior Representative, Ms. Aya Kano, also extended her warmest congratulations to the graduates. She said JICA is glad to be working with the Philippines in ensuring the welfare of Filipino children and improving the knowledge and skill of Filipino social workers and house parents.

“On behalf of JICA, we would like to reiterate our support to the next generation of Filipinos so they may have a better life ahead of them. We also continue to support the social workers and house parents under the project for them to become a role model in setting the excellence in caring for the children,” Representative Kano added.

Meanwhile, ACTION Executive Director Lani Bayron-Llanes, emphasized the role of house parents in the lives of children in centers and institutions.

“To our house parents, thank you for caring for the children. House parents are responsible for the lives of about 10 or 20 children and I believe they have nothing but the best for them. Kayo ay bayani sa buhay ng mga bata (You are heroes in the lives of the children),” she said.

Dir. Llanes also highlighted the challenges faced by the house parents and how the project helps address these. She encouraged them to not give up and continue caring for the children as their needs are slowly being recognized and addressed.

She also acknowledged the efforts of the DSWD in pushing for the provision of plantilla positions for house parents in various centers and institutions in recognition of their distinct and significant contribution to the lives of the residents.

DSWD centers for children

The DSWD currently manages 64 residential care facilities located in 16 regions in the country. Of this number, 27 facilities take care of children in need of special protection.

Among the services provided in the facilities include psychological, health, and educational services. Residents are also provided with social interventions which seek to restore and/or develop the social functioning of the children as well as homelife services, which aim to foster a homey environment to ensure that children experience family living. #  Source – www.dswd.gov.ph

DSWD CALLS FOR PASSAGE OF AMENDMENTS TO SOLO PARENTS WELFARE ACT TO GRANT ADDITIONAL BENEFITS TO SOLO PARENTS

On the occasion of the 18th year anniversary of the enactment into law of RA 8972 or the Solo Parents Welfare Act of 2000, the Department of Social Welfare and Development (DSWD), is reiterating its call to legislators to facilitate the passage of the amendment which seeks to grant additional benefits to an estimated 15 million solo parents nationwide.

The amendments to RA 8972 is one of the priority legislative measures being advocated by the Department.

In its position paper submitted to the House of Representatives Committee on Revision of Laws, the Department stated some recommendations which include decrease of waiting period from one year to six months before a solo parent may be allowed to avail of the benefits provided for in the law, and this should be without prejudice to the solo parent and his/her availment of other programs and services from the concerned government agencies.

The DSWD also recommends that since solo parents are bound by the reality to solely raise and care for a family, counseling, crisis management, stress debriefing, and legal services, among others, be made available to all solo parents regardless of economic status.

To drumbeat the need to amend the law, the Department, in coordination with the Federation of Solo Parents Luzvimin, the umbrella organization of 20 solo parent associations nationwide, will conduct an awareness event dubbed as, “18 Years Old na ang RA 8972, Kumusta na mga Solo Parents” on November 10 at the DSWD Central Office, to be attended by an estimated 200 solo parent leaders, advocates and representatives of different government agencies and local government units.

The   one-day national event also aims to provide a venue for local implementers, solo parent leaders/ advocates and stakeholders to engage in interactive discussion on the issues and concerns affecting the sector, and come up with a concrete plan of action in advocating the amendments.

DSWD Undersecretary Luzviminda Ilagan, adviser of the DSWD Central Office Solo Parents – Employees Organization (DSWD CO – SPEO) expounded, “It is difficult enough to be a parent even with a partner, what more if you are raising a child or several children alone, coping with the challenges of providing for the physical, financial, and psychological well-being of the child.”

“Those who have less in life should have more in law, and that is why, we, in the various chapters and federations of solo parents would like to see the bills in Congress passed. These bills which are intended to provide assistance and support to solo parents should be passed as soon as possible,” Usec Ilagan emphasized.

The DSWD official also posed a challenge to the leaders of various solo parent organizations, “Organizing our groups is very important so the voice of solo parents must be heard. We must lobby so our legislators would move fast. For many decades, we have been struggling to have these bills passed so that a very important sector of our society, the solo parents, would be provided with much-needed assistance.”

“Let us all move together and organize, so that when the bills are finally passed, then we can say this is the result of the efforts of all solo parents in the country, who have only one intention, and that is to provide for the well-being of their children so they could be productive members of our society,” Usec Ilagan stated.

Meanwhile, FSPL and DSWD CO- SPEO president Carina Javier said that there are currently 18 bills filed in Congress, and five bills in the Senate seeking to amend RA 8972.

Among the amendments being lobbied by FSPL and other solo parent organizations are the following:

20% discount from all purchases of clothing and clothing material for the child for purchases made from child’s birth until 12 years of age;

20% discount from all purchases of baby’s milk, food, food supplements and sanitary diapers for purchases made from the child’s birth until three (3) years of age;

20% discount from all purchases of medicines, vaccines and other medical supplement, supplies, accessories and equipment for the child, for purchases made from the child’s birth until eighteen (18) years of age;

20% discount from all purchases of the child’s basic necessities;

20% discount from all purchases of school supplies for the child, for purchases made from the child’s birth until twenty-one (21) years of age;

20% discount from tuition fees per child who are in the college level in both private and public colleges and universities and schools, on top of any scholarship grants, if any;

20% discount from hospital bill of the solo parent or his/her child if admitted for medical care and attention, both in private and public hospitals;

Tax amnesty and/or reduction of real estate or inheritance taxes of solo parents;

20% discount on consultation and laboratory diagnostic fees and purchase of medicines for solo parents and their dependents;

Basic personal exemption from individual income tax in the amount of fifty thousand pesos (Php 50,000.00) in addition to the existing exemption that  solo parents may claim for their children;

At least 20% discount from all private and public recreational facilities provided that the discount can only be availed when the solo parent and children are together;

Availment of seven-day parental leave with pay for solo parents in the private or government sector who have rendered at least six (6) months of service regardless of employment status; and,

Reduction of waiting period to avail of the Solo Parent Identification Card from one year to six months. # Source – www.dswd.gov.ph
