PHILHEALTH AND PARTNER AGENCIES RALLY FOR RATIONALIZED ACCESS TO MEDICAL FUNDS

PhilHealth and partner agencies rally for rationalized access to medical funds THE Philippine Health Insurance Corporation (PhilHealth) together with the Department of Health (DOH), Department of Social and Welfare Development (DSWD), and Philippine Charity Sweepstakes Office (PCSO) recently formalized a joint undertaking for the benefit of patients admitted in non-private or service accommodation hospitals accredited by PhilHealth.

Dubbed “Malasakit Program,” the partnership, which is enshrined in a joint administrative order signed by said agencies, aims to augment the financial provision of the No Balance Billing (NBB) policy for case rates and Z benefits.

Under the agreement, all classified indigent patients in non-private or service accommodations in all PhilHealth-accredited government hospitals shall be entitled to the NBB, while all direct medical expenses shall be augmented by PCSO and DOH MAIP (Medical Assistance for Indigent Program). On the other hand, all non-direct medical expenses such as transportation costs shall be covered by DSWD.

Likewise, all PhilHealth-accredited government hospitals shall establish a “Malasakit Center,” in which the various funding sources of PCSO and DOH MAIP will be housed in one area to streamline the availment of funding assistance of patients admitted in service accommodations. They shall also make available clear information, education and communication materials to inform patients of the harmonized medical assistance program and streamlined process of availment.

Malasakit, which means “compassion,” was conceived in response to President Duterte's earnest desire to help the poor who are in need of medical attention. It aims to help facilitate and streamline medical financial assistance and government processes to those who need them most.

PhilHealth Acting President and Chief Executive Officer Dr. Roy B. Ferrer emphasized that nobody should be left behind as health reforms move forward, and that health care services can be made accessible to the most vulnerable sector of society through social health insurance. He also said that "with the creation of the Malasakit Program, patients shall no longer need to file separate applications to obtain support from PCSO and DOH. This program makes it convenient for them to avail of primary help for applicable treatment.”

Malasakit Program beneficiaries to be enlisted shall be entitled to 100 percent of prevailing case rates of PhilHealth, while for 'Z' benefit package, support will be provided on services that are excluded in the package.

Ferrer further added that "for government programs as essential as social health insurance, there is probably nothing more newsworthy than new developments in the benefits that can be availed of by our members. Hence, we continue to pursue initiatives that catalyze the achievement of Universal Health Care to ensure that everyone is given the financial access to quality and affordable health care. ” # Source - Emelita M. ILOCOS SUR CELEBRATES FIRST LEGISLATIVE AWARENESS WEEK

“Let us celebrate how the Sangguniang Panlalawigan has been working hard towards an improved life of every resident of Ilocos Sur,” Vice Governor Jeremias C. Singson said to the local media last week at the Capitol, inviting them to the first ever Legislative Awareness Week celebration in the province on July 9 to 13.

This year, the Provincial Board passed Provincial Ordinance No. 011-18 series of 2018, “An Ordinance Declaring the Second Week of July of Every Year as the Legislative Awareness Week (LAW) of the 9th Sagguniang Panlalawigan of the Province of Ilocos Sur.

To start off the activities, the members of the 9th Sangguniang Panlalawigan with the presiding officer, led the flag-raising ceremony in front of the Capitol in Vigan City on July 9.  A kalesa parade of the provincial and national government officials, officers and employees followed around the city to make people aware of the week-long event.

The first Legislative Gallery was unveiled at the Capitol after the kalesa ride with guests, the former representatives of Ilocos Sur, Atty. Salacnib Baterina of the first district, and Atty. Pablito Sanidad, Sr.  of the second district.

This was one of the significant parts of the event as it chronicled the legislations in the province from the first to the ninth Sangguniang Panlalawigan.

Moving out of the SP Session Hall this time for the regular session on July 10, the SP members convened at the Municipal Hall of Caoayan town.

Coastal protection is one of the focus of the Provincial Government led by Gov. Ryan Luis V. Singson, and to support this, the SP members joined barangay officials of San Esteban town, and the environment officers from Tagudin, Santa Cruz, Santa Lucia, Candon City, Santiago, San Esteban, Narvacan, Santa Maria, Santa, Caoayan, Vigan City, San Vicente, Santa Catalina, Santo Domingo, Magsingal, San Juan, Cabugao, and Sinait in cleaning the shores of Barangays Apatot and Bateria. An officer of the Department of Environment and Natural Resources gave a lecture on environment protection after this.

To make students aware of what the Legislative Department is doing, contests in essay writing, poster making and extemporaneous speaking were done at the Capitol among public high school students in the province on July 12.

The second State of the Legislative Department Address (SOLDA) was delivered at the Vigan Convention Center in this city on July 13 where the Senate President Vicente “Tito” C. Sotto III as the guest of honor.

KASAMBAHAY ENTITLED TO LABOR STANDARD AND LEAVE BENEFITS

Domestic workers are entitled to labor standard and leave benefits, the Department of Labor and Employment-Regional Office I today announced.

The announcement came after the issuance by Labor Secretary Silvestre H. Bello III of Labor Advisory No. 10 series of 2018, titled “Entitlement of Kasambahay to Other Statutory Leave Benefits and Labor Standard Benefits.”

Regional Director Nathaniel V. Lacambra said the advisory states that “the kasambahay shall be entitled to all the rights and benefits granted under Republic Act 10361, as amended, unless otherwise expressly provided.”

Director Lacambra added that the advisory clarifies that in addition to the five days Service Incentive Leave (SIL) granted under Article 95 of the Labor Code, as amended, the kasambahay shall be entitled to leave benefits under the Magna Carta of Women (RA 9710), Solo Parents’ Welfare Act (RA 8972) and Violence Against Women and Their Children Act (RA 9262) provided he/she meets all the conditions for entitlement.

The advisory also provides that employers are not prohibited from granting other benefits in addition to the minimum requirements of the law and encourages dialogue between the kasambahay and employer in the settlement of disputes to promote the welfare of the kasambahay.

RA 10361, which took effect on June 4, 2013, has set mandatory benefits for domestic workers such as minimum wage, overtime pay, service incentive leave, 13th month pay, coverage under the SSS, Philhealth and Pag-IBIG, daily and weekly rest periods. # Source - TAWIDNEWS

ONLY INDIGENT SENIORS ENTITLED TO TRAIN SUBSIDY

Not all senior citizens in the country will receive the P2,400 subsidy for those who will be affected by the Tax Reform for Acceleration and Inclusion (TRAIN) Law.

Acting Social Welfare Secretary Virginia Orogo clarified that only those identified as indigent senior citizens are qualified for the unconditional cash transfer (UCT), which aims to cushion the impact of the new tax reform law on poor Filipinos.

Those qualified are the ones who are already part of the social pension program for indigent senior citizens, which provides P500 monthly allowance to three million beneficiaries.

“We really want to provide the subsidy to all senior citizens in the country, but our priority as of now are those seniors who are indigent,” Orogo said.

“We are asking for the public’s understanding as the government cannot afford to provide the aid to all. We prioritize those who are really in need,” she said.
Last week, Orogo led the pilot payout of the UCT for indigent senior citizens in San Fernando, Pampanga.

The DSWD chief said they target to finish the release of the UCT to all qualified senior citizens by next month.
The entire budget is expected to be released to all beneficiaries by September.

In addition to the indigent senior citizens, also qualified to receive UCT are 4.4 million beneciaries of the Pantawid Pamilyang Pamilya Program and another 2.6 million beneficiaries listed under the government’s national household targeting system for poverty reduction or Listahanan.

Orogo said the DSWD is doing its best to provide sustainable aid to poor Filipinos affected by the TRAIN Law.
“What we want is a sustainable help and not just a stop-gap measure,” Orogo said, adding that what they are studying, with the help of other government agencies, is to address poverty in a sustainable way and manner. #  Source - www.philstar.com

DSWD STARTS PAYOUT OF P2,400 CASH GRANT TO POOR SENIOR CITIZENS

The Department of Social Welfare and Development (DSWD) launched the distribution of unconditional cash transfer program to indigent senior citizens as part of the social mitigating measures to ease the inflationary impact of the tax reform law on poor households.

In its pilot payout, the DSWD distributed cash grants amounting to P2,400 to some 733 beneficiaries of the department's Social Pension Program for Indigent Senior Citizens (SPISC) in San Fernando, Pampanga.

“For our pilot payout activity, we will be providing the unconditional cash transfer grant of our Social Pension beneficiaries in San Fernando City. In Region III, a total of 95,304 SPISC beneficiaries will be receiving their UCT subsidy in the coming weeks,” DSWD Acting Secretary Virginia Orogo said in a statement.

Orogo said DSWD field offices in other regions are already preparing the payroll documents for the provision of the subsidy to social pension beneficiaries in their respective regions.

“The payout activity in the regions will be scheduled as soon as we finish the payroll generation of our beneficiaries and after the Land Bank of the Philippines approves our payroll submissions,” Orogo said.

Overall, some 3 million senior citizens are expected to receive their grants.

The unconditional cash transfer program is the tax subsidy provided under the Tax Reform for Acceleration and Inclusion (TRAIN) law to cushion the adverse economic impact of the law for three years on the poor, starting 2018.

For this year, beneficiaries will receive P200 per month or P2,400 for one year. In 2019 and 2020, the subsidy will increase to P300 or P3,600 a year.

Aside from the 3 million social pensioners, beneficiaries also include the 4.4 million household-beneficiaries of the DSWD’s Pantawid Pamilyang Pilipino Program (4Ps) and the 2.6 million poor households listed under the DSWD National Household Targeting System for Poverty Reduction or "Listahanan."

SPISC is the government’s assistance for poor senior citizens amounting to P500 per month to help augment their daily subsistence, including their medical needs.

Beneficiaries include indigent senior citizens who are frail, sickly or with a disability; with no regular income or support from family and relatives; and without pension from private or government institutions.

The DSWD has earlier started providing the unconditional cash grant to its 4Ps beneficiaries.

As of June 14, a total of 4,164,036 4Ps beneficiary accounts have been given with the grants.

“We are currently validating the 2.7 million poor households from the 'Listahanan' database to get the 2.6 million target beneficiaries for unconditional cash transfer. As of June 12, a total of 2,564,561 households or 93.5 percent of the total have been validated, while 2,466,777 million or 89 percent have been encoded,” Orogo said.

ANTI-POVERTY CABINET CLUSTER REITERATES SUPPORT TO GOV’T’S TARGET OF LIFTING 6M PINOYS FROM BEING POOR

“We at the Human Development and Poverty Reduction (HDPRC) cluster of the government stand committed towards our national target of  lifting six million Filipinos out of poverty.”

This is what Department of Social Welfare and Development (DSWD) Secretary and HDPRC Chair Virginia “Gee” Orogo assured Filipinos as she reported the accomplishment of the government’s poverty reduction cluster in a pre-State of the Nation Address (SONA) forum held recently at the Philippine International Convention Center (PICC).

Being chaired by DSWD, HDPRC is one of the clusters under the new cluster system of the bureaucracy. Other clusters include the Economic Development; Infrastructure; Climate Change Adaptation and Mitigation; Security, Justice, and Peace; and Participatory Governance.

According to Sec. Orogo, the HDPRC has a target of alleviating the lives of six million Filipinos from poverty—a decline of the overall poverty rate to 14 percent by 2022 from the current 21.6 percent.

To reach this target, the cluster, which is composed of 18 cabinet members, has started to address fundamental issues related to education, health, social protection, and rural development.

“The HDPRC is mandated to exert all efforts to improve the quality of life of our Filipino people through a broad-based approach in the delivery of services,” the HDPRC chair said.

During the pre-SONA forum entitled, “Tatak ng Pagbabago: Tatak ng Malasakit at Pagkakaisa,” Sec. Orogo reported the accomplishments of the HDPRC cluster in different sectors.

Increase in enrollment

For the education sector, the Secretary reported there has been an increase in enrollment of 14.5 percent for kindergarten and elementary education, and 25.6 percent in secondary education. Of the total number of enrollees, she said that 4.9 million pupils and 3.9 million high school students are all children of the DSWD’s Pantawid Pamilyang Pilipino Program (4Ps) household-beneficiaries.

Healthcare for the vulnerable sector 

For the health advancement efforts of the government, Sec. Orogo shared that 93 percent of Filipinos are already covered by PhilHealth. These include the 32.7 million indigents listed on the DSWD’s Listahanan of poor households and 8.6 million senior citizens. Meanwhile, the Medical Assistance for the Indigents Patients (MAIP)  has served a total of 751,007 clients, while the DSWD’s Lingap sa Masa has benefited a total of 63,178 clients.

“Inaasahan po natin na sa lalong madaling panahon, mabubuo at mapapasa na rin ang universal health coverage for all Filipinos bilang tugon sa karampatang serbisyong pangkalusugan sa bawat pamilyang Pilipino (We are expecting that the universal health coverage for all Filipinos will be passed into law as soon as possible, serving as the government’s response to providing health services to every Filipino household),” she said.

On Friday, the DSWD, together with the Department of Health (DOH), Philippine Health Insurance Corporation (PhilHealth), and the Philippine Charity Sweepstakes Office (PCSO) signed a Joint Administrative Order on Streamlining Access to Medical Assistance Fund of the Government in support of President Rodrigo R. Duterte’s directive to efficiently and effectively deliver government services for indigent citizens.

The joint administrative order features the establishment of ‘one-stop shops’ or “Malasakit Centers” in all PhilHealth-accredited hospitals and health care providers to assist indigent Filipinos to finance their medical needs or the needs of their ill relatives by lessening the queues, waiting hours, and paper works needed by patients in order to apply for medical assistance.

Unified System for social services

When it comes to enhanced social protection, Sec. Orogo reported that the government has aided Overseas Filipino (OFs), pursuing bilateral labor agreements through memoranda of understanding with different countries for better working conditions and stronger protection to them.  She also said that a total of 4.2 million beneficiaries of the Unconditional Cash Transfer (UCT) have already received their grants. The target beneficiaries who will receive the UCT are expected to reach an estimated 8 million on or before the SONA,

“As a way forward, a common database and Unified ID system for all social services is currently being studied to facilitate further the delivery of our services to the poor,” the Secretary stated.

Rural development support

On rural development, Sec. Orogo reported that the government has intensified its support to farmers and fisherfolk to improve their capability through solar power irrigation system, national color-coded agricultural guide, “magsasakang mekaniko,” and livelihood interventions.

According to her, a total of 80 programs and services converging across 35 national line, attached, and coordinative agencies make up the contribution of the government to human development and poverty reduction.

Sec. Orogo urged the public to continue to support the efforts of President Rodrigo Duterte to help the Filipino people.

“The roadmap to achieving an improved quality of life for all may not be easy for us, nevertheless, we affirm continuously that alone, we can only do so much, but together, as one family, we can do everything,” Sec. Orogo said.

This was the message of  Secretary Virginia Orogo for the leaders and advocates of solo parents’ organizations nationwide under the banner of the Federation of Solo Parents Luzvimin, during the National Solo Parents’ Summit held on July 14 at the DAR Gym, Diliman, Quezon City.

Sec. Orogo narrated that she has been raised by a solo parent. Her mother was widowed at a young age, and single-handedly took care of her and her two siblings. Hence, “I salute all solo parents, you are truly commendable.”

More than the discounts that the national federation of solo parents is lobbying, Sec. Orogo encouraged the solo parents to bond together and be active in advocating for their rights and welfare.

Meanwhile, Undersecretary Mae-Fe Ancheta-Templa in her message stated, “It is the life, courage, and endurance of solo parents that is in itself inspirational because you, solo parents, are truly an inspiration for our people and our children. “

“Today,  Sec. Orogo and all other officials and social workers and personnel, including myself, are working hard to be providing that inspirational and empowering social welfare systems for solo parents,” Usec Ancheta-Templa added.
