NIA ADMINISTRATOR IS A NATIVE ILOCANO
Engineer Florencio Farinas Padernal, outstanding alumnus of Ilocos Sur National High School Class ’67, was named administrator of National Irrigation Administration (NIA) by the agency’s board of directors followed by his appointment into the board by President Benigno Aquino III, July 1, 2014.
The appointment of Engr. Padernal is the third agency, the other two were National Food Authority (NFA) and the Philippine Coconut Authority (PCA), formerly under the Department of Agriculture (DA) to experience a change in leadership since the appointment of Secretary Francis Pangilinan as Presidential Assistant for Food Security and Agricultural Modernization, who will handle the three mentioned agencies including the Fertilizer and Pesticide Authority.
Padernal takes over an agency that needs to irrigate more than 1.3 million hectares of land.
We trust the reforms Dr. Florencio Padernal will institute in NIA for its projects’ betterment. The agency, under the leadership of Padernal, envisions to extend substantial help to our Filipino farmers especially now that our course is towards farmer empowerment,” said Secretary Pangilinan.
The new chief of NIA is a registered Civil Engineer and a Doctor of Public Administration. He is a businessman engaged in construction and consulting businesses.
Dr. Padernal has more than three decades of engineering and management experience in the fields of master planning, feasibility study preparation, project preparation, institution building, human resource development, construction management, operation and management of water systems, build-operate-transfer schemes, and financial engineering.
Padernal came from the private sector as Chief Executive Officer of Padernal Construction Company Incorporated. He has had more than a decade of experience working for the government. He worked for 11 years at the Department of Public Works and Highways as Chief Civil Engineer then as an Assistant Director and Project Director. From 2002 to 2004, he was Chairman of the Bases Conversion and Development Authority (BCDA), in-charge of converting former US military bases into civilian use for new economic opportunities. He also served as Chief Technical Advisor for the World Bank in 1990, then as a consultant in 1993.
Aside from the above mentioned positions, he was the president of the ISNHS Global Foundation, Inc. and played an important role during the ISNHS Grand Centennial Homecoming celebrations, being the Chairman.
Engr. Padernal, a native of Vigan, is the son of late Melanio and Matilde Padernal. Both of his parents worked in ISNHS, his father as a classroom teacher and his mother as a principal.

PHILIPPINES AMONG FIRST ASIA ENVIRONMENTAL ENFORCEMENT AWARDEE
The Philippine National Police through its Maritime Group (MG) is among the eight (8) organizations with five (5) enforcement officers in the Asia who won the first Asia Environmental Enforcement Award in Bangkok, Thailand on May 20, 2015.
Under the United Nations Environmental Programme (UNEP), PNP-MG was awarded for its achievements in conducting more than 1,500 operations against violation of fisheries and wildlife laws leading to the seizure of endangered aquatic species, 3,000 arrests and collection of fines more than US $300,000 worth.
Likewise, two (2) of five (5) police officers were from the PNP that won individual awards namely, PSSupt Jonathan V. Ablang, MG Deputy Director for Operations, for promoting the establishment of Marine Protected Areas, recruitment and training of 679 local communities as Marine Protected Area Guards, and for setting up the SMS public hotline that led to the arrest of thousands of suspects for illegal fishing and environmental pollution violations; and PSupt Osmundo D. Salibo, Chief of MG Special Boat Unit, for leading his unit in the confiscation of numerous endangered wildlife species from illegal elements including 900 sea turtles and more than 9,000 marine turtle eggs.
The said SMS public hotline is the "700DALOY Project" (Dedicated Alert Lines for Ocean Biodiversity) with SMS number 700-32569 where the public can pass on critical information related to marine environmental protection including all forms of criminality to PNP-MG.
The AEEA is a joint initiative of UNEP and Freeland, funded by the Swedish International Development Cooperation Agency (SIDA) and the United States Agency for International Development (USAID) to encourage countries, organizations and individuals in the region to combat environmental crime and to acknowledge excellence in enforcement.
"Freeland is proud to be part of the new AEEA awards," said Steven Galster, Freeland's Executive Director. "But most of all, we are proud of the award winners, who have gone above and beyond their call of duty and achieved magnificent results in the fight against environmental crime."
Other countries recognized by UNEP are Cambodia, China, India, Thailand, Tonga and Vietnam for their efforts in confiscating about US$69 million worth of illegal contraband, logs and wood charcoal, and seizure of nearly 300,000 tons of hazardous waste, wildlife products and timber. Investigation on these crimes have resulted in US$40 million worth of fines and more than US$100 milion in frozen assets.

PNP DRAWS-UP NATIONWIDE SECURITY PLAN FOR SCHOOL OPENING
THE PHILIPPINE NATIONAL POLICE will implement a nationwide security and public safety plan for the opening of the school year on June first.
On instructions of PNP Officer in Charge, PDDG Leonardo A Espina, the Directorate for Operations issued the Operational Guidelines for Lig tas Balik-Eskwela 2015 mobilizing all PNP Regional Offices and National Support Units to perform specific tasks and coordinating instructions to implement the nationwide security and public safety plan.
The Directorate for Operations is also conducting periodic assessment of the situation ahead of the school opening on June 1 for possible upgrading of alert conditions in different areas of the country.
An estimated 25-million students in different levels are expected to troop to school for the simultaneous opening of classes in both public and private learning institutions.
Espina said Oplan Balik-Eskwela 2015 ensures the operational readiness of police units in responding to peace and order concerns including threats from criminal elements that may take advantage of the situation.
The OIC, Chief PNP gave the Regional Directors the discretionary authority to raise alert conditions as they deem necessary to effectively implement their respective security and public safety plans.
Of priority concern to the PNP are incidents of street crimes such as pickpocket, snatching, swindling, robbery/hold-up, and street-level drug trafficking. NCRPO Chief, PDir Carmelo Valmoria fielded more personnel to compliment foot and mobile patrol operations of BPAT and local police units in vicinity of schools.
In coordination with LGUs, DOTC and the Metro Manila Development Authority (MMDA), the NCRPO will spearhead traffic management operations in the vicinity of schools particularly in the University Belt area of Manila.
Similar security measures will be implemented in seaports, airports, and land transport terminals in anticipation of the heavy volume of incoming passengers from the provinces.

On instructions of PNP Officer in Charge, PDDG Leonardo A Espina, the Directorate for Operations issued the Operational Guidelines for Lig tas Balik-Eskwela 2015 mobilizing all PNP Regional Offices and National Support Units to perform specific tasks and coordinating instructions to implement the nationwide security and public safety plan.
The Directorate for Operations is also conducting periodic assessment of the situation ahead of the school opening on June 1 for possible upgrading of alert conditions in different areas of the country.
An estimated 25-million students in different levels are expected to troop to school for the simultaneous opening of classes in both public and private learning institutions.
Espina said Oplan Balik-Eskwela 2015 ensures the operational readiness of police units in responding to peace and order concerns including threats from criminal elements that may take advantage of the situation.
