The House Committee on Welfare of Children has approved a bill seeking to impose a curfew on minors or those below 18 years old.
"Keeping children off the streets at night will protect them from becoming victims of crime, abuse and other forms of exploitation, the bill states," the House panel said in a statement.
Under the measure, parents would be liable for allowing their children to loiter, roam or sleep in any public space from 10 p.m. to 5 a.m. without lawful purpose or justifiable reason.
The bill covers "persons below 18 years of age or those over but are unable to fully take care of themselves or protect themselves from abuse, neglect, cruelty, exploitation or discrimination because of a physical or mental disability or condition."
The ban does not apply to working students, children involved in an emergency, children accompanied by parents or a guardian, and children attending an official activity related to school, church, among others.
Parents will be fined P500 to P1,000, or render community service for 5 to 10 days, or both if the measure was violated for the third and succeeding times.
Officers who knowingly and maliciously prevent, prohibit, refuse, discontinue or violate the enforcement of the measure will face 6 to 12 years in prison and temporary suspension from public service. # Repost, ABS-CBN, House of Representatives, House Committee on Welfare of Children
