MANILA -- President Rodrigo Duterte has called for more local political will and action that will prevent further environmental degradation in the country.
He ordered the local government units (LGUs) nationwide to prevent such degradation so their constituents can enjoy a healthy ecology.
"Take extra steps in enforcement of laws and protection of our environment," he told LGUs Monday during his 4th State of the Nation Address (SONA) at Batasang Pambansa in Quezon City.
The President gave the order, noting political will and action are fueling the rehabilitation which the government launched last year to address the environmental mess in world-famous tourist destination Boracay Island.
On-going rehabilitation of Boracay is helping restore this island to its near-original state, he said, noting that its rehabilitation is a "huge success".
He lauded the Department of Environment and Natural Resources (DENR) and its partner agencies for taking up the challenge to save the island.
Among environmental woes which the rehabilitation sought to address are water pollution, solid waste accumulation and encroachment in Boracay's wetlands.
"Boracay Island is just the beginning," Duterte said.
While continuing the work in Boracay, the government this year further stepped up its environmental protection campaign by mounting the high-profile rehabilitation of historic Manila Bay.
DENR is leading the multi-sector rehabilitation so Manila Bay can be fit again for swimming and other forms of contact recreation as ordered by the Supreme Court in 2008.
Data raised urgency for the Bay's rehabilitation.
According to DENR, decades-long flow of solid waste and untreated discharges into Manila Bay raised level of coliform bacteria there to over 330 million MPN (most probable number) per 100 milliliters – surpassing the level in Boracay Island.
The safe coliform level is 100 MPN per 100 milliliters only, noted DENR.
Cleaning up Manila Bay and its tributaries, relocating informal settlers there and educating the public on solid waste management are main activities for the rehabilitation.
Aside from Boracay Island and Manila Bay, Baguio City and other tourist areas in the country are also sites of rehabilitation work to prevent further environmental degradation there.
Duterte also reiterated his warning against corruption in government.
"There is no sacred cow in my administration," he said.
He recalled the sacking, without regard for either friendship or alliance, of over 100 public officials implicated in corruption. # Repost/(PNA)

ILOCOS SUR LAUNCHES BANTAY KALSADA TO SAVE LIVES IN THE ROADS
Saving lives in the roads is everybody’s responsibility. And the success of the implementation of Task Force Bantay Kalsada launched by the Provincial Government of Ilocos Sur led by Gov. Ryan Luis V. Singson on August 22 at the Capitol Hall in this city is everybody’s responsibility.
Gov. Singson warned those who are violating national and provincial land transportation laws that no one is spared in the implementation of penalties, as he appealed to everyone that saving lives in the roads is not only the duty of government offices but also of every resident.
Some of these laws are Motorcycle Helmet Act, Safety of Children Aboard Motorcycles, The Seatbelt Act of 1999, The Anti-Drunk and Drugged Driving Act, Anti-Distracted Driving Act of 2016, The Road Speed Limiter Act of 2016. These laws among others have been often violated causing increasing number of road accidents in the province.
The Task Force Bantay Kalsada that seeks to lessen road accidents in Ilocos Sur was launched through a program that included the re-orientation seminar conducted by Land Transportation Office (LTO) Region 1 for deputized transportation regulation officers composed of Philippine National Police (PNP) officers, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) personnel, and other members of the Task Force Bantay Kalsada, where Special Laws relative to Land Transportation were discussed by Atty. Delmark Billera.
Board Member Efren Rafanan, Sr., member of the Sangguniang Panlalawigan Committee on Transportation, said that the following number of road accidents in the province marks January to July 2019: 722 road accidents with 30 deaths, 692 wounded, 31 minors involved, 282 in the First District, 440 in the Second District, 187 were non-residents, 452 were residents; and most of the accidents happened before sunset.
An average of 103 accidents happened monthly, 26 weekly and four daily. The top 10 towns and cities where these accidents happened are Candon City – 155 accidents, Vigan City – 99, Santa Cruz – 65, Narvacan – 54, Bantay – 53, Sinait – 44, Santa – 31, San Esteban – 28, San Juan – 23, and Santa Maria – 21.
“This program of the provincial government is not about penalties but safeguarding everyone in the roads from any accident or disaster,” said Rafanan.
Creating Advocates for Road Safety (CARS), a road safety advocacy of LTO Region 1 was conducted after the morning launching with about 300 participants from various sectors of the community.

DEPED WELCOMES LAW REQUIRING NEUTRAL DESKS FOR STUDENTS
The Department of Education (DepEd) on Wednesday said the neutral school desk law would boost its five-year school furniture replacement program.
The DepEd said it has been allocating two left-handed armchairs per set of 45 armchairs or 4 percent of total armchairs for learners in a classroom.
“The one-table and two-chair setup is adopted to address the need for flexibility, accommodation of multiple layouts, and appropriateness of furniture to be moved and organized to encourage more collaboration among learners, such as face-to-face group arrangements inside the classrooms,” it said.
Such setup also provides a wider platform for the proper and safe usage of computer tablets and laptops in the classroom, the DepEd added.
On August 22, President Rodrigo Duterte signed Republic Act 11394 or Mandatory Provision of Neutral Desks in Educational Institutions Act.
The law mandates educational institutions -- private and public -- to provide neutral desks to all students.
A neutral desk, according to the law, is a table or an armchair suitable for left-handed or right-handed students.
The law also mandates schools to provide neutral desks equivalent to 10 percent of their student population - within a year from its effectivity.
The DepEd, meanwhile, also reported that it has procured and delivered 1,396,614 new tables and chairs for 30,412 new classrooms since 2018.
“For 2019, about 858,950 new tables and chairs are in the process of being procured for 18,734 new classrooms in 2,605 schools nationwide, bringing a total of 2,255,564 new tables and chairs for 33,017 new classrooms,” it said.
Citing that the proposed 2020 budget for school furniture is PHP4,833,515,000, the DepEd said it would be able to purchase additional 1,943,546 tables and chairs for 42,251 new classrooms in various schools. # Source -(PNA)

DENR CITES BAMBOO AS SUSTAINABLE ALTERNATIVE TO WOOD, CLIMATE CHANGE SOLUTION
Environment Secretary Roy A. Cimatu said the Philippines should embrace bamboo as a substitute for wood timber if it wants to increase the nation’s forest cover and fight climate change.
Cimatu said that using bamboo as an alternative to traditional hardwood building materials would eliminate the need to cut trees in the forest, which helps lessen climate change impacts by reducing the amount of greenhouse gases in the atmosphere.
“We are envisioning to produce engineered bamboo as a substitute for actual lumber instead of cutting trees that are there in the forest so that we will increase our forest cover in the next several years or decades to catch up with our ASEAN neighbors,” Cimatu said in his speech during the first-ever ASEAN Bamboo Congress held in Iloilo City on August 13.
The environment chief noted that only 23 percent of the country’s total land area is covered by forest, which makes the Philippines having one of the lowest forest covers in Southeast Asia. The average forest cover in other countries in the region is between 30 and 35 percent.
“We are not competing that we should be the highest—that we should be there at the top of the forest cover, but it is a necessity for us because we used to have the biggest forest cover in the ASEAN, in Southeast Asia. But not now because of our overuse of our timber,” Cimatu pointed out.
Cimatu said that bamboo—technically a grass, not a tree—is not only a sustainable alternative to wood, but also has the potential to significantly offset carbon emissions.
“Bamboo reduces the need for timber resources, and helps greatly in carbon sequestration, biodiversity conservation, and low-cost rehabilitation of degraded lands,” he added.
Cimatu further said that bamboo not only provides food and raw materials for construction, but it also generates local jobs, creating new income streams; lessens flooding, erosion and rising sea level; and is a great source of clean fuel.
He reiterated that the Department of Environment and Natural Resources (DENR) is eyeing Panay Island in Western Visayas to be the center of bamboo production in the country.
Cimatu said he already directed the DENR regional office in Western Visayas to conduct an inventory of bamboo plants on the island, particularly in Maasin town in Iloilo province that produces the most number of bamboo plants.
He also ordered the prioritization of bamboo over other tree species to be planted on denuded and degraded forest areas covered by the Enhanced National Greening Program, the government’s flagship reforestation initiative.
The 1st ASEAN Bamboo Congress was organized by the DENR’s Ecosystems Research and Development Bureau (ERDB) to promote partnership among the participating ASEAN countries in improving the conditions of bamboo forests and dependent industries in the region.
ERDB Director Sofio Quintana said the congress allowed the participants to share knowledge on bamboo that they can use in their own countries.
“There may be a lot of efforts on bamboo research, but knowledge sharing and collaboration are the genuine keys to making research information and technologies useful and of high quality,” Quintana said.
The bamboo congress also sought to promote a strong collaborative undertaking on bamboo research and development in the ASEAN region and share the best practices to increase appreciation and acceptance of bamboo as a green product. # Source -DENR

DIGITALIZING AGRICULTURE FOR NEXT-GEN FARMERS
In many rural areas, residents rely on farming as their primary source of livelihood. But it seems agriculture’s lack of appeal to young people becomes a rising challenge today.
In an interview with Agricultural Training Institute (ATI) Division Chief Antoineta Arceo during the weekly Usapang Pangkapayapaan, Usapang Pangkaunlaran (UP, UP) Pilipinas of the Philippine Air Force Virtual TV, she noted that the average age of farmers in the country today is 56.
The Philippines, an agricultural country, has a population of over 100 million people. Of this number, 40 percent are farmers.
“After 15 years, kung walang susunod, wala nang magsasaka (After 15 years, if no one takes on farming [in the family], we will no longer have farmers),” Arceo said.
Arceo, who has done numerous studies on the matter, said most of the youth do not want to go to agriculture because they prefer to work in offices or abroad.
Farmers themselves, the ATI chief added, would inspire their children to seek a job outside of their communities so they “would not end up like them”.
Digital program
To engage both the farmers and their next of kin, the Department of Agriculture (DA) created the Digital Farmers Program, a series of training that aims to maximize technology for agricultural endeavors.

In an interview with Agricultural Training Institute (ATI) Division Chief Antoineta Arceo during the weekly Usapang Pangkapayapaan, Usapang Pangkaunlaran (UP, UP) Pilipinas of the Philippine Air Force Virtual TV, she noted that the average age of farmers in the country today is 56.
The Philippines, an agricultural country, has a population of over 100 million people. Of this number, 40 percent are farmers.
“After 15 years, kung walang susunod, wala nang magsasaka (After 15 years, if no one takes on farming [in the family], we will no longer have farmers),” Arceo said.
Arceo, who has done numerous studies on the matter, said most of the youth do not want to go to agriculture because they prefer to work in offices or abroad.
Farmers themselves, the ATI chief added, would inspire their children to seek a job outside of their communities so they “would not end up like them”.
Digital program
To engage both the farmers and their next of kin, the Department of Agriculture (DA) created the Digital Farmers Program, a series of training that aims to maximize technology for agricultural endeavors.

DIGITALIZING AGRICULTURE FOR NEXT-GEN FARMERS
Environment Secretary Roy A. Cimatu said the Philippines should embrace bamboo as a substitute for wood timber if it wants to increase the nation’s forest cover and fight climate change.
Cimatu said that using bamboo as an alternative to traditional hardwood building materials would eliminate the need to cut trees in the forest, which helps lessen climate change impacts by reducing the amount of greenhouse gases in the atmosphere.
“We are envisioning to produce engineered bamboo as a substitute for actual lumber instead of cutting trees that are there in the forest so that we will increase our forest cover in the next several years or decades to catch up with our ASEAN neighbors,” Cimatu said in his speech during the first-ever ASEAN Bamboo Congress held in Iloilo City on August 13.
The environment chief noted that only 23 percent of the country’s total land area is covered by forest, which makes the Philippines having one of the lowest forest covers in Southeast Asia. The average forest cover in other countries in the region is between 30 and 35 percent.
“We are not competing that we should be the highest—that we should be there at the top of the forest cover, but it is a necessity for us because we used to have the biggest forest cover in the ASEAN, in Southeast Asia. But not now because of our overuse of our timber,” Cimatu pointed out.
Cimatu said that bamboo—technically a grass, not a tree—is not only a sustainable alternative to wood, but also has the potential to significantly offset carbon emissions.
“Bamboo reduces the need for timber resources, and helps greatly in carbon sequestration, biodiversity conservation, and low-cost rehabilitation of degraded lands,” he added.
Cimatu further said that bamboo not only provides food and raw materials for construction, but it also generates local jobs, creating new income streams; lessens flooding, erosion and rising sea level; and is a great source of clean fuel.
He reiterated that the Department of Environment and Natural Resources (DENR) is eyeing Panay Island in Western Visayas to be the center of bamboo production in the country.
Cimatu said he already directed the DENR regional office in Western Visayas to conduct an inventory of bamboo plants on the island, particularly in Maasin town in Iloilo province that produces the most number of bamboo plants.
He also ordered the prioritization of bamboo over other tree species to be planted on denuded and degraded forest areas covered by the Enhanced National Greening Program, the government’s flagship reforestation initiative.
The 1st ASEAN Bamboo Congress was organized by the DENR’s Ecosystems Research and Development Bureau (ERDB) to promote partnership among the participating ASEAN countries in improving the conditions of bamboo forests and dependent industries in the region.
ERDB Director Sofio Quintana said the congress allowed the participants to share knowledge on bamboo that they can use in their own countries.
“There may be a lot of efforts on bamboo research, but knowledge sharing and collaboration are the genuine keys to making research information and technologies useful and of high quality,” Quintana said.

A high-ranking official of the Department of Environment and Natural Resources (DENR) on Wednesday urged local government unit (LGU) leaders to come up with their own 10-year solid waste management plan.
DENR Undersecretary Benny Antiporda, in-charge of solid waste management and LGU concerns, thanked the Cebu mayors in municipalities and cities that already have an approved 10-year plan on proper disposal management of their local wastes.
“Those mayors who have approved solid waste management plan already, I won’t dare say that your plans are correct. There are many of you who find hard time implementing your plans, especially those who belong to 3rd and 4th class municipalities,” he said in Filipino.
Antiporda urged mayors to make amendments in their plans to conform with what they promised to their constituents.
He acknowledged that poorer municipalities find it difficult to manage their solid wastes, considering the cost in constructing and maintaining a sanitary landfill.
“And our dream of having WTE (waste to energy) project remains a dream and remains unfulfilled because of its cost,” Antiporda told the participants in the 4th Solid Waste Management Summit and Expo 2019 at the Ayala Center Cebu here.
The DENR official promised to work closely with the local government units who have not yet come up with their solid waste management plans to approach the Solid Waste Management Division of the DENR Central Visayas regional office.
He promised to fast-track the approval of the submitted plans.
“Gone are those days that the mayors were victims of corrupt practices in seeking approval of their solid waste management plan,” Antiporda said, noting that under the Duterte administration, the department is committed to fast-track the approval.
“When Secretary Roy Cimatu put me as in-charge of solid waste management commission, we improved the passage of the 10-year solid waste management plans,” he noted.
In just seven months, the DENR was able to approve 568 percent of applications covering 65 approvals, as compared to only one single plan approved in 2016, he said.
Antiporda also pressed the mayors to come up with an approved permanent plantilla position of a municipal environment and natural resource officer (MENRO), saying having only a designated environmental officer would not warrant accountability.
“LGUs should have a permanent MENRO, not just a designated one, so that we know who is going to be answerable to the national government in cases of non-compliance to the solid waste management law,” he said.
Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 provides for a comprehensive ecological solid waste management program by creating the necessary institutional mechanisms and incentives, appropriating funds, declaring certain acts prohibited, and providing penalties to violators. DSWD TO ENSURE SMOOTH TRANSITION OF FUNCTIONS, PROGRAMS TO NATIONAL COMMISSION OF SENIOR CITIZENS
The Department of Social Welfare and Development (DSWD) will ensure the smooth transition to the National Commission of Senior Citizens of the functions, programs, projects, and activities being undertaken by the Department for the formulation, implementation, and coordination of social welfare and development (SWD) policies and programs for the poor, vulnerable, and disadvantaged senior citizens.
This is after President Rodrigo R. Duterte signed into law Republic Act (RA) 11350 or the National Commission of Senior Citizens Act.
RA 11350 creates the National Commission of Senior Citizens under the Office of the President, which will be tasked to ensure the full implementation of laws, policies, and programs of the government pertaining to senior citizens.
Section 11 of the law mandates DSWD to transfer all its functions, programs, projects, and activities for senior citizens to the Commission.
As the government’s focal agency for elderly concerns, the Department advocated for the passing of the law and it was among the agency’s priority legislative measures during the 17th Congress.
DSWD believes that there should be a specialized body that is solely focused on addressing the numerous and varied concerns of the senior citizen sector.
The Department emphasized that the Commission will guarantee sustained focus on the promotion and protection of the rights and welfare of senior citizens. It will facilitate more effective coordination among government agencies implementing and monitoring laws for senior citizens and in addressing the sector’s emerging concerns, including the need for a long term care program and protection against elderly neglect and abuse.

ATHLETES, TRAINERS, COACHES ASSURED OF SSS BENEFITS
Philippine Sports Commission (PSC) Chairman William I. Ramirez and Social Security System (SSS) President and Chief Executive Officer Aurora Ignacio on Tuesday formally signed a landmark memorandum of agreement (MOA) that would finally provide SSS benefits for athletes, trainers and coaches.
“I was so surprised and I’m so happy that such a big courier organization of the country is partnering with us, helping us with our athletes,” Ramirez said in his speech during the signing ceremony at the PSC building at the Rizal Memorial Sports Complex, Manila.
Ramirez said the historic partnership will be one of the legacies that they want to leave to the national athletes, coaches and trainers.
“This are our legacy na iiwanan (that will leave), big part of this. Sa pananaw ko (I think), no single Bureau or Department can achieve this goal without collaboration with the other agency and I think this is an example of a great collaboration” Ramirez said.
Ramirez was accompanied by his three commissioners -- Charles Raymond Maxey, Celia Kiram and Arnold Agustin while Ignacio was with SSS NCR Operations Group Senior Vice President Jose B. Bautista and SSS Concurrent Acting Senior Vice President Antonio S. Argabioso.
“Unang-una ‘ho, kami ‘ho ang dapat na magpasalamat sa inyo. Kami ‘ho ang mas nangangailangan talaga na mai-cover ang inyong mga Coaches, Trainers tska Athletes. (First, we should be the one who should express appreciation. We really need to cover your coaches, trainers and athletes),” Ignacio said.
Ignacio said the partnership was in line with President Rodrigo Duterte’s order to provide protection to the national athletes, coaches and trainers who continuously give pride and glory for the country in the international arena.
“Maraming atleta na tumatanda na lang at hindi sila natutulungan sa pagpapa-ospital sa kanilang pagtanda. So with the SSS coverage hindi lang ‘ho yung sickness at disability ang makukuha nila, there are other benefits lalo na sa atletang babae (Many athletes have retired and they are not getting help like hospitalization when they become old. So with the SSS coverage, they will not only get sickness and disability benefits, but other benefits specially for female athletes)” Ignacio said.
SSS members should complete at least 120 months contribution in order to enjoy the pension and other SSS benefits.
Under the agreement, the PSC shall automatically deduct the monthly SSS contributions from the allowances of the national athletes, coaches and trainers under ‘self-employed’ category.
“The PSC, having no employer-employee relationship with its national athletes, coaches and trainers, has no obligation to pay the employer counterpart of the said contributions,” stated in the MOA.
The PSC is a government sports arm that supports the training and exposures of some over 1,000 national athletes from 58 National Sports Associations (NSAs). # Source - PNA

DA CHIEF EYES 'NEW THINKING' STRATEGY TO ATTAIN FOOD SECURITY
To attain food security, the vision of President Rodrigo Duterte, newly appointed Agriculture Secretary Dr. William Dar has proposed a strategy of "new thinking" to advance the agriculture sector.
"The new thinking's vision is to have a food secure Philippines with prosperous farmers and fisherfolk. Its mission is to collectively empower farmers and fisherfolk and the private sector to increase agricultural productivity and profitability, taking into account sustainability and resilience," said Dar in a press briefing on Tuesday held at the Bureau of Soils and Water Management (BSWM) in Quezon City.
For starters, Dar said there is a need to modernize agriculture through the use of modern technology that would cover all crops, including those with export potential in processed or value-added form like coffee, cacao, cassava, tropical fruits, rubber, among others.
Relative to that, he said that "there is a need to diversify crop production in the Philippines as about 80 percent of the country’s farm lands are devoted to only three crops: rice, corn, and coconut."
"Agripreneurship should also form part of the paradigm to modernize Philippine agriculture, as farming and fisheries should be treated as business undertakings or industries," he added.
Agriculture must also be treated as an industry, "with the objective of industrializing the value chain of every agricultural commodity," Dar said.
"While productivity increase is a major objective, it is equally important to produce more income by value adding, processing, manufacturing, and developing markets for both raw and processed agricultural products," he said.
The DA chief said there is also a need to engage the private sector in investing and setting up of more agri-based industries in the countryside and developing markets for agriculture products.
"Relative to the industrialization of Philippine agriculture is creating the framework for the digitization of farming and agribusiness activities in the country where credit is made available, affordable and accessible," he noted.
There is also a need for the country to have a "systematic and long-term strategy" in developing and promoting exports of raw and processed agricultural products.
"This would require achieving economies of scale in on-farm production that would generate sustained quantity and quality of export products. The private sector’s role will be essential in developing and promoting agricultural products," he said.
At present, the Philippines only has two agricultural products that earn at least USD1 billion per year in export receipts -- bananas and coconut products (mostly in oil form). Thailand has 13 types of farm exports earning over USD1 billion each year, Indonesia has five, and Vietnam has seven.
Dar said there is also a need to promote and support farm consolidation arrangements to bring about economies of scale, particularly for crops that require mechanization and massive use of technology.
These schemes include block farming, trust farming, contract farming, and corporative farming that will make farming more efficient, where technology is used, where cost of production is reduced, and farm productivity and incomes are increased.

NIA, DENR SIGN MOA FOR WATERSHED MANAGEMENT
The National Irrigation Administration (NIA) and the Department of Environment and Natural Resources (DENR) on Monday signed a Memorandum of Agreement (MOA) for the effective management and development of the 143 watersheds supporting the National Irrigation Systems (NISs) in the Philippines,
NIA administrator Ricardo Visaya and DENR Secretary Roy Cimatu inked the agreement at the DENR Central Office in Diliman, Quezon City.
By virtue of the DENR Memorandum Circular (DMC) No. 2008-05, the guidelines in the preparation of Integrated Watershed Management Plans (IWMP) and programs of all watersheds in the country, regardless of their classification, size, use, and administrative jurisdiction, was issued.
In this regard, there is a need to establish and delineate the respective responsibilities of the DENR and NIA over watersheds and reservations, for purposes of effective management and development of programs and projects toward the sustainable existence of irrigation systems within the said areas. Similarly, the concept of Watershed Ecosystem Management (WEM) from ridge to reef approach, including vulnerability assessment, must be harmonized and adopted.
The MOA provides that in coordination with DENR and Forest Management Bureau (FMB), NIA shall identify and recommend priority watersheds and reservations supporting irrigation projects which require immediate rehabilitation and development.
In collaboration with the DENR and other concerned agencies and instrumentalities, NIA shall also secure appropriate environment clearances and permits from the DENR/field offices as necessary for the protection of watersheds and reservations.
Moreover, the Agency shall recommend qualified NIA field personnel to be deputized by the DENR as Environment and Natural Resources Officers, in accordance with the existing forestry laws, rules, and regulations. In this regard, NIA shall assist the DENR in the preparation of IWMP and programs related to the management, protection, development, and rehabilitation of such watersheds and reservations.
The MOA also provides that the DENR and NIA shall have joint undertakings in enforcing forestry laws, conducting census management, controlling watershed communities, and sharing available watershed information that would enhance watershed capabilities of all parties.
In coordination with other concerned agencies and institutions, the information, education, and communication (IEC) campaigns, studies, and Research and Development (R&D) on watershed technology generation and application must be conducted.
Correspondingly, the mechanism for sourcing of funds from international and local funding institutions for the development and rehabilitation, including maintenance of identified priority watersheds and reservations.
