The much-coveted Seal of Good Local Governance(SGLG)annually conferred by the Department of the Interior and Local Government (DILG) to good performing local government units(LGUs) since 2014 is eyed to be brought down to barangay-level.
“SGLG has become a badge of pride,inspiration,and motivation to provincial,city and municipal governments nationwide.It has spread the practice of good governance and we’d like this to ripple down to barangays,”said DILG Secretary Ismael ‘Mike’ D. Sueno who advocates community empowerment.
The SGLG, which evolved from its predecessor the Seal of Good Housekeeping(SGH)in 2011,is an award and incentive program for performing LGUs based on core areas of financial administration,disaster preparedness,social protection; and any of the essential areas, namely,business friendliness and competitiveness,peace and order,and environmental management,otherwise known as the "3+1" principle of the Seal.
Sueno shared that the DILG is in the midst of developing the scheme for the barangay-level SGLG.“As the Local Government Code mandates,we are gearing towards real decentralization which in full essence must be practiced down to the grassroots.”
Barangay Full Disclosure Policy
Moreover,Sueno underscored the accomplishments of the Department last year in ramping-up barangay governance.
The DILG National Barangay Operations Office(NBOO)reported that 93.14 percent or 39,147 barangays are compliant with the Barangay Full Disclosure Policy(BDFP).
The BFDP aims to eliminate graft and corruption in all government transactions at the barangay level by directing all punong barangays to post the following documents in a conspicuous area inside the barangay hall and on the barangay’s official website:Annual Budget,Summary of Income and Expenditures,20 percent component of Internal Revenue Allotment utilization,Annual Procurement Plan,Itemized Monthly Collections; and List of Notices of Awards.
Barangay Assembly
Further,more than 95 percent of barangays in the country held their Barangay Assembly in October 2016,the first Barangay Assembly under the Duterte administration,which is a notch higher than the Barangay Assembly held in March of the same year.
Sueno attributes this improved compliance of barangays to the people’s renewed confidence in the government,as he challenged the DILG for even higher compliance in the conduct of Barangay Assembly this coming last Saturday of March and the second Sunday of October. “The barangay assembly is a democratic space for the exercise of people’s right for citizen participation in their very own communities,”he said.
Sueno added that other barangay programs of the DILG are being perked up such as Community-Based Disaster Risk Reduction Management(CBDRRM),Barangay Violence Against Women And Children(VAWC)Desk,Ugnayan ng Barangay at Simbahan(UBAS),Barangay Governance Performance Management System (BGPMS), and the MASA MASID(Mamamayang Ayaw Sa Anomalya,Mamamayang Ayaw Sa Iligal na Droga)program. # Source – www.dilg.gov.ph
