As the term of office of local officials comes to a close, the Department of the Interior and Local Government (DILG) wants to ensure that the incoming set of local officials will be ready to take on the numerous challenges and responsibilities in managing their respective localities.

DILG Secretary Mel Senen Sarmiento said the Department’s training arm, the Local Government Academy (LGA), has come up with a capacity development program for Newly-Elected Officials (NEO) which is intended to prepare and develop the capacities of the new local officials who will take their oath of office in June this year. 

“Aalalayan ng DILG ang ating mga bagong-halal na local officials para maayos nilang magampanan ang kanilang tungkulin bilang tagapasimuno ng kaunlaran sa kanilang nasasakupan,” said Sarmiento.

He said the NEO program has several components, the first of which is the establishment of transition teams in each local government unit (LGU) to take charge of the preparation of transition documents and briefing schedules for the turnover of LGU operations. 

“This will give incoming elected officials a clear knowledge of the challenges and opportunities of the LGU, and guide them in coming up with plans and strategies to improve the delivery of services in their localities,” Sarmiento said.

The next component will focus on sharpening the management competencies and leadership skills of newly-elected officials. “This will help them in formulating their First 100 days agenda and a localized Social Contract,” he said.

Through this capdev intervention, the DILG Secretary said newly-elected officials will have a picture of the actual challenges confronted by the local community in terms of governance, climate change and disaster resiliency, competitiveness and social protection. 

“This phase will teach them to formulate LGU development plans such as Comprehensive Development Plan (CDP); Comprehensive Land-use Plan (CLUP); Executive-Legislative Agenda (ELA), and Capacity Development Agenda (CDA),” Sarmiento stated.

Aside from these, local officials will be coached in executive sessions with renowned governance experts as resource persons to tackle approaches on how to strengthen alliance with their provincial governments and build partnerships with CSOs, LRIs, and private sectors.

LGA Executive Director Marivel Sacendoncillo said the NEO program also offers a menu of trainings based on the competency levels of local officials which means that LGUs can match their requirements with existing capacity development services and available training packages.

Sacendoncillo said the program utilizes a blended, decentralized approach to learning such as webinars and short video-taped presentations combined with peer-to-peer learning and face-to-face discussions. The program also employs solution-seeking interventions, including the deployment of leadership coaches for local chief executives who will express the need for mentors. #  Source –
