MOTORISTS URGED TO MAKE CAR CHECKUP, MAINTENANCE A HABIT

The Department of Environment and Natural Resources (DENR) is urging car owners to get in the habit of regular car checkup and maintenance to make sure they do not contribute to air pollution.

The appeal was made as the DENR, together with the Coalition of Clean Air Advocates of the Philippines (CCAAP), led on Friday (Nov. 27) a nationwide campaign promoting vehicle inspection and maintenance consciousness among motorists.

The Second National Check Your Car Day, with the theme “Clean Air through National Motor Vehicle Inspection and Maintenance Awareness,” is the culminating activity for the observance of November as Clean Air Month.

More than 500 private emission testing centers (PETCs) nationwide, of which more than 100 are in Metro Manila, were mobilized by the CCAAP for the event by providing free vehicle emission test to volunteered vehicles registered with the Land Transportation Office (LTO).

DENR Secretary Ramon J.P. Paje expressed hope that the event would encourage vehicle owners to “practice the initiative of maintaining their vehicles to help achieve cleaner air.”

“We advocate the need for each vehicle owner to consciously inspect and maintain his vehicle, not only to ensure its longevity and good condition, but also to reduce its potential to contribute to air pollution,” he urged.

During the event, several members of the Anti-Smoke Belching Units (ASBUs) formed by the DENR’s Environmental Management Bureau (EMB), tested the emissions of vehicles of the department, its employees, the Quezon City local government, several public utility jeepneys, and other interested parties. Joining them were representatives of the CCAAP and local transport groups.

Paje, however, clarified that the results of the test may not be used for registration purposes, “but solely for owners to know the state of their vehicles and be encouraged to maintain them.”

Around 80 percent of air pollution in the country comes from mobile sources or motorized vehicles. The rest are from open burning and stationary sources like factories.

To reduce smoke-belchers on the road, the LTO has required emission testing of vehicles prior to registration.

DENR Assistant Secretary and concurrent EMB Director Juan Miguel Cuna said that today’s nationwide free vehicle emission testing was being conducted not to penalize motorists but to encourage them to have their cars checked up and ensure that their vehicles are in good running condition to help the government in its effort to address air pollution that impacts on public health and the environment.

Referring to those who pay off PETCs to certify their vehicles even without undergoing actual testing, Cuna said, “We want to remind you that you do not benefit from such shortcuts. We all breathe in the same air, and driving with vehicles that fail our standards affect us and our children. Everyone loses.”

The DENR has also coordinated with the Department of Energy for the imposition of stricter emission standards for vehicles, directing the transition of fuel use from Euro2 to Euro4 standards starting July 2015.

Euro4 fuels have a sulfur content of only 50 parts per million (PPM), compared to 500 PPM for Euro2.

The government is also promoting the use of e-vehicles or conversion to the use of alternative fuels like compressed natural gas, liquefied petroleum gas, and biofuels. # Source – www.denr.gov.ph

DEPED-RO1 INTENSIFIES DENGUE PREVENTION CAMPAIGN!

SCHOOL HEADS in Region 1 were urged to conduct Brigada Kalinisan and Dengue Prevention Campaign.

This was announced by the Department of Education Regional Office 1 (DepEd-RO1) Regional Director Alma Ruby C. Torio, during the launching of the program held at the Don Eulogio De Guzman Memorial National High School (DEGMNHS) Calumbaya, Bauang, La Union on Nov. 4, 2015.

Director Torio emphasized the necessity of helping one another in cleaning school compound and the surroundings to minimize if not totally eradicate the prevalence of dengue cases. “Sana ‘yong battle cry na dengue prevention ay hindi magtapos sa gawaing ito, ako po ay lalong matutuwa kung wala na pong makakaranas ng dengue, kaya sana sabay-sabay nating labanan ang dengue sa pamamagitan ng paglilinis sa ating kapaligiran, so it’s a challenge,” the director said.

The DepEd together with the Department of Health (DOH), Department of Social Welfare and Development (DSWD), Department of Interior and Local Government (DILG) and the Municipality of Bauang launched the program at the DEGMNHS after more than 80 students suffered from dengue. No casualty however, was recorded.

The DOH allocated 30 rolls of Insecticide Treated Nets, purposely to be used as curtain of the school’s 30 classrooms. The mosquitoes will not only be trapped but will die as they touch the screen.

Regional Director Myrna C. Cabotaje of the DOH, on the other hand, advised that anyone who is suffering from fever must not hesitate to undergo consultation. This is to avoid complications that may be brought by dengue like dehydration, bleeding and hemorrhage. # Source – depedro1.com.ph

PHILMECH DEVELOPS MORE EFFICIENT PALAY DRYING SYSTEM

The Philippine Center for Postharvest Development and Mechanization (PhilMech), an attached agency of the Department of Agriculture, has developed a prototype machine that uses a more efficient drying technology for palay (unmilled) rice called fluidized bed drying.

Tests conducted so far on the pilot Fluidized Bed Drying System has shown it can dry grains at a cost of only P0.63 per kilogram and has a capacity of 500 kilograms per hour. The Fluidized Bed Drying System developed by PhilMech runs on electricity.

“While still undergoing tests, the Fluidized Bed Drying System shows potential in drying palay more efficiently than present drying systems. Notably, the system uses an efficient drying system that has been in use in different industries,” said PhilMech Executive Director Rex L. Bingabing.

A typical fluidized bed drying system uses heated air to dry commodities like grains. During the fluidization process, hot air or gas flow is introduced through the bed of solid particulates. The gas or air will move upwards through the spaces between the particles.

Based on field tests conducted by PhilMech, the optimum drying time can be achieved in about two hours. The study where the results of the tests were discussed was authored by Bingabing and Reagan J. Pontawe, Nestor T. Asuncion, Roselyn B. Villacorte, and Romualdo C. Martinez all from PhilMech. The study’s title is “Fluidized Bed Drying System for Complete Drying of Paddy Phase II – Development of Fully-Automated Pilot-Scale System.”

Bingabing said the Fluidized Bed Drying System to dry grains is a product of the Agrinnovation Research and Development (R&D) approach where the PhilMech taps existing technologies to modify them for use in the country’s farms. Agrinnovation differs from the traditional R&D approach, which is to produce something out of nothing. Through PhilMech’s new approach, the agency is making something new out of an existing technology.

The Agrinnovation approach of PhilMech has resulted to the development of prototype models in six to 12 months compared to usual three to five years. Among the farm machineries developed under the Agrinnovation approach are: Coconut Water Pasteurizer; Tractor Mounted Combine Harvester; Onion Seeder; Compact Village Corn Mill; Brown Rice Huller; Cassava Digger; and Granulated Cassava Belt Dryer. # Source - (DA-PhilMech Communication Team)/www.da.gov.ph
