ASSISTANCE TO DISADVANTAGED MUNICIPALITIES 'DIFFERENT' FROM BUB

Interior and Local Government Secretary Ismael Sueno today said that the DILG’s new Assistance to Disadvantaged Municipalities (ADM) program is ‘different’ from the Bottom-Up Budgeting (BuB) program of the previous administration.

Sueno said ADM is quite distinct in terms of its objectives, type of projects, eligibility for funding, projects identification scheme, and budget allocation per local government unit (LGU).

He said that unlike BuB whose main objective is citizen engagement and participation, ADM is designed to assist LGUs in strengthening their ability to deliver basic services.

“The ADM is anchored on the need to somehow provide fiscal space to municipalities, to allow them not to become too dependent on their Internal Revenue Allotment (IRA) and to help LGUs utilize their local resources for other programs and projects,” he said.

Sueno said that under the new program, the local chief executive has to submit a project list culled out from any of the existing plans of the municipality, unlike in the BuB wherein civil society organizations are included in project identification.

“The main trajectory of BuB then was people participation. In ADM, we are more concerned in helping the towns address the essential needs of their constituents,” he said.

According to him, the projects eligible for ADM assistance include the five basic infrastructure that are most needed in municipalities – access roads, potable water, evacuation centers, sanitation facilities, and small water impounding.

The DILG Secretary also said that the ADM, similar to the BuB, also imposes a governance requirement wherein municipal governments have to meet good governance standards prior to the release of funds to them. These standards include passing the good financial housekeeping component of the Seal of Good Local Governance (SGLG) and completion of assessment of its Public Financial Management System.

He said that although not all of the 1,373 out of the total 1,489 municipalities in the country covered under the program may be considered ‘disadvantaged’, the ADM looks at the magnitude of poverty in the area and not just at the baseline income of the municipalities.

The DILG Chief also stressed that there is no duplication or repetition of projects under the ADM program with other national government agencies, noting that the P19.4 billion budget being proposed for ADM is for projects that are within the scope of implementation of the DILG. #  Source – www.dilg.gov.ph

ILOCOS SUR IS BACK TO BACK NATIONAL QUALITY CORN ACHIEVER

For the second time in a row, the Provincial Government of Ilocos Sur under the leadership of Governor Ryan Singson was adjudged as outstanding province under the National Quality Corn Achievers Award 2016.

Ilocos Sur was awarded by the Department of Agriculture during the 4th National Quality Corn Achievers Awarding Ceremony held at The Farm, Koronadal City, South Cotabato on November 16, 2016. The Municipality of Sta. Maria was also a grand slam awardee for the municipal category.

Provincial Agriculturist Constante Botacion was again honored as outstanding provincial agriculturist of the Philippines and Oscar Tobia as outstanding provincial corn coordinator. Along with them were Grace Cardona and Diosdado Mendoza of Sta. Maria, Ilocos Sur as outstanding municipal agriculturist and outstanding municipal corn coordinator respectively, while agricultural technologists Ronan Tumbaga of Bantay and Oliver Quidangen of Burgos, Ilocos Sur were recognized as outstanding agricultural extension workers.

The province was awarded the same title last year at Clark, Pampanga for having an outstanding high grade corn produce with an average yield increment of 2.24 %. This year, in the random sampling made by the evaluators from the DA, the quality of the corn produce in the province is premium grade.

Gov.  Ryan said that this back to back award is a great achievement which was realized through the strong support of the provincial government, the Department of Agriculture and the Local Government Units and also not to discount the great performance demonstrated by the farmer's sector. His administration has initiated different programs since he assumed office to increase the production and raise the quality of corn seeds planted in farmlands. These include production support, provision of farm implements, irrigation and water system, farm machinery extension and training support, and even marketing support that lead to high quality corn produce.

“This is again a success of our province but it is also a challenge to us on how to sustain and even improve the corn industry. The cash prize we received last year will aid the farmers in their post-production through the purchased hauling trucks. This year’s award will again be allotted to them but we will let our farmers decide of the kind of projects that would benefit them.” Gov. Ryan added.

A plaque was given to the Province aside from the three million pesos cash prize handed by the Department of Agriculture National Officials. #  Source – PIO Ilocos Sur

FARMERS TO GET ABOUT P622-MILLION INSURANCE FOR KAREN AND LAWIN LOSSES

The Philippine Crop Insurance Corporation (PCIC), the government’s agricultural insurance provider, has set aside some P622 Million to indemnify losses suffered by insured farmers in Luzon in the wake of the successive onslaught of Typhoons Karen and Lawin over the last two weeks.

Typhoon Karen buffeted the country on October 15-16 while Typhoon Lawin, which was the most destructive typhoon to occur this year, struck October 19-20. The twin weather disturbances affected farms in the entire Luzon region.

In a report to Agriculture Secretary Emmanuel F. Piñol, PCIC President Jovy C. Bernabe reported that a quick assessment of the post-typhoon situation showed that 103,338 hectares operated by 81,700 farmers were damaged.

The report also said that the rice sector suffered the most, accounting for about 77% of the total number of farmers and size of farms affected. Corn accounted for about 15% of farmers and 13% of farms, while high-value crops (HVC) accounted for over 7% of farmers and around 9% of the farms.

Accordingly, Bernabe said, rice accounted for 85.78%, or P533.26 Million of the indemnity allocation; corn, 1.86% or P11.55 Million; and HVC, 12.36% or P76.82 Million.

A detailed accounting of the PCIC field reports of the damages showed that Region II suffered the most damage in peso terms at P198.81 Million, followed by Central Luzon (Region III), P154.35 Million; and Ilocos Region (Region I), P90.82 Million. The Cordillera Administrative Region suffered damages amounting to around P58.18 Million.

Piñol has directed the PCIC to assist the affected farmers and hasten the processing of damage claims in less than the 20-day regulation period. #  Source -  (DA-PCIC)/www.da.gov.ph
