CARE FOR YOUR KASAMBAHAYS, REGISTER THEM IN BARANGAYS

The spirit of love is still up in the air this February as Secretary Ismael ‘Mike’ D. Sueno of the Department of the Interior and Local Government hovers the welfare of domestic workers or kasambahays in the country.

In a directive to local chief executives, Sueno urges them to ensure the implementation of Republic Act (RA) No. 10361 or Batas Kasambahay which requires every employer to register all domestic workers under their employment in the Registry of Domestic Workers in the barangay also called as Barangay Registration of Kasambahays.

“Kasambahays have a big role in keeping socioeconomic activities running. They take care of households and look after their employers’ children in order for their bosses to go to work or attend to their enterprise,” he said.

“Their wellbeing ought to be taken cared of just like workers in the formal public and private sectors,” he added.

The DILG Secretary also called on all punong barangays through a directive to enact local ordinances in support of the Batas Kasambahay and to implement the Barangay Registration of Kasambahays in their area of jurisdiction.

“Registering kasambahays is both beneficial to kasambahays and their employers,” he emphasized.

“I also encourage barangay officials to discuss your implementation of the Batas Kasambahay during the coming law-mandated conduct of Barangay Assembly Day this first semester of the year, which will be on March 25,” he said.

Under Batas Kasambahay, a domestic worker or kasambahay is any person engaged in domestic work within an employment relationship such as, but not limited to: general househelp, nursemaid or “yaya”, cook, gardener, or laundry person, but shall exclude any person who performs domestic work only occasionally or sporadically and not on an occupational basis.

The term does not include children who are under foster family arrangement, and are provided access to education and given an allowance incidental to education, i.e. “baon”, transportation, school projects and school activities.

Barangay Kasambahay Desk

In July 2013, the DILG directed barangays to have Kasambahay Desks. Barangay chairpersons were ordered to devise a system to ensure the registration of all kasambahays in their barangays including an on-line registration through their official website or e-mail.

The KR Form 1 and the Kontrata sa Paglilingkod sa Tahanan are available at the barangay and city or municipal Public Employment Service Office (PESO). Both forms are also downloadable at www.dilg.gov.ph and www.dole.gov.ph.

In case of termination of the contract, employers ought to immediately notify the Kasambahay Desk for updating purposes.

The disclosure of information about the kasambahay and the employer by the barangay and the local PESO is subject to compliance with the requirements of RA No. 10173 (Data Privacy Act of 2012) and other existing laws, otherwise, violators shall be subjected to fine or imprisonment. # Source – www.dilg.gov.ph

PHILHEALTH TO INTRODUCE BENEFIT PACKAGES FOR CHILDREN WITH DISABILITIES

SUPPORT for children with hearing, visual, mobility impairment and development disability will soon be available, as the country’s social health insurer works on benefit packages designed to aid these children cope with their disabilities.

On the occasion of its 22nd Anniversary held recently at the Blue leaf Events Pavilion in Taguig City, the Philippine Health Insurance Corporation (PhilHealth) announced that a benefit package for children with disabilities (CWDs) is now being developed to help address part, if not all, of their health care needs. This move is also in support to the Department of Health’s (DOH) expanded national program for disabled persons.

“Let us not allow these children to be deprived of opportunities, access to education, social and health services. Instead, we should give them our support and understanding. We have to treat them fairly and help them live a normal life,” PhilHealth Acting President and CEO Ramon F. Aristoza said.

Aristoza said that the Z benefit package for hearing impairment will include professional assessment, diagnostic test, hearing devices, habilitative/rehabilitative speech therapy that will enable CWDs to gain functionality in hearing and communication.

For visual impairment (low vision), services include vision assessment, provision of electronic and non-electronic optical devices, with appropriate rehabilitation that will preserve and rehabilitate the children’s ability for sight and purposeful activities.

On the other hand, the Z Benefit package for mobility impairment will provide appropriate mobility devices and habilitative/rehabilitative therapy that can potentially halt the progression of conditions limiting mobility and will enable children to navigate access and become more independent.

Finally, the benefit package for developmental disability includes services for proper diagnosis in order to provide specific and individualized plans for therapy services. These children will be able to achieve specific milestones in their development, which will optimize their capacities and increase their participation in education and in the community.

The benefit package for CWDs will soon be made available in contracted facilities with specialized services for the Z benefits for children with disabilities.  #  Source - PHILHEALTH

DEPED, DPWH TO CONSTRUCT MORE QUAKE-RESILIENT SCHOOL BUILDINGS IN 2017

Prior to the 6.7-magnitude earthquake that hit the province of Surigao del Norte, Education Secretary Leonor Briones has met with the Department of Public Works and Highways (DPWH) officials to reconstitute the joint Technical Working Group (TWG) on the Basic Education Facilities.

This is to target the prompt execution of school buildings construction under the 2017 budget of the Department. A Memorandum of Agreement (MOA) provides the roles and responsibilities of DepEd and DPWH in the implementation of School Building Project (SBP). It also discusses the technical and financial system to be followed in the implementation.

On Friday, February 10, the quake jolted Surigao, causing damage in the following schools: CARAGA Regional Science High School, JR Clavero Elementary School, Ipil Elementary School, Mariano Espina Memorial Central Elementary School, Surigao City Elementary School, Suklayang Elementary School, Mat-I Elementary School, Cabrera Altres Senior High School, and the DepEd Division Office.

The Education chief, along with Undersecretary for Administrative Services Alain Del Pascua, joined President Rodrigo Duterte and other Cabinet members in inspecting the destruction and encouraging the disaster-stricken Surigaonons to be strong in the face of this challenge.

The DepEd and the DPWH also agreed to design new school buildings based on the latest National Structural Code of the Philippines (NSCP) 2010 and on the Minimum Performance Standard Specifications (MPSS) to make the structures physically resilient.

Accordingly, the buildings are designed to withstand strong winds and major earthquakes. The structural component of the building such as footing, columns, and beams are made bigger.

Briones recommends the construction of school buildings that can withstand wind velocity at 350 kph after the heavy destruction on classrooms brought about by typhoons “Nina” and “Lawin” that hit Cagayan Valley and Bicol Region.

Both agencies are working on the finalization of the new school building design, which they target to implement this year.

The DepEd reported that between 2010 and 2016, a total of 118,686 classrooms were constructed and 66,463 are ongoing. This year, the Department has allotted P65.4 billion to build 47,492 classrooms including 10,000 classrooms for procurement.

The total budget of DepEd for 2017 is P109 billion to cover the construction of classrooms for K to 12, technical vocational workshop laboratories, and replacement of old and dilapidated classrooms.

Secretary Briones vowed to the quake survivors that the Department will speedily implement the Department’s programs and projects, particularly on school physical facilities. #  Source – www.deped.gov.ph
