DSWD LAUDS PASSAGE OF MAGNA CARTA OF THE POOR
The Department of Social Welfare and Development (DSWD) expresses its gratitude to the lawmakers for enacting the milestone legislation “Magna Carta of the Poor,” which strengthens all interventions for the Filipino poor, vulnerable, marginalized, and disadvantaged sectors in society.
Republic Act No. 11291 or “An Act Providing for a Magna Carta of the Poor” was signed into law by President Rodrigo Roa Duterte on April 12, 2019. It seeks to ensure that the poor are granted ready access to government services and that the private sector are enjoined to invest in poverty alleviation programs.
Secretary Rolando Joselito D. Bautista welcomes the enactment of the Magna Carta of the Poor, saying that the measure paves the way of further strengthening the Department’s ongoing interventions for the poor Filipino whom it serves. He noted that the law also provides additional legal basis for the Department’s mandate.
With the enactment of the law, the DSWD will further enhance its current programs and services and continue to develop other interventions/social welfare and development technologies to better serve the Filipino poor.
In an interview, DSWD Director Irene Dumlao said, “under the law, the National Anti-Poverty Commission (NAPC) is mandated to oversee the implementation of the law, of course, in coordination with other government agencies, DSWD included.”
She added that the law also specified certain provisions directly mentioning the DSWD, along with the Department of Agriculture (DA) and other implementing agencies. Under Section 4 of the Magna Carta, the aforementioned agencies shall be responsible for the following: undertake necessary actions to mitigate and alleviate hunger especially in times of calamities/disasters; fully implement and maintain supplementary feeding programs in day care centers and schools; ensure the availability, accessibility, and sustainability of food supplies in a quantity and quality sufficient to meet the dietary needs of poor individuals and families; and proactively engage the poor in activities intended to promote their food self-sufficiency and strengthen their access to resources.
In addition, the law also calls for the improved collaboration of all mandated agencies to achieve a unified goal of decreasing poverty.
The law also mandates the DSWD, in coordination with the National Economic and Development Authority (NEDA) and NAPC, to identify and target its beneficiaries. In relation to this provision, Director Dumlao said it will be easier to identify who and where the poor are since the DSWD already has the Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR).

FREE EDUCATION PROGRAM FOR ASPIRING 4PS COLLEGE STUDENTS MUST BE COURSED THROUGH CHED – DSWD
The Department of Social Welfare and Development (DSWD) Field Office VI clarifies that beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) who wish to enroll in colleges in the region and avail the Tertiary Education Subsidy (TES) must apply at the Commission on Higher Education (CHED) through their respective schools and must qualify for the Unified Student Financial Assistance System for Tertiary Education (UniFAST).
The Field Office has received reports from concerned citizens that there are state colleges and universities allegedly offering free full tuition fees to aspiring tertiary students included in the 4Ps.
DSWD Field Office VI explained that being a 4Ps beneficiary does not automatically qualify the student for TES. There is a UniFAST Board that selects qualified students for the educational subsidy.
Qualified students under the TES prioritization program are the following:
Continuing Expanded Students Grant-in Aid Program for Poverty Alleviation (ESGPPA) grantees;
Students who are part of households included in the Listahanan 2.0 ranked according to the estimated per capita household income; and
Students who are not part of the Listahanan 2.0 ranked according to estimate per capita household income based on submitted documentation of proof of income to be determined by the UniFAST Board.

WORLD DAY TO COMBAT DESERTIFICATION
Out of concern that “desertification and drought are problems of global dimension in that they affect all regions of the world,” the international community adopted the Convention to Combat Desertification (UNCCD) in Paris on 17 June 1994.
On the occasion of the 25th anniversary of the Convention and the World Day to Combat Desertification in 2019 (#2019WDCD), we will look back and celebrate the 25 years of progress made by countries on sustainable land management. At the same time, we will look at the broad picture of the next 25 years where we will achieve land degradation neutrality. What do we envisage in the world in which land degradation neutrality provides a solid basis for poverty reduction, food and water security and climate change mitigation and adaptation??
The anniversary campaign will run under the slogan "Let's grow the future together," with the?global observance of WDCD and the 25th anniversary of the Convention on 17 June 2019 in Ankara, hosted by the government of?Turkey. # Source: www.dilg.gov.ph
