DSWD INTENSIFIES SUSTAINABLE LIVELIHOOD PROGRAM IN ILOCOS SUR

The Department of Social Welfare and Development (DSWD) has intensified its campaign to wage war against poverty in connection with the United Nation’s “Millennium Development Goals” through Sustainable Development Program in this First Class Province.

This was stressed by Efren Rafanan, project development officer of  - DSWD - Provincial Office, during the KALAHI (Kapit-Bisig Laban sa Kahirapan) Forum sponsored by the agency held recently.

Rafanan said that the DSWD has allotted P38 million for this year to conduct Livelihood Skills Trainings on Swine Production, Meat Processing, Fish Processing, Cosmetology, Cookery, and Baking with more than 2,000 out-of-school youths and unemployed adults as beneficiaries.

The trainings, with the support of the Technical Education and Skills Development Authority (TESDA),  were conducted in the Heritage City of Vigan, Cabugao, Magsingal, Candon City, Sta. Cruz and Sta. Lucia including upland towns, he reported.

“More than 2,000 beneficiaries from poor families were trained from January to September,” the DSWD official emphasized even as he added that “we are targeting 4,352 trainees for 2015.”

He also said that “payao” projects will be distributed to marginalized fisher folk who will be trained in the coastal towns of Cabugao and Magsingal this October until December to provide them additional income.

For marginalized farmers, the DSWD with the support of the Department of Agriculture (DA), will also conduct Swine Production and Goat Raising Trainings aside from Ube Processing and Cosmetology for unemployed women providing them P10,000 as capital fund and tool kits, the project development officer said.

Aside from TESDA and the Department of Labor and Employment (DOLE), Rafanan also commended the support of the University of Northern Philippines (UNP), considered as the “First Global University in Northern Luzon”, and the Ilocos Sur Polytechnic State College in Sta.
