DAIRY AIRY FOOD REGULATIONS NEAR COMPLETION
The Dairy Food Regulations (DFR) crafted under the Food Safety Act is now on its finalization stage, and may soon get the approval of Secretary Proceso J. Alcala.
This was according to National Dairy Authority (NDA) administrator Grace Cenas.
“NDA, being one of the food safety regulatory agencies (FSRA) of the Department, conducted numerous consultations in line with the preparation of the DFR.
The NDA has been designated as one of the DA FSRAs, particularly for milk from the farm up to the post-harvest level,” Cenas added.
As the duly mandated FSRA for pasteurized liquid milk products the NDA was tasked to draft the DFR.
Existing dairy farms, milk collection centers, milk processing plants and other dairy enterprises including service and input providers along the dairy value chain are given a maximum of two years from its effectivity date to fully comply with the regulations before they are allowed to operate such enterprises.
The Dairy Food Regulations and standards adopt the HACCP, GAP, GAHP, GMP and PNS for Fresh Milk as well as the Codex Alimentarius standards as far as practicable and suitable to Philippine dairy settings. These regulations also give preference as well to the compliance by the dairy enterprise operators with existing laws and administrative rules and regulations, like health and environmental laws and regulations, those on animal welfare, quarantine, feeds, drugs and biologics; and consumer laws and fair trade rules.
Meanwhile, the NDA administrator also reminded dairy cattle raisers not to abuse the use of antibiotics and anti-fungal drugs, because the bacteria, fungi, viruses, parasites, etc. in their animals might develop anti-microbial resistance (AMR).
“So ang epekto, instead na mamamatay ang mga bacteria nagiging resistant [na siya], hindi na tumatalab ang bisa ng antibiotics. Kapag mayroong AMR, nagsu-survive na ang mga mikrobyo, kahit may antibiotic na,” Cenas said.
She added, once the microbes develop AMR, treatment will be longer and harder.

DOH TEAMS UP WITH WHO AND UNICEF TO ADDRESS MALNUTRITION IN THE PHILIPPINES
The Department of Health (DOH), through the National Nutrition Council (NNC), in collaboration with World Health Organization (WHO) and United Nation Children’s Fund (UNICEF) convenes for the Scaling Up Nutrition (SUN) Philippine Gathering (#SUNMOVEMENTPH) to bring key players from the government agencies, developmental partners, civil society groups, business sector and the academe to identify actions in addressing malnutrition.
The SUN movement calls on member countries, including the Philippines which is the 51st country to be accepted, to scale up nutrition actions including promotion of breastfeeding and appropriate complementary feeding, management of acute malnutrition, and nutrition-sensitive interventions in agriculture, education and social welfare among others.
Globally, close to half of deaths in children under 5 years old can be directly or indirectly linked to malnutrition. According to the World Health Organization (WHO), over 17 million children under age five in the world are severely malnourished and have at least 9x increased risk for death.
Malnutrition remains a significant public health concern in the Philippines with a staggering 3.4 million children who are stunted (short for their age) and more than 300,000 children under 5 years who are wasted (underweight for their age). This continues to be a serious child health problem, with the Philippines being highly disaster-prone. The risk of malnutrition increases in the aftermath of emergencies.
“We have a pool of committed and able human resources, more than 40 years of experience on nutrition action, technologies, and most especially solid evidence of what nutrition and related interventions work that are embodied in the 2nd International Conference on Nutrition Framework for Action. The call for today is to muster all of these resources to create, strengthen, and sustain the political will to address malnutrition as a central concern of development.” Health Secretary Janette P. Loreto Garin said.
This forum is also the venue to launch the 2015 Global Nutrition Report: Actions and Accountability to Advance Nutrition and Sustainable Development which was prepared by the Independent Expert Group of International Experts and published by the International Food Policy Research Institute based in Washington, DC.
According to Mr. Lawrence Haddad, international expert in nutrition and lead author of the 2015 Global Nutrition Report, the Philippines was considered “on course” in meeting targets to reduce child stunting and overweight. On the other hand, the Philippines is “off course” for child wasting and anemia.
Mr. Haddad added that like many countries, the Philippines has seen slow reductions in malnutrition. If the Philippines and other countries want to achieve its commitment to attain the Sustainable Development Goals by 2030 as well as the World Health Assembly 2015 Global Targets, countries have to end all forms of malnutrition by scaling up proven nutrition interventions and by committing and investing in nutrition as well as holding nutrition stakeholders accountable.
This meeting also aims to organize implementers of the Early Childhood Care and Development Intervention Package for the First 1000 Days (ECCD IP/1000), a priority project of the government starting 2016 to address stunting by focusing on maternal and young child health and nutrition, early child education and social services. The first 1000 days is recognized as the window of opportunity to intervene to prevent malnutrition starting from the whole 9 months of pregnancy and until the child reaches his or her second birthday. Missing this window is a missed opportunity to ensure the full development of the child.
The National Nutrition Council being the policy-making and coordinating body on nutrition will make use of the recommendations from the forum for the formulation of the Philippine Plan of Action for Nutrition for 2017-2022.

The Department of Agriculture said today to counter the negative effects of El Niño and the turbulent typhoons like the ones that wreaked havoc in the country, it will give more attention to livestock and poultry production since these are the least affected by inclement weather.
Agriculture Secretary Proceso Alcala said, livestock production during the fourth quarter expanded by 3.72 percent. It contributed 17.07 percent to total agricultural output.
“All components of the subsector recorded increases during the last quarter, when the other subsectors’ production dipped, that is why we will focus on this and other sectors that are not as prone to the effects of inclement weather,” Alcala said.
Hog, the major contributor to the subsector’s production, recorded a 4.21 percent growth in output.
At current prices, the subsector’s gross value of output amounted to P72.1 billion which was 1.54 percent higher than last year’s fourth quarter record.
From January to December 2015, production in the subsector increased by 3.83 percent.
Production in the poultry subsector went up by 4.17 percent in the fourth quarter. It shared 14.72 percent in the total agricultural production.
Except for duck, all components of the subsector posted output increases. Chicken production which expanded by 3.58 percent boosted the subsector’s growth.
Gross value of output amounted to P53.4 billion at current prices, representing an increase of 2.98 percent from last year’s record. For 2015, the subsector’s output expanded by 5.74 percent.

KANNAWIDAN YLOCOS FEST BEGINS JANUARY 29
Ilocos Sur will parade Ilocano heritage in this year's Kannawidan Ylocos Festival from January 29 to February 13.
Activities lined up include Ilocano traditions spiced with sports tournaments, concelebrated Mass and procession at the Saint Paul Cathedral, a boodle fight, dancing fountain and fireworks display, and Siglat Ilocandia (search for talented Ilocanos) Grand Finals.
Governor Ryan Singson has asked locals and visitors to experience Ilocos Sur through the 11-day event.
Other activities include: January 3 - opening ritual with various indigenous tribes of the province, opening of exhibits of products, heritage, bonsai and art, search for Little Miss Saniata 2016;

DA-PRDP'S P113-MILLION ASSISTANCE TO BOOST AGRIBUSINESS IN CENTRAL LUZON, CAGAYAN VALLEY
The Department of Agriculture (DA) is optimistic that the P113 million-worth enterprise development sub-projects approved under the agency’s Philippine Rural Development Project (DA-PRDP) will further enhance agribusiness in Central Luzon and Cagayan Valley Regions.
Late last year, the DA-PRDP National Project Coordination Office and North Luzon Project Support Office have endorsed eight out of 12 business and procurement plans compliant with the Project’s requirements and standards for the issuance of a No Objection Letter (NOL).
The issuance of the NOL gives the go-signal to proceed with the procurement activities identified in the sub-project procurement plans.
The approval of the eight sub-projects came a few months after the World Bank had signaled the implementation of the P12.4-million integrated coffee processing and marketing enterprise in Tanudan and Tabuk City, Kalinga, the cluster’s pilot I-REAP sub-project.
The I-REAP, or the Investments for Rural Enterprise and Agricultural Productivity is a component under the PRDP that aims to strengthen and develop viable agro-fisheries-based enterprises. Under this component, the PRDP provides technical, financial and infrastructure support to make value chains of key commodities in targeted sub-project areas more efficient. The approved sub-projects are the P6.64-million dairy enterprise in Tuguegarao City, Cagayan; P28.16-million dairy enterprise in Mallig, Isabela; P12.88-million Triple-B Charantin enterprise in San Ildefonso, Bulacan; P8.69-million ampalaya enterprise in San Jose, Nueva Ecija; P17.3-million onion farm mechanization service facility in Talavera, Nueva Ecija; P9.16-million onion enterprise in Sto. Domingo, Nueva Ecija; P27.84-million sweet potato custom service provision, processing center and storage facility in Moncada, Tarlac; and P2.08-million mungbean production, a small livelihood project, in Botolan, Zambales.
Agriculture Secretary Proceso J. Alcala said that the farmers’ association or cooperative-led enterprise development sub-projects will complement the PRDP’s infrastructure development sub-projects and other DA regular programs and projects in these areas.
The Secretary also stressed that these interventions will provide members of proponent associations and cooperatives opportunities to increase their incomes.
“We are positive that our enterprise development interventions will enable farmers’ associations and cooperatives to grow. And as these groups flourish, we could expect that the members economically progress as well,” Alcala said.
