THE YEAR 2015 saw the increasing efforts of the Department of Social Welfare and Development (DSWD) to achieve its strategic goals aimed at uplifting the lives of poor Filipinos, and empowering the sectors that it serves, as well as its stakeholders.
These strategic goals are: to raise 2.3 million Pantawid Pamilya families with a capacity for improving their level of well-being by 2016; increase the number of National Household Targeting System for Poverty Reduction (NHTSPR)-identified poor families covered by at least two social welfare and development programs/services from 3.9 to 5.2 million by 2016; and, increase the number of provinces with majority of their cities/municipalities having fully-functioning Local Social Welfare and Development Offices (LSWDO) to 40 provinces by 2016.
To achieve these goals, the Department will continue to implement the convergence approach of its core poverty programs such as the Pantawid Pamilyang Pilipino; Sustainable Livelihood; and, Kapit-bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), and the harmonization of its promotive and rehabilitative programs and services to more effectively reach its intended beneficiaries.
According to DSWD Secretary Corazon Juliano-Soliman, the Department’s thrusts and priorities for 2016 contribute to the achievement of the agency’s strategic goals and organizational outcomes which are to improve capacity of targeted poor families to access opportunities to improve their level of well-being, and to promote the rights of vulnerable sectors, such as poor families and victims of disasters, indigent senior citizens, women and children, solo parents, and persons with disabilities (PWDs).
To ensure that these outcomes are met, Sec. Soliman stated that all the clusters in the DSWD Central Office – namely, the Policy and Plans Group (PPG), Operations and Programs Group (OPG), Institutional Development Group (IDG), Office of the Secretary Group (OSG), and the General Administration and Support Services Group (GASSG), together with its 16 Field Offices, will work closely to render “Matapat, mabilis, mahusay, at magiliw na paglilingkod sa iba’t ibang sector na nangangailangan ng ating tulong (Honest, fast, efficient, and passionate service to the different sectors that need our assistance).”
Moreover, the DSWD’s strengthened partnership with international organizations such as the United Nations-World Food Programme (WFP) will result to an improved and more efficient system of disaster operations.
Aligned with this is the establishment of the Department-wide Disaster Risk Reduction and Management (DRRM) protocols/system/capacity building guidelines as part of scenario planning to prepare for disasters with the scale and magnitude of Typhoon Yolanda.
The DSWD will also focus on the full implementation of the recovery and rehabilitation efforts in disaster stricken areas of the Visayas Earthquake, Zamboanga Conflict, and Typhoons Sendong, Pablo, Glenda, and Yolanda.
Enhanced social protection programs
Included in the Department’s priorities for 2016 is to reach out to more vulnerable sectors through the expanded coverage of the Social Pension for Indigent Senior Citizens which will cover poor older persons 60 years old and above by 2016.
Another priority is the streamlining of processes for immediate placement of eligible children for adoption, foster care, and other alternative care strategies.
“We believe that every child needs a loving and stable family, and institutionalization should be the last resort,” the Secretary expounded.
The DSWD will also continue to assist distressed overseas Filipinos avail of social services by deploying Social Welfare Attaches in countries where there are large numbers of overseas Filipino workers and migrants.
“The DSWD will likewise continue to ensure the continuing compliance of social welfare and development agencies (SWDAs) to standards in the delivery of social welfare services, as well as render technical assistance to local government units (LGUs) to improve their delivery of social welfare programs,” Sec. Soliman added.
The Department will also intensify its advocacy, social marketing, and networking activities to effectively communicate its plans and policies with its publics and stakeholders. # Source – www.dswd.gov.ph

DA GATHERS DIFFERENT MANUFACTURERS TO OPTIMIZE FARM MECHANIZATION IN PH
The Department of Agriculture recently conducted a manufacturers forum which gathered different manufacturers from different industries like plastic, steel, and other raw materials in the aim to create synergy between manufacturers and producers and reap the benefits of farm and fisheries mechanization in the Philippines.
Philippine Center for Postharvest Development and Mechanization Executive Director Rex L. Bingabing presented the current challenges of the Philippine agriculture to the manufacturers, stressing the need for farm mechanization.
“We are aiming to localize the manufacturing of agri machineries to address the high initial cost and labor displacement that agri mechanization presents,” he said.
Bingabing plans to put up various service centers of farm machineries as soon as the mechanization program has been fully rolled out.
The centers, in effect, will generate more jobs especially to those who will be displaced due to farm mechanization.
Agriculture Secretary Proceso J. Alcala presented possible solutions to address the concerns of the manufacturers, which included bidding process, challenges in distribution, and conflicting laws that hinders the local manufacturers and producers.
“I hope that all stakeholders will partner with PhilMech so we can mass produce farm machineries,” Alcala added.

ALUDINO, IS THE NEW CSDS OF VIGAN CITY
Mr. Anselmo R. Aludino, designated as Officer in Charge, Office of the City Schools Division Superintendent (CSDS) of Vigan received a warm welcome as he delivered his acceptance message in a turnover of responsibility ceremony held at the Vigan City Convention Center on Dec. 8, 2015.
Aludino succeeded Dr. Alberto A. Macob who retired from service last Nov. 26, his 65th birthday.
In his message, Aludino underscored that he will lead the City Schools Division of Vigan (CSDV) by following the four core values of the Department of Education (DepEd), such as Maka-Diyos, Maka-tao, Makakalikasan and Makabansa.
He also said that he will embark on the utilization of the scales of the 21st century learning which include communication, critical learning, collaboration and creativity.
Aludino expressed optimism that having all of these as guides the schools division will be able to improve the learning opportunities and the quality of services it provides to learners and clientele. Collective efforts are also expected on the heads, teaching and non-teaching staff as they will work as a team towards the attainment of greater goals.
Dr. Macob, on the other hand, accentuated that he was very blessed during his stay in Vigan. According to him, he felt the genuine support of the City Government and all the members of the DepEd family in the realization of the DepEd’s educational goals and objectives. “I am proud to say that I had a competent and goal oriented team who can deliver more than what is expected,” Dr. Macob said.

2016 CANDIDATES SIGN A PEACE COVENANT
The Commission on Elections and the Catholic Church initiated a peace covenant held at St. Paul Metropolitan Cathedral one week after the deadline of substitution of candidates.
This was attended by the candidates for provincial and municipal officials where a mass was celebrated by Archbishop Marlo Peralta. The homily of Archbishop Peralta focused on the importance of the covenant and the role of the candidates in order to achieve a peaceful and orderly election on May 2016.
Governor Singson and Vice Governor Deogracias Victor “DV” Savellano led the Nationalista candidates in signing the covenant, committing and binding themselves in their responsibilities to attain the goal of the society for the upcoming elections. But, none of the opposition candidates showed up in the activity.
Governor Singson said that participating in the peace covenant is one of the candidates’ ways to show how sincere they are in their electoral platforms. His goal is to eventually turn the political state in the province into “One Ilocos Sur”. The 2016 election will mark a step closer to their goal as there will be no race in the highest and second highest post in the province. Then gubernatorial candidate Benny Aguilar and his running mate for Vice Governor Rosalia Rodriguez withdrew their Certificate of Candidacy (COC) during the last day of substitution leaving re-electionist Gov. Ryan Singson and Vice Gubernatorial candidate SPM Jeremiah Singson unopposed. Also, fourteen out of the thirty four Mayoralty candidates are unopposed.
“As we can see, this is really the first time that gubernatorial, Vice-gubernatorial and many mayoralty candidates are unopposed. We have a reason to believe that our province will no longer be one of those listed as hot spot during the elections” Gov. Ryan Singson said.

DEPED ADHERES TO THE INTENSIFIED “IWAS PAPUTOK” CAMPAIGN OF DOH
THE DEPARTMENT OF EDUCATION (DEPED) Region I strictly adheres to the Department of Health (DOH)’s 2015 intensified campaign on “Iwas Paputok.” It was formally launched at Catbangen Central School, San Fernando City, La Union on December 10, 2015 with the theme, “Sa Ingay Walang Sablay, Sa Paputok Goodbye Kamay!”
Lectures on Republic Act 7183, An Act Regulating The Sale, Manufacture, Distribution And Use Of Firecrackers And Other Pyrotechnic Devices; Child Safety; and the “Iwas Paputok” campaign were discussed by the partner agencies’ representatives from Philippine National Police (PNP) Region I, DepEd RO1, and DOH Region I, respectively.
A video presentation on Iwas Paputok Campaign was presented to the children and parents to remind them on the cause and effects of using firecrackers. First Aid Kits and Advocacy Materials were also given to the children and advisers to keep them alert and prepared in welcoming New Year.
Relative to this, a press briefing was also held at the Ilocos Training and Regional Medical Center (ITRMC), San Fernando City, La Union on December 14, 2015. DOH Region I Director Myrna C. Cabotaje discussed on the importance of the campaign and positively aims to attain the zero-casualties target in Region I.

THE DEPARTMENT OF HEALTH (DOH) today strongly advises parents and caregivers not to allow children to use firecrackers during the holiday season, especially in welcoming the New Year. DOH reiterates the risks of injuries brought about by unsafe use of fireworks and firecrackers.
“Hanggat maaari, huwag nating bigyan at pagamitin ng paputok ang mga bata. Siguraduhin na hindi mamumulot ng paputok ang mga bata. Ang tetano ay nakamamatay at ito ay nakukuha sa impeksiyon na dulot ng sugat mula sa paputok.” Health Secretary Janette P. Loreto-Garin explained.
Even before Christmas, DOH already recorded several firecrackers/fireworks – related injuries around the country. As of December 20, 10 cases were recorded from Ilocos Norte (1), Isabela (1), Nueva Vizcaya (1), Rizal (2), Laguna (3), Iloilo (1), and Davao del Norte (1). Eight (8) out of ten (10) are children, ages ranging from 5- 12 years old. Most of the causes of the injuries are: Piccolo (8) and whistle bomb (2), both firecrackers declared prohibited in the country.
“Every year, despite the call and appeal to the parents intended to protect children from fireworks injuries, the profile of cases remain the same, that’s why we are calling the cooperation of Local Government Units (LGUs) and Philippine National Police (PNP) if not to ban the selling or use of firecrackers in the community, at least foster community fireworks display in order to control the use of fireworks and firecrackers.” Garin commented.
In case of an injury due to firecrackers, DOH advises that the wounds must be immediately washed with clean running water until all visible dirt and gunpowder residue is removed. The patient must immediately be rushed to the nearest health facility for proper medical attention.
DOH ensures that all DOH Hospitals are prepared to attend to injuries related to fireworks/firecrackers. Starting today, December 21, all DOH retained hospitals, regional offices and facilities nationwide are placed in a “Code White Alert”. The “Code White Alert” level puts all hospital personnel on standby for deployment and augmentation as the need arises for additional medical and other services.
“Imagine the rest of a child’s life without hands, arms, legs, or injured body parts after losing them to fireworks or firecrackers. “The cold weather usually triggers respiratory problems unless appropriate preventive measures are taken, especially in areas affected by Typhoon Nona. Take care of yourself and your family against changes in temperature. Children and adults may become vulnerable to cough, colds, and fever.” Health Secretary Janette P. Loreto-Garin said.
The health chief explained that personal hygiene and hand washing is the key to prevent these illnesses. She advised that as much as possible, one must not wade in floods as these waters are contaminated and people may acquire leptospirosis. If it can’t be avoided, the public is advised to wear boots, and to immediately wash the exposed body parts with clean water and soap.
“People who are staying in evacuation centers are encouraged to wash their hands with clean soap and water before preparing food and before and after eating. Also, wash your hands after using the comfort room. It is also best that water is boiled for at least two (2) minutes before drinking. Breastfeeding should be continued. Breastmilk is the best and safest food for babies.” Garin added.
For those who usually go out of their homes at early hours of the morning to attend the ‘Simbang Gabi’ or stay late at night for parties, DOH advises to wear appropriate clothing as protection against the cold weather especially for children and elderly. However, people who are already sick with fever, colds, or cough are advised to immediately seek medical attention and refrain from crowded places in order to avoid complications.

THE DEPARTMENT OF HEALTH (DOH) teams up with the Department of the Interior & Local Government (DILG), Department of Trade and Industry (DTI), Department of Education (DepEd), Philippine National Police (PNP), Bureau of Fire Protection (BFP) and Eco Waste Coalition as it officially launches the 2015 anti-firecracker campaign which carries the theme, “Sa Ingay Walang Sablay, sa Paputok Goodbye Kamay”.
In the past, DOH conveyed its messages through both scare tactics and positive approaches. This year’s campaign focuses on encouraging the public to use alternative ways in celebrating Christmas and welcoming New Year and avoid the use of firecrackers.
“For this year, instead of firecrackers, the public is encouraged to use safe merry-making instruments and alternative noise-makers such as ‘torotot’, car horns, or by playing loud music. Also, the local government units (LGUs) are urged to foster community firework display.” Health Secretary Janette P. Loreto-Garin said.
In 2014, the DOH final report on the Fireworks-Related Injury Surveillance recorded zero death and 860 cases nationwide which is 16% lower compared to 2013 (1,018 injuries). Of the 860 reported injuries, 840 were due to fireworks, 13 from stray bullet, while 7 were cases of firecracker ingestion. Most injuries were caused by piccolo (32%), followed by kwitis (15%), unknown firecrackers (11%), luces (7%) and fountain (5%).
Most fireworks-related injuries came from the National Capital Region (57%), followed by Ilocos Region (8%), Western Visayas (7%), and CALABARZON (6%). In NCR, most cases were from Manila (37%), Quezon City (26%) and Las Pinas City (6%). Notably, no cases were reported from the cities of San Juan and Muntinlupa.
The health chief emphasizes the earnest cooperation of the LGUs and the public to achieve zero casualty as we welcome 2016. The DOH reminds all Filipinos, both young and old, to have fun yet be vigilant at the same time.
In case of an injury due to firecrackers, Garin reminded that the wounds must be immediately washed with clean running water until all visible dirt and gunpowder residue is removed. The patient must immediately be rushed to the nearest health facility for proper medical attention. The DOH ensures that all DOH Hospitals are prepared to attend to injuries related to fireworks.
“Serious injuries and amputation caused by firecracker explosions have life-changing consequences. It is an extreme gamble on one’s future. Every time a firecracker is ignited, a person’s life is at risk, hence, let us do all our part. DOH: BALANCE AND MODERATION, KEY TO HEALTHIER HOLIDAYS
AS THE holiday season approaches, the Department of Health (DOH) reminds the public to stay healthy amidst the lineup of Christmas parties and holiday stress.
“Christmas is the season be jolly, but these happy times also bring risks to your health. We must be conscious of any potential holiday health hazard, such as indigestion, allergies, high blood pressure, injuries due to accidents, and alcohol-related problems. We can have fun and be healthy at the same time if we learn to balance and moderate ourselves.” Health Secretary Janette P. Loreto Garin said.
From December to January, Christmas and New Year is the longest festivities in the country. DOH advises to prepare well-balanced holiday meals. Make sure that vegetables and fruits are on the table, together with your traditional holiday food, such as ham, lechon, queso de bola, and sweets. It is also a must to ensure cleanliness and freshness of the food prepared or brought to parties to avoid food poisoning.
If a glorious holiday buffet can’t be avoided, DOH recommends eating just the right amount and kind of food in parties and gatherings. Eat moderate amounts of nutritious foods to sustain your daily activities. Avoid salty and fatty foods. These foods may cause heart conditions and other diseases. It will also help to drink plenty of liquids, such as water and fruit juices, to facilitate excretion.
As much as possible, avoid too much alcohol. It is very important not to drink and drive. Too much alcohol can cause serious damage to the liver and heart or may induce stroke. Drunk driving results in vehicular accidents.
DOH reiterates the importance of regular exercise along with healthy diet. Walk, run, dance, and exercise regularly to stay active during the holidays. Also, one must get enough sleep so that the mind and body can rest.
